Summary of Policies including a Revised Rubric, Procedures and Timeline for

Alignment of NIAA Schools for the 2020-21 and 2021-22 School Years

Adopted by the NIAA Board of Control, June 18, 2019

Five classifications: 1A, 2A, 3A, 4A, 5A

• 1A: 0-170 enrollment



• 4A/5A: greater than 1300 enrollment

• Multiplier: Enrollments for private, charter and single gender* schools are to be doubled.

• State tournaments are held in NIAA sanctioned sports in each classification which fields at least

nine teams in that sport.

• Appeals of anticipated placement by enrollment adjusted for any multiplier allowed at the June

18, 2019 NIAA Board of Control Meeting held in Sparks, and at the Fall, 2019 Board Meeting to

be held in the Las Vegas area. Appeals of a school’s placement based on enrollment adjusted by

multiplier will not be considered after the Fall, 2019 Board Meeting.

1A and 2A:

• No changes from the current alignment in terms of process.

• Schools to be assigned to the classifications by enrollment with applicable multiplier.

3A:

• Schools to be assigned to the classification by enrollment with applicable multiplier.

• Larger (4A/5A enrollment size) schools are to be assigned to the 3A Southern Region on a sport

by sport basis to bring the total number of schools in the 3A South up to 8 to 12 schools. That

assignment is based on rubric points scored in a specific sport.

• Depending on the number of 3A schools fielding teams in a sport, it is possible that no schools

with a 4A/5A enrollment will be assigned to the 3A classification in a particular sport.

4A and 5A South:

• Schools to be identified as 4A/5A by enrollment with applicable multiplier.

• The current 4A classification will be divided into 4A and 5A classifications sport by sport.

• The top 10 to 14 schools in each sport, based on rubric scores, will be assigned to the 5A

classification in that sport.

• The remaining schools which have not been assigned to either the 3A or 5A classifications will

be assigned to the 4A classification for each sport.

• There will likely be a few sports that will need to be combined because they must compete at the

same site. Likely to be combined are the sports of boys’ and girls’ tennis, the sports of boys’ and

girls’ bowling, as well as boys’ and girls’ programs in a few individual sports.

• In team sports, the combined sports will also combine their rubric scores.

• In individual sports, regular season standings are not the means of advancing to the post-season.

Therefore, boys’ and girls’ teams may compete together during the regular season and then

compete in the appropriate classification region tournament/meet for that sport for each

individual team.

4A and 5A North:

• Schools to be identified as 5A by enrollment adjusted for any applicable multiplier.

• Based on rubric scores, 3 schools from the 5A North will be assigned to the 3A classification in

each sport.

• There will be no 4A schools or teams in the north.

Rubric Scores (5A, 4A and 3A only):

• Computed using a team’s winning percentage against NIAA schools, one half of the average of

their opponents’ winning percentages and one half of the average of their opponents’ opponents’

winning percentage.

• Adjustments are made for non-competitive losses and for playoff victories in essentially the final

five rounds of the combined region and state playoffs.

• Individual sports are computed using combined results of region meets/tournaments with some

variation for specific sports.

• Scores are computed for each sport in each of the previous four seasons for that sport. The sum

of the four scores is the rubric score for that school in that sport.

• Northern rubric scores are computed separately from Southern rubric scores. Southern Rubric

scores include only Southern schools and Northern rubric scores include only Northern schools.

NIAA Classification and Realignment Policies For the 2020-2022 Classification and Alignment

(Approved by the Board of Control, June 18, 2019)

I. Adoption of Policies, Procedures and Timeline

A. The Realignment Committee, empaneled pursuant to NAC 385B.250, shall

provide to the Board of Control and publish to the NIAA membership a written

recommendation for policies, procedures and a timeline for the assignment of

NIAA member schools to classifications and the alignment of schools into regions

and/or leagues within those classifications for the school years 2020-21 and 2021-

22.

B. The Board shall not adopt policies, procedures or a timeline for the classification

and alignment of schools until the Board has conducted a hearing of member

schools and/or school districts regarding the policies, procedures and timeline to

be followed in classifying and aligning schools. The scheduling of the hearing

shall provide member schools reasonable time to review the recommendations

published by the Realignment Committee and to make arrangements to attend.

C. Policies, procedures and a timeline for the assignment of schools to classifications

and alignment in regions and/or leagues shall be adopted by a majority vote of the

Board.

II. Classification

A. Assignment of schools to classifications

1. Pursuant to NAC 385B.250, the Board of Control shall assign each of the

NIAA member schools to one of five classifications for each NIAA

sanctioned sport in which the school fields a team.

2. The classifications shall be designated as: (NAC 385B.250**)

a. 1A

b. 2A

c. 3A

d. 4A

e. 5A

B. State Championships (NAC 385B.630 & 385B.632)

1. A State Championship in all of the sports sanctioned by the NIAA shall be

contested and awarded in each of the classifications provided at least nine

schools compete in that particular sport.

2. When a State Championship is not contested and awarded in a particular

sport for a classification to which a school is assigned, that school may

compete in that sport at the next higher classification that contests and

awards a State Championship.

C. Classification of member schools

1. NIAA member schools, with the exception of schools with a “Limited

Membership”, will be assigned to a classification based on:

a. The count of enrollment reported in the fall of 2019 (NAC

385B.250)

b. Points earned by a school in a sport as determined by applying a

rubric approved by the Board of Control of competitive factors.

(NAC 385B.250, see explanation of rubric points)

c. Other factors listed in NAC 385B.250-4.

2. For purposes of assigning private schools, charter schools and single

gender* schools to a classification, the count of enrollment shall be

increased by a factor of two. (NAC 385B.250**)

III. Region and/or League Alignment

A. The Board of Control shall align schools into regions and/or leagues pursuant to

NAC 385B.250**

B. Regions within a classification shall be made up of as equal a number of schools

as is practical.

C. Leagues within a region and classification shall be made up of as equal a number

of schools as is practical.

D. Associate and/or independent schools or teams assigned to a region and/or league

are not to count toward the total number of schools in that region or league in

meeting the requirements of B and C above.

*The application of the multiplier to single gender schools will require the adoption of a revision

to the NAC. The Board of Control has yet to approve such a change and submit it to the

Legislative Counsel Bureau.

**Revisions of NAC 385B.250 have been approved and forwarded to the Legislative Counsel

Bureau. The policies listed here are in compliance with the proposed revisions.

Revised Rubric for 2020-21 and 2021-22 Realignment (Approved by the Board of Control, June 18, 2019; Amended by action of the Board of Control Sept. 24, 2019)

All Sports

Rubric score shall be the sum of scores for each of the four school years: 2016-17, 2017-18, 2018-19,

2019-20. Northern and Southern rubric scores are calculated separately.

Baseball, Basketball, Flag Football, Football, Soccer, Softball, Tennis, Volleyball

Single Year Formula: WP + AO + AOO – NCL + PB = Score for one year

• WP = Winning percentage expressed as a whole number (75 rather than 0.75). Winning

percentage for a team is calculated using only regular season games against other Southern

Nevada (for Southern schools) or other Northern Nevada (for Northern schools) 4A or 3A teams

and playoff games for which playoff bonus points are not awarded. Losses in games for which

playoff bonus points are awarded are not included. Forfeits are not included in the calculation of

WP (exception for tennis: forfeited games due to lack of six players ARE included).

WP = ((W + (T/2))/(W + L + T))*100 for soccer WP = ((W + (T/3))/(W + L + T))*100

o Calculating the number of wins; Adjustment for out-of-classification contests

▪ An adjustment factor shall be calculated for each sport.

▪ Schools which have competed in the 4A classification shall be divided into roughly

equal thirds based on rubric points without the adjustment applied.

▪ Schools which have competed in the 3A classification shall be divided into roughly

equal thirds based on rubric points without the adjustment applied.

▪ The sum of wins, ties and losses for

• schools in the top third of the 4A vs. schools in the top third of the 3A; and

• schools in the middle third of the 4A vs. schools in the middle third of the

3A; and

• schools in the bottom third of the 4A vs. schools in the bottom third of the

3A

▪ Percentage of wins for the 4A schools shall be calculated ((wins + (ties/2[3 for

soccer] ))/(wins + losses + ties)

▪ The adjustment factor is the difference of the percentage from 50% subtracted from

100%

▪ EXAMPLE: if in the top third 4A was 4-2, middle third 6-1, bottom third 3-4, the

overall record for 4A schools against 3A schools in this example is 13-7 or 65%.

65% is 15% from 50%. The adjustment in this example would then be 100% minus

15% or 85%. Each win against a 3A school would be multiplied by 85%.

• AO = One half of the average of opponents’ WP.

• AOO = One half of the average of opponents’ opponents’ WP.

• GV = Game Value is the average value of a single game figured using the average number of

games per team and expressed as a whole number. GV = 100*(1/Average Number of Games).

If the average number of games per team were 10, then GV would be 1/10 or 10%. The

percentage expressed as a whole number, GV in this example would be 10.

• NCL = Non-competitive loss deduction. Non-competitive loss is defined below for each sport.

One half of the Game Value (GV) for each non-competitive loss is deducted.

• PB = Bonus for playoff wins. Playoff games which do not result in the awarding of a bonus to

the winner are to be included in the figuring of the team’s WP. A team earns the GV as a playoff

bonus for each of the following:

o Team which reaches the final four teams in the Region Tournament.

o Team which reaches the championship game in the Region Tournament.

o Region Champion.

o Team which reaches the championship game in the State Tournament.

o State Champion.

Non-competitive loss:

• Baseball: Loss by 10 or more runs.

• Basketball: Loss by 35 or more points.

• Flag Football: Loss by 35 or more points.

• Football: Loss by 35 or more points.

• Soccer: Loss by 8 or more goals.

• Softball: Loss by 10 or more runs.

• Tennis: Loss due to lack of at least six players.

• Volleyball: Loss of all sets and the loss in each of those sets is by at least 15 points.

Bowling

Single year score: Average pin total for regular season matches for the team.

Golf

Single year score: Average team score above or below par for 18-hole regular season matches. Lowest

score is the best. To be included, a match must be 18 holes and played on a course with a par of at least

70. If a team does not field at least four scoring golfers at the beginning of a match, a score of double-

par + 18 will be assigned (an extra stroke on each hole) to fill in each missing slot. For a golfer who

does not complete 18 holes in a match, but who begins the match, the score for that golfer is to be

double par for the round in figuring the team average.

Cross Country

Single year score: Region Meets only are used.

• 3A and 4A Region Meet race results in the South are combined and team scores figured based on

the combined results using the times recorded to determine the place for each individual runner

in the combined results.

• 3A and 4A Region Meet race results in the North are combined and team scores figured based on

the combined results using the times recorded to determine the place for each individual runner

in the combined results.

• Identical times are to be scored as ties even if the tied individuals were in the same region and

the tie was broken for that Region Meet.

• Rubric score for that school year is the team score derived from the combined results.

• Northern schools’ rubric scores are derived from comparing only Northern 3A and 4A schools.

Southern schools’ rubric scores are derived from comparing only Southern 3A and 4A schools.

• Lowest score is the best.

Schools which have fewer than 5 finishers in a region meet:

For the purposes of calculating a rubric score for a school in a year in which the school had fewer

than 5 finishers, the following will be used:

• 4 finishers (missing 1): sum of the places of each finisher plus overall last place finisher’s place

plus 1 point.

• 3 finishers (missing 2): sum of the places of each finisher plus 2 times overall last place

finisher’s place plus 1 plus 2 points.

• 2 finishers (missing 3): sum of the places of each finisher plus 3 times overall last place

finisher’s place plus 1 plus 2 plus 3 points.

• 1 finisher (missing 4): place of the finisher plus 4 times overall last place finisher’s place plus 1

plus 2 plus 3 plus 4 points.

• 0 finishers (missing 5): 5 times overall last place finisher’s place plus 1 plus 2 plus 3 plus 4 plus

5 points.

• 0 starters: same score as 0 finishers plus 15 points.

Swimming

Single year score: Region Meets only are used. Southern 3A and 4A Region Meet individual event and

relay results are combined and team scores figured based on the combined results using the times

recorded to determine the place for each individual or relay in the combined results. The same is done

for Northern 3A and 4A Region Meets. Only athletes who scored in their region meet are considered.

Student athletes are ranked in each event by their time in the region final regardless of the heat,

consolation or championship. Identical times are to be scored as ties even if the tied individuals were in

the same region and the tie was broken for that Region Meet. Rubric score for that school year is the

team score derived from the combined results.

Place points to be used for combined region results for rubric scores in individual events:

South: 4A: 2 Regions, 3A: 1 Region, 16 places each

Wrestling

Single year score: Percentage earned of total points awarded in the Region Tournament PLUS

percentage earned of total points awarded in the State Tournament.

Example: If the total number of points scored by all teams in a Region Tournament is 1,000 and a team

earns 200 points, the team’s percentage is 20 for that tournament. If the same team then earns 100 points

in the State Tournament where all teams combined scored 1,000, the team would have a percentage of

10 for the State Tournament and a total single year score of 30 (20 + 10).

Note: This score will serve to rank teams within their classification only. Teams to be assigned to the

5A and 4A classifications are to be determined based on the ranking of current 4A teams. 3A teams,

excluding those which qualify for the 3A classification based on enrollment with any multiplier alone,

shall be ranked with the top two moving to the 4A classification. The bottom two in the 4A ranking will

move to the 3A classification. Any teams tied in their classification ranking with any of the teams

moving, shall also move to the different classification.

NIAA Classification and Realignment Procedures For the 2020-2022 Alignment

I. Realignment Committee

A. Appointed by the Board of Control

B. Tasks

1. Adopts and provides a written recommendation for policies, procedures

and timeline.

a. Recommendation is submitted to the Board of Control and

b. Published to the NIAA member schools.

2. Publishes to member schools and districts a recommendation for

classification and alignment of schools and holds a hearing of the NIAA

membership on that recommendation.

3. Adopts and provides a written recommendation for the assignment of

member schools to classifications and the alignment of schools within a

classification to regions and/or leagues for each sport sanctioned by the

NIAA.



4. Adopts and provides a written recommendation for State Tournament

formats for each sport contested in each classification. The formats are to

be based on the recommendation for classification and alignment of

schools in each of the sports.



C. Classification

1. Full, affiliate and associate member schools are assigned to one of four

groups based on the count of enrollment (doubled for privates and

charters)

a. 1A: 0-170

b. 2A: 171-450

c. 3A: 451-1300

d. 4A/5A: more than 1300

2. Any adjustments to the groups pursuant to NAC 385B.250-4 deemed

prudent by the Realignment Committee are made.

3. Rubric points for schools with enrollments of more than 1300 are tallied

for the 2016-17, 2017-18, 2018-19, and 2019-2020 school years for each

sport.


4. The number of schools from the 4A/5A group to be assigned to 3A in each

sport based on rubric points is determined.

a. The total number of schools, including those which qualify based

on enrollment adjusted for any multiplier, to be assigned to the 3A

Southern Region for a sport shall not be less than 8 nor more than

12 unless more than 12 southern schools qualify for the 3A

classification based on enrollment adjusted for any multiplier

alone.

b. The total number of schools, including those which qualify based

on enrollment adjusted for any multiplier, to be assigned to the 3A

Northern Region shall not be more than 12 unless more than 12

northern schools qualify for the 3A classification based on

enrollment adjusted for any multiplier alone.

c. The schools from the 4A/5A group to be assigned to 3A based on

the rubric are identified.

i. In identifying the schools to be assigned to 3A in each

sport, the schools in the 4A/5A group that have the lowest

number of rubric points in that sport in the Northern and

Southern Regions are to be assigned to the 3A North and

South respectively, unless assigning a school would cause

the number of schools in that sport in either the 3A

Northern or Southern Region to be outside the limits

established in C-4-a and C-4-b above.

ii. Once the minimum number of teams in the 3A South, per

C-4-a above, has been reached, the Board shall have

discretion to assign additional schools from the 4A/5A

group to the 3A South based on rubric scores of the next

lowest schools. The Board shall not assign schools to the

3A South if doing so would exceed the maximum number

of schools stated in C-4-a above.

iii. The Board shall not assign schools to the 3A North if doing

so would exceed the maximum number of schools stated in

C-4-b above.

d. Those 4A/5A schools identified, are placed in the 3A group.

5. The aggregate number of schools to be assigned to the 5A southern

regions is determined.

a. The total number of schools to be assigned to the 5A southern

region(s) shall not be less than 10 nor more than 14.

b. The schools from the 4A/5A group to be assigned to the 5A

southern regions based on the rubric are identified.


i. In identifying the schools to be assigned to the 5A southern

region(s) in each sport, the southern schools in the 4A/5A

group that have the 10 highest totals of rubric points in a

sport shall be assigned to the 5A Classification for that

sport.

ii. The schools with the next four highest rubric point totals

for that sport will be considered for placement in the 5A

Classification. The Board shall have discretion to identify

any number of these four schools (0-4) from the 4A/5A

group to be assigned to the 5A classification based on

rubric scores.

iii. The Realignment Committee shall have discretion to

recommend that sports be combined for identification in a

classification. Sports should not be combined unless it is

impractical to separate them. When sports are combined

for classification identification, the rubric points of each of

the sports so combined shall also be combined to determine

a score for those sports. When combining sports, schools

shall be ranked in those sports by their deviation from the

average rubric score of each of the sports combined.

iv. In sports where regular season team standings (win-loss

records) are not used to determine qualification to the post-

season such as, Cross Country, Golf, Swimming & Diving,

Track & Field, Wrestling, the team for each gender in each

sport will be identified separately for a classification for

post-season competition. Regardless of whether the two

different gender teams are aligned in separate

classifications for post-season competition, the

Realignment Committee shall have discretion to

recommend that both gender teams in that sport be assigned

to the same classification for regular season competition.

6. All southern schools in the 4A/5A group identified as 5A are assigned to

the 5A classification.

7. All northern schools in the 4A/5A group which are not identified as 3A

are assigned to the 5A Classification.

8. The schools in the 1A group are assigned to the 1A Classification.



11. The remaining schools in the 4A/5A group are assigned to the 4A

Classification.


a. The schools to be assigned to 5A South in each sport are those

having earned the greatest number of rubric points in that sport up

to the number of schools determined in C-5. A school which was

assigned to the 3A Classification based on rubric points in the

alignment immediately preceding this alignment, shall not be

assigned to the 5A classification in this alignment based on rubric

points. The appeal rights of these schools are not precluded by this

provision.

b. The schools to be assigned to the 4A Classification are those in the

4A/5A group not assigned to either the 3A or 5A Classifications.

12. Schools are not to be assigned to a higher classification in a sport than that

for which their enrollment, including any adjustments for a multiplier,

qualifies them except on appeal pursuant to NAC 385B.250. A school is

not to be moved in a sport based on a rubric score more than one

classification from that in which the school was aligned in the previous

alignment.

13. Guidelines for alignments beyond 2020-22

a. The procedures for classification identified above are for the 2020-

22 alignment.

b. The 2020-22 Realignment Committee suggests that there needs to

be a way for schools to move from one class to another based on

their ability to compete as measured by the rubric.

c. The Committee recognizes that a rubric score earned in

competition in one classification may not directly compare to a

rubric score earned in another. It is also recognized that no

compensatory factor used to allow a comparison of schools in

different classifications is entirely accurate even though such a

factor helps in that regard. However, a rubric score does denote, to

a great extent, the level of success enjoyed by a school in a

particular sport. The Committee recognizes that using rubric

scores regardless of the classification in which they are earned and

regardless of any shortcomings in a compensatory factor may be

less than perfect. However, it does help to provide that schools

experiencing success in a classification smaller than that for which

their enrollment qualifies them, have the opportunity to return to

the class for which their enrollment does qualify them. This would

also be true for movement between the two higher classes, the

membership of which is determined by rubric points.

d. The Committee recognizes that by the time future Realignment

Committees begin deliberations, additional schools, which based


on their counts of enrollment adjusted for any multiplier, will

qualify for the 3A and 4A/5A classifications, will be included in

the membership of the NIAA. This additional NIAA membership,

among other factors which may not be currently foreseeable, may

demand considerations other than or in addition to these.

D. Region and League Alignment

1. The number of regions, if any, in each classification is determined.

2. The number of leagues in each region or classification is determined.

3. Schools are assigned to a region and/or league within their assigned

classification.

E. The Realignment Committee publishes their recommendations for classification

assignment, region and/or league alignment and tournament formats to all

member schools and school districts with a member school. The Realignment

Committee holds a hearing of member schools and/or districts regarding the

recommendations. Based on information received at the hearing, the Realignment

Committee makes any adjustments the Committee deems prudent to the

recommendations and publishes the recommendations to the Board of Control,

member schools and districts.

II. Board of Control

• Adoption of recommendations for policies, procedures and timeline for the 2020-2022

alignment. (Final adoption may come later than the initial scheduled meeting. It must occur

early enough to publish to member schools for them to prepare to present at the Summer

Board Meeting.)

June 18, 2019 BOC Meeting:

• Membership hearing on RC recommendations for policies, procedures and timeline.

• Adoption of policies, procedures and specific timeline.

Summer and Fall, 2019 BOC Meetings: Appeals of schools which anticipate being placed into a

classification based on enrollment and wish to appeal that placement are heard and acted upon.

Appeals of alignment based on enrollment adjusted for any multiplier will not be heard following

the Fall 2019 Board of Control Meeting.

Fall, 2019: Meetings of RC.

• Adoption of recommendations and publication of those recommendations to member schools

regarding:

• Alignment of member schools in all sports in the 1A and 2A classifications and in

regions and/or leagues.

• Alignment of member schools in all sports in the 3A classification and in regions and/or

leagues based on enrollment adjusted for any multiplier.

• Alignment of member schools for fall season sports in the 3A, 4A and 5A classifications

and in regions and/or leagues.

• Tournament formats for sports in which schools have been recommended for alignment

in classifications and regions and/or leagues.

• NIAA membership hearing(s) before RC regarding those recommendations.

• Adjustments to recommendations adopted by RC following the hearing.

December, 2019: Enrollment numbers published by Nevada Department of Education.

January, 2020 BOC Meeting:

• Membership hearing on RC recommendations for classification, region/league alignment.

• School appeals of recommended alignment.

• Appeal may only address the Realignment Committee’s recommendation for the

alignment of a school if that recommendation for alignment is based on factors other than

the enrollment of the school adjusted for any multiplier.

• Appeals to be aligned in a classification other than that for which a school’s enrollment

with any multiplier qualifies that school are to be heard previously in the Summer and

Fall, 2020 Board of Control Meetings.

• No appeals are to be heard following the January 2020 Board of Control Meeting unless

the Board aligns a school in a classification other than that recommended by the

Realignment Committee based on factors other than enrollment with any multiplier.

• Adoption of classification and region and/or league alignment in all sports for the 1A and 2A

classifications.

• Adoption of classification and region and/or league alignment in all sports for the 3A

classification based on enrollment and any multiplier.

• Adoption of classification and region/league alignment for fall season sports for the 3A, 4A and

5A classifications.

• First, possibly final, consideration of State Tournament formats for all sports in the 1A and 2A

classifications and fall season sports for the 3A, 4A and 5A classifications.

Following January, 2020 BOC Meeting: Scheduling of contests for the new alignment may begin with

the exception of winter and spring sports in the 3A, 4A and 5A classifications.

Following January, 2020 BOC Meeting: Meetings of RC

• If necessary, adoption of recommendations for tournament formats based on revisions of school

alignment adopted by BOC in the January, 2020 meeting.

• Adoption of recommendations and publication of them to member schools regarding:

• Alignment of member schools in the 3A, 4A and 5A classifications and regions and/or

leagues for winter season sports.

• Tournament formats for winter season sports in the 3A, 4A and 5A classifications.


• Adjustments to recommendations adopted by RC following hearing.

Spring, 2020 BOC Meeting:

• If not finalized at the Winter BOC Meeting, adoption of State Tournament formats for all sports

except winter and spring sports for the 3A, 4A and 5A classifications.

• Membership hearing, including school appeals (see January, 2020 BOC Meeting 2nd bullet) on

RC recommendations for classification and region/league alignment in 3A, 4A and 5A winter

season sports.

• Adoption of classification and region/league alignment for 3A, 4A and 5A classifications for

winter season sports.

• First, possibly final, consideration of State Tournament formats for winter season sports for 3A,

4A and 5A.

and 5A winter season sports.

• Membership hearing, including school appeals (see January, 2020 BOC Meeting 2nd bullet) on

RC recommendations for classification and region/league alignment in 3A South, 4A and 5A

spring season sports.

• Adoption of classification and region and/or league alignment for spring season sports for the

3A, 4A and 5A classifications.

• First, possibly final, consideration of State Tournament formats for spring season sports for 3A,

4A and 5A.
