Only 13% of the PSC inspection on Bulk Carriers in 1H 2014 had a Navigational observation. There were 17 PSC inspections in which a bridge/ navigational items were noted out of a total of 134 PSC inspections in first half of 2014. There were 17 navigational Deficiencies

which resulted in 0.13 Deficiencies/ inspection for Bulk carriers with respect to navigational issues in PSC inspections.

The graph indicates the category of deficiencies in the Bridge procedure audit by Marine Superintendents and QMS superintendents. Bridge Procedure and documentation is the largest category

Bridge Procedure Self Audits by Master 10 percent of the ships in each of the Dry fleet have to carry out Master’s Self Audit of Bridge Procedures per month. This has been introduced from this year to further reinforce the Bridge procedures on managed non tanker vessels. There were 26 Master’s self-audit in first half of 2014. This is close to our target of one self-audit of 10% of the vessels per month. Self-Audits have an average observation of 1.0 per audit. The graph indicates the deficiency category from Master’s self-audit. As can be seen, the largest number is on Bridge Procedure and documentation which is the same as the findings in the bridge audits by Marine superintendent and QMS superintendent

Benchmarking the Various Navigational Deficiencies

Comparison of the grouping indicates that most of the deficiencies by PSC are on Navigational equipment followed by Chart and publications. The Observations in Internal audits are mainly in Procedure and Documentation followed by Navigational equipment. This

shows that Bridge procedure audits by Master and QMS Superintendents must pay greater attention to Charts and Publications.

Benchmarking of the Bridge audits with the PSC inspections with Navigational deficiencies and self audit is in the above graph. The above graph indicates that the findings in internal navigational audits are higher with scope for improvement in self audits.
