Whilst some are stacked,awaiting an upturn in the market,the majority are undergoingnecessary repairs to maintain theirclass status, with owners seizingthis opportunity to upgrade andrefurbish their units in preparationfor the competitive bidding roundsin the coming months. We are

    fortunate that the Middle Easternmarket has maintained relativelyhigh rig utilisation, as comparedto other worldwide markets, andall uncontracted rigs are presentlyhot-stacked which bodes well for amarket turnaround.

    Recent months have seen anumber of very signicant eventsin the company’s history, withthe delivery of the rst new-builddrilling jack-up rig, OffshoreFreedom, to Scorpion Offshoreand the delivery of two liftboatsto Seajacks. Construction work

    on our new 250,000m2 facility inHamriyah Port continues and todaywe have a total of six rigs berthedat the new quayside. The Hamriyahdeepwater facility will provide thecompany with enhanced marketopportunities in the future in that,for the rst time, we shall be ableto accommodate drillships andsemi-submersible rigs for repairand refurbishment.

    Asia facilit y in Sattahip Port inThailand, where we have recentlycompleted our second rig dockingand we are looking forward to asteady ow of work for the future.

    Finally, I am very happy to advisethat Peter Whitbread remains veryactive within the company in hisnew role as director of internationaldevelopment; Peter continuesto prove to be an indispensableand stalwart support during thesechallenging times.

    Lamprell celebrated a double milestoneon 28 April 2009, in a lavish ceremony atthe new rig dockyard in Hamriyah Port;the UAE Rig Major delivered the newlycompleted jack-up rig, Offshore Freedomto proud owners Scorpion Offshore.The ceremony was also the rst suchevent to be held at Lamprell’s extensivenew Hamriyah Free Zone Rig Docking andFabrication Facility, north of Sharjah inthe UAE.

    The delivery marks the rst of twoLeTourneau-designed Super 116E rigsthat Lamprell are contracted to deliver to

    Scorpion Offshore. The rig has a waterdepth operating capability of 350 feet andcan drill to a depth of 30,000 feet, withluxury quarters for 110 crew.

    The rig has now commenced a four-yearcontract with Khafji Joint Operations (KJO)in the Arabian Gulf.

    The event was hosted by Lamprell’spresident Steven Lamprell, chairmanJonathan Silver and CEO Nigel McCuefor 180 specially invited guests anddignitaries including HH The Ruler ofSharjah’s representative, Sheik Saud BinKhaled Al Qasimi, port ofcials, members

    of the UAE and international marine andoffshore fraternity, Lamprell and Scorpioncompany executives and project teamsand members of the local and internationalpress and media.

    Mark May, executive vice-president ofScorpion Offshore, in his address, praisedLamprell’s for their timely delivery andoutstanding workmanship, all within thebudget parameters. The rig was thenofcially named by Mrs. Cecilie Paus.

    The second Scorpion newbuild, OffshoreMischief will be delivered from Lamprell’sHamriyah facility early in 2010.

    The vessel is a self-propelled,elf-elevating liftboat, intendedor use in harsh environmentonditions. Both of the

    eajacks vessels were detailedesigned and constructedy Lamprell to meet thetrenuous Northern European

    Offshore Construction Codesnd practices.

    The project was full ofmmense challenges ofetail deign engineering,rocurement, constructionnd outtting, all of which wassignicant achievement,nd the resulting vessel waselivered on schedule and

    within budget.

    The vessel is equipped withthe latest in Class 2 DynamicPositioning technology,luxurious accommodation for90 persons with extremely highstandards throughout.

    The project build duration was18 months and the value wasUS$112million.

    Seajacks Leviathan has nowmobilised to undertake aproject installing wind turbinesin the North Sea for Flour.

    Master Marine Spud Cans

    The fabrication activities of the add-onspud cans for Master Marine are well underway. The proactive approach of the projectteam, lead by Carlo Nacpil, in ensuring atimely delivery of the steel has enabled theproduction group to capitalise on the massfabrication of T-sections which comprisedover 2.5km in total linear length of fabricatedsteel. Likewise, the rolling of the outerskirt plates was completed well ahead of

    the schedule. As a result,signicant early progresshas been gained in theassembly of the add-ons.

    The project team is nowfocusing on qualicationof the two new weldingprocedures that are requiredfor welding a 220mmthk (355 Mpa yield) and200mm (690 Mpa yield)plates. Backed withconsistent successeson previous weldingqualications in the past, thewelding department led byour welding engineer GowriShankaran, is condent that the qualiedprocedures will be ready ahead of t heplanned welding schedule. Upon delivery

    the spud cans will be secured to the base ofthe legs of Master Marine’s jack-up ServiceJack 1 on the Ekosk eld in the Norwegiansector of the North Sea.

    The construction of BassDrill Alpha isnearing completion at Lamprell’s Jebel AliFacility and the commissioning activitieshave commenced. Main and emergencyengines will be started during the last week

    of July and the project remains on targetfor delivery as per the contracted date.

    The production recently exceeded onemillion man-hours which was reachedwithout any recordable incidents or losttime incidents (LTIs) which “is an excellentachievement and one the team is veryproud of,” said Darren MacDonald theproject manager.

    Arrangements are being nalised for the

    vessel load-out in early September. Shewill load out onto the Hamriyah Prideand berthed in Jebel Ali for the nalcommissioning activities and the MEPerection test.

    The drill package including the 142’ mastand sub is being assembled in Lamprell’sOileld Engineering Facility in Jebel Ali andthe mast will be raised in early August. Thecomplete rig will then be dismantled andtransported to the wharf and loaded ontothe barge for the erection and functionaltest program.

    Saipem Livorno FSRU Projectwork on the two modules for thistigious project for Saipem is nowunder way, and the structures are

    ing to take shape. The steelwork forarge regasication module is well

    the application of the extensive passivere protection coating. This module will betopped off at somewhere in excess of28m high and with a footprint of around33m x 29m.

    The piping works will also start soon whichwill be the beginning of a particularlychallenging part of the scope since a largeproportion of the piping is fully weldedhigh-pressure stainless steel systems withwelded in-line valves. Saipem and Lamprellhave been working closely together toovercome any foreseen obstacles and tohelp move the project along as smoothlyas possible.

    The ship, the Golar Frost, has now been

    delivered to Dubai Dry Docks and this hasbrought with it visits from Saipem’s clientOLT who, along with Saipem’s projectmanager, Gilbert Kahn, were kind enoughto help present the prizes at the recentproject monthly HSE awards.

    The construction of the Scorpion OffshoreMischief, a LeTourneau Super 116E classjack-up mobile offshore drilling unit at theLamprell Hamriyah centre of excellencefacility, UAE is on track for a scheduleddelivery on 2QTR 2010.

    The LeTourneau Super 116E class jack-upunit will be classed by the American Bureauof Shipping (ABS) and comply with the IMOMODU Code. A 70ft-reach cantilevereddrilling structure and substructure allowsthe unit to drill or workover wells on existingxed production platforms or standaloneexploration wells. The Offshore Mischief isdesigned to work in water depths as shallowas 16 feet and as deep as 350 feet. Fullyair-conditioned quarters can accommodatea crew of 105 persons.

    The Offshore Mischief is the sister rig tothe Offshore Freedom which was deliveredearlier this year on schedule to thesatisfaction of the owner Scorpion Offshoreand is now on location working on contractfor Khafji Joint Operations (KJO), making it

    the rst jack-up mobile offshore drilling unitbuilt in the UAE to go onto location and startmaking revenue for its owner.

    The Offshore Freedom project teams fromboth Scorpion and Lamprell have all beenassigned to the Offshore Mischief and theexperience, expertise and lessons learnedduring the building of the Offshore Freedomis paying dividends on the construction ofthe Offshore Mischief. The Hamriyah facilitycontinues to improve the building safety,efciency and quality.

    Lamprell is looking forward to the successfulexecution of the project and another on-timeon-budget delivery of a LeTourneauSuper 116E class jack-up, the ScorpionOffshore Mischief.

    Lamprell would also like to take thisopportunity to thank Scorpion Offshore fortheir faith in Lamprell by giving Lamprellthe opportunity to prove that we’re not onlya rig repair facility we’re also a rigconstruction facility.

    During the past two years Rowan have established aignicant presence in the established Middle East region

    with a total of nine jack-ups.

    even units were under contract to Aramco in SaudiArabia and two are rigs in Qatar.

    Due to the general downturn in oil demand, Aramco haveecently released three of the Rowan rigs, all now docked

    t Lamprell’s Sharjah Port facility.

    Rowan California arrived in May and in is undergoing ae-power, installation of third mud pump, drill oor andccommodation upgrade and a painting programme.

    The second of the eet to arrive was the RowanMiddletown that has a special survey and some minorpgrade works coupled with a paint program. The thirdig to arrive was the Charles Rowan that is being scopedt present, followed by the Arch Rowan the last of the

    eet to be released from Saudi Arabia on the rst of theirontracts in the Middle East.

    NOBLE Charles CopelandThe LeTourneau 82SDC-design rig, Noble CharlesCopeland, arrived atLamprell’s new Hamriyahfacility in March 2009.

    The major items on thedocking scope wasreplacement of 275tonnes of hull steel andan extension of 33ft. tothe legs, in addition torecoating the hull tanksand leg wells.

    The longitudinal cantileverrack was replaced,

    ElMago brake overhauled,high-pressure pipingmodications completedand deck cranes wereoverhauled.

    The rig has now movedback to Qatar to undertakean eight-monthsaccommodation contractwith Maersk Oil Qatar.

    During the hot and humid UAE summermonths, LAMPRELL’s Sharjah facility hasbeen hard at work trying to put back thepuzzle that forms the NOBLE Roy Rhodes.

    With tasks like the massive ‘T’ sectionadditions to the cantilever andaccommodation extension modulesbeing fabricated in South Yard, cantilevermodications, drill oor modications andnew derrick erection occurring in the varioussections of the North Yard, this Le Tourneau

    116C has spread itself throughout the entireSharjah facility.

    Onboard the rig hasn’t been much different.The entire accommodation has beenstripped to a bare shell and is now on theway to becoming a fully refurbished 120-man accommodation module with all the‘mod cons’ of a modern rig.

    One activity that will gain widespreadattention will be the installation of the newCaterpillar C175 marinised engine in oneof its rst formal marine applications. BothCaterpillar and NOV will be in attendanceonsite to conduct the commissioning ofthese engines.

    Various other activities which have kickedoff include the mud-pit extension, main deckand hull reinforcing (to accommodate thenew cantilever and drilling package), shaleshaker modication and complete re-wireof the 480- and 600-volt electrical supplythroughout the rig.

    The summer period promises plenty ofactivity with target completion planned forearly September 2009. Look out for theLamprelltimes Autumn Edition for the detailsof the finished product!

    Late in 2008, Lamprell was contracted byMaersk Drilling to carry out repairs on theMaersk-managed semi-submersible theKan Tan IV. The rig was in the nishing

    stages of their contract in Trinidad andTobago and was bei ng readied formobilisation to Melbourne, Australia.

    The plan was for the Lamprell project t eamto ride with the rig on the transporter andcarry out the repairs en route to Australia.

    The scope included:

    • Replace corroded bulkheads in theballast pump room

    • Replace corroded piping penetrationsin the ballast pump room for the bilgeand ballast systems

    • Remove six shakers, de-sander andde-silter and prepare the shaker house toaccept the new shakers which were to beinstalled in Melbourne

    The Dockwise Transporter was chartered tocarry the rig on the 10,000nm-plus journeywhich was scheduled to take approximately45 days. In order to minimise the impact ofthe works on the future drilling programmeit was decided that the Lamprell crew of35 men would ride on the rig for the epicjourney across the oceans. The work beganlong before the crew was mobilised toTrinidad with the tricky task of purchasingand mobilising all of the equipment,materials and consumables for the job.Maersk and Lamprell worked closely to listthe requirements and also the difcult taskof sourcing the goods in a small countrylike Trinidad.

    Ultimately the Lamprell crew would spend72 days on board and completed not onlythe planned scope but were able to assistin many other scopes which were plannedto be completed in the Melbourne shipyardstay. It was an extremely productive journeyas Maersk wisely used the sailing timeto complete as much as possible on thetow thus reducing the work required inMelbourne before heading offshore.

    Ajman-based Millennium Offshore Services (MOS) is a relative newcomerto Middle East rig operations. Established in 2007, the company owns andoperates a eet of ve jack-up accommodation rigs.

    The recent docking of MOS Trident at Lamprell’s Hamriyah facility was therst MOS rig in the yard.

    The occasion was the unit’s 5-year class survey, and the rig was subjectedto a rigorous inspection by class surveyors from DNV, including a dry spudcan inspection with the rig installed on a barge.

    Lamprell’s scope of work included repairs to the damaged spud cans,replacing helideck netting, re-ooring the mess and bathrooms, repairs torig cranes, upgrading the laundry, and other minor jobs.

    All works were completed satisfactorily and the rig has now returned toaccommodation duties with ARAMCO. Further dockings from MOS in thenear future will be the MOS Deema in August.

    mprell’s scope of work during theking was replacement of all legng lines, approximately 15 tons

    of steel replacement in the hull, maindeck, pipe rack and machinery spaces,piping replacement in various areasthroughout the rig, accommodationoors were replaced in some areas, newboilers installed, chillers and freezerswere refurbished and nally an extensiveprogram of shot blasting and re-coating,the latter proved to be a serious challengeto the Lamprell team, led by Projectmanager David Morris, due to the presentThai rainy season .

    The Vicksburg will depart from theLamprell Sattahip facility at the end of

    August to take up t heir assignment withNu Coastal.

    mprell Energy Ltd recentlybrated the ofcial openingheir Asian operations at ash press conference andption at the Sheratonnd Hotel in Bangkok,iland on 20 May.

    The Press conference wasinitially convened to introducethe company to the local Thaimedia and to allow the pressmembers to question theLamprell management team.

    CEO Nigel McCue ofciallyopened the proceedings andwelcomed the distinguishedguests to the ceremony,including Dr. KurujitNakornthap, Director General,Department of Mineral Fuels,Krairit Nilkuha, DeputyPermanent Secretary to theMinistry of Energy, Capt.Chumpol Promprasit RTN,managing director of Bangkok

    Docks, Surong Bulakul,executive vice-presidentPTTP CL, Dr. SuppamasPrachakvej, PTT vice-presidentexploration and productionand Padhanaseth Changkasiri,Chevron general manager,South East Asian affairs, plus ahost of industry professionals,associates and colleagues ofLamprell and Triconeer, who areLamprell’s local partners in theventure.

    In their addresses Khun KrairitNilkuha and Khun KurujitNakornthap welcomed Lamprellto Thailand and emphasisedhow the establishment ofLamprell was a positive stepfor the Thai oil & gas industryand the region of Sattahip, andwished them every success forthe future.

    Many of Lamprell’s clients had

    travelled from overseas to showtheir support which as alwayswas greatly appreciated.

    In March this year the 36th Red CrossConcert was held at the Thailand CulturalCenter in Bangkok.

    The annual event started in 1935 and hasgrown into a full-scale concert with solorecitals and music by the Royal Thai NavyOrchestra. Distinguished guests at theevent were Her Royal Highness PrincessChulabhorn and Admiral KhamthornPumhiran, Commander-in-Chief of the RoyalThai Navy and chairman of the organisingcommittee and fundraising operation.

    Lamprell Asia and the Royal Thai Navyboth made contributions towards the charityand were honoured by an audience withthe princess.

    Grup Servici Petriliere (GSP)celebrated the inauguration oftheir jack-up rig Saturn on 12June at their headquarters atConstanta Port, Romania.

    The Saturn, a four-legged OrionClass Design rig from 1987,operates predominantly in BlackSea waters.

    Lamprell were engaged tofabricate components for theconversion including a 55ftcantilever complete with push-up and hold-down supports,new drill oor, crane pedestals,shale shaker house, sponsonsand accommodation extensions.

    All of these components werefabricated at Lamprell’s UAEfacilities and then shipped ona heavy-lift vessel to the BlackSea port of Constanta.

    The project was managed byPaul Nichiforov from GSP andassistance was provided by acore Lamprell project team ledby Brian Duffy.

    During the programme theSaturn’s ve existing generatorsets were replaced with venew Caterpillar 3512s and thetwo original mud pumps werereplaced with three new NationalOil well pumps.

    The rig cranes were alsoreplaced with three newNational Oil well cranes, withthe third crane installed ontothe cantilever beam for betteraccess to the drill oor.

    This was the rst time that a rigconversion of this magnitudehas ever been carried outin Romania.

    GSP president GabrielComanescu complimentedthe project teams on a job welldone, and stated that everybodyinvolved should be very proud oftheir achievement.

    The rig recently departed thefacility to commence its rstdrilling contract for Toreador inthe Black Sea.

    The vessel will be used to support the marine andrig operations.

    In typical Thai tradition, the vessel launch wasaccompanied by preparing sacricial offerings offruit, water, owers and sweets to the ‘Mae Ya Nang’(the spirit woman) who guards over the vessel andbrings good fortune to all who sail in her.

    The name Suvaphat means graceful and civilisedand was selected by the Lamprell Asia staff.

    helicopter safety and HUET for whichthe students had to wear the suit fordiving and breathing underwater. Thehelicopter event, which was a rst foreverybody was very interesting and

    important for the offshore operation.

    The last day focused on rst aid andhypothermia, then a case study with theother students, followed by practicaloutdoor reghting and breathingprotection.

    The course participants gained valuableexperience from the training which willbe essential for participating in futureoffshore projects.

    The senior yard personnel in Sattahiphave recently undergone leadership insafety training.

    To further support this, third-party trainershave completed first aid and emergencyrescue training. The Royal Thai NavalFire department, in Sattahip, was alsorequested to instruct employees infirefighting to ensure the best possiblepreparedness of employees to combatany unforeseen eventuality to ensurethat Lamprell employees are trainedand equipped to provide a safe workingenvironment.

    Rig equipment including mud pumps,draw works, rotary table, top drive andvariable frequency drive and VariableFrequency Drive were all completelydesigned and manufactured by LTI, andwere sent to the Jebel Ali facility andinstalled by LOEF.

    After the fabrication and installatio n,LTI and Lamprell undertook a tight anddetailed testing and pre-commissioningschedule which would eventually pave theway for the 24-hour commissioning trials.

    The result was a awless 24-hourcommissioning, witnessed and approvedby WDI. The commissioning includedrunning all four generator sets, bothmud pumps, rotary table, draw works,circulating water through all tanks toensure correct levels, pumping 3500

    psi through the system and through aconductor pipe and recirculating thewater back through the system. Puttingthe rig under maximum load and theperformance of the equipment andsupporting gear were outstanding.

    The success was amplied by the minorissues that were picked up on the nalpunch list and by client who was totallysatised with the end results and theoverall product.

    With the fourth rig, WDI Rig 830, at the85% completion stage, LTI and Lamprelllook set to deliver the rig in the last weekof September with even more success,less issues and another successful 24-hour trial.
