Introductions Ms. Jackie Kassel introduced Ms. Bridjette Parker, Engineer Transportation Division Newport News. She noted Ms. Parker would be serving as an alternate on the TTAC committee. Public Comment Period There were no public comments. Submitted Public Comments There were no submitted public comments in the agenda packet. Comments and Updates from State and Federal Agencies and the Military There were no comments from the Federal Highway Administration. Mr. Eric Stringfield, reminded the committee that the June 1, 2018 5pm pre-application deadline for SMART SCALE is quickly approaching. He also noted there are currently 31 pre-applications in the system. There were no comments from the Virginia Port Authority. There were no comments from the Navy. Approval of Agenda Chair Holt asked for additions or deletions to the TTAC Agenda. Chair Holt requested three items to be added to the agenda to include Item 7A – a letter from FHWA and FTA concerning Interim Guidance on Conformity. This was an informational only item. He also requested the addition of item 12A – TIP Amendment request from VDOT and Item 14A request from the City of Norfolk to transfer CMAQ funds. Ms. Kassel Moved to approve the amended Agenda; seconded by Mr. Moore. The Motion Carried. Summary Minutes Chair Holt reported that the TTAC summary minutes from the April 4, 2018 meeting were included in the May 2, 2018 TTAC Agenda Packet. Chair Holt asked for any additions or corrections to the

minutes. Hearing none, Mr. Yorks Moved to approve the minutes; seconded by Mr. Stilley. The Motion Carried. INTERIM GUIDANCE ON CONFORMITY

Ms. Dale Stith, HRTPO Principal Transportation Planner, introduced a document from the Federal Highway Administration and the Federal Transit Administration regarding interim Guidance on Conformity Requirements for the 1997 Ozone NAAQS. A copy of the document was placed at each committee member’s seat.

Mr. Eric Stringfield, VDOT Hampton Roads District Transportation Planning Engineer requested to amend the FY 2018-2021 Transportation Improvement Program (TIP) to add one project as described below:

• UPC 111787 – Route 17 Widening between Route 630 and Route 634 o Add project to TIP o Description: Widen Route 17 (George Washington Highway Memorial Highway) from

4 to 6 lanes between Route 630 (Wolf Trap Road) and Route 173 (Denbigh Boulevard/Goodwin Neck Road) and northbound from 2 to 3 lanes from Route 173 (Denbigh Boulevard/Goodwin Neck Road) to Route 634 (Old York-Hampton Highway).

FY 2018-2021 TIP REVISION – REQUEST TO TRANSFER RSTP FUNDING: UPC 102980 – JAMES CITY COUNTY

Mr. Paul Holt James City County Director of Community Development and Planning requested to transfer a total of $1,544,066 in Regional Surface Transportation Program (RSTP) funds from the HRTPO RSTP Reserve Account to another James City County RSTP eligible project. The specifics of the request are described below:

• Transfer $1,544,066 in FY 2023 RSTP funds, including State Match, from the HRTPO RSTP Reserve Account to the Pocahontas Trail Multimodal Corridor (UPC 102980).

Should the HRTPO approve the CMAQ fund transfers described above, the FY 2018-2021 TIP will be amended as applicable.

Mr. Moore MOVED to recommend HRTPO approval of the transfer of RSTP Funding; seconded by Ms. Rosario. The Motion Carried.

FY 2018-2021 TIP REVISION - FUNDING TRANSFER REQUEST: UPC 102734 – NEWPORT NEWS Mr. Bryan Stilley, City of Newport News Engineer II, requested to transfer a total of $5,088,142 between UPC 102734 and its three child projects (UPCs 109075,109076, CNN001).

• Transfer $1,664,496 in FY 2017 Intercity Passenger Rail Operating and Capital (IPROC) funds from the Newport News Transportation Center – Grading, Drainage, and Utilities project (UPC 109075) to the to the Newport News Transportation Center – Station, Platform, and Site Finishes project (UPC 109076).

FY 2018-2021 TIP REVISION: REQUEST TO TRANSFER CMAQ FUNDING: UPC 105592 ATMS PHASE 4C

Mr. Rob Brown, City of Norfolk Transportation Engineer, requested to amend the FY 2018-2021 Transportation Improvement Program (TIP) to transfer a total of $545,136 in Congestion Mitigation and Air Quality Improvement Program (CMAQ) funds from three completed projects to another Norfolk CMAQ project. The specifics of the request are described below:

• Transfer $263,801 in FY 2002 CMAQ funds from the ATMS Phase III East Ocean View

Project (UPC 92748) to the ATMS Phase 4C Project (UPC 105592).

• Transfer $82,367 in FY 2002 CMAQ funds from the ATMS Phase III Hampton Boulevard Project (UPC 92750) to the ATMS Phase 4C Project (UPC 105592).

• Transfer $198,968 in FY 2015 CMAQ funds, including State match, from the ATMS

Phase 4A Project (UPC 105590) to the ATMS Phase 4C Project (UPC 105592).

Should the HRTPO approve the CMAQ fund transfers described above, the FY 2018-2021 TIP will be amended as applicable.

Hampton Roads 2040 Long-Range Transportation Plan: Proposed Amendment

HRTPO Staff received requests from the cities of Chesapeake and Suffolk to amend the Hampton Roads 2040 Long-Range Transportation Plan (LRTP) to add the following projects:

A. City of Suffolk – North Suffolk Connector

Ms. Sherry Earley, Suffolk Assistant Director of Public Works/City Engineer, requested to amend the 2040 Long-Range Transportation Plan (LRTP). The City requested to replace Finney Avenue Flyover (project 2040-142), which currently appears in the fiscally-constrained Plan as an intermodal project with an estimated cost of $38 million with the North Suffolk Connector (project #2040-135), which appears in the 2040 LRTP Regional Transportation Vision Plan as a scored candidate project. The City of Suffolk recently funded and completed a study of the North Suffolk Connector project and developed cost estimates for the several alternative alignments. Year-of-expenditure costs for Phase I of the project is estimated to be $34.2 million (2026 year of expenditure dollars), less than the cost associated with the Finney Avenue Flyover project. This requested amendment would not impact LRTP fiscal-constraint, but would allow the City an opportunity to move forward on requesting SMART SCALE funding on this much needed project in a quickly growing sector of the city.

B. City of Virginia Beach – Laskin Road Corridor Projects, Laskin Road Phase III, General Booth Blvd Mr. Brian Solis, Virginia Beach Transportation and Transit Planning Manager, requested to amend the 2040 LRTP. The City updated the phasing and refine the cost estimates for the Laskin Road corridor projects as well as replacing two locally-funded highway projects for SMART SCALE Round 3 consideration. Since the 2040 LRTP was adopted in July 2016, the Laskin Road Phase I, Laskin Road Phase II, and Laskin Road Bridge projects, currently included in the fiscally constrained 2040 LRTP, have been updated. The cost refinement now includes all prior project expenditures associated with design, site acquisition and private utility adjustments, as well as addressing sea level rise and recurrent flooding criteria. The Laskin Road corridor projects were estimated at $95,000,000 in the adopted LRTP. The refined costs are $135,995,306. The recommended course for addressing the $40,995,306 cost estimate increase with City of Virginia Beach local funds is explained below.

In considering highway projects for SMART SCALE Round 3 funding, the City evaluated its list of priority projects through the lens of SMART SCALE screening criteria. Through that

process, the City determined that the Laskin Road Phase III (Republic Rd to I-264) and the General Booth Blvd (London Bridge Rd to Nimmo Pkwy) projects are stronger candidates per SMART SCALE criteria than the Indian River Rd (Elbow Rd to North Landing Rd) and Ferrell Pkwy (Pleasant Valley Rd to Salem Rd) locally-funded projects that are currently included in the fiscally-constrained 2040 LRTP. In order to address the additional costs of the existing LRTP fiscally-constrained Laskin Road corridor projects ($40,995,306) and the proposed SMART SCALE Round 3 Virginia Beach projects ($51,778,352), it is recommended that the Indian River Rd and Ferrell Pkwy projects be replaced in the 2040 LRTP. The current estimated costs for the latter projects are $99,000,000, all of which is local City of Virginia Beach funding.

C. US 58 Corridor Study Ms. Dale M. Stith, HRTPO Principal Transportation Planner, reported the US 58 Corridor Study was initiated in 2017 and is scheduled to be completed by the end of this calendar year. The cost of the study is estimated at $151,000, and is funded by VDOT’s State Planning and Research Work Program.

US 58 is a regionally-significant facility serving as an important freight corridor and hurricane evacuation route. Additionally, US 58 is also being considered as a candidate Round 2 Regional Priority Project. It is therefore recommended that this study be included in the fiscally-constrained 2040 LRTP.

The proposed LRTP amendments have been made available for public review and comment, beginning on April 25, 2018 and concluding on May 9, 2018.

2019 Unified Planning Work Program Final

Mr. John Mihaly, HRTPO Senior Transportation Planner stated the draft report was presented to the TTAC during its April 2018 meeting and was available for public review from April 4, 2018 through April 18, 2018. He noted staff received three public comments which were incorporated in the final report.

HRTPO CMAQ and RSTP Project Selection Process 2017 Final Report Mr. John Mihaly, HRTPO Senior Transportation Planner, stated the report summarizes the work of selecting the 2017 Congestion Mitigation and Air Quality Improvement Program (CMAQ) and the Regional Surface Transportation Program (RSTP) projects and allocations process. The 2017 CMAQ and RSTP selected projects received allocations for FY 2024. Fourteen previously approved CMAQ projects were selected to receive allocations totaling $13.9 million and eight previously approved RSTP projects received allocations totaling $33.3 million. result of this process. As noted in the agenda, the HRTPO Board approved the projects and allocations at the October 2017 meeting. Mr. Mihaly directed the committee to go to the HRTPO website and click the tab under funding for CMAQ/RSTP project scoring details. The process is conducted annually and the 2018 process is set to begin in July. Hampton Roads Regional Bridge Study Final

Mr. Keith Nichols, HRTPO Principal Transportation Engineer, stated the draft report was presented to the Committee at the April TTAC meeting. Public comments were received through April 20, 2018. Comments received have been incorporated in the final report.

Safety Performance Measures Amendment For FY 2018-2021 Transportation Improvement Program

Mr. John Mihaly, HRTPO Senior Transportation Planner noted that the TTAC was briefed on this item in September 2017 and January 2018. These measures stem from MAP 21 surface transportation legislation, which established a performance and outcome-based program. The MPOs and States were directed to prepare and use a set of federally-established performance measures. They must also set targets and monitor progress for each of these performance measures. MPOs must include targets and report on progress in planning documents such as the LRTP and the TIP. The TIP also includes a description of the anticipated effect of the TIP toward achieving the performance targets identified by the MPO in the LRTP. It also links investment priorities in the TIP to the achievement of performance targets in the LRTP.

There are a number of ways that the TIP will help Hampton Roads meet these targets:

• The Highway Safety Improvement Program (HSIP) • SMART SCALE – Two safety measures address multimodal transportation safety concerns

through the implementation of crash reduction strategies. • RSTP Project Prioritization Process – Candidate project evaluations include several project

categories that address safety as an integral part of the overall scoring criteria. • Active Transportation Projects – Through the TA Set-Aside Program and HSIP’s Bicycle and

Pedestrian Safety Program

Project Consistency with the Long Range Transportation Plan

constrained Long-Term Transportation Plan (LRTP) or have an accompanying resolution from the MPO. Per TTAC recommendation, This was discussed at the April 2018 LRTP Subcommittee Meeting. She provided the current LRTP amendment policy for SMART SCALE projects noting the following:

• HRTPO staff preference for SMART SCALE applications is for the project to already be included in the current LRTP

• If a locality receives SMART SCALE funding for a regionally-significant project not included in the LRTP:

o the locality must identify a current LRTP project within its jurisdiction from which to transfer LRTP planning funds

o if there are insufficient LRTP planning funds on projects within the jurisdiction of the locality receiving SMART SCALE funds, then consensus from the LRTP Subcommittee with a recommendation to TTAC will be needed before an amendment can be considered by the HRTPO Board

Ms. Stith also provided current HRTPO Guidance on SMART SCALE noting that in response to a request for HRTPO support of a project application, HRTPO staff will review the proposed projects to ensure they are consistent with the current fiscally constrained LRTP and the TIP, as applicable. Resolutions of support will only be issued for projects that are consistent with the LRTP.

She detailed the process for requesting a SMART SCALE Resolution of Support stating if a project is consistent with the LRTP a Resolution of Support is not require but if requested, HRTPO will provide one. If a project is not consistent with the LRTP the request should state how project is consistent with LRTP goals. A resolution if support will include fiscal-constraint language referenced in the current LRTP SMART SCALE amendment policy. For Round 3 of SMART SCALE, a request should be made in writing by June 29, 2018 in order to be included on the July HRTPO Board agenda for consideration. Current LRTP Amendment request (April/May) for non-exempt conformity projects will be provided a resolution of support.

Hampton Roads Military Transportation Needs Study Draft

Mr. Sam Belfield, HRTPO Senior Transportation Engineer presented the Hampton Roads Military Transportation Needs Study. The objective of the study is to determine military transportation needs and to provide an efficient and safe transportation network for the military in Hampton Roads. This report provides updated data to the 2011-2013 study. The report identifies major Military and supporting sites and roadways serving the military. This report also determines deficiencies within this roadway network in order to prioritize transportation projects and solutions to improve military travel. He reported Virginia is the top state in total defense spending of $53 billion which equals 13% of the total U.S. Defense spending. He noted there are thirteen Strategic Highway Networks (STRAHNET) in Hampton Roads. STRAHNET is a total minimum defense highway network to support defense emergency and are used for daily military cargo movement. The report shows congested roadways serving the military during the peak morning and afternoon commutes.

• Update the LRTP Project Prioritization Tool to include revised military and supporting sites and ‘Roadways Serving the Military in Hampton Roads” in this 2018 study update

• Rehabilitate or replace two structurally deficient bridges with identified funding • Ensure vertical clearances are below Military Preferences • Widen all “Roadways Serving the Military” to a minimum of 12 feet and give priority to

STRAHNET roadways • Consider sea level rise and potential storm surge impacts to “Roadways Serving the Military”

Next steps include future updates to Hampton Roads Military Transportation Needs study approximately every five years. HRTPO staff will also coordinate with military installations and STRAHNET changes.

Mr. Belfield requested the committee review the study and provide comments to him at [email protected] by Wednesday, May 23, 2018. Final approval will be sought at the July 2018 TTAC and HRTPO Board meetings.

VAMPO Letter in New State Transportation Revenue System

Mr. John Mihaly, HRTPO Senior Transportation Planner introduced a letter from the Virginia Association of Metropolitan Planning Organizations (VAMPO) requesting the Commonwealth of Virginia study and develop a new revenue system not based on the gas tax. They noted the existing level of transportation funding is inadequate to meet statewide needs. VAMPO reported the last round of SMART SCALE had over $9 billion in project request that competed for $1 billion of available funding. The letter introduces a study conducted by Forbes which noted at the end of 2016 electric vehicles accounted for less than 1% of the US market share, but is projected to grow between 8-10% by 2025 and 25-38% by 2030. VAMPO stated if the current transportation funding does not change this transition will decrease SMART SCALE and other State funding availability.

Mr. Moore Moved to recommend HRTPO Board support of the Virginia Association of Metropolitan Planning Organization (VAMPO); request for the Commonwealth of Virginia to conduct an alternative study for generating revenue for transportation improvement; seconded by Mr. Stilley. The Motion Carried.

Transit Funding Reform

Ms. Jennifer DeBruhl, DRPT Chief of Public Transportation, noted it was a very active 2018 General Assembly session. House Bill 1539 has statewide components that restructure and simplify transit funding programs. The bill provides a specific carve out for the Washington Metropolitan Area Transit Authority (WMATA). WMATA consisting half of the States budgeted transit program. Changes in WMATA funding or needs can affect the entire program. The percentage given to WMATA was an average of the last four years. Capital project revenue bonds represent over 40% of the transit capital program. There was nothing in General Assembly legislation to address the statewide revenue loss by not reauthorizing bonds. There is a one-time $50 million reauthorization for federal PRIIA match for WMATA. A slate of three reforms regarding the transit capital prioritization will be in place by July 1, 2019. The next Six Year Improvement Program (SYIP) will be done completely different next year. A portion of the program will be focused on state of good repair, and transit assets management principles. Minor enhancement not called out in legislation will be addressed through policy with the Commonwealth Transportation Board (CTB). Major expansion

prioritization will be based on the same factors as SMART SCALE. WMATA is exempt from this process and will no longer be eligible to seek transit capital funding.

Recommendations for prioritization principles are:

major expansion • Transparency

Three-Month Tentative Schedule Chair Holt outlined the Three-Month Tentative Schedule in the Agenda Packet. Announcements Mr. Steve Lambert, HRTPO Transportation Planner II announced the next Active Transportation Meeting would be held Friday, May 4, 2018 at 1pm in the Regional Building Boardroom. He also noted that prior to the Active Transportation Meeting, the East Coast Greenway meeting would be held at 11am in the same room.
