Pizzuto, followed by a second from Cmsr. Ciochetti, the Board of Police Commissioners voted unanimously to APPROVE the aforementioned minutes. APPROVAL OF BILLS: On a motion of Cmsr. Pizzuto, followed by a second from Cmsr. Stanco, the Board of Police Commissioners voted unanimously to APPROVE the bills in the amount of $187,717.35 as submitted. A copy of the aforementioned Police Department Bills can be viewed and/or purchased in the City Clerk’s Office. PUBLIC SPEAKING: 1) Michael Petrocelli – Complaint of neighbors activity On a motion of Cmsr. Ciochetti, followed by a second from Cmsr. Burgio, Sr., the Board of Police Commissioners voted unanimously to REFER this complaint to the Police Department and request a report be given back to the Commission at the next scheduled board meeting to resolve this issue. 1. Catina Lewis RE: Correspondence from Catina Lewis, appealing 25 Bellewood Avenue false fire alarm fines in the amount of $525. Appealing fine due to negligence of the alarm service not contacting her and that her daughter was not trained properly to set the alarm. On a motion of Cmsr. Ciochetti, followed by a second from Cmsr. Pizzuto, the Board of Police Commissioners voted unanimously to REFER Item #1 to the Police Department.

On a motion of Cmsr. Pizzuto, followed by a second from Cmsr. Ciochetti, the Board of Police Commissioners voted unanimously to APPROVE the aforementioned minutes.

APPROVAL OF BILLS:

On a motion of Cmsr. Pizzuto, followed by a second from Cmsr. Stanco, the Board of Police Commissioners voted unanimously to APPROVE the bills in the amount of $187,717.35 as submitted. A copy of the aforementioned Police Department Bills can be viewed and/or purchased in the City Clerk’s Office.

PUBLIC SPEAKING:

On a motion of Cmsr. Pizzuto, followed by a second from Cmsr. Stanco, the Board of Police Commissioners voted unanimously to RECEIVE AND PLACE ON FILE Item #4.

5. State of CT DOT RE: Recommendation by the State of CT DOT to deny the

David Sawicki installation of a traffic control signal on Route 69

(Prospect Road) at the intersection of Hamilton

Avenue #2 and East Mountain Road #1.

On a motion of Cmsr. Ciochetti, followed by a second from Cmsr. Pizzuto, the Board of Police Commissioners voted unanimously to ACCEPT the recommendation contained within the State of CT DOT report.

6. Ric Livingston, SPHR, CLRP RE: Certification of the following individual to the

Senior Human Resources Generalist position of Administrative Support Specialist II:

SUPERINTENDENT’S REPORT: As given by Deputy Chief Chris Corbett: The Police Academy started the current class with 15 individuals. One recruit resigned and two other recruits are

currently out due to significant injuries, which now leaves the class with only 12 recruits. The overall staffing for

the department including these 12 recruits is currently 279. Anticipate testing again this fall with the intent to

begin another academy class immediately after this class is completed; at least that’s the plan.

Although Crime is down; Part I Crime including violent crimes at this point in the year compared to last year,

there were two major incidents in the month of July that were noteworthy. Two incidents: Fulton Park very

violent rapes and a robbery occurred within a couple of days apart of each other. The Police Department made a

calculated decision not to tell the public; didn’t want to put it out there publicly fearing the individual wouldn’t

come back and strike elsewhere. So what we did was to saturate the park with undercover officers and they were

able to identify the individual right away.

At Boston Market on Sunday, July 20th

, the clerk behind the counter was shot. The individual robbed and without

provocation shot the clerk who had been cooperating with the individual. The person was caught that day based

on the surveillance.

Overall crime is down 11% Part I crime compared to last year and a total of 9% for violent crime.

On a motion of Cmsr. Ciochetti, followed by a second from Cmsr. Stanco, the Board of Police Commissioners voted unanimously to ACCEPT the Chief’s Report as given. TRAFFIC ENGINEER’S REPORT: On a motion of Cmsr. Pizzuto, followed by a second from Cmsr. Ciochetti, the Board of Police Commissioners voted unanimously to ACCEPT the Traffic Engineer’s Report. A copy of the aforementioned

Traffic Engineer’s Report can be viewed at the end of this document.

OLD BUSINESS:

1. Gloria Francis, Vice President RE: Appealing false alarm fines dating back to 2011

JOMA, Inc. by a faulty ADT alarm system that ADT was

185 Interstate Lane trying to resolve; ADT service was canceled

on 06/02/11 & replaced by Sterling Security;

(Appeal, along with a letter from ADT dated

05/16/11 was emailed to [email protected]

on 04/03/12 in which no response was received).

2. John Chiero RE: Copy of correspondence submitted to the WPD,

Executive Director requesting a WAIVER OF FEES associated

Boys & Girls Club of Greater Waterbury with multiple false alarm fines.

3. Cadillac Apartments, LLC RE: Correspondence from Cadillac Apartments,

P.O. Box 4100 DISPUTE OF FALSE ALARM FINE #2013-191. Waterbury, CT 06704

On a motion of Cmsr. Ciochetti, duly seconded by Cmsr. Pizzuto, the Board of Police Commissioners voted unanimously to REMOVE Item #3 from Old Business as it has been rectified.
