A.1. – Project Examples Contact: Mr. Phong Vo Mosaic Fertilizer, LLC 13830 Circa Crossing Drive Lithia, FL 33547 813-500-6941 [email protected] Project: Quarterly Gypsum Stack Surveys Description: Pickett has been providing surveying and mapping services to Mosaic and its predecessor companies for decades. Mosaic’s holdings in Central Florida cover over 2,120 square miles in multiple Counties and Pickett provides the sum of our services for a variety of projects to include construction layout, as-built, right-of-way, geodetic control, boundary, topographic, hydrographic, LiDAR, and orthorectified imagery services, among others. This project references the topographic, hydrographic and volumetric surveying and mapping services we complete on a quarterly basis for eight of Mosaic’s gypsum stacks throughout Polk and Hillsborough Counties. Hydrographic Surveys – Our customized 12’ skiff is utilized for these surveys due to the difficulties in accessing these ponds on top of 300 foot tall gypsum stack. The survey skiff is piloted along preplanned survey lines and data is collected using our Odom HydroTrac single beam echo sounder, Trimble DGPS Beacon and Hypac software. Office data editing is also performed with Hpack Software and final mapping is completed with Autodesk Civil 3D Software to ultimately create topographic mapping of the pond bottoms. We are currently in a transition from a single beam sounder to a recently purchased R2Sonic Multibeam Echo Sounder and Hypack Multibeam Hysweep Software. Topographic Mapping –Aerial LiDAR data and digital imagery of each site is collected in close conjunction with the hydrographic surveys. The LiDAR data is processed and classified to a bare earth surface model. A contour map is produced and merged with the hydrographic data to create a comprehensive topographic map of the entire gypsum stack. Orthorectified Imagery – The imagery captured from our digital camera is processed and, using the DEM produced from the LiDAR data, used to create orthorectified imagery of each site. The orthorectified imagery is displayed under the mapping as a base map. Quantity Survey – Volumetric computations are completed for the body of water atop each stack and reported as gallons and cubic yards. Winter Springs, FL 32708 Tel: 407-679-5358 x.121 [email protected] Project: Polk County NWRUSA Reclaimed Water ASR Testing Program – Phase I & II Description: Following the construction of a 1.0 – 3.0 million gallons per day (MGD) Phase One Expansion improvements to the Northwest Regional Wastewater Treatment Facility (WWTF), the Polk County Utilities (PCU) staff has experienced several significant events which have brought question to the actual capacity and treatment capabilities of the facility. As part of the Continuing Engineering Services for Capital Improvement Projects, Polk County tasked Reiss Engineering, Inc. (REI), and sub-consultant Pickett & Associates, Inc. (Pickett), to perform preliminary engineering and surveying services related to improvements. The results of an initial design evaluation identified several key deficiencies particularly related to hydraulic limitations within the existing NW Regional WWTF. These deficiencies are found to be the cause that would nominally rate these processes to a capacity of much less than the current permitted treatment rating of 3.00 MGD. Based on available information to date, little to no accurate nor detailed as-built drawings exist for the Northwest Regional WWTF. In order to accurately define the existing structures, equipment, and landscaping, a complete set of as-built drawings for the existing facility had to be prepared. Pickett's services consisted of locating all boundary corners; locating trees; and locating all improvements and utilities to confirm top of wall elevation, bottom of slab elevation, channel bottoms, weir elevations (travel range high and low) and discharge pipe centerlines for various structures. Topographic mapping was carried out by Pickett’s photogrammetry department with the survey department providing aerial target control and supplemental mapping in obscured areas not visible from the aerial imagery. Pickett also provided SUE services to locate underground utilities utilizing Ground Penetrating Radar (GPR) and vacuum potholing an area approximately 250-feet long by 7-feet wide through a sub-consultant. These services were completed in 2011 and the final design and recommendations were submitted to Polk County. After careful deliberation and budgeting for funding, Polk County has approved the plan to correct and increase the intended capacity of NW Regional WWTF. Pickett is now working on Phase II with REI in 2014 to provide field survey services to locate and perform SUE services and construction staking at proposed well sites; perform as-built surveys of the well heads, equipment and monitor wells; provide SUE, topographic survey, construction staking and as-builts of the effluent piping and storage area; and SUE, construction staking and as-builts for the pump station and reclaimed water piping. Winter Haven, FL 33880 Phone: 863-293-6473 Project: Downtown Winter Haven Parking Garage Description: Everett Whitehead & Son, Inc. contracted Pickett to provide professional survey services relating to the site development and construction of the Winter Haven Downtown Parking Garage site. Pickett’s survey department provided a boundary survey of the site and a topographic survey inclusive of the center of the adjacent streets and full alley width and all above ground visible improvements. Underground utilities were shown based on above ground evidence. An offsite topographic survey was completed for approximately 75 percent of one block of Avenue A extending from right of way to right of way and including all above ground visible improvements. Contact: Ms. Rebecca Baker Polk County Natural Resources Division 4177 Ben Durrance Road Bartow, FL 33830 863-534-7377 Project/year: Lake Deeson Pipeline Location Description: Under a continuing services contract with Polk County, Pickett was tasked to provide professional survey services related to Lake Deeson Stormwater Pump Station Generator Design. Initial project services provided for the County’s engineering consultant consisted of preparing a topographic survey and indentifying parcel boundaries within the Lake Deeson Pump Station area of concern. Follow up services provided to the County upon task authorization consisted of obtaining an Ownership and Encumbrance (O&E) Report and reviewing title work for the existing easements on the site properties, then staking existing and new easements, and preparing a certified legal description and description sketch of the new easements. A field survey and subsurface investigation was accomplished to locate manholes and control, and approximately 3,600' of buried pipeline to determine the location and elevation of the pipe from Sta. 217+50 thru 226+50 and Sta. 255+00 thru 228+00. The pipe location was marked at 100 foot intervals and an as-built survey was prepared. Final services performed provided for a topographic survey, and confirmation of the boundary line, of Lot 6 of the plat of Lake Deeson Pointe which was merged with the previous mapping. Contact: Mr. Bart Arrington DeSoto County Engineering Department 201 E Oak Street Suite 204 Arcadia, Florida 34266 Phone: 863-993-4800 Project: As-Built Survey Services for CR760 Shoulder Improvements Description: Under a continuing services contract, Pickett was tasked to obtain all field information required to provide as-built drawings for the constructed improvements as indicated in construction plans for the C.R. 760 Shoulder Improvements Project. As requested, Pickett survey crews obtained cross sections at established stations shown on intervals over continuous tangent sections of (normal crown) roadway, and at the beginning and end of each newly constructed shoulder on both sides, or on one side, of the alignment as necessary. These cross section included elevations of the new shoulder/existing travel lane interface, the new edge of pavement, and the centerline of the existing pavement with additional elevations provided at any visible grade breaks, along with the width, of the new shoulder pavement. The cross sections shall be taken in accordance with the stationing as shown on the construction plans and will include elevations of all grade breaks and slope changes to as to determine slope percentages of the newly constructed shoulders in relation to the existing pavement. As-Built Drawings were provided to illustrate the proposed information.

Box 1110 Tampa, FL 33601 (813) 307-4755 Project: Browning Road (East) Right of Way Mapping Description: Under a Continuing Professional Services Agreement with Hillsborough County, the County tasked Pickett to provide a Right of Way survey for Browning Road. The general scope of work included preparation of a Right of Way Map for Browning Road, from the point where Browning Road turns to go North to the Intersection with Lithia-Pinecrest Road, (approximate length 1.5 miles). An additional 1.6 miles of Browning Road were included after a subsequent request by the County to total 3.1 miles. The Right of Way Map was prepared to comply with the Surveying and Mapping Manual contingent upon County provided section control. Per the County’s request the last deed of record was utilized in lieu of Title work. Pickett survey crews were supplied with Section corners, property corners and subdivision corners from the County, which were then tied in along with ¼ section corners within the project corridor. The Baseline was established on the landlines or the centerline of the road where applicable, and the Baseline stations were shown on the Maps but not staked. Control points (P.I.’s, Equations, P.C.’s and P.T.’s), were staked and, along with section corners within the corridor, were referenced in the field. Location of the edge of pavement for the length of the project was illustrated in the final mapping.

Contact: Mr. Chuck Partlow Polk County Utilities 1011 Jim Keene Blvd., SR540 Winter Haven, Florida 33880 Phone: 863-298-4100 Project: Imperial Lakes LS20 Force Main Easement Description: Our ability to work with County departments and their consultants is evidenced in a recent project for Polk County Utilities where Pickett was tasked to provide surveying and mapping services for design and replacement of 17,400 feet of sewage force mains within the Imperial Lakes Subdivision. Pickett was able to seamlessly and concurrently work with both engineering consultants involved in separate lengths of the corridor. During the course of preparing a topographic survey for the design of the proposed force main we discovered that an existing force main was not within the easement of record. We presented this information to the County which potentially avoided budget and schedule pitfalls and kept the project on track. Polk County Utilities Division subsequently contracted Pickett to locate approximately 5,000’ of existing force main from lift station 20 to the treatment plant, locate the existing easement and property boundaries within the pipeline route and prepare description sketches for easements required for construction on lift station 20 and the force main. A.2. – Two Most Recent Projects Contact: Matt Heidel KMR Concrete Inc. 2835 State Road 60 East Bartow FL 33830 863-519-9077 [email protected] Project: 91 Mine Road Description: Pickett was contracted to provide a topographic survey of this site and , as a multidisciplinary firm, we are able to combine ground survey and aerial mapping services to provide the most accurate, timely and cost effective method. Pickett's survey department set aerial targets and established horizontal and vertical control. Cross sections and 20 field-surveyed quality control points were also collected to provide quality control measures against the final mapping. Pickett's flight department acquired LiDAR data and digital imagery of the entire site which was delivered to the photogrammetry department for processing. The LiDAR data was processed and classified to 'bare earth' to provide a digital elevation model (DEM). The DEM was augmented with breaklines to create a digital terrain model (DTM) which in turn was generated to create topographic mapping with a 1’ contour interval. Supplementary spot elevations were placed on tops, bottoms, saddles and areas otherwise void of topographic data. The DEM was also used to create an orthorectified image with a 0.25' ground pixel resolution of the site from the acquired digital imagery. Utilizing this method, Pickett completed the project within days as opposed to the weeks or more that would need to be scheduled to complete a full field topographic survey. Pickett's survey department performed an extensive on-the-ground search of the project area to evaluate, verify and establish, or re-establish, approximately 8 property corners. A new line was established placing 2 corners and blazing/painting/posting approximately 0.76 miles of boundary line. Legal descriptions, plat surveys and surveyor reports were prepared for the subject site according to USFWS R4 Technical Specifications for Boundary Surveys. This project is temporarily on hold pending further resolution by the USFWS, but will remain on budget and completed ahead of schedule. A.3. – Firm's Surveying and Mapping Experience Our ability to work effectively with Sumter County stems from the longstanding working relationships and experience with other central Florida Counties. For example, Pickett has been awarded the opportunity to hold continuing contracts with Polk County Waste Resource Management Division and the Polk County Parks and Natural Resources Division providing surveying and mapping services since 2004, as well as other County Divisions and their consultants. We have also been fortunate to have strong, ongoing business relationships and contracts throughout our history with Government Agencies such as FDEP, SFWMD, SWFWMD and U.S. Fish and Wildlife as well as many other Florida Counties and municipalities. Throughout the terms of these contracts we have worked diligently and in a timely and cost effective manner. Many of the projects we have completed for Polk County often required our successful coordination, submittal of numerous permit applications and participation in regulatory meetings with SFWMD, SWFWMD and other local, state, and federal agencies. From participation in kickoff meetings and public involvement sessions, through fieldwork, permitting processes and to final delivery, Pickett works to determine the best approach and achieve the desired results to our clients' specifications and satisfaction.

B.1. – Key Personnel Pickett has all of the resources; equipment, manpower and experience necessary to provide Sumter County with quality service in a timely manner. Pickett has been providing all of the currently requested services to Federal and State agencies, and various Counties and Cities for many to such a degree that we have received personal letters of recommendation as well as high marks on performance reviews. We do not intend to subcontract any of these services to outside consultants thereby keeping the integrity and consistency of our deliverables intact. Key team member(s) that will be involved in this contract are: John M. JOHN M. CLYATT, PSM President

Mr. Clyatt is a third generation surveyor and has been involved in the surveying and mapping field since 1976. He graduated from the University of Florida in 1983, stays involved with his Alma Mater and chairs UF’s School Of Forest Resources and Conservation Advisory Board that includes Geomatics, forestry and Fisheries. He is an active member of the Florida Surveying & Mapping Society where he served as President in 2002/2003 and is past Chairman of the FSM PAC and currently serves as director on the PAC committee. Survey services included initial field visits and research, and field reconnaissance to begin easement preparation and boundary surveys of the property. On-site RTK calibration was performed and existing corners were located horizontally and vertically and tied into existing section monumentation.

USDA/NRCS: Alico WRP Boundary Survey – Contract Manager/Senior Surveyor to complete a boundary survey of Alico for the USDA’s Wetland Reserve Program. The property is approximately 23.18 miles of boundary encompassing 11,294 acres located in Hendry County. Research of the property was performed, field recon was conducted, and site visits were made with adjoining landowners for access permission. Following initial field visits and research, easement and boundary surveys of the property were reformed and completed ahead of schedule.

SFWMD: Kissimmee River Topo Survey – LiDAR data was collected over 105 flight lines, including 3 flight lines for QC purposes. The resulting data, along with supplemental breaklines, was processed to a ‘bare earth’ digital terrain model to create topographic mapping with a 1’ contour interval. Pickett crews provided base stations during LiDAR collection and surveyed 528 ground control/check points within varying types of ground cover to test against the LiDAR accuracy.

Photo Science: Agricultural Area Orthorectified Imagery - Production manager/

photogrammetrist to produce orthorectified imagery of an ‘Agricultural Area’ consisting of 709 square miles within Hillsborough, Manatee and Sarasota Counties associated with SWFWMD’s Geospatial Data Collection and Analysis Services program.

Woolpert: Ellisville to Windermere Corridor - Production manager/photogrammetrist to provide planimetric mapping at a scale of 1”=50’, and production of orthoimagery delivered with a 0.5’ ground pixel in tif/tfw format for approximately 175 miles of road corridor, 300 feet wide centered on road centerline, beginning in Ellisville in and terminating in Windermere in Orange County.

Magnolia River: Glynn County Orthoimagery – Production manager/photogrammetrist who produced orthorectified imagery of Glynn County, GA consisting of 541 square miles. Upon receipt of digital imagery collected with the Vexcel UltraCam D and a LiDAR derived DEM, and other required information (ie control data, camera specifications) an aerotriangulation was performed and orthorectified imagery was created and QA/QC’d before delivery of the 5,000’x 5,000’ tiles.

Lample Herbert Consultants, Inc / Breitburn Energy Company: Raccoon Point and Bear Island - Production manager/photogrammetrist to scan aerial photography and create digital images for Softcopy AT utilizing airborne GPS points and an assumed elevation, and production of orthorectified imagery of 5 sites on Raccoon Point and 2 sites on Bear Island.

Mr. Timothy has been involved in the photogrammetry field since 1997. He has experience in softcopy photogrammetry (Socet Set, Autometric Softplotter and VROne/Two), Zeiss P3, and Wild B8 Systems. He is experienced in all facets of the mapping process from scanning and processing digital imagery, to aerotriangulations, topographic and planimetric mapping, and creating orthorectified mosaics. B.3. – Principal Point of Contact Greg Prather, PSM, will be the Project Manager and main point of contact for all of Sumter County’s projects, and for photogrammetry/LiDAR projects, Mr. Prather will work in tandem with T. Jeffrey Young, PSM, CP. Mr. Prather manages the daily operations of the Surveying Department and the Company Safety Program. His responsibilities include safety, scheduling personnel and equipment, maintaining project schedules, budgets, billing and client relations. He has been involved in surveying and mapping since 1980 and began his career with Pickett in 1983 as a survey crew member. He continued his survey education in the field and by completing correspondence courses at night and was awarded an ICS Diploma in Surveying Technology in 1991. In 1992, he became a registered Florida Registered Surveyor and a company partner in 2003. He is an active member of the Florida Surveying and Mapping Society and the Florida Builders Association. Greg is a hands-on leader and still spends considerable time in the field assessing field conditions, planning, and estimating projects. He is experienced in, and supervises construction staking, geodetic control surveys, DTM creation, volume computation, retracement surveys and Ordinary High Water Line Determination. C.1 – Overview of Services By embracing technology and tempering it with seasoned professionals, Pickett has the ability to offer turnkey surveying and mapping services on land, air and water. We are constantly pursuing and investing in the future of surveying and mapping for the most practical of reasons, service to our clients. Pickett holds many continuing services contracts with Federal, State and local agencies, and are consistently tasked to perform the bulk of our surveying and mapping services under these contracts. Land Surveying Pickett’s Survey Department thrives on difficult and demanding projects and we have the tools and experience to get the job done. All survey crews are OSHA, MSHA, TWIC, MOT and first-aid certified, and led by a crew chief trained in the latest field techniques and equipment such as Real Time Kinematic GPS, eGPS, Robotic Total Stations, Electronic Data Collectors and Digital Levels. Our survey department employs six Professional Surveyors & Mappers supported by a strong technical and office staff expert in a large variety of software, hardware and equipment. Our surveyors have a long and proud tradition to uphold and offer over 150 years of collective experience. Safety is also a top priority at Pickett and we have recently logged over 174,333 hours without a lost time incident. We have exceptional experience in Boundary Surveys, PLSS Retracement Surveys, ALTA/ACSM Surveys, Topographic Surveys, Corridor Surveys, As-Built Surveys, GPS Control Surveys, Quantity/Volume Surveys, Construction Staking, Laser Scanning, Legal Descriptions, OHWL Surveys, and Expert Witness Testimony. Hydrographic Surveying Hydrographic surveying is another professional survey service provided by Pickett for our clients’ benefit. We utilize a survey grade Odom Hydrotrac Echo Sounder and an R2Sonic Multibeam Echo Sounder and HYPACK and HYSWEEP hydrographic survey software. Our boats range from a 10 foot jon boat to a 15 foot skiff for ponds, lakes and canals and a 20’ boat for larger projects. Sherry Grymko, PSM holds a Master’s of Science Degree in Geomatics from the University of Florida and is our Project Surveyor for all hydrographic surveys. As our ‘resident expert’ on hydrographic survey services, she’s been trained on various hydrographic equipment and software and continues to update her knowledge through CEU courses and other certification classes. Services include Waterbody bed topography, Canal and Levee Cross Sections, Water Volume Calculations, Dredge Mapping, Tidal Surveys, and Beach Profiles. Photogrammetry and Remote Sensing Pickett’s Mapping Department is managed by T. Jeffrey Young, (30+ years of experience) a licensed Florida Professional Surveyor & Mapper and a nationally recognized ASPRS Certified Photogrammetrist and is supported by a staff of several trained photogrammetrists, one who is also a licensed Florida Professional Surveyor & Mapper and a nationally recognized ASPRS Certified Photogrammetrist, that, in total, have a collective experience of over 80 years. Our flight deparment, consisting of two (2) aircraft, one dedicated to our LiDAR sensor and digital camera, and the other dedicated to film photography, are based in Florida year round for quick access to any project site. Our sensors are also outfitted for our helicopter mount. Rotary aircraft are leased on an as-needed basis for low-altitude missions. C.2 – Project Approach Pickett’s diverse surveying and mapping capabilities, expertise and broad range of equipment provide the basis to deliver the best technical approach and superior service. From initial preparation to the timely delivery of a survey, our staff’s commitment to client satisfaction comes from within and is ingrained from the top down. Our staff works as a team and we are committed to providing the necessary manpower, which is the key to meeting timeline objectives. Field crews, technical and professional staff will provide undivided attention to your work. Our rationale is that what is best for the project is best for our company and Sumter County. Our method to accomplish any surveying or mapping project starts with assembling information, equipment and a team experienced in the type of services required. To achieve this Pickett will:

1. Assign adequate personnel and equip them with the best tools for the job. 2. Assign experienced project managers that will be with the project from start to finish. 3. Provide the project manager with the authority and resources necessary to accomplish the

mission. 4. Provide ongoing review and proactively communicate project status. 5. Provide ongoing QC to ensure project objectives are being met from start to final deliverable.

Our general approach to accomplishing the requested survey services is straightforward. Advanced preparation of a survey will involve coordinating with Sumter County staff on the requirements and objectives of the survey to ensure the purpose and ultimate use is well defined. Preliminary research, a fundamental basis for any project undertaken, will be carried out. Good research forms the foundation of sound surveys and mapping services. Our professionals will investigate project information and site conditions, study any previous surveys and collect all available data for a project prior to performing any field services or aerial mapping missions. This information will better familiarize our staff with the project and arm them with pertinent information required to complete the services efficiently and effectively. Pickett has a distinct advantage due to our many years of practice and our extensive library of records. Prior to project mobilization, we review and assign proper equipment and data collection methods to achieve the stated project requirements and approach the job with the required accuracies in mind. Not every job requires the same precision so each job is designed to meet the project requirements in the most economical fashion no matter how accessible the site may be or how difficult the environment. One of the characteristics that differentiate our firm from most is our ability to complete surveys under difficult conditions. Our work in National Wildlife Refuges has taken us from cypress swamps to dense mangroves to salt marshes. Our work in the central Florida phosphate areas have included topographic surveys of slime ponds overgrown with willows to traversing across stock piles of phosphate 50 feet high. High profile projects are treated with courteous low profile services such as our work for the City of Winter Haven Downtown Parking Garage and the DeSoto County Library Expansion. Pickett’s field personnel thrive on the difficult! Field reconnaissance of a project site is a necessity to understand logistics and equipment required to complete the work. Understanding that field conditions can change dramatically between March and August is also a necessity for adequate planning to accomplish the work. Having “been there and done that” for over 50 years is a distinct advantage and one of our best resources. In addition, we have jeeps, boats, ATVs, aircraft outfitted with aerial cameras and LiDAR and other specialized equipment to assist us in overcoming difficult field conditions should the need arise. Field data processing, office calculations and document preparation is assigned to qualified professionals that are equipped with the latest hardware / software appropriate for the job linked to a central systemized structure for storing and retrieving information. For processing survey and mapping data, we apply stringent QA/QC processes that are common to all collection to ensure that the final deliverables are accurate.

We utilize the following industry leading software to accomplish the various data processes: For GPS data – Trimble Geomatics Office For level data – digital files are adjusted using “Zeiss” software For total station – TDS software combined with Starnet adjustment programs For all final mapping – AutoCAD and/or ArcGIS All data is stored on a central server with a steadfast structure to allow multiple project managers to easily access and work on the files. All final calculations and documents produced will be proofed and reviewed prior to delivery whether in hard copy or digital format. Over the years Pickett has migrated to an approach in which both the professional and project technician are equally proficient in map preparation and CAD drafting. This has eliminated the intermediate layer of draft persons and associated inefficiencies of redlining and review. Our project professionals take projects from start to finish. On average each of our project professionals has over 20 years of experience in CAD drafting and mapping. Again, all maps are stored on a central server for easy access by other professionals in the office. In addition to a management plan focused on completing projects on time and within budget, a successful project must also be technically adequate. To assure technical accuracy, in-house peer professionals review each major technical step as part of our quality control and assurance procedures. This provides both a fresh and impartial look at progress and provides a reality check. The intended function of our quality control and assurance procedures, and our responsibility as prime consultant, will be to produce and manage to assure quality service and that the end product meets Sumter County standards as well as Minimum Technical Standards (MTS) of the Florida Administrative Code. Every person at all levels of responsibility is committed to total quality service throughout each step of the process. Furthermore, each individual team member must be technically knowledgeable and skillful in every task they perform and the required tools for the task must be at their disposal. Each team member must also understand how his or her specific task relates to and affects the overall project. Total quality management involves consistent communication and interaction between team members along with a thorough and detailed understanding of the overall process of each. Pickett’s QA/QC program will consist of efforts by Professional Surveyors & Mappers, working independent of project development, performing checks of project documents and supporting data. The QA program will consist of reviews of project documents at various stages and is typically termed a “peer-review.” The depth of the QA reviews will be sufficient to validate that the project staffing is adequate, in both quality and quantity, and that proper direction has been provided. These project reviews will be communicated to the County staff every three weeks, or at the halfway point of notice to proceed to delivery date, whichever is less. The QA reviews will assure that the team is complying with requirements and that the project will be delivered to the complete satisfaction of Sumter County’s project manager. The QC program will include:

The project manager will be given the complete authority and responsibility to execute the work.

A “kick-off” meeting will be held with key individuals assigned to the project to clearly define the scope of work and products to be produced. Project managers are selected based upon appropriate skills, technical ability and previous project history.

All decisions will be documented. All project documents will be supported by appropriate data that will clearly show the basis for decisions and the choices evaluated.

All telephone conversations, e-mails and meetings, which include or affect a decision, will be documented. Minutes of meetings will be prepared and distributed to attendees promptly for confirmation of decisions made and then filed after appropriate action.

All supporting calculations, text or data used will be signed and dated by the compiler when the work is performed.

The project manager or designated alternate(s) will monitor and evaluate the review and/or checking activity for the project. The review will specifically cover such items as clarity, accuracy, completeness, scope compliance, etc. Any follow-up activity required will be noted and initiated as appropriate.

Individuals independent of project staffing will periodically review all documents for adequacy, conformance with the scope of work, completeness and accuracy.

This review will ensure that:

1. The work conforms to the proper scope and standards. 2. Project decisions are documented and are based on sound procedures and

practices. 3. All computations and reports stand-alone. 4. Project documents contain all required information. 5. All items have been checked by qualified individuals, revised as necessary, and

rechecked. All reports regarding project development and critical events will be submitted to the County as required. We commit to personally participating in scheduled meetings with the County to discuss project status and any exceptions that may arise. Any corrective actions required on Pickett’s behalf will be expedited in order to keep the schedule intact at no additional cost. When completing the survey document and/or report, it will be formatted with the end use in mind. Deliverables will be subject to a final QA/QC review to account for completeness, accuracy, consistency and format requirements. Pickett has the ability to provide our client’s deliverables in practically any format and medium requested. Timely delivery can be accomplished via personal delivery, overnight shipping, downloading from our ftp site or e-mail attachments. Lastly, much is made about the technical revolution within the surveying and mapping profession and we are as deeply committed as any firm to keeping up with advances. That said, there is no substitute for experience and knowledge of the principles required to complete a successful project. All the new gadgets in the world will not aid in properly establishing a defendable boundary or topographic survey. They may make the job easier or more efficient but the knowledge of how and when to apply technology is paramount to delivering a professional product and service. Our philosophy and rationale is that technology may make our jobs easier but there is no substitute for the fundamentals and experience. Pickett also prides itself for maintaining a safe work place. Prior to dispatching to the project site, our field crews conduct daily tailgate safety meetings, and in-depth safety topic meetings are held weekly. Quarterly office-wide safety meetings are held to discuss specific hazards. Pickett recently logged over 174,333 hours without a lost time incident, and we received a 2012 Gold Award at Mosaic’s Annual Safety Awards banquet.

C.3 – Teamwork Approach Our ability to team and work effectively with Sumter County stems from our past and current experience with ongoing business relationships and contracts through Government Agencies such as U.S. Fish and Wildlife, FDEP, SFWMD, and SWFWMD as well as many other Florida Counties, municipalities and their engineering consultants. Throughout the terms of these contracts we have worked diligently and in a timely and cost effective manner. Many of the projects we have completed for Central Florida Counties often required our successful coordination, submittal of numerous permit applications and participation in regulatory meetings with SFWMD, SWFWMD and other local, state, and federal agencies. All of our Project Surveyors are empowered to make decisions regarding personnel, equipment and other resources associated with their assigned project. They do not have to clear every detail with officers of the company before taking action. They ARE the company and are trusted to react to situations that are in the best interest of the client and the project schedule. All critical issues are communicated to managers immediately for concurrence on the best approach to solve problematic issues. Pickett does not have a lower tier of technicians and draftsmen. Our surveyors and mappers are completely CAD literate and much efficiency is gained by avoiding the repetitious check-edit process that typically occurs between a project surveyor and CAD draftsman. 3. Field Technicians - Acquisition of field data forms the base of all subsequent mapping. It must be performed efficiently and meticulously. Our field crews are very experienced in the techniques and methods that allow for a thorough and complete field survey that will translate smoothly into the final map product. Field crews have at their disposal the latest in survey technology, inclusive of robotic servo-driven total stations and dual frequency RTK GPS. Currently, we are running five 2-man field crews equipped with the latest in measuring and communication technology.

D – Schedule We are aware of budgetary and schedule constraints and commit to providing you service and quality products on time and within budget. All of our fees for services are estimated on a formulated spreadsheet based on a preliminary scope received from our client. This estimate and scope is communicated back to the client, revisions are made and a time line is presented. A contract is then created with a firm schedule and ‘not to exceed’ cost for services indicated which will be strictly adhered to unless a change order originates from our client. In this case a revised schedule and ‘not to exceed’ fee is presented to our client for approval. Reduced costs and maintained schedules are inherent in Pickett’s approach to every project. Low overhead within our firm keeps our rates competitive and every project is estimated with reasonable costs and schedules in mind.
