Incumbent City Commissioner George “Bud” Scholl, seeking his second four-year term, is being opposed by Harvey Busch, Chair of the City Advisory Committee. Since attorney Jennifer Levin was the only candidate qualifying for the northern residential area - seat 1 (being vacated by Vice Mayor Lewis Thaler due to term limits), Levin will be automatically elected Another general election will be held in November 2014, when the BY COMMISSIONER GEORGE ‘BUD’ SCHOLL Before being elected to the City Commission and over the past number of years of serv- ing on the commission, I have always been a strong advocate for as much public Wi-Fi access as possible throughout Sunny Isles Beach. Yes, I admit it I am a tech- nical enthusiast, often times called a Geek! However, there are so many ways that a strong Wi-Fi network can benefit all our citizens and city infrastructure. It has always seemed natu- ral to me that this is a necessity for a progres- sive city such as ours. So what is a public Wi-Fi network anyway and why do we need one? Public Wi-Fi is sim- ply a way for devices to connect to the internet in a public place wirelessly. The way someone connects is dependent upon what kind of device they have such as a laptop computer, an iPad, or a Wi-Fi enabled cell phone like an iPhone or BlackBerry. Some cities and busi- nesses charge for public Wi-Fi access. Fortunately in Sunny Isles Beach we provide access in several areas around the city for free. We call these “Hot Spots”. A Hot Spot is an area that, with one of the devices described above, an internet connection can be estab- lished. It is a lot like having a free internet cloud over each of our parks and other public areas such as City Hall. Grammy nominated David Benoit headlines the main event on Saturday, October 13, 2012 at 6:30 pm at Heritage Park (19200 Collins Avenue). On Friday, October 12th, join us for an Evening of Jazz at Acqualina Resort and Spa (17875 Collins Avenue) from 8pm – 11pm. Tony Sona Trio with special guest Gail Robin will be the featured artists. The City of Sunny Isles Beach hosted the 1stAnnual Talent Show on Saturday, September 15th,with an incredible line up of varied talent, per-forming for a packed house. The event, hosted atHeritage Park, welcomed several hundred guests,out to enjoy a beautiful evening along the coast,with entertainment to include singing, dancing,violin, piano, and rhythmic gymnastics. The 22acts, were categorized by age, and group size, andwe congratulate the winners of each bracket:

Sue is loaded... money coming out of herears. She earned it the hard way, sort of; herhusband was hit by a truck when crossingthe street.

She hit the jackpot. The guywas overloaded with money inthe millions class. Her interest inthe money was thousands aweek.

She went through the mourn-ing phase for awhile but her heartwasn’t in it since they hadstopped liking each other a longtime ago but she fronted his cor-porations they had.

Soon, she became the new chase in townand all the smart guys started figuringangles on how to get to her. They all forgotthat she didn’t get there with shortsupstairs.

After a good look around, she spots themacho man: Duke. All the women in herclub are crazy for him. Real outdoor type.There’s only one thing she isn’t happyabout... is that he is 10 years younger andchases the young ones.

She makes the pitch anyway. So peopletalk, who cares.

They want to say she bought him? Fine.She suggests that they play doubles in

the club tournament. See how they can playas a team. It goes good real good.

They go out a for dinner andsplit the dab. She wants to payfor a weekend on her boat so thathe won’t have to spend anymoney.

They go away and he turns outto be vigorous, very much so.Makes her feel young again.

If her money makes it easierfor them both, then she doesn’t

mind. She has the money, he has the drive and

energy. She keeps young and he stayshappy.

Now they finally reach the height of allthings at the club.

They won the big shuffleboard champi-onship in doubles. They really did a job onthe competition. Hey she’s 87 and he’s ayoungster of 79, don’t forget they are clubchamps.

Now that’s living on the high note.

Brazilian bassist Dorio Ferreira. The headliner for Saturday’s event is Grammy nomi-nated David Benoit, known worldwide for his soulful jazz piano performances.

Gates open at 5:30 pm for Saturday’s main event and the $25 (general admission)ticket can be purchased at the SIB Visitor Center (18070 Collins Avenue) and PelicanCommunity Park (18115 North Bay Road) or at the door on that night. This event willtake place rain or shine. Patrons should bring a chair or blanket for open seating. Seatscan also be rented. Food, wine and beer are available to purchase at the park. Alcoholsales will benefit Joshua’s Heart Foundation.

Finally, the weekend will close out with a Glorious Buffet Brunch at Alba SeasideItalian (in Sole on the Ocean). This event, from 12pm – 4pm on Sunday, October 14, 2012,will include an incredible Italian American Inspired Brunch with action stations andunlimited Mimosas and Bloody Mary’s. It’s really big; it’s humongous; it’s colos-sal; it’s immense — and it’s every animallover’s fantasy come true.

Miami’s Mega Pet Adoption Event, spon-sored by PetSmart Charities, will take placefrom Friday, Oct. 26, at 11:59 p.m., untilSaturday night, Oct. 27, at 11:59 p.m. —without stopping — and will have more than800 homeless animals eager to find a forev-er home. The marathon adoption of puppiesand kitties will kickoff the festivities at mid-night and then continue with the older ani-mals for the rest of the 24-hour event.

Who will you take home?The Humane Society of Greater Miami,

Miami-Dade Animal Services, and The CatNetwork, together with rescue groups fromall over South Florida, will host the eventat the covered Equestrian Center inTropical Park, 7900 Bird Rd. in Kendall.This is a family affair with an entire Kid’sFestival, presented by the ASPCA, com-plete with rides and fun games for childrenof all ages.

The City of Sunny Isles Beach was happyto help out on Saturday, September 15thwith the Annual Miami-Dade CoastalClean-Up. The United States Coast Guardand the Coast Guard Auxiliary not onlycoordinated the event for Sunny IslesBeach, but also were part of the cleaningefforts. The Sunny Isles Beach OceanRescue Division set up a base location atSamson Oceanfront Park and helped out byproviding water and other supplies neces-sary to make the event run smoothly. A life-guard was assigned to the group, standingby to assist with any needs. We were alsohonored with a visit from Rear AdmiralBaumgartner for the 7th Coast GuardDistrict, along with his Chief of Staff.

The City of Sunny Isles Beach alwaysstrives to keep our beach clean. At this

event, with the help of approximately 35volunteers of all ages and with an actionplan in place, they split up in teams. Withtheir garbage bags and trash grabbers, thegroup swept our beach north and south.

As illustrated by the chart, they alsocounted and documented all trash pickedup. Sunny Isles Beach was not the only cityto receive this huge cleaning effort. Otherneighboring cities in Miami-Dade Countyare part of the Miami-Dade Coastal Clean-Up Event held yearly to keep all of thebeaches clean.

Thank you from the City of Sunny IslesBeach and the Ocean Rescue Division plusa silent thank you from all the local birdsand sea life which benefit from this event.

Never Pay Another Expensive Repair Again

Cadillac’s big new XTS luxury sedan ismaking a lot of waves in the automotiveworld. Billed as a replacement for the oldDTS model, it certainly is an upgrade indesign and style, and it comes with morestandard technology features than I have seenon a car in the 12 years that I have been writ-ing this column.

There is just so much technology includedwith this car that it has been labeled as themost technologically advanced productioncar in Cadillac’s history. At the heart of allthis technology is the new CUE system,Cadillac’s new in-vehicle tablet interface forcontrol and connectivity, and it’s very similarto an Apple iPad.

CUE (for Cadillac User Experience)merges intuitive design with the auto controlsfor information and media control, and it isstandard equipment on all models.

There is a big eight-inch screen in the cen-

ter stack and, using the faceplate below thescreen and the steering wheel controls, CUEis easy to customize. CUE also has severalindustry firsts, including capacitive-touchcontrol with proximity sensing, haptic feed-back, gesture recognition and natural voicerecognition. Capacitive touch is the technolo-gy used on many of today’s better tablets andsmartphones. Also new is a 12.3-inch recon-figurable instrument cluster. It has vibrantgraphic displays showcased among four driv-er-selectable themes, ranging from minimalto extensive information

Aside from CUE, there’s the advancedHaldex all-wheel-drive system with an elec-tronically controlled limited-slip differential,and the standard Magnetic Ride Control.Then there are the rear air springs for a betterride, the HiPer Strut front suspension forsurer handling, front Brembo brakes for morestopping power, an intervening braking sys-tem that lessens or avoids potential collisionsand short- and long-range radar systems thatsupport adaptive cruise control, front/rearautomatic brakes and Rear Cross TrafficAlert.

Under the hood, there’s an advanced 3.6-liter V-6 engine rated at 304 hp and 264pounds-feet of torque. Lightweight featureshelp reduce overall weight for greater effi-

ciency and a more favorable front-to-rearweight balance. Examples include a compos-ite intake manifold that saves about 5.5pounds and an integrated cylinderhead/exhaust manifold design that savesanother 13 pounds. The engine is mated tothe Hydra-Matic 6T70 six-speed automatictransmission with tap-shift control.

Other innovations include a capless fueltank filler for easier, cleaner refueling and thenew Safety Alert Seat that gently vibratesyour butt when you are dangerously close toan object while driving or backing up.

The XTS is positioned just above the CTS

in the Cadillac lineup and offered in threetrim levels or collections: Luxury, Premiumand Platinum. The XTS Platinum obviouslyis the highest level of technology and luxury,and has a unique front appearance, wheelsand interior colors, materials and trim.

I used to visit Cliff in his office everyweek when I would help him put onTefillin and say a prayer. Cliff was anarchitect who had been in the business formany years, and was approaching retire-ment. I respected Cliff tremendously,because his industry had changed dramati-cally as everything became computerized,and I knew that he had learned to adapt toa whole new way of doing his work.

In conversation, I once asked Cliff whatI thought was a very simple question. Hisanswer, however, turned this question intoa life lesson for me. I asked him whichwas the greatest building he had everdesigned. His answer was, “Every singleone that was completed.” I had wantedhim to single out his greatest accomplish-ment, and he gave me this vague answer,or so I thought. He then went on toexplain that a great design was, by far, notthe only component of a great building.He elaborated: “A true great design issomething that will satisfy the developerin terms of being profitable, satisfy theengineer in being viable, please theinspector in that it can be constructedaccording to code, and the client, ofcourse, in deeming it worth buying. Agreat design can be like a good idea. It isworthless unless it can be brought to thefinish line, to completion.

Have you ever met anyone who screamsat the TV while watching a ball game? Orsomeone who knows exactly what thePresident or cabinet members should bedoing? We all would like to know whatto do in any given situation, and betterstill, to know what someone else shouldbe doing...if only they would listen to ouradvice. ‘Then, of course, they’d be wild-ly successful.’ From Cliff, I learned thatwe may indeed know what needs to bedone, but that might only be one compo-nent of a larger equation...and the credit

goes to the one who brings any project tothat finish line of completion. From Cliff,I learned to respect the success of a fin-ished product. What seems easy, is notalways so. Success is built of many com-ponents, which when all put together, eachin the right measure, add up to that abilityto “cross the finish line.” The formula ofsuccess is not always what meets the eye.

Now, let’s take this message over to theleading architect of all times, the“Architect of our Universe.” Technology,science, and the accessibility of informa-tion have never been as advanced as it istoday. Yet, as much as we know, we arestill humbled by the vastness and intelli-gence of the universe that we live in.Everything from the largest galaxy to theminutest detail of every molecule is engi-neered so precisely. REDRAWN DISTRICTSIn an effort to increase voter participation

and ensure the citizens of Sunny IslesBeach are fairly represented, the CityCommission proposed charter amendmentsrelating to elections that were subsequentlyapproved by voters in November 2008.

The city’s three voting districts were redrawninto four districts (195th Street to 178th Street;178th Street to 172nd Street; 172nd to 167thStreet; and 167th Street to Bayview Drive).TheAt Large Commission seat was also convertedto a Residential Area Seat.

The population boom in Sunny IslesBeach prompted the initiative to redraw thecity’s voting districts along with the goal toavoid having more than two future electedofficials residing within one area of the city.

Commission candidates now have to livein each of the four respective districts – butthe Mayor can reside in any district. Everyresident also continues to have the right tocast their vote for all four Commission can-didates and the Mayor.

CONSOLIDATING ELECTIONS In 2008, voters also approved a charter

amendment relating to consolidatingmunicipal and county elections serving tosubstantially lower election costs and pro-mote a rise in voter turnout.

The charter amendment that passedchanged the date of the city’s general elec-tion from the second Tuesday following thefirst Monday in November in odd num-bered years to even numbered years in con-junction with county-wide elections.

CLOSER TO THE PEOPLEIn May of 2011, Sunny Isles Beach vot-

ers approved another charter amendmentmaking it a requirement for candidates tohave lived within the particular residentialarea they’re seeking to represent continu-ously for at least one year at the time ofqualifying. The “at-large” mayoral seat isexempt from this proposed requirement.Beyond having to reside within the districtbeing represented, the candidate is alsorequired to remain in the district for theduration of his or her term - but is allowedto move within the same district of the city.

TERMS STAY THE SAMEThe charter amendment requiring can-

didates to reside in the district they rep-resent did not affect current limitationson lengths of service: No Mayor mayserve as a Mayor for more than twoelected four-year terms during his/herlifetime, and no Commissioner mayserve as a Commissioner for more thantwo elected four-year terms duringhis/her lifetime.

FOND FAREWELL TO LEWIS THALERCurrent Sunny Isles Beach Vice Mayor

Lewis Thaler cannot run again due to acharter amendment approved by voters in2004 stating the following: Limitationson Lengths of Service: No Mayor mayserve as a Mayor for more than two (2)elected four-year terms during his/herlifetime, and no Commissioner mayserve as a Commissioner for more thantwo (2) elected four-year terms duringhis/her lifetime.

Thaler, a retired textile plant owner fromNew York, frequently came to visit his par-ents who lived in Sunny Isles Beach forover 30 years before becoming a permanentresident himself. After living in the city forthree years, he was first elected to theSunny Isles Beach City Commission in2003 at the age of 65. Thaler was the onlycandidate to run against incumbent LilaKauffman, and while celebrating a big vic-tory, he noted, “I was not expecting two-thirds of the vote!”

Thaler was sworn-in to serve his sec-ond term in December 2007. Shortlybefore being re-elected unopposed, henoted, “It will be up to the people inSunny Isles Beach to re-elect me if theythink I did a good job...Myself and theCommission have been able to reduce theamount of buildings that could have beenbuilt in the city by buying properties thatwill be converted to new parks, and toreduce growth by controlling the height ofnew construction.’’

During his two terms, Thaler helped ful-fill “promises for the future” includingremaining committed to ensuring con-trolled development on the west side ofCollins, traffic alleviation and beach accessrestoration. He also served as Commissionliaison to the former Mayor’s AdvisoryCouncil Education/Schools Committee;and has been an advocate for ensuring newdevelopments have adequate handicapparking spaces.

ACCLAIMED ACCOMPLISHMENTSAfter Thaler was first elected to the City

Commission in 2003, he began emphasizing hisdevelopment philosophies at City Commissionmeetings, often noting: “The more open space

we have in the city the better!”In accordance with a proposal submitted

for Commission consideration by Thaler in2003, an ordinance was subsequentlyapproved amending the city’s land develop-ment regulations limiting the amount ofTransfer of Development Rights (TDR’s)an applicant could purchase from the city’sbank of TDR’s.

While sharing in the Commission’sdesire for “controlled development,” Thalerput proactive comments like this one on therecord when addressing developers: “Youreally must go back and rethink the projectyou’ve put in front of us. I believe you’vetaken away view corridors…and this iswhat people have come [to Sunny IslesBeach] for.”

During a Commission discussion regard-ing traffic control and predictions that moreseasonal residents would soon be living inthe city year-round, Thaler once said. “Wehave to think about the future and not justwhat’s happening here today. If you godown Collins you have a tremendousincrease in traffic because people are mov-ing into these places much faster thanbefore and I think that’s what we have tolook at.”

Thaler also helped address a hazardoustraffic scenario created by county transitbuses making U-turns at Galahad-DadeBoulevard by Ocean One condominium.During a Commission meeting focusingon the issue, he explained, “I started [thisinvestigation] based on what was hap-pening with all the accidents I see sittingon the Ocean One side of the street… Iwent to [former Miami-Dade Mayor AlexPenelas] myself and asked him to getinvolved…That’s why [we’re now] wait-ing for an answer from the transit peopleto get this thing moving.”

When Mayor Norman Edelcup recentlyannounced a three percent reduction inthe city’s property tax millage rate forfiscal year 2012-2013, Thaler said, “Ithink [the tax rate reduction] comes fromhard work from the Commission…We

worked for ten hours on the budget andthat was after our staff probably spenthundreds of hours into putting the budg-et together…This is the quickest [budget]we’ve ever been able to [review] and thatwas because of the presentation [ourstaff] gave us.”

In June 2012, the City Commissionpassed a resolution expressing support forthe establishment of a unique zip code - amission originally initiated by Thaler, whonoted, “Since 2007, the city has grown andI think most people now realize that unlesswe get our own zip code, we will always beknown as ‘North Miami Beach’ on everycomputer in this country…So we’re makingan effort to go back and try to get an indi-vidual zip code for Sunny Isles Beach.Jennifer Levin [chair of the SpecialProjects sub-committee of the City AdvisoryCommittee, who will be filling Thaler’sCommission seat] has been put in charge ofdoing the leg work for getting us a zipcode.”

When the Sunny Isles Beach CityCommission unanimously voted to choose“Florida’s Riviera” as the city’s newmoniker, Thaler expressed this “sunny”viewpoint: “I think we are a ‘Riviera’ - andwe’ll expand what we have…This is thebeginning of what Sunny Isles Beach isreally all about.”

During his eight-year tenure as aCommissioner, also often serving as ViceMayor, Thaler wrote a column entitled“From the Desk of Lewis Thaler” appearingin issues of the Sunny Isles Beach Sun.Thaler’s column, which helped keep resi-dents and visitors informed about importantissues affecting life in the city, routinelyended with this message emphasizing his“open door policy” and desire to be aresponsive elected official: “Remember, Iam always available to answer any of yourquestions. Call me…or come down to CityHall.” The City Commission is currentlyconsidering a site in Sunny Isles Beach toname after Thaler in recognition of his ded-icated public service.

With increasing expenses going towardsattaining a higher education, and a decreas-ing amount of available resources to fallback on, it’s more important than ever tounderstand the dynamics of managing stu-dent loans before and after graduation.Increased loan debt not only dampens theeconomy but potential income as well.

Here is some helpful information onrepayment plans and those that can aid inpaying off student loans.

• Standard plans have the shortest termagreement. Payments are fixed at a sum ofat least $50 monthly and are contracted forup to 10 years. With this plan, the borrow-er will pay less interest over time thanother plans.

• Graduated payments are low at firstand then increased about every two years.Plan terms are for 10 years like theStandard plan, but more interest is paidover time.

• Extended payments can be fixed orgraduated. Monthly payments are lowerthan the Standard plan if your total loanamount is more than $30,000. This planhas a timeline of 12-15 years. Like theGraduated plan, you will pay more overtime.

• Income-Based (IBR) are awarded tothose that have partial financial hardship.Monthly payments are lower than theStandard plan payments but you’ll paymore over time because the loan life is upto 25 years. However, if the full loanamount is not paid after 25 years, theremaining balance may be canceled.

• Income-Contingent payments aredetermined each year based on annualincome, family size and the total sum ofyour loans up to 25 years. This plan mir-rors the IBR except that income tax may bedue on the amount forgiven after 25 yearsof payment.

• Income-Sensitive payments are basedon annual income and payments are sub-ject to change as your income changes. Theplan has a life of up to 10 years. Monthlypayments are lower than the Standard planbut you’ll pay more over time.

• Deferment is a short-term delay of pay-

ment that the borrower and lender agree to.Deferment is typically granted to those thatare re-enrolling in school, experiencingfinancial difficulties and/or unemployed.Keep in mind that during a deferment, thepayment of the principal balance is delayedand depending on the loan classification,the government will pay the interestcharges during the delayed period.

• Forbearance is granted to those thatcannot make their loan payments and donot qualify for deferment. Payments can bepostponed or reduced for up to 12 months;however, interest will continue to accrue.For discretionary forbearances, the lenderwarrants whether the borrower meets thecriteria for forbearance, which is typicallygranted to those that experience financialhardship and illness. On the other hand,lenders are required to grant mandatoryforbearances to borrowers that are per-forming teaching services, serving in anational service position, medical intern-ship or residency program, and if the totalmonthly sum of the payment is 20 percentor more than total monthly gross income.

• Delinquency refers to borrowers thathave not paid their most recentstatement(s). A loan becomes delinquentthe first day after a missed payment.Delinquencies are reported to the majorcredit bureaus (Experian, Equifax andTransUnion) for at least 90 days. It’s bestto stay clear of this option because itresults in high interest rates and lowercredit scores. If you anticipate a missedpayment, contact your loan provider —keeping a positive rapport will help in thelong run and open up other paymentoptions.

• Defaulting on loans has serious conse-quences. Failure to make loan paymentsputs the borrower in high risk of going intodefault. A slew of problems emerge due todefaulting in loan payments — amongthem, negative credit ratings, higher inter-est rates, difficulty receiving future loansfor cars or homes, apartment rentals andreceiving homeowners and car insurance.
