district.

Modimolle magisterial district

The areas (farms) of Bulgerivier are excised from the Modimolle magisterial district and included into

Lephalale magisterial district. The area of Tuinplaas and Dorset remains within Modimolle Magisterial

Districts.

Mogalakwena magisterial district

The area of Roedtan is excised from the Mogalakwena magisterial district and included into

Mookgopong magisterial district.

Letaba magisterial district The area of Ha-Mamaila, is excised from the Letaba magisterial district and included into Makhado

magisterial district (Tiyani).

Makhado magisterial district The area of Mara (Mara periodical court) is excised from Louis Trichardt main seat and included into

Tshilwavhusiku sub-district. The area of Alldays is excised from Makhado magisterial district (Louis

Trichardt) and included into Blouberg magisterial district (Bochum)

proclaimed branch court

Makhado magisterial district The areas of Blinkwater, Ximausa, Noblehoek, Ndhengeza and Caledon are excised from Makhado

magisterial district (Tiyani sub-district) and included into Greater Giyani magisterial district.

The areas of Rotterdam and Nkuzaninone are excised from Makhado magisterial district (Tiyani) and

included into Greater Letaba magisterial district (Ga-Kgapane)

The areas of Ekurhuleni, Madobi and Makhas are excised from Tiyani sub-district and included into

Vuwani sub district (Makhado magisterial district). The area of Njakanjaka is excised from Tiyani sub-

district and included into Hlanganani sub-district (Makhado magisterial district). The area of Wayeni is

excised from Tiyani sub-district and included into Tshitale sub-district (Makhado magisterial district)

AREAS WITH MAXIMUM IMPACT ON INFRASTRUCTURE

Proposed Magisterial District Impact

Aganang Municipality Aganang Municipality does not have a magistrate court. The only court that is located within this

municipality is Ga-Matlala Periodical Court. Currently the municipality has been disestablished with

areas included into Polokwane Local Municipality

Fetakgomo Municipality

The Fetakgomo municipality has been disestablished with some of the areas included into Greater

Tubatse Fetakgomo Local Municipality and Sekhukhune District. Periodical Court at Multi-purpose

centre which is at Apel under Tubatse to be established to cater for the community in the surrounding

villages.

Maruleng Municipality Currently there is no permanent court structure within the Municipality. Only Hoedspruit periodical

court which is to be converted into a branch court under Lenyenye Magistrate Court

magistrate as it is neared to them than Bolobedu

2. Rotterdam The community indicated that they do their

shopping in Makhado – their transport is inclined

to go to Makhado rather than Modjadjiskloof; the

area currently falls under G/ Letaba but they want

to be served by the Tiyane Court. That, this

decision was taken at the meeting of the 2nd January for which they have minutes

3. Masakona The areas are currently served by Tshitale which is

75kms away. Meetings have been held and the

community would like to be served by Tiyani

Magistrate.

4. Raphahlelo The area is currently under G/Letaba. Transport to

Modjadjiskloof is a problem and it affects disposal

of cases. They currently served by magistrate

Sekgosese at Senwamokgope Periodical Court.

Tiyane is nearer they want to be served by Magistrate Tiyani.

5. SAPS Hlanganani Police transport accused to six different courts

because of the currently demarcation; which are:

Sekgosese, Tshitale; Bolobedu; Senwamokgope,

Tiyane, Waterval. Witnesses do not have money

for transport to go the furthest court (Bolobedu/

Sekgosese). Police have to transport them

otherwise cases get withdrawn

6. Chief Masakona Soekmekaar is far, supports the relocation to Tiyane for his people.

7. Youth Formation- Masakona Thanked the Masakona Traditional Council for

steps taken to ensure that they are served by the

Tiyane Court. Tshitale is too far

8. Makhado Municipality Councillors support the view that ward 11 falls

under Tiyani

9. Representative of Ward 1 The representative said the following areas should

be under Tiyani: Tshimauswa; Blinkwater;

Noblehoek. He stated that they are already under

the Tiyani policing area.

2 18 June 2015 Tom Burke The meeting was attended by community members

from the nearby village of Sefihlogo (Rietfontein),

members of SAPS, Provincial Traffic Department,

Municipality and Court Managers of both Phalala

and Mokopane. Mr Van Der Kooi, the Head of

Office for Mokopane send an apology.

The Community representative from the nearby

Sefihlogo Village appreciated the initiative by the

Department and indicated that they had to travel to

Mokopane for Regional Court matters.

The Provincial Traffic enquired as to what their

summonses should reflect as the place where

offenders should appear and Mr Freund responded

to their question.

The community resolved

that they agree to be served

by Phalala. The SAPS

representatives as well

appreciated the move

indicating it will alleviate

their transportation of offenders challenges.

3 18 June 2015 Shongoane Tribal

Council Offices

The meeting was attended by community

members, representative of Marken Farmers,

Acting Sub Cluster Head of Judiciary, SAPS and

the RCC represented by the Secretariat. The view of the community was as follows:

Farmers representative requested that the area of

Marken be incorporated into Lephalale Magisterial

Districts though they are in Mogalakwena

Municipality they travel 109 KM to Mokopane

and only 70KM to Lephalale

He submitted that they do all their shopping at

Lephalale and consider it to be their closest and

their own town.

Community member from the place called Ga-

Monare which is about 8KM from Marken on the way to Polokwane submitted that their area be

incorporated into Lephalale because that is they do

their shopping and is their nearest town.

The area of Ga-Monare which is adjacent to other

villages called Ga-Rapadi ,Dipere, Ga-Chere,

Sinita, Ga Mushi, Ga-Thlako and Ga-Tautswal

given a chance to consult with the Headman so that

the RCC representatives

could arrange a visit.

at the tip of the border with Lephalale

4 June 22 Rapotokwane

Traditional Council

Offices

The meeting was attended by Kgoshi Mahlangu

and the RCC was represented by the Chairperson ,

Secretariat and the ACM

The Community voiced their dissatisfaction with

the service they are getting at Vaalbank. They

alleged that the office is far. The RCC raised

concerns regarding distances between the area and Bela-Bela versus Vaalbank. The Community

indicated that they want to be served by Bela-Bela

at Rust de Winter periodical court.

It was decided that the area

be excised from Mbibana to

Bela-Bela in line with the

provincial boundary. That,

services be brought closer to

the people at Rust de Winter

RO to prioritised procurement of

modular structures to cater for

additional services at Rust de

Winter. Possibility of upgrading

the court to a branch/ place of

sitting mooted.

5 June 23 Waterval AFM Church The meeting was attended by various community

structures including the Masia Traditional

Authority who submitted a comprehensive input

into the process. (copy of their input is attached to

this report for ease of reference).

The following inputs, which were preceded by

community meetings in various villages, were

given:

1. Mashamba Village

The people have opted to be served by Waterval.

Transport leads to Waterval and its cumbersome to

reach Tshitale which services them currently

owing to costs as they have to take two different

taxis to Tshitale. The second taxi they board at

Waterval. SAPS Waterval is servicing the area

2. Wayeni

Ward 20 (Vleifontein) which is part of Nthabalala

but closer to Waterval to be included in Waterval.

Wayeni fall sunder Waterval not Tshitale.

3.Bungeni Taxi Association Confirms need for Wayeni to remain in Waterfal.

There is no transport to Tshitale. Njaka-njaka

which is part of Bhungeni to also fall under

Waterval. Communities have easy access to

transport to Waterval

4. Maila

5. Masia

A meeting was called by the Chief at which civic

organisations and Headmen were present. Masia is

currently under Magistrate Vuwani.

Further a detailed input regarding the following farms was given:

These were recommended for inclusion into

Vuwani Magistrate Court. 6. Chief Mashau’s representative

Thenga; Magweni; MisebeCA; Meebe BD;

Mabina; Tshibade; Thondoni; Gwanini AC-

Klipfontein; Beafort to fall under Vuwani as the

community has considered viability . Mashau

community is half way Vuwani and halfway

Waterval. Our community is aligned to Vuwani

for business. Transport to Waterval is a problem as

the have to get to Vuwani first before going to

Waterval. The following area:

Barani; Valdezia- Gwarani is policed by

Waterval SAPS must therefore fall under Waterval

7. Hlanganani

Mpheni closer to Hlanganani; Junami is 3kms to

Waterval; Maila- Vleifontein is 40kms to Vuwani

and less than 10 to Waterval; Valdezia is closer to

Hlanganani than L/T. The community of Valdezia

get to Waterval to board transport to L/Trichardt

There are six bus companies/ services operating

between Valdezia and Waterval. There are 13 taxi

routes from Valdezia to Waterval. There is no taxi

going to Vuwani from Valdezia. Community do

their business/ shop in Waterval. The community

wish to be included in Waterval

9. Masia Civic Organisation

Currently under Vuwani as far as the magistrates courts are concerned but the Regional court

remands cases for Malamulele. There is no

transport to Malamulele as people have to get to

Waterval to get transport to Malamulele. We used

to go to Sibasa and Sibasa was more accessible.

We were not consulted when this decision was

taken

6 24 June 2015 Tuinplaas Periodical

Court

The meeting was attended by A/DCO, SAPS,

Legal Aid, Acting Sub-Cluster Head-Modimolle,

ACM, Court Manager, and the Farming

Community, and the Secretariat of the RCC.

The purpose of the meeting was to get the view of

the community on the Recommendations of the RCC that Tuinplaas be excised from Modimolle

and be included in the Mookgopong Magisterial

districts as if falls within Mookgopong Municipal

Boundaries.

The view of the Community

The Chairperson of the Tuinplaas Agri-Forum

mentioned that the distance from Tuinplaas to

Modimolle is 20KM and the state of the road to

Mookgopong is in a bad condition hence there has

been a lot of accident on the road. The bad state of the road was also confirmed by

members of the RCC who travelled through that

road to the meeting.

It was further raised that the farmers have access

to transport towards Modimolle.

SAPS also submitted that there is an existing route

for public transport to Modimolle in a single ride

thus there are enough taxis from Malebitsa that

passes Tuinplaas to Modimolle , unlike to

Minutes of the meetings to

be submitted by Agri-

Tuinplaas for record purpose

and for confirmation

It was resolved that

Tuinplaas Periodical Court

should remain under

Modimolle as opposed to the

recommendation that it

should be under

Mookgopong

Mookgopong which takes one taxi to

Mookgopong which might delayed Court times-

thus there a single taxi that comes from

Marapyane to Mookgopong.

SAPS also serve bigger area towards Modimolle.

80% of the farms are closer to Modimolle but

appears to be nearer on the maps towards

Mookgopong. SAPS also submitted that there are no holding

cells and therefore it will mean prisoners and

detainees will have to be transported to

Mookgopong, which will be a costing exercise

It was raised as well that even in terms of Medical

Facilities Mookgopong will send them to

Mokopane which is further 60 KM and as such

these will be costly for the farming workers.

Modimolle has Medical Facilities.

LEGAL AID submitted that there is not enough

statistics that will warrant the appointment of

permanent Legal Aid Practitioner for Tuinplaas

7 June 29 Burgersdorp( Ntwanamo Primary School)

The meeting was attended by Sub Cluster Head –Judiciary, NPA, SAPS, CPF, Ward Councillor, Traffic Department, and Headman from the Village, ACM, Court Manager and the RCC represented by the Secretariat. The view of the community was follows: Taxi associations should have been invited as they have their own route to the courts Haswell Mbalati (community member) –Support the move to Naphuno however highlighted the dissatisfaction with SAPS and the Magistrate at Naphuno. Moratho Letsoalo( representing Community Policing Forum) –supported the move to Naphuno as it was long overdue and indicated that the court is now closer to the police station Mr Maake (Ward Councillor) –supported the move to be served by Naphuno and is the aim of

the Municipality is to integrate the community. ANC Chairperson welcomed the move and requested that there should be public participation in future for the renaming of Naphuno as it has segregation connotations.

8 June 29 Kgoshi Mahlangu

Traditional Council Offices

The Chairperson and A/DCO were in attendance.

The purpose was to discuss with the communities of Monsterlus, and surrounding areas. These areas

fall within the Elias Motsoaledi Municipality.

They are currently serviced by Nebo Magistrate

which is in Makhuduthamaga Municipality. The

distance between these areas and Nebo is

approximately 20kms whereas to Groblersdal is

about 55kms. The deliberations spanned

approximately 3.5hrs.

The Indunas / Headmen were tasked by the chief

to call community meetings. At this meeting we

were to hear decision taken at such meetings

The Community was led by Chief Mahlangu personally.

It was resolved that the

9 June 30 Lephephane The meeting was attended by the Sub Cluster Head –Judiciary, Magistrate from Naphuno, Acting MM from Greater Tzaneen Municipality, Ward Councillor Headman of Lephephane, SAPS, CPF, ACM and the Secretariat representing the Regional Head. The view of the community was as follows: Community Policing Forum submitted that community meeting was held 6o that effect and it was resolved that they want to remain under Naphuno It was further submitted that it cost R10 to Naphuno and R19 to Ritavi. Transport to Ritavi is unreliable because from Lephephane one has to climb a bus that comes at

5am,3pm and 6pm and the bus station is risky of robbery Moses Madia (community member) – did not support the changes because of lack of proper service from SAPS and alleges that Naphuno SAPS has too much corruption. Mr Muhlari further indicated that the distance is a problem citing reason that those that cannot afford transport will obviously arrive late at court and will be charged with contempt of the court. There was also submission that satellite office around Lephephane be recommended to deal with issues relating to Small Claims matters

10 June 30 Elias Motsoaledi M municipality, Groblersdal

The RCC was represented by the Chairperson and A/DCO; The Committee was invited by the Municipality to its Council meeting. The purpose was to brief the Municipality on the re-alignment process in so far as it affects the Municipality

Council noted and supported the recommendation.

It was agreed that the RCC will forward the consultation schedule to the Municipality, Speaker’s office. This to enable the Councillors to mobilise people in support of the recommendations of the RCC

11 02 July 2015 Bulgerivier Periodical

Court

The meeting was attended by the Acting Sub-

Cluster Head , Chairperson of the community

Policing forum, and also representing farming communities, SAPS,NPA, Sheriff of Lephalale,

Legal Aid , ACM , the CM for both Modimolle

and Lephalale and the Secretariat of RCC.

It is worth noting that the periodical court is

currently served by Modimolle and it is

recommended that it should be included in

Lephalale Magisterial districts to align it with the

Municipal Boundaries..

The View of the community:

Farmers It was submitted that the periodical court to fall

under Lephalale a s opposed to Modimolle

The distance from Bulgerivier to Lephalale is

68KM and to Modimolle is 120KM.

It was submitted that Bulgerivier police station

The meeting was attended by the Acting Sub-

Cluster Head , Chairperson of the community

Policing forum, and also representing farming

communities, SAPS,NPA, Sheriff of Lephalale,

Legal Aid , Representative from Modimolle Local

Municipality, ACM the CM for both Modimolle

and Lephalale and the Secretariat of RCC. The view of the community was as follows:

Part of farms falls within Modimolle Magisterial

District and economic viability of the Modimolle

Local Municipality relies on farms that are within

Dorset Policing Area.

There is transport accessibility towards Modimolle

Gustav Collins( representing local farmers

Security Group submitted that Dorset is closer to

Vaalwater which is 30KM

He further submitted that for crime intelligence

purpose criminals committing crime in those area should not be separated so that they can be able to

track them

Mathanies farms fall within Lephalale but is on the

tip of the border of Lephalale and Modimolle.

SAPS submitted that their policing areas are

within Modimolle and Lephalale.

Mark Venter further submitted that there are farms

that are cut-across by the Municipal Boundaries

and most of the are police by Dorset falls within

Modimolle

It was unanimously resolved

that the status quo should

remain, thus Dorset to be

served by Modimolle

Magisterial Distrct

13 03 July 2015 The Junction(Letsitele) The meeting was attended by the farming community, Sub Cluster Head of the Judiciary,

SAPS,NPA, Traffic Dept., and the Secretariat of

the RCC,

The purpose of the meeting was to get the view

from the farming community that all farms policed

by Letsitele SAPS are served by Ritavi as opposed

Mr Voster (representing Agri-Letaba) indicated

that there has never been any negative response

regarding the proposal. It was also submitted that Miami Satellite police

station need to be capacitated as the area is a

hotspot for crime.

SAPS submitted that they are in support of the

The view of the Community Chief Tshikonele mentioned that he has been working at Malamulele since 1994 and chiefs were separated during the meetings which mean that the working relationship was not cordial. He mentioned that he ended up not attending the meetings any longer as he was accused of spying on the Tsongas and was further accused of being corrupt. Member of the community in support of Chief Tshikonelo mentioned that traditionally if the Chief has spoken the meeting is over and community will follow what has been said by the Chief and highlighted that the Chief is not a dictator even when the President has spoken the matter is regarded as finalised. He mentioned the hardship the community will bear if served by Malamulele as the distance to Saselemani was likened with going to Louis Trichardt as the transport network is not accessible. It was further raised that economic activity at Malamulele as not being conducive as compared to Thohoyandou and if they were to go to court they will have to pay double transport. It was raised that community is comfortable with in working police and that there should be a working relationship with SAPS, Judiciary and a Municipality. It was mentioned that the Department should rather look at the possibility of establishing Periodical Court at Tshikonelo in honour of the Chief

under Thohoyandou. We have no complaint about services offered in Thohoyandou. All the community structures agreed that there will be no debate about the decision taken. Dividing the Chief’s area by taking Dobeni and Khakhangwe to Malamulele will disadvantage the community as there are no direct taxis to Malamulele from the area. People board to Thohoyandou and thereafter to Malamulele. It will be costly for them to go to Malamulele Thohoyandou SAPS is policing the area and has a satellite police station in the area. The area has 15 villages and for all of them it is easier to access Thohoyandou than Malamulele. They do their business in Thohoyandou.

16 July 09 Zebediela/ Moletsane Traditional Council Offices

The meeting was attended by the Traditional Council. The Chair of the RCC, sub-cluster head Thabamoopo, ACM and the Secretariat represented the RCC. The community was well represented, women, youth and the elderly Questions raised by the community after learning about the proposal to relocate them to Thabamoopo from Mokerong: a) What will happen to the Zebediela PC? Zebediela is far from Lebowakgomo? Can’t the Zebediela PC be upgraded? b) Will Magatle PC be upgraded? Is it safe for Magistrate infrastructure wise? It is cheaper to get to Lebowakgomo however- what will happen to the maintenance files at Mokerong? What will happen to the magistrates who serviced Magatle from Mokerong? c) Will the service be as good as at Mokerong? d) Consideration of stats to upgrade Zebediela will not assist the rural area as people go to Lebowakgomo- cant the court be upgraded regardless of stats?

It was resolved that services be relocated to Thabamoopo on temporary basis whilst Magatle’s infrastructure and personnel issues are being looked into

17 July 10 Levubu SAPS The meeting was attended by the farming community, representatives of various villages served by the Vuwani and Louis Trichardt magistrates courts The farming community raised the issue of language as a barrier if they are relocated to Vuwani, that they are connected to Louis Trichardt where they do their business. That, they do make use of DHA and Licencing services in Vuwani. The CPF also echoed similar views but all agreed that they will be bound by the decision of the meeting Ekurhuleni community also agreed that they agree with the recommendation that they be served by Vuwani as its closer to them than Louis Trichardt. The input by the Masia Traditional Authority was read in as part of the input regarding Vuwani Magistrate

Village)-submitted that community want to remain under Bolobedu

Bethuel Mathere( from Makgakgapatse Village

representing the Community) also submitted

that the community want to falls within Bolobedu

Annah Malatji (Mamaila Village) also submitted

that community refuse to Giyani proposal and

want to remain under Bolobedu.

Albert Madziwo (Makgakgapatse Village)

submitted that the village be exercised from

Giyani Magisterial Districts and be included into

Greater Letaba Magisterial Districts.

It is to be recorded that the transport cost from

Makgakgapatse to Giyani is R15 single trip

whereas is R30 to Bolobedu and the community

despite the transport cost still want to be served by

Greater Letaba Magisterial districts

The community

unanimously agreed to

remain under Bolobedu

Magisterial Districts

All maintenance files will be

transferred from Giyani to

Bolobedu Office

The implications are that

Makgakgapatse will have to

excised from Giyani and included

into Bolobedu magistrate Court. The cost to the community to

access justice will double.

The cost per taxi is R24 return

trip to Giyani Court and R+/-R60

to Bolobedu Court

Input form the Farming Community:

90% of the people who own property in the area

are staying permanently in Gauteng, France and or

the UK and cannot therefore be present at this

meeting. Their views were however sourced and

they agree and support the decision to be excised from Acornhoek and be included in Hoedspruit

court. The decision will have no bearing on the

provincial boundary.

It was agreed that the

boundary will be the Orpen

Road. All farms north of the

Orpen Road will be

incorporated into

Hoedspruit.

34 26 August 2015 Marken Boere-Saal The meeting was attended by the Sub-Cluster

Head –Modimolle, SAPS, ACM from Modimolle

and Polokwane, Court Manager for Lephalale and

Phalala, Community members from Sinita, Ga-

Mushi, Vienna, Ga-Monare and the farming

community around the area of Marken.

The purpose of the meeting was to get the view of

the community if they will prefer to be served by Lephalale or Mokopane. Those areas are within

Mogalakwena Magisterial Districts but on tip of

the border of Lephalale Magisterial Districts.

The view of the community was as follows:

Community member from Ga-Rapadi indicate that

they will want to be served by Lephalale.

Community within Marken pay their land tax to

Mogalakwena, is the land tax not possible to be

paid at Lephalale?

Kgoshi Mushi from Ga-Mushi where the area is

policed by SAPS submitted that how is it going to benefit them if they want to move to Lephalale?

Rebecca from Ga-Rapadi indicated that they are

being service by Villa-Nora SAPS so it is ideal to

be served by Lephalale.

Ga-Mushi Traditional leader agree to be served by

Lephalale

Mr Sebetha from Sinita who is a traditional leader

indicated that Villa-Nora should be moved nearer

to Marken.

It was agreed that all areas

under jurisdiction of SAPS

Villa Nora will be served by

Lephalale Magisterial

Districts.

The areas include :

Villa-Nora

Ga-Monare Vienna

Witspan

Ga-Rapadi

35 29 August 2015 Roosenekal

Community Hall

The meeting was attended by the Head of Court

form Groblersdal, ACM from Middleburg

represresenting Mpumalanga RCC and the

secrtarariat, Chiefs from Zaaiplaas and Roosenekal

as well as the ADC-Court Operations, Chairperson

of the Limpopo RCC and the secretariat. There were no community members despite the

invitation extended to the Ward Councillor to

inform the community.

The chiefs were briefed on the proposals and their

view was as follows:

Middleburg and Lydenburg are not nearer but

there is enough transport whilst Groblersdal is not

far but there is not enough transport.

Prisoners are detained at Zaaiplaas but attend

Court at Laersdrift and attend to Regional court matters at Middleburg

It was however resolved that

the area will be served by

Groblersdal pending the

establishment of the

periodical Court at Roosenekal

Limpopo through its facilities

Directorate to visit the area with

the possibilities of securing some

of the dilapidated building which

was occupied by Water affairs. The Magistrate from Groblersdal

is more than willing to attend to

cases at Roosenekal

36 29 August 2015 GG Church Hall

(Laersdrift)

The meeting was attended by SAPS Laersdrift,

Sub-Cluster Head of the Judiciary from

Mpumalanga, Head of office from Groblersdal,

Mpumalanga RCC represented by Middleburg

ACM and the secretariat of Mpumalanga RCC as

well as the ADC-Court Operations, Chairperson of

the Limpopo RCC and the secretariat

The view of the community was as follows:

SAPS submitted that the distance from

Groblersdal Magisterial District and Middleburg

are equal.

Currently Laersdrift serve two provinces as their jurisdiction overlaps towards other province

They indicated that a bigger portion of Laersdrift

Policing area is within Mpumalanga.

No resources in Laersdrift that can cater for both

the two provinces

It was resolved that areas

nearer to Laersdrift falling

within Provincial boundaries

of Limpopo will be shared

amongst by Zaaiplaas SAPS

and Roosenekal SAPS

which will then falls within

Groblersdal Magisterial

Districts.

It was further resolved that

Laersdrift will be served by Middleburg (Mpumalanga)

with the road R55 being the

boundary of the two

provinces.

Any matter that occurred on

The meeting was attended by Ward Councillors,

Sub-Cluster Head of the Judiciary from

Groblersdal and few of the community member

The councillor submitted that they are attending Court at Laersdrift and Middleburg.

He further submitted the police station in

Zaaiplaas doesn’t detained prisoners despite police

cells being available

He suggested that the meeting be adjourned to

mobilise the community

It was resolved that the

meeting be postponed to the

05th August 2015 as there

were no people

(Stakeholders) to take a decision.

05 September 2015 Mabhande Primary

School(Zaaiplaas)

The meeting was attended by the Sub-Cluster

Head of the Judiciary, Ward Councillors, Ward

Committee Members, Members of the RCC

headed by the Chairperson and the Secretariat.

Upon the deliberations community members

requested members of the RCC to excuse themselves so that community could

consult/caucus amongst themselves

The view of the community was then as follows:

The community decided to remain under

Laersdrift despite the branch court being

established at either Police Station or Dept. of

Health

The community resolved

that they want to remain

under Laersdrift and

continue to attend Regional

Court matters at

Middleburg.

Meeting was attended by a

handful of men without any

women being part of it.

The Region will proceed with its

plan of establishing branch Court

at Zaaiplaas and served by the

Council

The meeting was attended by Indunas representing

the Chief, Secretariat from the tribal Council,

community members, Area Court Managers of the

Polokwane Cluster, Court Manager from

Polokwane Magistrate Office, and the RCC Secretariat.

The ACM for Polokwane Cluster outline the

process on the Rationalisation of Magisterial

boundaries of Lepelle Nkumpi.

The view of the community was as follows:

They want be served by Polokwane Magisterial District.

They have indicated that they have been served by

Polokwane ever since, even when they request the

service of the ambulance from Polokwane;

Polokwane is the one that responded very quickly.

09 September 2015 Indermaak Community

Hall

The meeting was attended by various Stakeholders

representing the community, inter alia,

Chairperson and Deputy Chairperson of SANCO,

Committee member of SANCO, Agriculture,

landmark at Indermaak, Street committee

members of SANCO, ward committee on Health member, Regional member of SANCO

representing youth League; Ward Committee

member representing Safety and Security,

Chairperson of the Women League-Indermaak,

Blouberg Community Safety Co-Ordinator and the

Ward Councillor.

The area is currently served by Mara SAPS and

attends Court at Dendron which is a Periodical

Court of Polokwane.

The view of the Stakeholders was as follows:

Mr Serumula submitted that Why Mara SAPS is

not converted into a branch court and indicated

that it takes an hour to Bochum

He submitted further that Blouberg consists of 165

Villages which will mean that all will be served by

Bochum Court which will more likely create a lot

of queues at the court.

Salome Ramola submitted that it will be ideal if

There was a mixed feeling

with some of the community

agreeing with the move to

be served by Senwabarwana

while others wanted a periodical Court/branch

court at Indermaak as it on

the centre.

It was further resolved that

there would be further

Public Participation to be

held on the 16 September

2015.

Currently there is no

infrastructure that can be

Court/Branch court.

The Department will aligned the

area with the Blouberg

Magisterial District as well as the

Municipal Boundaries and will

which is in the best interest of

access to justice and the

SAPS Mara could be converted into a Periodical

Court

Blouberg Community Safety Co-Ordinator submitted that Dendron and Polokwane is too far

and Senwabarwana SAPS currently will serve 98

Villages with the inclusion of Indermaak.

He further submitted that Senwabarwana SAPS to

establish satellite office at Indermaak so that the community could attend Court at Senwabarwana.

Sekgobela Phillip: submitted that he once stayed

for three days at to get death certificate at

Senwabarwana due to long queues.

He further submitted that there is an indication that

Mara SAPS will be disestablished and

recommended that the same be relocated to

Indermaak to serve the community of Indermaak

which is densely populated more than the

surrounding area and is situated at the centre.

He submitted that the majority of workers at SAPS

Mara are not form Indermaak yet the biggest portion of its policing area is in Indermaak and

most of the detainees are from Indermaak.

Mashapu TS-Chairperson of the Street

Committee submitted that it will be better if they

could have SAPS satellite office and served by

Senwabarwana.

Mr Machaba submitted that it would be better if

SAPS Senwabarwana could have satellite at

Indermaak which will serve Senwabarwana.

Machaba B.S submitted that it would be better to

have a broader consultation with the community
