Summary: Development, Relief, and Education
for Alien Minors (DREAM) Act of 2011 S. 952 / H.R. 1842
Purpose: The DREAM Act provides conditional residence to undocumented youth who attended high school in the
United States if they meet certain requirements. Those students might then be eligible to proceed
towards citizenship status if they attend school or serve in the U.S. Armed Forces.
Title: A bill to authorize the cancellation of removal and adjustment of status of certain alien students who are
long‐term United States residents and who entered the United States as children and for other
purposes.

Summary: Conditional Permanent Resident Status for Certain Long‐Term Residents who Entered the United States
as Children
• Department of Homeland Security can cancel removal and adjust to conditional lawful residence
persons who:
o Have been continually present in the United States for at least 5 years immediately
preceding enactment of the Act;
o Were under 16 years old when they entered the United States;
o Have been of Good Moral Character;
o Are not inadmissible or removable for criminal, US security, trafficking, committing
persecution, or child abduction grounds;
o Has been admitted to an institution or higher learning, has earned a high school
diploma, or obtained a general education development certificate (GED) ; and
o Have not reached the age of 35 on the date of enactment.
• Secretary can waive inadmissibility for those guilty of smuggling, F visa abuse, and unlawful
voting.
• Application for relief must be submitted no later than 1 year after the later of:
o The applicant earning a high school diploma or GED; or o The issuance of the final regulations implementing the law.
• Stops the deportation of people with pending applications who can demonstrate prima facie
eligibility.
• Secretary cannot start proceedings, or will stay proceedings, against students in primary or
secondary school who meet eligibility requirements other than high school diploma or GED.
