Summary of Messages About Firewood Transportation on Maine Campground Websites

Introduction

Emerald ash borer (EAB) and Asian long-horned beetle (ALB are insects originating in

Asia that have incredibly destructive potential in the United States. EAB and ALB

eventually kill infested trees by boring through the tissue that carries nutrients,

significantly disrupting these pathways. With the inadvertent help of humans, these pests

have spread throughout multiple states and have had devastating effects on forests. Both

insects have been detected in New England: ALB in Massachusetts and EAB in

Connecticut, in Massachusetts, and, most recently, in New Hampshire. One of the key

ways in which these insects are spread is through the human transportation of firewood.

Because of this, Maine legislation has restricted the movement of firewood within the

state. In order to understand what campground owners are doing to alert their campers to

the dangers of EAB and ALB and to prevent the movement of firewood, we examined the

websites of campgrounds in Maine.

Methods

We used the list of campgrounds provided by the official website of the Maine

Campground Owners Association to find the websites of private campgrounds, and we

used the website of the Maine Bureau of Parks and Lands to find the websites of state

parks. We reviewed every website that was provided by the Maine Campground Owners

Association. To determine which state parks we should review, we used the filter tool on

the Maine Bureau of Parks and Lands website to get a list of state parks with

campgrounds. We reviewed every state park from this filtered list. 171 private

campground websites and 12 state park websites were reviewed for a total of 183

websites reviews.

Because three individuals would be reviewing campground websites, we pre-

tested the review with six Massachusetts campground websites in order to standardize the

data entry. There were two entry fields that had the potential to be subjective (message

tone and size of font), and pre-testing with the Massachusetts campground websites

helped us to determine standard definitions for those fields.

Results

In June 2013, 171 private campground websites and 12 state park websites were reviewed

for a total of 183 websites reviews. The following observations were made:

Private Campground Results

* 30 out of 171 websites (approximately 18%) included a message about the

transportation of firewood.

* 13 out of the 30 websites (approximately 43%) that included a message about the

transportation of firewood included a link to more information.

*15 out of 30 websites (50%) specified near or within the message that firewood was

available for purchase at the campground, although none specified how much the

firewood cost. One of the websites said that firewood was sometimes available for free at

the campground (The Last Resort Campground and Cabins).

*7 out of 30 websites (approximately 23%) included a graphic or picture with their

message about the transportation of firewood.

*12 out of 30 websites (40%) referenced Maine State Law, Legislature, or Maine

Authorities within their message about the transportation of firewood.

*4 out of 30 websites (approximately 13%) specified policies for bringing firewood to

their campground within their messages. For instance,

*Riverside Park Campground required that campers provide a receipt for their

wood including the company name, address, and telephone number to prove that

it had been purchased within 50 miles of the campground.

*Salmon Falls River RV Resort required that campers provide a receipt for their

wood to prove that it had been purchased in Maine. It was also included in the

message that heavy fines would be levied on campers caught with out-of-state

wood.

*Stadig Campground required that campers provide a receipt for their wood to

prove that it had been purchased locally, or the wood would be confiscated.

However, the definition of “locally” was not specified.

*Searsport Shores Ocean Campground required that campers provide proof of

origin of their wood. However, neither desired origin nor consequences for

transporting wood of undesired origin were specified.

*8 out of 30 websites (approximately 27%) included their message about the

transportation of firewood on the homepage.

*9 out of 30 websites (30%) included their message about the transportation of firewood

on a subpage with one or both of the words “rules” and “policies” in the title.

*The remaining 33 websites (or approximately 43%) included their message about the

transportation of firewood on a subpage without either “rules” or “policies” in the title.

*2 out of 30 websites (approximately 7%) displayed their message about the

transportation of firewood in section 1, defined as the top third of the webpage.

State Park Campground Results

*Only state parks with campgrounds were reviewed.

* All of the state park websites (100%) included a message about the transportation of

firewood.

*10 state park messages were identical. Baxter State Park and Mt. Blue State Park had

messages that differed from the rest.

*Mt. Blue State Park’s message included a phrase about invasive plants transported by

boat.

*Baxter State Park was the only state park that’s website was not hosted on Maine.gov.

All of the other state park websites had the same format.

*All of the state park websites hosted on Maine.gov included the message about the

transportation of firewood in section 3 of the web page, under the header, “Special

Considerations.” None of the state park websites hosted on Maine.gov specified whether

firewood was available at the park anywhere near the message about the transportation of

firewood.

*Baxter State Park’s website was the only state park website that did not include a link to

further information about the transportation of firewood and invasive species. It was the

only state park website that specified that firewood was available for purchase close to

the message about the transportation of firewood. It was also the only state park website

to display the message in section 1 of the webpage in large font. It was also the only state

park website to include the consequences of bringing transported firewood onto the

campground. The website indicated that transported firewood would be confiscated.

However, the website did not distinguish how far the firewood would have to have been

transported for it to be confiscated.

*No state park websites included graphics or pictures near their messages about the

Recommendations

Based on these findings, we recommend that the owners of Maine campgrounds

include a message about the transportation of firewood in a prominent position either on

the homepage or on the rules page of their websites. Within this message, we recommend

that webmasters include a link to more information, language referencing state law, and a

description of the options campers will have to obtain firewood at or near the

campground. If campground owners are not comfortable creating their own message, we

suggest adopting the following language that is currently used by Maine state parks:

“Moving firewood can transport exotic insects & diseases that pose a serious threat to our

forests. Don't transport firewood; buy it from a local source. Burn It Where You Buy It.”

We further recommend that campground owners specify regulations regarding

transported firewood on their website (e.g. upon arrival, campers must provide a receipt

demonstrating that they obtained their firewood within 50 miles of campground; any

firewood not from a local source will be confiscated).
