3 Taxi and Private Hire Action Plan

Enhancing Public Safety: We are bringing in a number of new measures to enhance public safety, including: • Quadrupling the number of on-street compliance officers on the streets of London

• Requiring private hire drivers to pass an advanced driving test before they can be licensed or relicensed

• Progressing measures to improve safety standards by implementing an enhanced topographical test for private hire

drivers before they can be licensed or relicensed

• Reviewing operator compliance costs to ensure licence fee structure for private hire operators reflects the cost of compliance activity

• Looking into the feasibility of introducing a minimum three-year enhanced Disclosure and Barring Service check for drivers, to guarantee a full and comprehensive period of criminal history is available.

4 Taxi and Private Hire Action Plan

New initiatives for the taxi trade: • Providing taxis access to an additional 20 TfL bus lanes and writing to boroughs across London to

ask them to consider access for an additional 40 bus lanes • Adding taxi information to our online journey planner

• Card and contactless payment options were made mandatory on 31 October to make it even easier

for customers to pay, while giving drivers the time they need to prepare

• Delivering the Ranks Action Plan, including increasing the number of taxi ranks in London by 20 per cent by 2020 (from 500 to 600)

• Giving taxi drivers better access to our facilities, such as toilets within our estate

• Reviewing the annual taxi fares process to ensure drivers and customers get the best deals.

Accepting Card Payments

• We consulted in autumn last year on proposals for passengers to pay by credit or debit card and 86 per cent of responses welcomed our consultation proposals

• In response to concerns raised by the trade that card payment system providers need more time to install systems, we made some changes to the dates by which vehicles owners and drivers were required to comply:

As of 31 October, drivers must now demonstrate that they have the ability to accept card and contactless payments, and provide printed receipts for those payments upon request. This could be a TfL approved handheld device, mobile solution or a device fitted in the passenger compartment of the taxi

From 1 January 2017 the payment device must be installed in the passenger compartment of all taxis,

allowing the passengers to be in control of their card details at all times.

• We have provided drivers with passenger signage and a passenger marketing campaign was launched on 31 October.

From December 2014 to June 2016 there have been14 Arrests for Taxi Touting by Alexandra Way, N22.

Knowledge of London Examiners & Blue Book Updates

• Knowledge of London examiners are allocated time to check and update suburban blue book runs to make sure candidates’ knowledge is current and relevant

• We also liaise with our taxi ranks department to make sure candidates are keeping up to date with any recent changes that may have been made in order to give the correct answer in an appearance

• Our team of Knowledge of London examiners are given regular “route review days” to visit the suburban sectors and make notes on any changes which may have recently occurred

• Examiners look at any new points of interest in order to make sure the appearance questions they ask are

appropriately challenging for the particular stage a knowledge candidate is on.

The Introduction of an Initial Talk

• Knowledge of London department will be introducing a compulsory initial talk for all knowledge candidates from 1 February 2017

• Candidates will be clearly advised on the lack of work in suburban sectors

• Candidates will be strongly encouraged to observe ranks and talk to taxi drivers in their areas to ensure they are aware of likely income they can expect

• Once available, we will also be including research from supply and demand work to reinforce • We will be clearly stating the level of knowledge candidates will have to achieve to pass. This will include

talking to candidates about the time and commitment they will have to apply to their studies to achieve this standard.

In 2015 we published a Taxi Ranks Action Plan

In the plan we said we would:

• Review the existing taxi rank network

• Increase the number of taxi ranks by 20 per cent by 2020

• Protect existing taxi ranks affected by new schemes

• Create a new taxi rank page on the TfL website

• Publish a policy on island ranks and extension areas

• Identify opportunities for new ranks at Night Tube stations

• Explore opportunities for sponsorship for the late night marshalled taxi ranks

• Collect rank location data for use on electronic maps.
