Your New Look Repairs Service Whenever we ask you what matters to you, our repairs service is always top of the list That is why we have been taking a fresh look at how we deliver our responsive repairs and how we can improve what we do. We are working to improve how we manage, deliver and monitor our response repairs service. Things are going well and, from March to the end of June, we completed 97.5% of repairs within our target times compared to 90.9% for the same time last year. As part of our plan we wanted to improve the image and the name of our repairs team. We held a competition to rename this service in the spring edition of Home News. Thanks to everyone that entered. The quality and range of ideas provided was very impressive and many of you went on to provide some really positive comments about the work of the repairs team. The ideas and comments were all shared with the repairs team and were really well received. Thank You. As with all competitions, there can only be one winner and the judging panel selected the entry from Ian Hacking. The panel, and particularly the customers who were involved, felt that the winning name, “Home 2 Home” Repairs was friendly, professional and made the link between North Devon Homes (NDH) and the homes of our customers. The newly named repairs service will be officially launched at this years AGM (for details of the AGM please see enclosed invite). I am really pleased to have been asked to introduce thesummer edition of Home News, following my appointment asDirector of Neighborhoods at North Devon Homes (NDH). The

newsletter is a really important way forus to communicate with you. Thisedition contains a number of articlesexplaining the improvements that weare working on.

It has been a very interesting and busytime for me to move into this role. Anumber of changes are happeningquickly and affecting us. TheGovernment is making widespreadchanges to the welfare system; gas andelectricity prices continue to increasequicker than inflation; and the changes

in the economy are impacting upon most, if not all, of our customers.We are responding to these issues wherever we can. To help us helpyou, we have included in this newsletter a survey asking you for somemore information about yourself and your household. This ensuresthat we can support you through some of these changes as best wecan. I would urge you to reply to this survey if you can and we will bein touch to see how we can help if the changes affect you.

As you’ll have seen on the front cover we have also made somechanges to our repairs service, Home 2 Home Repairs. I would like tothank everyone who entered the name competition. I know that aname is just that, and it is the service that matters, but the commentsand ideas you have provided really helped us to focus on how we canensure we get things right for you.

Many of you have contacted us to say that you value our in-houserepairs team and think that they do a great job. We have invested innew vans and equipment to make sure that the team is able to turn upwith the right equipment at the right time and complete repairs toyour satisfaction.

I hope that you will find this newsletter both interesting andinformative. I look forward to working with many of you more closelythrough our customer groups and hearing your views about ourservices and how we are doing in the future.

New BoardMember for NDHSue Haywood joined theBoard on 16 April 2012. She is a District Councillorfor Forches and Whiddon

Valley, Barnstaple and sits on the Council’s Audit,Crime & Disorder, Licensing, Scrutiny and PersonnelCommittees, amongst others!

She is also a governor at Forches Cross Primary Schooland a town councillor, too.

Public service is a family theme, as Sue’s husband of41 years, Chris Haywood, is the county councillor forBarnstaple South, which includes Forches andWhiddon Valley.

Gorwell Action Day 7 June Tracey Williams, Rachel Ford, Clare Paddon, Nick Litherland and Paul Tilburyattended this year’s clear up day on Gorwell and Frankmarsh. Despite the fact itrained heavily all day, there were lots of volunteers from the community,including the newly appointed junior street champions, children’s summer clubmembers, police, councillors and other residents.

Between us all we litter picked the whole of Gorwell and Frankmarsh. Paul alsopower washed the underground subway in Gorwell in preparation for thechildren’s summer club to repaint it in the near future. We also removed a buildup of weeds and tidied the area in general.

We offered a free removal service of electrical goods and a clothes bank, whichresidents made use of.

We put the neighbourhood plan of the area on display for residents to look atand comment on. Pasties, cream teas and refreshments were available for allhelpers and for anyone who came to see us about the neighbourhood plan.

• Mutual ExchangesWe are planning to carry out areview of mutual exchanges withinthe next six months. This is anincreasingly popular way of peoplemoving and we want to ensure theprocess is as clear andunderstandable for customers aspossible. We will be consulting ourcustomer groups as part of thisreview.

• Anti-Social BehaviourStrategy ReviewWe are reviewing our approach totackling Anti-Social Behaviour and,as part of this, we will be workingwith both our customers andpartnering agencies. We want to concentrate on thereally serious problems inneighbourhoods. Additionally, wewant to resolve more general,estate-based problems, such as thefly-tipping problems mentioned inthis newsletter. Where there aremore low-level concerns betweenneighbours, we will be offeringadvice and access to mediation.(see information on page 5)

• Grounds MaintenanceContractThe current contract with Glendaleends in March 2013 and we will belooking to re-tender this towardsthe end of this year. We willinvolve customers in the decisionmaking process through theCustomer Forum.

The loop of the crescent was closed offto traffic and a fabulous street party tookplace, with decorated tables, bunting,wonderful food, face painting, singing,traditional party games and a raffle – theproceeds from which were used to buycommemorative Jubilee mugs for thechildren.

The residents would like to thank RoseJury for organising a wonderful eventand the Customer Forum for their helpwith our party.

On Monday 5th June the residents of Concorde Drive pulledtogether, despite the weather to hold their street party. Theevent was well attended and enjoyed by all. Thank you tothe Customer Forum for their support.

BEECHFIELD ROAD We are pleased to announce that the firstcompleted new build units of our PRC EstateRegeneration Programme have been formallyhanded over to NDH by Pearce Barnstaple.These new homes are a welcome addition tothe type of homes that we are able to offerthose in housing need in the local area.

The first tenants moved into the fantastic newhomes in June (see photo above).

These properties are built to Code 3 level forSustainable Homes and benefit from air sourceheating along with high levels of energyefficiency.

Phil Bates, our very experienced Clerk ofWorks says of the houses that they have “thebest finish I have ever seen”.

We would like to thank our customers forworking with us so brilliantly during theplanning and delivery process of thisexciting project.

Regeneration

Mark Toleman and his daughters Abbie and Kacie receivingthe ‘key’ to their new home from NDH Chairman Nick Lewis.

FORCHESThe next new properties programmed to be completedand let are on the Forches Estate, in Phase 1 that isexpected to be completed by March 2013. With familiesexpected to start moving into their brand new homes inNovember this year.

The final phase of Forches is contracted to PearceBarnstaple, who will start on site in November this year.With the new road access from Barton Road to WillshereRoad signalling the start on site by Pearce.

PILL GARDENSPlans for Pill Gardens are being advanced at a significantpace. This is the start to an exciting new development of62 homes currently planned to start in September thisyear – just a little later than the original July start date.

The first 32 homes at Pill Gardens will be to let asaffordable housing and are expected to be completed byJune 2013. The remainder of the development should becompleted in the following year.

KILN CLOSE, INSTOWWork has begun with theclearance of the site on 14 June2012. Work is underway tocomplete five brand newhomes by March 2013, wherethree will be for rent.

WOODVILLEWe are now in the final stages of the refurbishmentprogramme and will soon be moving on with thedevelopment plan for the remainder of the estate.

Community DevelopmentDevon Children and YoungPeople’s Awards 2012We were delighted that we were shortlisted in the following categories at thisyears awards:

Upcoming visit from theHigh Sheriff and DevonLife magazineAfter gaining funding from PoliceProperty fund, we were selectedby the Devon CommunityFoundation for a visit by the HighSheriff to watch YCEP (YoungPeoples Community EnterpriseProject) in action. The visit will takeplace on Wednesday 15 Augustand photos from the visit will befeatured in Devon Life magazine.

YCEP is made up of 9 youngpeople aged 12 to 17 years andthey have been meeting everyTuesday afternoon sinceNovember 2011. They performsmall tasks for communitymembers in Forches who areunable to complete themthemselves. Tasks have includedgardening, dog walking, leafletdeliveries and babysitting – all fora small suggested donation totheir youth club.

Bicton College is offering apractical course, (ABC Certificatein Gardening Level 2) runningevery Thursday from lateSeptember for 35 weeks at one ofour community gardens. If youhaven’t been on a college course

before, or it’s been a while since you left school, there’s no need toworry, this is a practical course to develop your gardening skills andplant knowledge. During the course you will learn about; growingplants and veg from seed, choosing plants, pruning trees and shrubs,garden maintenance techniques and seed sowing.

Course costs are £400 of which NDH will pay £100. If £300 sounds astep too far for your budget, there are funding options available forsome people. We have 12 places available. Financial Support

Welfare Reform and Benefit ChangesNew limits on benefits -are you affected?From April 2013, the overall amount of benefit youcan receive will be capped. The Government will addup how much money you can receive from a range ofbenefits including (but not limited to):

• Income Support• Jobseekers allowance (income based)• Housing Benefit• Employment Support Allowance (income based)• Child Benefit• Child Tax Credit• Carer’s Allowance

The maximum amount of benefit you will be able toreceive from April 2013 will be £500 per week forsingle parents; £500 per week for couples with orwithout children; and £350 per week for singlepeople without children.

This will NOT apply to you if you get pension credit orworking tax credit; or a member of your household isclaiming disability living allowance, attendanceallowance or the support element of employmentsupport allowance.

If you claim Housing Benefit to help pay your rentyou may be affected by changes from April 2013.The changes mean that some people will get lessHousing Benefit than before.

How many bedrooms do you have?From April 2013, housing association tenants whohave one or more “spare” bedrooms may have theirhousing benefit reduced.

What do they mean by a ‘spare’ bedroom?Under the new rules, if you have more rooms thanthe Government says you need, you will lose part ofyour housing benefit. The new rules mean you willbe allocated one bedroom for:

• Each adult couple• Any other person aged 16 or over• 2 children of the same sex under the age of 16• 2 children regardless of sex under the age of 10• Any other child• A carer (who does not normally live with you) if

you or your partner need overnight care.

It does not matter how the spare room is used andthe new rules will apply even if you and your partnerneed to sleep apart because of a medical condition;and/or the main residence of your children is anotheraddress but you have a spare room for them to usewhen they stay with you.

What happens if you have a “spare”bedroom?If you have one “spare” bedroom, your housingbenefit will be reduced by 14% of the rent payableevery week. If you have two or more “spare”bedrooms, the reduction will be 25%.

If your housing benefit is reduced, you will have topay your landlord the difference between yourhousing benefit and your rent.

What is North Devon Homes doing to support customers?We are working through our customer database and talking to our partner agencies to identify customers

affected by the changes. Affected customers will be contacted in the coming weeks so that they candiscuss the options available to them and see how NDH can support them through the changes.

THIS COULD AFFECT YOU:• If you are aged 16 – 61 years old• Even if you only get a small amount of housing

benefit (for example if you are working)• Even if you are sick or disabled

YOU WON’T BE AFFECTED IF:• You live in a one bedroom flat or bedsit; or if• You or your partner are in receipt of pension credits.

(In April 2013 the pension credit age will be around61 years and 6 months.)

Charity Round-Up

FYC Relay On Thursday 5th April, 17 young people from ForchesYouth Club met at Rock Park to take part in a charitymarathon relay in aid of Children’s Hospice South West(CHSW). The day began at 11am and was incrediblycold and windy. The intention was to run one fullmarathon between us over the course of the day butonce that was achieved, the young people felt theycould do more, so continued to run. By 3pm, 108 mileshad been run between us all, the equivalent of over 4marathons, with some of the young people having run10 miles each! Some of the young people ran in fancydress and carried a collection bucket to raise morefunds outside of their sponsorship.

The young people had been training weekly for thisevent since January, giving up their own time eachMonday afternoon to do this. All those who had

taken part were incredibly proud of themselves anddespite the cold weather; there was not a singlecomplaint.

All young people were completely focused on theirreason for being there and have suggested that wedo a charity cycle ride over the summer to raise morefunds for CHSW. The aim is to cycle a relay equivalent

of thedistancefrom LandsEnd to JohnO’Groats.Traininghas alreadybegun forthis event.

Race for LifeOnce again North Devon Homes entered a team for Race for Life which was held on Sunday 8 July

2012. To bump up the sponsorship money, the Race for Life girls held a Jubilee tea party onFriday 1 June, with delicious yummy homemade cakes. How much did we raise?

Well, in total, we raised ...... £809.90! This is a fantastic amount - well done ladies!

Aid to HospitalsOver a period of time North Devon Homes has collected a largenumber of disability aids and medical equipment from propertieswhich become vacant and from customers who no longer need them.

These include walking frames, trolley walkers, toilet aids, bed rails,bath boards, support rails, walking sticks and crutches.

These items have been donated to Aid to Hospitals Worldwide, anorganisation that collects, cleans, refurbishes and ships this usefulmedical equipment to charities in the developing world where it willhelp the many people in need of it.

Quarter 4 2011-12During 2011/12 we received a total of 37 formal complaints. These were issues serious enough foryou or us to want to treat them formally. We also received our highest number of compliments in ayear so far which totalled 296.

Thank you for taking the time to tell when things have been good and when you felt things went wrong.

We have been able to learn from the complaints we received the main issues are detailed below.

Sometimes there is adelay in completingworks and a lack ofcommunication aboutprogress of theworks.

Devon HomelinkDevon Homelink is an alarm service for anyoneliving in the North Devon area.A small alarm unit fits to your telephone, anda pendant or wrist strap allows the wearer tosummon help in an ememergency (24 hours a day)

This has improved over the last yearalthough it does still appear to be a problemfor some of our customers. The new ITsystem we have allows appointments to bemade to suit our customers. It also allowsthe Manager to monitor outstandingworks/inspections nearing the due date sothey are completed on time.

I’m not happy withsome aspects of therepairs service.

We will be introducing guidance on ourrepair standards for sheds/outbuildings.Our operatives now have mobile technologyto enable them to report their findings whencarrying out works so there is no delay withfeeding back to our surveyors/Manager iffurther works are required.

When we exchangedhomes or movedin things werenot right.

We have encountered more issues withmutual exchanges over the past year andalthough we introduced better information ithasn’t totally resolved all the issuessurrounding exchanges. This year we aim tomeet with customers who have beenthrough the process to help us understandthe issues and put processes in place tohelp in the future.

Please clear up after your dogDog fouling is a major issue in many of ourcommunities. It is both a nuisance andinconsiderate to other residents and isconsistently raised as a public concern.

It is the responsibility of the dog owner OR theperson in charge of the dog to clear up anydog mess left by their dog.

If you fail to clean up after your dog, youcan be issued with a Fixed Penalty Notice, orif the case goes to court, a fine of up to£1,000. Please don’t put yourself in thisposition – just remember to bag it and binit. Thank you.
