AUGUST 2018 UPDATE The U.S. Environmental Protection Agency (EPA) is pleased to provide the 2018 ENERGY STAR Summary of Appliance Programs (Summary). Executive Summary

The 2018 ENERGY STAR Summary of Appliance Programs (Summary) presents information submitted by 145 energy efficiency program sponsors from across the United States, including 10 “umbrella organizations” and statewide programs running promotions on behalf of or in conjunction with over 180 cooperative or municipal utilities and investor-owned utilities. Partners have provided information on 1,906 individual incentive and promotion programs for ENERGY STAR appliances including clothes washers, clothes dryers, dishwashers, dehumidifiers, refrigerators, freezers, room air conditioners, and room air cleaners and purifiers. To improve the accuracy of available promotions nationwide, information submitted under umbrella organizations has been accounted for individually for each member utility, unless otherwise indicated as a statewide or centrally-administered program. From the information submitted by energy efficiency program sponsors, the key highlights include: Program Budgets – Partners were asked to categorize their program budgets into buckets demonstrating order of magnitude and range (e.g., less than $50K, $50-$250K, $250K-$1 Million). To calculate state totals and the national total, the mid-point of each bucket range was taken and multiplied by the total number of partner programs identifying with a given bucket. Since exact budget information has not been provided, nor have all partners elected to provide budget information (see the Appliance Program and Budget Map on page 4 for more details), a precise total cannot be determined. In 2015, based on the midpoint calculation, appliance programs were funded at about $252 million. That number grew to about $258 million in 2016, and in 2017, the national total increased to $270 million. In 2018, the national total decreased to $161 million. The decrease may be explained by a few key partners not submitting their program information, appliance programs ending in the last year, and/or because fewer partners have elected to provide budget data. Promotions by Dollar Amount – Promotion amounts in 2018 range from $5 for freezers and room air conditioners to $400 for clothes washers. The average incentive amount for refrigerators increased by 54%, dehumidifiers increased by 49%, and clothes washers increased by 40% compared to 2017. Average incentives for new clothes dryers increased by 36% and air purifiers and cleaners increased by 23%. Dishwasher incentives increased by 6% while freezers were the only appliance to see a decrease in 2018, decreasing by 18%. See “Average Promotion Amount for ENERGY STAR Appliances 2013-2018” on page 5 for more details on average incentive amounts.

Promotions by Product – As in 2011-2017, incentives for clothes washers led the group in 2018, representing 16% of incentives for new appliance purchases. Incentives for new refrigerator purchases represent 13% of total incentives. Total recycling, including refrigerators, freezers, dehumidifiers, and room air conditioners makes up 25% of total incentives. Dishwashers, freezers, and room air conditioners each comprise between 5% and 10% of total promotions while dehumidifiers and clothes dryers each represent 12% of promotions. The remainder consists of room air cleaners and purifiers and the “other” categories comprised of various products. See “2018 ENERGY STAR Appliance Promotions by Product Type” on page 5 and “ENERGY STAR Appliance Promotions by Product Type 2013-2018” on page 6 for more details.

Promotions by Type – Similar to 2011-2017, the vast majority of promotions in 2018—94% of new product purchase and recycling incentives—are mail-in rebates. Appliance promotions with instant rebates, bill credits, low-interest loans, manufacturer or retailer buy-downs, free pick up, and midstream incentives account for the rest. Promotions by Region – Similar to 2011-2017, the Midwest region has the greatest number of appliance promotions with 1,498, an increase of 274 from 2017, which can be explained by the large number of small municipal and cooperative utilities offering appliance incentives in the region. The Mid-Atlantic region follows next with 138, up from 84 in 2017. The West saw a decrease from 122 to 103 while the Northeast decreased its incentives from 118 in 2017 to 81 in 2018. The Southeast decreased by four from 43 to 39 while the Southwest increased by three from 44 to 47. See “2018 ENERGY STAR Appliance Promotions by Type and Region” on page 7 for more details.
