terms o% its %!ood disaster miti#ation activities( )o&ever, p!annin# and conditionin# o%the p!anned pro#ram %or the province started out as ear!y as !ate *uarter o% 200+( t&as an o%%-shoot o% the %!ood events that a%%ected the $ampan#a iver Basin as aresu!t o% Tropica! disturbances ."arce/, .innie/ and .oyon#/, in u#ust, Novemberand 3ecember 200+, respective!y, in &hich a !ar#e part o% the province &asinundated( The project &as main!y %unded by the $rovincia! 4overnment o% Bu!acanthrou#h its $rovincia! 3isaster is eduction and "ana#ement 6%%ice ( Technica!aspects o% the pro#ram, particu!ar!y determination o% !ocation o% monitorin# sites,river assessment !eve!s, methods o% observation, and other re!ated activities &erecarried out by personne! o% the $ampan#a iver !ood orecastin# and arnin# Center7$C8 o% the !ood orecastin# Branch o% $4S(

The nature o% the pro#ram &as to have a non-structura!, community-based, ho!isticapproach to %!ood disaster miti#ation aspects( $ractica!!y, the pro#ram encompasseshydro!o#ica! monitorin#, in%ormation e9chan#e and %!ood &arnin#, and the disasterpreparedness and response activities as app!ied to a certain community or to the sub-basin concerned( 3eviant and !oca!ied %!ood events have a!so been considered in thepro#ram( t &as desi#ned and carried out &ith one main purpose in mind ;

The Community-Based !ood "iti#ation "ana#ement $ro#ram 7CB""$8 %or the$rovince o% Bu!acan is a non-structura! %!ood miti#atin# means that encompasseshydro!o#ica! monitorin#, in%ormation e9chan#e and %!ood &arnin#, and the disaster

preparedness and response phases as app!ied to a !oca!ity or a sub-basin area &ithinthe $ampan#a iver Basin area, particu!ar!y the river systems &ithin the Bu!acanprovince( t &as conceived by the $ampan#a iver !ood orecastin# and arnin#Center 7$C8 and #enera!!y %unded by the $rovincia! 4overnment o% Bu!acan(

The system is composed o% a net&or o% rain%a!! and &ater !eve! monitorin# stationsand %!ood marers !ocated strate#ica!!y &ithin the subject area and a !oca!7dedicated8 communication system %or data and in%ormation trans%er bet&een themonitorin# stations, the municipa!?baran#ay disaster action teams, and theoperations center 7provincia! capito! and $C8( The system sha!! be manned bytrained vo!unteer personne! o% the municipa!ity and?or baran#ay area concerned( The

socia! and mora! responsibi!ities o% the >4@As as &e!! as o% the !oca! inhabitants interms o% disaster miti#ation aspects sha!! be enhanced throu#h continued e9chan#e o%in%ormation, dry-runs and dri!!s, and re#u!ar disaster in%ormation 7$3As, etc(8activities and the positive attitude o% the $3""C personne!( This hopes to ensure thesustainabi!ity aspect o% the pro#ram(

The cost o% the system, amountin# to some $ 250,000 &orth o% monitorin#instruments, %ie!d surveys and insta!!ations inc!uded, and part!y some !oca!communications !ines have been shou!dered by the $rovince o% Bu!acan throu#h the$3""C &ith B, $C in particu!ar, providin# the technica! aspect o% thepro#ram and trainin#( The system is composed o% &ater !eve! monitorin# stations

that have been set-up a!on# the n#at iver 7&i!! act as a main bac-up monitorin#and &arnin# points durin# e9cess reservoir re!eases %rom n#at po 3ams8( Threeother river monitorin# stations cover the other active tributaries &ithin the provinceand one in a major channe! o% the $ampan#a iver( our rain #a#es &ere insta!!ed atstrate#ic !ocations &ithin the province particu!ar!y in the eastern sections o% the areac!ose to the Sierra "adre mountain ran#e( Some 12 %!ood marers &ere p!aced in the%!ood-prone areas o% )a#onoy and Ca!umpit municipa!ities to comp!ement the system(

iver cross-sectionin# %or river dynamics to hand!e %!ood &arnin#s &ere carried out aspart o% the pro#ramAs ear!y &arnin# sta#e( The trainin# o% the vo!unteermunicipa!?baran#ay observers immediate!y %o!!o&ed a%ter the hydro#raphic &ors(

This is, actua!!y, the most critica! part o% the pro#ram( The e%%ectiveness o% thesystem &i!! re!y main!y on the observerAs trainin# comprehension( The operation o%the system is e9pected to start be%ore mid-year o% 200' in preparation %or the rainyseason(

The pro#ram &i!! au#ment the present monitorin# system o% the $C, particu!ar!yin the mid-eastern parts o% the basin( t practica!!y provides additiona! data support%or the Candaba s&amp and other %!ood-prone areas o% the $rovince o% $ampan#a(
