Summer 2012 Newsletter Zia graduated from the U.S. Small Business Administration’s (SBA) 8(a) program on January 23, 2012 after nine years of participation. Zia qualified for the program as a minority-owned, disadvantaged business, and was able to compete for 8(a) set-aside federal contracts while in the program. This program was developed by the government to help small, disadvantaged businesses compete in the market place which would otherwise be dominated by large businesses. Under this program, a certain percentage of federal work is “set aside” for competition exclusively by small, disadvantaged businesses. The program afforded Zia the opportunity to win contracts with the Department of Defense and other federal agencies. This helped Zia to build an impressive corporate resume, gain valuable federal contracting experience, and position itself to remain competitive upon completion of the program. A highlight on Zia’s resume is selection by the SBA as the Region VI contractor of 2007 for outstanding performance on its environmental and facilities support contract at White Sands Missile Range. Zia won this contract (as the managing partner of a mentor-protégé, joint-venture) under an 8(a) competition, and held the contract for seven years. Zia has since entered a mentor-protégé, joint venture agreement with Vista Sciences Corporation (VSC), a Las Cruces based, multi-disciplinary professional services firm. In this arrangement, Zia is the mentor and is helping VSC to successfully grow out of the 8(a) program. The joint venture, VZ Technologies, has been working together on administrative issues, and has started to pursue major federal contract opportunities together. Although Zia graduated from the 8(a) program, it is still considered a small business in several disciplines, including engineering services and environmental consulting services. This is a result of the SBA increasing 37 small business size standards in North American Industry Classification System (NAICS) Sector 54, Professional, Technical, and Scientific Services. Now, Zia can compete for federal work in these disciplines against other small businesses of similar size, rather than having to compete in the unrestricted market. The 800-acre project area will provide renewable energy for the base. In addition to the usual issues examined for a typical environmental assessment, other potential impacts included those to the solar panels and Air Force pilots flying over the proposed solar panels such as glare and electromagnetic emissions from the array, and effects of sonic booms on the panels. Sites included temporal affiliations dating from the prehistoric Archaic and Ceramic periods, as well as early ranching and a Cold War site associated with the Atlas Missile program. The area is currently covered by native vegetation that is characteristic of the gypsiferous soils commonly found in the Tularosa Basin.

Zia recently completed two contracts awarded by the Bureau of Reclamation, marking the first time Zia has had the opportunity to provide services to this federal agency.

For one of the contracts, Zia completed a Phase I ESA, which covered 2,785 acres of federally-owned undeveloped and developed parcels of land in Eddy County, commonly known as Karr Farms. Zia accumulated data for use by parties who wish to evaluate the level of environmental risk associated with real estate. Zia conducted this inquiry to identify recognized environmental conditions (REC) connected with the property. A REC is the presence or likely presence of hazardous substances or petroleum product that has been released on site or has the potential to be released. Zia’s assessment revealed no evidence of RECs in connection with the subject site.

This ESA was the first step in a process that will ultimately end in the transfer of the Karr Farm property from the Bureau of Reclamation to the New Mexico Department of Game and Fish. Based on Zia’s interviews with the site manager, it is expected that the current land use – migratory waterfowl habitat – will remain for the foreseeable future. The waterfowl habitat consists of several bermed ponding areas fed by ground water wells located on site. Additionally, the land is used to grow native grains and grasses used as a food source for birds and other wildlife. For the other contract, Zia performed asbestos surveys at five locations across New Mexico, including storage and dam structures in Carlsbad, Tucumcari, Bernalillo, and Fort Sumner. The purpose of the surveys was to provide a final report for each structure that is found to contain Asbestos Containing Material (ACM). Zia completed the ACM survey at each location and reported results to the client. Results of the survey were used to facilitate a cost estimate for removal of ACM from property owned by the BOR.

Zia is starting an American Cancer Society Relay for Life Team to raise money for Cancer Research. Team Zia – Amazons and Warriors, would be honored to have you as a team member and to participate in various fund raising activities throughout the summer, culminating with the Las Cruces Relay for Life event on August 24-25 at the Ron Gala T-Ball Field. At this event, teams will walk laps from 6 p.m. until 10 a.m. the next morning without sleeping, just like cancer, a disease that never sleeps. In addition to pledges raised by team members, Zia will donate an additional $2 for every lap completed by a Team Zia member.

The American Cancer Society is saving lives by helping people stay well, helping people get well, finding cures, and fighting back. Zia’s goal is to raise $2,000. Zia raised over $3,000 last year and would love to exceed that total this year, but we need your help in order to do so! We have a greater chance of reaching this goal as the number of participants increases. Zia works with some giving individuals, and this is a great event where we can all come together to help our community.

The event is held at Hotel Encanto at 5:00 PM. Dinner is part of the event. Tickets are $50. If you know of anyone who may like to sponsor the event, their name or company name will be placed on the tables. Also, sponsors and tickets sales go towards our fundraising goal!

Zia sincerely thanks Leah Markiewitz for organizing Zia’s involvement with this year’s Relay for Life activities and other cancer research fundraisers. Leah has been a part of the Zia family for almost six years and serves as a NEPA specialist and project scientist. She is currently pursuing a Master’s degree in Natural Resources and has been instrumental in several recent biology projects at locations including Spaceport America, Holloman Air Force Base, and Fort Bliss.

Leah got involved with the fundraising organization effort this year because fighting against cancer is something she feels passionate. “I have seen my aunt pass away from breast cancer, and other family members and friends fight cancer. Zia is also part of my family, and we have had too many either fight cancer themselves or have a loved one fight. Participating in Relay for Life is one way I can fundraise to aide in research so that those with cancer or those who may get cancer in the future have a better fighting chance. I want to help bring awareness to this neat event where we can all help in the fight.”
