There are plans in place to help you in your recruiting efforts but we can’t do it without your active participation and leadership. There are also some units that can help with Friends of Scouting. We’re grateful for those who had a Family Friends of Scouting presentation already, but some have not yet scheduled one. Please, if we are to raise the additional $75,000 to reach the goal of $300,000, it has to be with your help. All of the requirements of the conditional charter are listed in this newsletter, please refer to page 2 for the complete 2014 Conditional Charter conditions. 2014 Conditional Charter Conditions to be met by December 31, 2014

Achieve budgeted Council Friends of Scouting Campaign Goal of $300,000 by September 30, 2014.

Council Annual Meeting Update

The Annual Meeting of the West Central Florida Council will be held on Thursday, December 18, 2014 at 7:00 p.m. The meeting will be held at ICare Industries, 4399 35

th Street N., St. Petersburg, FL 33714. Electing members at

large, associate and honorary members, National Council members, regular members of the Executive Board and officers of the corporation will take place during the meeting. Former Council President, Scott Payne has been appointed to serve as the Nominating Committee chairman. Anyone wishing to nominate an individual for any of the above mentioned positions may do so in writing at least 30 days prior to the meeting. Nominations may be sent to Mr. Payne’s attention at the Council Service Center. Nomination deadline: November 18, 2014 Board member and Council Vice President Max Viera will serve as the chairman of the committee on program and resolutions. Other members include Council Commissioner Eric Renker and Anclote District Chairman George Romagnoli. The Council’s by-laws allows for suggestions from each active member of the council for the arrangement of the program and resolutions to be considered at the annual meeting. All suggestions to the committee shall be in writing and received by the close of business no later than Friday, December 12, 2014. Cub Scout Day Camp Thanks to the outstanding efforts of our volunteers, the 2014 Cub Scout Day Camp has been a resounding success. With two weeks at Camp Soule and one week at James E Grey Preserve in New Port Richey we served over 300 boys and their families with a fun and exciting cub scout program. Our team of directors, Marilee Jett, Cassie Riddick and Iona Clark did an amazing job in coordinating all the youth and adult volunteers that make Day Camp the great experience that it is and in working so hard to guide the Camp through the national accreditation process. The Scouts that make up the service troop should also be singled out for special mention. At Camp Soule, the Scouts work under the direction of the quartermaster Frank Poruba who has been filling this role for several years and is now moving on to new challenges. We would like to thank Frank for all his hard work and dedicated service. Special thanks have to go out to Marilee Jett who has been the director of Day Camp for the past five years. Marilee is retiring from this role this year. All the staff and volunteers at West Central Florida Council would like to take this opportunity to thank her for all her work throughout the years that has made Day Camp such a special place for so many young people in Scouting.

2014 Popcorn Sale!

The 2014 Popcorn sale is almost here! This year’s theme will be Reach the Summit and every Scout is being asked to do their part in helping sell a new total of $350,000 worth of popcorn! There will be weekly drawings for the $600 Club – Beats headphones, Gander Mountain gift card, Adventure Island tickets and an iPad mini! There will also be top seller incentives and of course prizes that include gift cards and scholarships.

Why do we sell popcorn? The single word answer is "PROGRAM". People buy your Scouting PROGRAM with a package of popcorn as their investment in your Scouting unit. Selling Trail's End Popcorn can provide the Ideal Year of Scouting by: giving your unit more money to spend on programs for Scouts, reducing out of pocket expenses for parents, eliminating the need for multiple fundraisers each year-allowing more time for Scout programs, teaching Scouts communication and selling skills and helping them earn requirements for badges.

Fall Council Encampment

Troops and crews should make sure to include the Council Encampment in their calendar this fall. This council-wide event only happens every three years, so you won’t want to miss your chance to participate. The Encampment theme this time will be Historic Island Adventure and will take place October 24-26 at Fort DeSoto Park. Units will have the unique opportunity to camp around the historic fort and learn from Spanish-American War re-enactors portraying Teddy Roosevelt and the Rough Riders.

The focus of the encampment will one of the biggest one-day community service projects our council has taken on

– painting hundreds of picnic tables for the park. There will also be plenty of time to enjoy the park and the beach

areas. Since competition nor advancement will be the focus of the event, Venturer crews and Sea Scout ships are

encouraged to participate along with the troops this time and experience this unique adventure. More details will

be available later in the summer, but be sure to block out October 24-26 on your unit calendar now! (Note this is a

changed date from the one published in the council calendar you received this spring.)

Changes in the Venturing Program Announced

Venturers now have new awards to work on and earn – the Venturing, Discovery, Pathfinder and Summit Awards. Each award has a different focus. The Venturing Award is for new Venturers and focuses on the joining experience. The Discovery Award is next and focuses on crew participation. The Pathfinder Award recognizes the achievement of leadership skills while the Summit Award focuses on Mentoring others.

New Venturers will start with the Venturing Award and then Discovery, but all current Venturers will begin with the Discovery Award – even if they have already earned the Bronze, Gold or Silver Awards. Venturers who have already started working on the Bronze, Gold or Silver Awards will have until the end of 2014 to finish work on those requirements. Starting January 1, 2015 they will only be able to apply for the new awards.

The new awards and recognitions programs are designed to help Venturers grow in the areas of adventure, leadership, personal development, and service. Awards will serve as benchmarks to give Venturers a structure for developing their own personal vision into manageable goals that lead to recognition by their peers, mentors and the larger community. The program is flexible and designed to help all Venturers grow and develop, not matter what their crew specialty is.

Training Update

Summer is a fantastic time to review the status of your training! Are you fully trained for your registered position?

Look for the training of interest or what is required by following these easy steps:

1) From the council home page (www.wcfcbas.org) click on Calendar at the top left of the page.

2) Select the month and year of the training event of interest just below West Central Florida Council.

3) Simply click on the name of the event and you will be taken directly to registration for the event.

Once the training time, location and fee are available, a link will be posted on the date!

It is the goal of the training committee to have the registration information posted at least one month prior to the training so you

can register early. There are deadlines for classes so keep looking for details.

Wood Badge

Ladies and Gentlemen, for 9 years I have been collecting data about participants who have attended Wood Badge in our council. I have gathered names from all of our courses except SE-94 held in 1976. If you have one of those rosters, I would appreciate the sharing. In addition, if you attended Wood Badge in another council, I would like to hear from you and add you to the database. Please contact me with your name, address, phone, email, course number, course location, the date on your certificate, and your critter. I promise not to sell your information to anyone, but will share with the service center.

Another task that has been accomplished is updating training records. If you attended Wood Badge for the 21st Century in our council, your training records have been updated to reflect that you attended Wood Badge. The exception to that is for S4-89-13 participants because you still have until October 7, 2014 to complete tickets. When Scoutmaster Natalie Coser files her final report, your records will get updated at that time. My next task will be to work with the service center to update training records of prior Wood Badge participants. This will be more challenging as some Scouters have more than one account or have changed addresses. We are going to make the attempt. Recruiting has begun for Wood Badge Course S4-89-15. So far, there are 4 participants who have put down at least the $50.00 deposit. The course is limited to 48 participants so don’t miss out. Send in your deposit and make payments over the next several months so you are paid in full by January 29, 2015. Aquatic Trainings

Paddle Craft Safety expands the Safety Afloat training to include skills and knowledge to prepare a unit leader to prevent, recognize, and respond to boating emergencies during unit activities. Although Safety Afloat training provides guidelines for conducting boating activities and is required of unit leaders it does not provide the skills training mandated by those guidelines. This course supplements and provides in-depth training. The course takes approximately 8 hours and is valid for three years. Trained PCS Cards will be issued after passing required skills and completing the test exam with a score of 80% or higher. This course will be instructed by a BSA Aquatics Instructor and the WCFC Aquatics Committee team. Join us Saturday, September 27, 2014 at Camp Soule Aquatics Facility the cost is $15.00.

Swimming & Water Rescue expands the Safe Swim Defense training to include skills and knowledge to prepare a unit leader to prevent, recognize, and respond to swimming emergencies during unit swim activities. Although Safe Swim Defense training provides guidelines for conducting safe swimming activities and is required of unit leaders it does not provide the skills training mandated by those guidelines. Loweʼs Grant, 2013-14

There were thirteen WCFC Eagle Candidates in our Council that applied and were awarded $100.00 Loweʼs Grants. At this point, there is a need to follow through with those who requested Grants. Part of the recipient's obligation was:

“The deadline for reports on grant-funded Eagle projects is April 30, 2014. In his packet cover letter, each Grant Recipient received a link to a reporting website where he must submit a very brief report on his project. The Scout will enter his name, gift card number, phone number, council, unit, project beneficiary name, the location of the project, key words on the type of project, a brief description of the project, and project start and finish dates.”

National Grant administrators report that they have received five reports from West Central Florida Scouts who have completed the filing requirements agreed to by the Scouts upon their application. The Remaining eight Grant recipients will be notified by their respective District Advancement Committee to determine their Service Project Status and their expected date to close out their obligation. We presently do not know if Loweʼs intends to extend the Grant Program for 2014-2015. Scouts who would like to thank the Lowe's Foundation may either send thank-you messages or scanned letters to [email protected], or they may mail them to Program Impact Department; S209 Lowe's Project; National Council BSA, P.O. Box 152079, Irving, TX 75015-2079. National will forward them to the Lowe's Charitable and Educational Foundation.

Prospective Eagle Scouts - The Cooking Merit Badge is Eagle Required Sporadic questions continue to arise regarding the mix of Merit Badges that since January 1, 2014 have been required to advance to Eagle Scout. The Eagle Scout required Merit Badges are;

The Eagle Scout candidate must select from this list of 13 plus 8 other Merit Badges to complete the full complement of 21 required to advance to Eagle Scout. All Eagle Scout Candidates must earn the Cooking Merit Badge as one of the 13 Eagle required. The total remains 21. Until Dec. 31, 2014, a scout may choose to work with either the "old" or "new" Cooking Merit Badge requirements. Should they begin the cooking Merit Badge after Jan. 1, 2015, there is no choice; they must use the new requirements.

2014 – 2016 Program Changes

BSA has completed a multi-tiered review and assessment of all programs and has identified elements “that are appealing, exciting and culturally relevant to today's youth and families.” Nearly three years ago, this group began consulting child development experts, authors and youth program operators to assess BSAʼs programs and help facilitate formulating a “2011-2015 National Strategic Plan.” Today we look forward to the introduction of a new adventure in Scouting. This year we've seen a glimpse of the changes proposed for the Venturing program that has begun rolling out. This was mentioned in our meeting notes from Januaryʼs Sea Base instruction. Revised Swimming Merit Badge Requirements Released in April

Updated swimming Merit Badge requirements were released in late April while a new Swimming Merit Badge pamphlet was published and released in June. The revised pamphlet, featuring new colorful illustrations, will be a great resource for Scouts and counselors alike. It will be available soon for purchase at local Scout shops and through www.scoutstuff.org. The 2014 Revised Requirements may be viewed at:

http://www.scouting.org/Home/BoyScouts/AdvancementandAwards/MeritBadges/mb-SWIM.aspx The revised requirements give counselors a greater ability to teach Scouts the correct stroke mechanics and, keeping the spirit and intent of the badge intact, continue emphasizing basic water skills along with surface and elementary diving. Some previous requirements such as snorkeling and competitive swimming options have been removed. The updates will enable Scouts to learn the strokes correctly, in good form, and with proper breathing technique. The goal is to learn to swim with greater ease and efficiency. The new changes will also ensure the safety of Scouts. Most summer camps chose to instruct only the old requirements but a few supported both old and new requirements. Partials, if issued, may not give guidance as to old or new requirements. In the event of a swimming Merit Badge partial, upon the Scout returning to the unit, the unit leader must designate a District-assigned Merit Badge Counselor. The Counselor

should discuss both sets of requirements with the Scout to determine which the Scout chooses to use to complete his Merit Badge. Remember, it remains the Scout's choice with the Counselor's cooperation until December 31, 2014. After that date all swimming Merit Badges initiated will use the revised requirements. Scouts beginning the swimming Merit Badge and choosing to use the old requirements prior to December 31, 2014, may continue with the old requirements until they complete the swimming Merit Badge or until their 18th birthday.

New revision Eagle Scout Service Project Workbook

In May, the National Advancement Team released a new edition of the Eagle Scout Service Project Workbook. The changes in this release are substantial, with rather extensive additions of directions for the candidate, parents and approvers. The pages have all been renumbered. The directions on the http://www.scouting.org/advancement.aspx site state the following:

"This is the newly revised Eagle Scout Service Project Workbook. Scouts who have already downloaded the previous workbook may continue to use it."

If prior to June 1, 2014 an Eagle Scout candidate has (1) Downloaded the 2012 edition of the Workbook, and (2) Expended moderate effort in preparing his Project Proposal and has received approval for any portion; He may continue to document his Project in the prior revision. After June 1, 2014, unless there are extenuating circumstances, the Eagle Scout Candidate is expected to download and begin his Service Project Proposal documentation using the most current revision of the Eagle Scout Service Project Workbook. Anclote District Fall Membership Campaign As we get into the heat of summer, its already time to start thinking about fall membership. As many of you know, we will be implementing changes to the way we do recruiting this year to shift the emphasis away from relying on schools to distribute information. If your committee has not yet had a chance to meet with the district membership chair to discuss your fall recruiting plans now would be a good time to do so. You can reach Bill Haggard at [email protected]. Meeting with Bill will ensure that we can support your units recruiting efforts with resources from the district and council. Another new emphasis for recruiting is the idea of year-round community recruiting. If you know of a community event in your area please let Bill know so that we can work with you to ensure that your unit and Scouting gets the maximum visibility. As we come into fall, you should also consider working with your chartered organization on recruiting. Does your chartered organization have a youth group or a youth arm? If so, that’s a great place to start with building relationships with your chartered partner. If not, perhaps your chartered partner is interested in growing its youth membership! Either way, start a conversation and you’ll find some new youth for your unit! District Communications Are you plugged into the latest information from the District? We use the website (anclotedistrict.org) as the primary means of communicating information in the district and back that up with our Facebook group, twitter feed and a twice monthly e-mail. You can also sign up to receive e-mail updates whenever we put new news up on the website. To make sure that you are plugged in to the latest news and views from the district just head on over to the district website for links to all our social media feeds and to sign up for e-mail updates. Chasco Fiesta As a district we are already looking at the possibilities to expand our Scouting presence at Chasco Fiesta. We have the opportunity to become a food vendor at the Fiesta next year and raise funds for both the district and units. This will require some commitments from individual units to help staff the vendor booth and help with service projects around the Fiesta site. We also plan to run a separate shooting sports fundraiser as part of the Fiesta. If your troop is interested in finding out more about the fund raising

Scout Carnival Its that time of year again for the annual Boy Scout and Cub Scout Carnival over at Bright House Field. Don't miss out on a great baseball game, fireworks, activities, and of course all you can eat ballpark food! The gates open at 5pm on July 12th and the game starts at 6:30pm. Tickets are only 15 dollars and are available online at wcfcbsa.org or at the stadium on the 12th. Proceeds go to help Scouting here in West Central Florida. Hope to see you there!

This year's membership plan involves your school's Open House as a way to get the word out about Scouting! Roundtables Don't forget to come by our monthly Roundtable meeting to learn new things about Scouting and get to know your fellow Scouters. Everyone is welcome! We meet at 7pm at First Lutheran Church on Nursery Rd on the 2nd Wednesday of the month. Recognition Miccosukee District and West Central Florida Council would like to recognize Pack 320 of First United Methodist of Pinellas Park and Pack 321 of Aldersgate United Methodist. These Packs volunteered their time and resources in May to try some new recruitment materials from National. This allowed WCFC to learn a lot about what is effective in our community, plus we brought some new boys into Scouting!

The Council has adopted a better way so it is very important that you and your leaders make it to this meeting. Every year, children are not able to join Scouting due to lack of invitation. Unit Friends of Scouting Gold Card Status as of June 30, 2014

What is the Gold Card? It is the Council’s recognition award for those units who participate in the Friends of Scouting Campaign. The FOS program is an important component of the Council’s annual budget.

To qualify for gold card status, there is a simple and easily attainable goal: Determine how many registered Scouts there were in your unit on June 30, 2013. Your District Executive can help you with that number. Now multiply that number by 25%. Next step: Multiply that number by $206 (that’s how much it costs to provide program services to one youth mem-ber for the year). That is the amount of money your unit needs to raise and have paid by October, 2014.

There are several levels in the Gold Card program, and their benefits to you are as follows:

•PATRON FOS level (# boys reg. as of 6/30 x 25% x $206) will receive:

A 5% rebate to the unit for each boy registered for WCFC Cub Day Camp or Summer Camp.

The Unit will receive a 5% discount on unit literature and advancements at the Scout Shop. •GUARDIAN FOS level (# boys reg. as of 6/30 x 27.5% x $206) will receive:

A 10% rebate to the unit for each boy registered for WCFC Cub Day Camp or Summer Camp.

The Unit will receive a 10% discount on unit literature and advancements at the Scout Shop. •SPONSOR FOS level (# boys reg. as of 6/30 x 30% x $206) will receive:

A 15% rebate to the unit for each boy registered for WCFC Cub Day Camp or Summer Camp.

Timuquan Lodge 340 As part of the National Order of the Arrow’s emphasis on Cub Scouts, Timuquan Lodge will be playing a key role in this fall’s Cub Scout membership recruitment with the Touch A Truck event at Camp Soule on Saturday, August 23. The lodge will be responsible for getting the large trucks and other equipment to Soule as well as several of the other activities designed to introduce prospective families to the Cub Scout program. Help will be needed on Saturday as well as on Friday evening for set-up. Contact Chairman Kyle Denman for how you can help our lodge in this important project. September 5-7 is the date for this year’s Fall Conclave at Sand Hill. If you have in your troop a newly elected candidate or someone eligible for Brotherhood, please encourage them to register and attend this weekend with you. Active members are the key to a vibrant lodge, so we need all Timuquan members to attend our Conclave weekends, not only for the service they provide for our camps, but for the fellowship they bring with them. Talk to your fellow troop members and make arrangements to car pool up to Sand Hill. That way no one gets left out of the fun! Watch for the next issue of The Eagle for registration information. If your unit has not had an OA election yet this year, please ask your Scoutmaster to contact Unit Elections Adviser Howard Anderson at [email protected] to get one set up. Each troop can hold an election once every charter year, so please don’t let your Scouts get left out of their chance to get elected. Now that they have attended summer camp, more of them should now be eligible, so set up an election for this fall now, before the calendar fills up. Speaking of summer camp, Timuquan Lodge had several lodge members serving on camp staff at Sand Hill this

summer, including Lodge Chief Nick Fatolitis and past Lodge Chief Jakob Fritz. Serving on camp staff is not only

a great experience, but an excellent way for arrowmen to serve their fellow Scouts. Please consider applying for

camp staff next year – and don’t forget to make sure your troop considers our own Sand Hill Scout Reservation

when the time comes to make a decision about where your troop will go to summer camp in the future.
