IR Summit PRESENTER BIOS EXECUTIVE TEAM Anoush Brangaccio, General Counsel As OIR’s General Counsel, Anoush Brangaccio oversees twenty lawyers that are divided into three areas: Administrative and Public Records, Regulatory, and Litigation. In addition, she provides counsel to the Commissioner regarding all matters related to the regulation of insurers and other regulated entities. She joined the Department of Insurance (OIR’s predecessor agency) in 2000. Susanne Murphy, Deputy Commissioner of Property and Casualty Susanne Murphy serves as Deputy Commissioner of Property and Casualty at OIR, overseeing the Property and Casualty Financial Oversight, Product Review, and Market Regulation units. She has more than 30 years of experience in insurance regulation both in Florida and South Carolina; and held a variety of positions with Citizens Property Insurance Corporation. A graduate of the University of South Carolina with a Bachelor of Arts degree in history, she also earned her law degree from the University of South Carolina School of Law. Craig Wright, Deputy Commissioner of Life and Health Craig Wright is the Deputy Commissioner of Life and Health for OIR. In this role, he oversees all regulatory activities of the Life and Health insurance markets in the state of Florida. He began his career at OIR in 2016 as an Actuary. Prior to joining OIR, he held various actuarial positions at private health insurance companies for nearly a decade. Mike Yaworsky, Chief of Staff Mike Yaworksy was appointed to serve as OIR’s Chief of Staff in 2017. In this position, he serves as a policy advisor to the Commissioner, and manages OIR’s fiscal matters and administrative operations, and oversees the offices of the Government Affairs, Communications/Press, Market Research and Technology, and Budget, Personnel and Contracts. He has a bachelor’s degree in Social Science from Florida State University and a Juris Doctor degree from Samford University’s Cumberland School of Law.

LIFE AND HEALTHBenjamin Ben, Managing Actuarial Analyst, Life and Health Product Review

Benjamin Ben’s primary responsibilities include rate review of health filings, reviewing conference calls, training entry-level analysts, and the management of data projects. He began working for OIR as an Actuarial Analyst in 2012 and reviews an array of different product types, including filings for the Affordable Care Act (ACA), Long-Term Care, Individual Major Medical, and Specified Disease.

Champa Whitaker Burns, Financial Administrator, Life and Health Financial Oversight

Champa Whitaker Burns joined OIR’s Life and Health Financial Oversight Division in the fall of 2011. She has worked as an Analyst and Analyst Supervisor before taking on the role of Financial Administrator. She graduated from Florida State University with a Bachelor’s of Science in Accounting.

James Dunn, Deputy Director of Forms, Life and Health Product Review

James Dunn has held numerous positions within OIR. Prior to overseeing the Life and Health Product Review Forms team, he was one of the lead compliance analysts during the introduction of ACA products into the Florida market. The Life and Health Product Review Forms team ensures regulatory compliance and speed to market.

Bryan Cromarty, Managing Actuarial Analyst, Life and Health Product Review

As a Managing Actuarial Analyst for Life and Health Product Review, Bryan’s primary responsibilities include rate review of health filings, collaboration on data projects, and training entry-level analysts. He began his career with OIR in 2015 and has been the primary reviewer of Medicare supplement filings since early 2017. He received his bachelor’s degree in Actuarial Science from Florida State University.

Quinn Gornto, Senior Actuarial Analyst, Life and Health Product Review

Quinn Gornto is a Senior Actuarial Analyst for OIR’s Division of Life and Health Product Review. He is the primary reviewer of Life and Annuity filings and is also responsible for reviewing major medical health filings. He received his bachelor’s degree in Actuarial Science from Florida State University in 2016 and is currently progressing towards associateship with the Society of Actuaries.

Jennifer Lawson, Government Analyst I, Life and Health Product Review

Jennifer Lawson has been a Government Analyst I with OIR for three years. She currently reviews all life products and has taken on the responsibility of peer reviewing and training entry-level analysts.

Warren Mills, Director, Life and Health Product Review

Warren Mills is the Director of Life and Health Product Review where he leads a 34-member team that includes actuarial staff, contract review staff, and an analytics unit. He previously served as Deputy Chief of Staff as well as being an analyst in the Market Research and Technology Unit. He has a Bachelor of Science in Political Science, a Master of Science in Applied Economics, and a Master of Science in Risk Management and Insurance.

Carolyn Morgan, Director, Life and Health Financial Oversight

Carolyn Morgan was appointed Director of Life and Health Financial Oversight for OIR in 2014. She began her career with the OIR in 2004 as an Insurance Examiner in this unit. In 2006, she joined Property and Casualty Financial Oversight and served as Director for that unit from October 2011 to January 2014.

Bill Petrizzo, Government Analyst I, Life and Health Product Review

Bill Petrizzo joined OIR in 2013, serving as both a Government Analyst and Insurance Examiner in the Life and Health Forms Review Unit. Prior to joining OIR, he worked as an Insurance Program Manager for an international engineering firm and spent time as a national insurance broker. He is an alumnus of the College of Insurance/St. John’s University, New York, where he earned a bachelor’s in Business Administration.

John Reilly, Senior Management Analyst II, Life and Health Product Review

John Reilly is a leader in the forms section for the Life and Health Product Review Unit. He started in the Special Investigations Unit of Market Regulation, handling Unauthorized Entities and Special Projects before moving to the Life and Health section of Market Regulation. He leads a team of analysts tasked with the review of health forms and of advertising, policies, applications, riders, and related forms for long-term care and Medicare Supplement lines of business.

PROPERTY AND CASUALTYNicole Altieri, Financial Examiner/Analyst Supervisor, Property and Casualty Financial Oversight

Nicole Altieri has worked in OIR’s the Property and Casualty Financial Oversight business unit since 2013. Her primary duties include overseeing property and casualty data calls such as the Annual Reinsurance Data Call, Catastrophe Stress Test, and Catastrophe Reporting Form, in addition to developing and maintaining a formal training program for new hires and current employees. She attended Florida State University and achieved a Bachelor of Science in Finance with a minor in Spanish.

Virginia Christy, Director, Property and Casualty Financial Oversight

Virginia Christy is responsible for the overall supervision and operation of the Property and Casualty Financial Oversight business unit. This unit oversees the licensing and solvency regulation of all authorized property and casualty insurers. She received her Bachelor of Science degree with an emphasis in Accounting from Missouri Southern State College in Joplin, Missouri and her Juris Doctor degree from the Florida Coastal School of Law in Jacksonville, Florida.

Robert Ridenour, Financial Administrator, Property and Casualty Financial Oversight

Robert Ridenour is responsible for the supervision of the Property and Casualty Financial Analysis section. This section reviews the financial statements and other regulatory filings related to the solvency of all property and casualty, warranty, premium finance, and legal expense insurers which are transacting insurance in Florida. He received his Bachelor of Science degree with an emphasis in Finance from the University of Florida.

Sandra Starnes, Director, Property & Casualty Product Review

As the Director of the Property and Casualty Product Review for the OIR, Sandra has oversight responsibility for the approval of property and casualty insurance policy forms and rates through the supervision of contract and actuarial staff. She has worked in the Property and Casualty insurance field for 22 years, with more than 16 years of experience at OIR. She received a Bachelor of Science in Mathematics from Florida State University.
