Key SUD-MH Project Requirements

Purpose

• Expand access to quality integrated substance use disorder (SUD) prevention and treatment services, including those addressing opioid use disorder (OUD) and other emerging SUD issues; and/or

• Expand access to quality integrated mental health services (MH), with a focus on conditions that increase risk for, or co-occur with SUD, including OUD.

To support implementation and advancement of evidence-based strategies to:

Impact of SUD-MH Project

• The impact of the SUD-MH funding will be determined by:

• The number of SUD and/or MH personnel added;

• The number of patients accessing SUD and/or MH services; and

• The number of patients receiving medication-assisted treatment (MAT) for OUD (if applicable).

• Minimum 1.0 FTE must be hired within 8 months of award and maintained in year 2.

Key Project Requirements

Required for all award recipients:

• Staffing: Add at least 1 FTE within 8 months of award (by May 18, 2019)

• Patients: Increase patients receiving SUD and/or mental health services by December 31, 2019

Required for award recipients that requested additional MAT funding:

• MAT Patients: Increase patients receiving MAT for OUD by December 31, 2019

HRSA may not award Year 2 SUD-MH funding if the staffing increase requirement is not met within 8 months

Reporting Requirements

• Progress toward SUD-MH project requirements will be monitored through required annual UDS reports and SUD-MH specific tri-annual progress reports.

• Progress Report measures align with measures captured in the annual UDS reports. Please refer to the 2018 UDS Manual for guidance on those measures at https://bphc.hrsa.gov/datareporting/reporting/index.html

Progress Report Submission

• The first SUD-MH Tri-annual Progress Report will open for submission on January 1, 2019 in the Electronic Handbook (EHB) and is due on January 15, 2019.

• Report all activities since September 1, 2018 for each SUD-MH Progress Report

Question 1: SUD-MH Staffing Positions

• Enter the number of FTEs by major service category that were hired and/or contracted by the health center to expand access to SUD and/or MH services from 9/1/2018 to the end of the reporting period.

• Report only FTEs supported by SUD-MH supplemental funding.

• This data measure aligns with UDS Table 5: Staffing and Utilization in the 2018 UDS Manual.

Question 1: Staffing Positions (Example)

Example:

• During the current reporting period, you hired a new SUD provider that will only be partially supported with the SUD-MH funding.

• You will enter 0.5 FTE for that provider, since 50% of their salary will be supported with the SUD-MH funding.

• In the next reporting period, you will continue to enter 0.5 FTE for this SUD provider, as long as 50% of their salary will continue to be supported with the SUD-MH funding.

Question 2: Substance Use Disorder Services

• Unlike for provider data (Question 1), this measure should reflect your overall health center effort in providing SUD services and not just the activities associated with the SUD-MH funding.

• Report all patients and visits for SUD services from 9/1/2018 to the end of the current reporting period, regardless of funding source (do not limit responses to activities supported by SUD-MH funding).

• This data measure aligns with UDS Table 5: Staffing and Utilization in the 2018 UDS Manual.

• This data measure aligns with Table 5: Staffing and Utilization and Table 6A: Selected Diagnoses and Services Rendered in the 2018 UDS Manual.

Question 4: Opioid Use Disorder (OUD) Services

• University of California, San Francisco’s Clinician Consultation Center’s Substance Use Warmline offers free, real-time clinician-to-clinician telephone consultation focusing on substance abuse evaluation & management for primary care clinicians. Call (855) 300-3595. Available Monday-Friday 9 a.m. to 8 p.m. ET

• SAMHSA-HRSA Center for Integrated Health Solutions (CIHS) promotes integrated behavioral health services and primary care to provide more effectively patient-centered treatment strategies for individuals with mental health and substance use conditions. CIHS offers a wealth of technical assistance on a variety behavioral health topics provided in multiple modalities including listening sessions, roundtables and webinars

SUD-MH TA Resources - continued

• Overview of SBIRT Training Opportunities and Resources Webinar

Addiction Technology Transfer Center (ATTC) (a nationwide, multidisciplinary resource for professionals in the addictions treatment and recovery services field) discuss online and regional training opportunities for health centers and their primary care teams on SBIRT.

• Free MAT Training and Mentoring to Become a DATA-waived Practitioner Webinar

SAMHSA’s Providers Clinical Support System (PCSS) – Medication Assisted Treatment (MAT) Program gave and overview of no-cost training and mentoring programs available to health center prescribers (physicians, nurse practitioners, and physician assistants) and their primary care teams. These programs support evidence-based treatment of opioid disorder.
