The information presented in this document is collected to the date of release. Summary Highlights Below is the key development of the situation during the reporting period. Conducted Emergency Response Management Team (ERMT) meeting and declared Emergency Response ALERT LEVEL-II (Orange). On September the 24 th Emergency Response Team (ERT) was deployed to district Mirpur for to carry out independent assessment of the earthquake damages. ERT reached to the affected district at 4 am in the morning and collected the information related to affected people admitted to the Divisional Headquarters Teaching (DHQ) hospital. A number of meetings were conducted with on the ground partner organisations and relevant line departments to develop a consolidated response plan. Activated ERT and deployed two ambulances to the affected areas of AJ&K MA Pakistan ERT visited the following villages and surrounding areas for assessment: o Sangah Village, Mirpur District o Jatlan Village, Mirpur District MA Pakistan ERT visited the DHQ Teaching Hospital Mirpur AJK. MA Pakistan ERT also visited the Basic Health Unit of Jatlan village. ERT established close coordination with relevant state departments of AJK including health, education and State Disaster Manager Authority (SDMA). ERT established coordination with up-stream partners including the World Health Organisation (WHO), ECHO and UN agencies. ERT made strong coordination with on the ground Civil Society Organisations (CSOs) to deal with duplication of services. An INGO coordination committee is established under the cluster approach to develop a consolidated Kashmir Earthquake Response Plan 2019. ERT collected first-hand information from different affected families of Mirpur which is severely damaged due to yesterday’s earthquake. MA country office has launched a call for volunteers to join us for the relief and restoration work. MA country office has contacted suppliers to ensure the availability of relief items as per needs identified.

This situation report is prepared to highlight the affected areas of State of Azad Jammu & Kashmir (AJ&K) due to

the recent earthquake Muslim Aid (MA) Pakistan is on the ground to carry out the assessment in close

collaboration with the sector partners and government line-departments i.e. State Disaster Management Authority

(SDMA) – AJ&K. The information presented in this document is collected to the date of release.

Summary Highlights

Below is the key development of the situation during the reporting period.

duplication of services.

– An INGO coordination committee is established under the cluster approach to develop a

consolidated Kashmir Earthquake Response Plan 2019.

– ERT collected first-hand information from different affected families of Mirpur which is severely

damaged due to yesterday’s earthquake.

– MA country office has launched a call for volunteers to join us for the relief and restoration work.

– MA country office has contacted suppliers to ensure the availability of relief items as per needs identified.

The Situation An earthquake of magnitude 5.8 with 10 km depth jolted different parts of Pakistan on Tuesday, 24th

September 2019 at 4:01 pm. The infographic and incident summary is attached in Annex-A and Annex-

B respectively. Earthquake tremors were felt in Islamabad, Rawalpindi, Azad Jammu Kashmir, Punjab

and Khyber Pakhtunkhwa province

including Lahore, Kala Bagh, Sangla

Hill, Chiniot, Sargodha, Zafar

Wal,Shah Kot, Gujranwala,

Peshawar, Sialkot, Okara, Faislabad,

Charsadda, Sawabi, Phaliya, Sarae

Alamgir, Gujrat, Shakar Garh, Nurpur

Thal, and Sawat, Mardan, Bonir and

Malakand for 10 seconds.

As per the initial report, Mirpur and

Jaatlan are most affected by the

earthquake with almost 2 kilometres

of Jatlan Road in Kashmir sinking in

the earthquake. Roads, bridges,

houses, plazas, and roads were

damaged. The 14-kilometre road

from Kharri Shareef towards Jaatlan

was badly affected by the

earthquake. Commercial areas were

immediately shut down, and the electricity supply was also suspended after the earthquake. Information

and communication system suspended due to damaged infrastructure. The affected required tents,

blankets, health facilities including general medicine services, ultrasound and x-ray machines and food

items including flour, sugar, ghee, and rice.

According to the source Mirpur News, death troll hits a number of the 30s due to the incident and more

than 400 people are injured in the areas of Nehra Pur Jehlum, Jatlan, and surroundings. Among the

affectees mostly are children and females and they were admitted to DHQ hospital. However, severely

injured were referred to Mangla CMH.

Earthquake-hit Areas Earthquakes in AJ&K has been a recurring phenomenon since last couple of years. As per the initial

reports received following areas of the state are being affected:

– Mirpur New City – Jatlan Union Council (Afzalpur & Nauw Giraan) – Bhimber (Panjiri Union Council & Gora Nakka)

In three villages namely: Sangah, Sangah Hill and Sangah Nakka 75% house were found damaged whereas in Kalas and Abdupur 25% houses were collapsed.

District Mirpur received the maximum impact due to the recent earthquake. Infrastructure is destroyed, houses collapsed,

economic activity halted, and livestock destroyed.

Gaps and Needs In a review of the discussions with the relevant staff at DHQ hospital following needs are assessed:

– Hospital necessitates psycho-social support as patients are in the state of shock. Immediate need for psychiatrists is demanded.

– Portable X-ray and ultrasound equipment are in high demand to cater to the flux of patients. – Provision of medical supplies related to first aid treatment. – Urgent need for cooked meal/NFI and drinking water is required. – Distribution of tents is required.

Further requirements are being an assessment to meet the needs of earthquake affectees.

Key informants’ interviews and meetings

Meeting with Administration Staff of DHQ, Mirpur

After reaching to the district Mirpur at 4:00 AM in the morning, ERT met with Administration Staff of

DHQ and gleaned out the data related to the affectees. The summary of the patients admitted to the

hospital was shared with the Country Leadership Team and MA HQ to gauge the impact of the disaster

and make provision of funds for the due response.

Meeting with Medical Superintendent (MS) of DHQ, Mirpur

On 25th September, ERT visited DHQ again to further collect the detailed information of the affected

areas. While inquiring about the support required the MS DHQ asked for the following support:

1. Human resource is sufficient including paramedics and support staff. However, hospital

necessitates psycho-social support as patients are in the state of shock. Immediate need for

psychiatrists is demanded.

2. Portable X-ray and ultrasound equipment are in high demand to cater to the flux of patients

3. Provision of medical supplies related to first aid treatment.

The same is the demands put forward by the Minister of State, Chief Minister Punjab during the press

briefing.

Meeting with WHO Emergency Head and Country Director

During the WHO delegation visit to DHQ, ERT met with WHO’s Country Director and Emergency

Response Head and introduced the organisation’s tentative response plan. The WHO team told that

they are engaged in reviewing the situation and once their assessment will be completed, they will share

with MA Pakistan. They also agreed to invite MA Pakistan for a partner meeting which is scheduled in

Islamabad.

Interaction with Minister of State / Minister of Information and Broadcast

On the same day, Minister of State (MoS) Ms Firdous Ashiq Awan paid a visit to DHQ Mirpur. She

reviewed the arrangements at the hospital and condole with the patients. She appreciated the

immediate response of CSOs including MA Pakistan for prioritising AJ&K and standing with the

affected families.

Meeting with Chairman Punjab Bait-ul-Mall (PBM)

Mr Aun Abbas, Chairman Punjab Bait-ul-Mall was accompanying MoS Information and Broadcast

Ministry. He appreciated our presence and ensure maximum support and facilitation. MA Pakistan is

already in communication with PBM for joint welfare project for Punjab province.

Coordination Focal Person of Kashmir Earthquake Response at DHQ, Mirpur

ERT conducted a coordination meeting with Dr Gondal who is the focal person for Kashmir

Earthquake Response at DHQ. He shared the capacity gaps and needs required at the hospital and

brief about the issues faced by the affectees of the disaster.

Coordination meeting with Regional Head of Al-Khidmat Foundation

ERT conducted a coordination meeting with Mr Ishtiaq Shah, Regional Manager (Mirpur District) of Al-

Khidmat Foundation and collected on the ground assessment of the affected villages collected by

their established camps. During the discussion, ERT identified collaboration opportunities with AKF

for following relief activities:

- Provision of food items and NFIs

- Provision of medical supplies

- Distribution of tents

Meeting with Human Development Foundation (HDF)

During the self-assessment affected villages, MA Pakistan ERT met with HDF programme team. It

was known through discussions with their assessment that no government schools were impacted

because of this earthquake.

Meeting with the Punjab Livestock Flood Relief Camp

ERT visited an Earthquake Relief Camp established by the Punjab Livestock Department at the main

entrance of the Jatlan village of district Mirpur. The camp manager shared the details of affected

livestock, challenges towards the provision of fodder and other livelihoods aspects associated with

especially with livestock component of the region.

Meeting with the PIMS Hospital visiting doctors at the Basic Health Unit of Jaltan Village

ERT visited the BHU of Jatlan village and met with the focal person. It was conveyed that a team of

doctors were deputed based on government directive to manage the influx of injured of Nograh – set

of nine villages – and to ensure appropriate referrals to the serious cases. BHU Jatlan was an

immediate unit for the catchment population of 30 villages and more. However, due to damaged road

infrastructure nobody was able to access it conveniently to take benefit if this health facility or

deployed medical and paramedical staff by the government.

Coordination meeting with on the Ground Partner Organisations

All on the ground organisations held a meeting at the Muslim Hands district office. They considered a

cluster approach to minimise the duplication factor of service as well as efficiency and effectiveness of

the required humanitarian response. Moreover, it was also agreed that all originations will have a

collective meeting on September the 26th with immediate line departments which includes

1) Health 2) Education 3) SDMA

It was also discussed, that all partners should make a technical working group facilitate a uniform

model of one room shelter – ECHO rep gave suggestion UN-Habitat and ERRA have different models

for earthquake fault lines and winterise kit. Moreover, ECHO has shared that they will arrange to

submit a business case to their HQ for HIP 2019 top-up. Through that they may allocate some 30K

euro for emergency and response.

It was also agreed that other organisations may also include on an immediate basis so the

coordination and response may be consolidated accordingly.

ERT visited affected Sangah and Jatlan Villages

ERT conducted field visits to main impacted villages including Sangah and Jatlan villages. A series of interviews/testimonies were collected in an effort to better understand the issues faced by the affected households, local markets. A total of 50 villages have been affected. 450+ houses are partially and completely damaged. With the collected information following activities were suggested to develop response plan. RESCUE It is ongoing though major damaged areas are being rescued. RELIEF A set of following relief activities are necessitated 1. Provision of cooked food items 2. Rehabilitation of Drinking Water Supply Schemes 3. Provision of medical supplies 4. Distribution of shelters/tents REHABILITATION Not started yet.
