The intent of MCPSS drill competition is to provide an opportunity for the greatest number of cadets to compete, not to have a select few cadets dominate each floor. For example, the unarmed floor, other than at the first LET1 Drill Meet, is deliberately designed at an elementary skill level. This is done so that new cadets and cadets who for variety of legitimate reasons cannot devote the time after school to develop advance skills, would have the opportunity to experience competition. b. The Armed Regulation Drill at the Superintendent and DAI Drill Meets was designed so that cadets who could not devote the time necessary to develop precision skills could compete with weapons. b. The DAI is the hosting officer. His office will publish competition dates on the Master Training Schedule, coordinate locations, publish event time schedule, organize and brief the cadet brigade staff, coordinate and brief evaluators, purchase trophies and conduct the awards ceremony. All schools are responsible for policing their individual areas in the parking lot. 5. GENERAL: a. The DAI will normally host the following four (4) drill meets during the school year. Dates, entry level and competitive events for each are as follows: (1). SUPERINTENDENT’S DRILL MEET: First term; all LET levels. Inspection, color guard, platoon armed regulation drill, platoon unarmed regulation drill, platoon exhibition drill and individual drill. Rifle and PT competitions are at the discretion of the DAI. (2). DIRECTOR OF ARMY INSTRUCTION DRILL MEET: Second term; all LET levels. Competition is the same as the Superintendent’s Drill Meet. (3). BASIC DRILL MEET: First and second terms; first year cadets (LET 1 and 2) only. Inspection, color guard, squad unarmed regulation drill and individual drill. Armed squad drill is added second term. LET 1/2 rifle/PT competitions are at the discretion of the DAI. b. Sequence for each meet will consist of inspection, drill/color guard competitions, individual drill and awards ceremony. Separate rifle and PT competitions may take place concurrently. c. Drill meets are not classified as “exceptional training activity.” Therefore, the Battle Dress Uniform (BDU) is not an authorized drill competition uniform per paragraph 10-3 b (page 89 ) of reference 1-e above. The DAI will make a class A or B uniform wear decision prior to each competition. Schools may elect to drill in class A uniform if class B is designated. Cadet uniform inspection standards are specified in Chapter 10, pages 89 to 104 of CC 145-2. Schools may wear berets in lieu of garrison caps (except for inspection) but are restricted from wearing green, tan, maroon and black. d. The designated weapon for the demilitarized category is the demilitarized M1, M1903 and/or the Glendale Model 1000 replica. The facsimile category may use any acceptable/safe plastic or wooded mock. The M1 Manual of Arms is the “standard” for execution of movements in regulation drill, color guard and individual drill. Schools not issued M1’s or using a demilitarized weapon other than the M1 will execute movements IAW the respective weapon manual of arms. e. The designated flags for color guards on all floors are the United States flag and either the state or school JROTC flag with HU and HUD streamers. Standard minimum flag dimensions are 3’ x 4’ not including fringe. IAW chapter 8, AR 840-10 the minimum length for all national and school organizational colors flagstaff will be eight (8) feet.

f. Drill areas are 40’x 40’ for color guard and 75’ x 50’ for platoon regulation and exhibition drill. Squad drill (Basic Meet) will be 100’ x 100’. Drill areas will be designated the day of the competition. Floor plans will be published separately. An entry/exit area will be marked for all drill and color guard floors. Movements to enter the floor, center on the judge, and exit the floor are the responsibility of the drill/color guard commanders. g. Time limits. Color guard, squad and platoon armed/unarmed regulation drill sequences have no minimum time limit. Platoon exhibition drill sequences have a minimum of five and a maximum of eight minutes. Time starts when a commander finishes reporting in and stops when he/she completes reporting out. 6. TEAM COMPOSITIONS: a. Inspection. For the Superintendent and DAI Drill Meets ten (10) cadets including the commander will be selected by the SAI/AI of each school. The formation for these meets is the platoon formation. For the Basic Drill Meet seven (7) cadets including the commander will be selected by the SAI/AI of each school. The formation for this meet is the squad formation. b. Color Guard. A team consists of four members. Class, cadet rank, sex or LET level is immaterial except for the Basic Drill Meet where all members must be first year cadets. It is the decision of the SAI/AI as to which cadet carries the national colors and calls commands. No color guard will compete with less than 4 members. There are three color guard floors (A, B, and C) in the Basic Drill Meets. The Superintendent and DAI Drill Meets will have three floors consisting of categories demilitarized, facsimile and open (facsimile or demilitarized). c. Squad Drill. Seven (7) to ten (10) members including squad leaders. There are three squad categories: demilitarized, facsimile, unarmed. The squad leaders may elect to carry a weapon/ saber or command the team unarmed. d. Platoon Drill. Thirteen (13) members at a minimum, smaller formations incur a penalty. Larger formations are optional. The three platoon categories: demilitarized, facsimile and unarmed. The commanders for armed regulation and exhibition drills may elect to carry a weapon/saber or command the team unarmed. 7. ELIGIBILITY: a. Any male or female enrolled as a cadet in a JROTC program by their respective school (receiving credit for JROTC towards graduation) during the term of the competition may compete. Cadets must also have parental, teacher and SAI approval. Cadets must also comply with the following additional requirements: (1). Each cadet must meet their State and School System policy regarding Extracurricular Activity Participation “Academics First” eligibility requirements to participate in extracurricular activities. The DAI office will monitor this requirement.

(2). Cadets may participate on one color guard only. Drill team commanders for schools having more than one platoon participating may participate as a member of one other team. SAI’s are encouraged to urge maximum participation in all drills (not to use the same cadets in armed and unarmed drills). 8. TEAM ENTRIES: a. Inspection. One (1) team, ten cadets, selected by each school’s SAI/AI for the Superintendent’s and DAI drill meets. One (1) team, seven (7) cadets, selected by each school’s SAI/AI for the Basic drill meet. b. Color Guard. The three (3) floors for the Basic Drill Meet are floors: A, B and C. One entry per school per floor filled in order of floors A, B, and C. For the Superintendent’s and DAI meets three (3) categories are: demilitarized, facsimile and open (facsimile or demilitarized). One entry per category for the Superintendent’s and DAI Drill Meets. The color guard sequence includes casing and uncasing the colors and must be executed by all teams competing in the demilitarized category. NOTES: 1. Regardless of category i.e. demilitarized, unarmed, etc… color guard will be performed with rifles. 2. Casing and uncasing of the colors are not required on any floor for the Basic Drill Meets. c. Squad Armed/Unarmed Regulation Drill. Two floors. Normally, two (2) squad entries are allowed per floor per school. Additional entries are the decision of the DAI. The Basic Drill Meet to be held the first semester will have unarmed drill only. There will be two floors both unarmed and gender indifference. DAI will assign floors. Trophies will be awarded for each floor. d. Platoon Regulation/Exhibition Drill. Three floors: demilitarized, facsimile and unarmed: one (1) entry per floor. Additional entries are at the discretion of the DAI. e. Individual Drill. Each school may have five (5) male and five (5) female cadets for this competition. Cadets will drill with weapons Except for the Basic Meet during the first semester. The brigade staff, and selected cadet battalion commanders and command sergeants major will grade this event. 9. PROCEDURES:

a. Schedule of Events. There will be no published schedule. Two teams per floor will be selected by the DAI to go first and second for each category of competition. SAI’s and AI’s are responsible for completing events prior to the DAI’s announced floor closing time. b. Inspection. Inspection will be a separate event. The senior cadet executes “prepare for inspection,” aligns the platoon, and reports in “Sir, Ma’am, Sergeant, (name of school), prepared for inspection.” Cadets are inspected using the score sheet at Annex A. Questions, if used, will be from chapters 3 and 4, FM 3-21.5 and wearing of the uniform (to include awards and decorations). The DAI may disseminate other questions well in advance of the drill meet.

The senior cadet will close ranks and dismiss cadets at the conclusion of the inspection. c. Color Guard. For competitions on floor A and the demilitarized categories: When the Head judge is ready to grade, teams will enter the floor at the designated entry point, conduct the necessary movements to halt centered on the judge, uncase colors, and reports in (after uncasing colors), “Sir/Ma’am/Sergeant, (name of school), Color Guard team #_____ prepared for competition.” When the Head Judge states “ conduct your drill,” the team executes the sequence at Annex B. Once the sequence is complete, the team reports out to the Head judge, “Sir/Ma’am/Sergeant, (name of school), Color Guard #_____ request permission to leave the floor.” The teams will then case colors and conduct the necessary movements to exit the floor. For competition on floors B and C and the facsimile and unarmed categories: Uncasing and casing colors is not graded. Teams will enter the floor with colors uncased, execute the necessary movements to center on the judge and report in. At the conclusion of the drill sequence, the color guard will report out and execute the necessary movements to exit the floor at the entry point. Schools will not use a Cadet Command Sergeant Major to report in and out. SAI’s/AI’s may designate the use of facsimile or demilitarized weapons for the facsimile and open categories. d. Squad Armed and Unarmed Drills. When the Head judge is ready, teams will enter the floor and the team commander will conduct the necessary movements to halt the squad 9 steps (squad leader is six (6) steps from the judge/3 steps from his squad) in front of and centered on the head judge and reports in “Sir/Ma’am/Sergeant, (name of school), squad #_____ prepared for competition.” When the Head Judge states “conduct your drill,” the team executes the armed/unarmed sequences at annexes C and/or D respectively. Once the sequence is complete, the team commander reports out to the Head judge “Sir/Ma’am/Sergeant, (name of school), male/female squad #_____ request permission to leave the floor.” The squad will then execute the necessary movements to exit the floor at the entry point. e. Platoon Armed and Exhibition Drills. When the Head judge is ready to evaluate, teams will enter the floor at the designated entry point, conduct the necessary movements to halt the platoon 9 steps (platoon leader is six (6) steps from the judge and 3 steps from his platoon) in front of the head judge and reports in “Sir/Ma’am/Sergeant, (name of school), Male/Female Drill Team #_____ prepared for competition.” When the Head Judge commands “conduct your drill,” the team commander executes the sequence at Annex E. Once the sequence is complete, the team commander reports out to the Head judge “Sir/Ma’am/Sergeant, (name of school), Male/Female Drill Team #_____ requests permission to leave the floor.” The team commander then conducts the necessary movements to exit the floor at the entry point. The platoon will be given time to reform for exhibition drill. The drill team commander may request placement of the head judge at any point on the floor. The commander will then move the team and request permission to conduct exhibition drill. At the conclusion of exhibition drill the drill team commander reports out and exits the floor at the entry point. Judges will use the score sheet at annex G to evaluate exhibition drill. f. Individual Drill will be performed with weapons. Female competition is conducted first; then male. Judging will concentrate on execution as well as posture, hand and foot placement. There is no score sheet for the knockout competition.

g. The DAI may authorize rifle and PT team entries. Number and composition of these teams will be announced separately. 10. JUDGING: a. The DAI will select judges for each drill meet. b. Optimum judging composition for each event is as follows: (1). Inspection. Three judges; a head judge and two assistant judges. (2). Color Guard. Two judges: a head judge and one assistant. (3). Squad and platoon regulation drill. Three judges; a head judge and two assistants. c. Judging must be consistent. Judges will grade all color guard and drill teams for floors/categories assigned. Judges can grade color guards and then move to drill if they evaluate all entries in the floors designated. Inspection may be done by one judge or a team of three judges. The DAI may designate members of the Brigade Staff to evaluate color guards on floor C of the Basic meets. d. Judges decisions and scoring are final. e. There will be no protest except to correct obvious errors in tabulation. Individual procedural objections or questions regarding drill execution will be directed to the DAI. Final decision for penalties and disqualification are also the decision of the DAI. 11. PENALTIES: Apply to color guard and squad/platoon regulation and exhibition drill sequences in all competitions. a. Five (5) points for each second over/under the designated time limit.

b. Five (5) points for each dropped equipment.

c. Five (5) points for failure to report in or out. d. Five (5) points for use of cue cards. e. Five (5) points for each omitted/added command or any command out of sequence/out of bounds. f. Five (5) points for each boundary violation.

g. Five (5) points per team member below the required seven (7) for squad drill and thirteen (13) for platoon drill. h. Five (5) points per team for color guards using flag staff less that eight (8) foot.

i. Fifty (50) points for national colors lower than school colors during color guard sequence

execution and for each time the national colors touch the floor. j. Fifty (50) points per team drilling in either BDU’s or non-service uniforms.

12. AWARDS; The number of trophies awarded will depend on the number of team entries per category. Normal allocation would be first through fourth place for inspection, first through third on each color guard floor, first through fourth place for male/female squad armed and unarmed regulation drill floors, male/female platoon armed and unarmed regulation drills and male/female exhibition drill. The top three individual males and females will receive 1st, 2d and 3d place trophies or medals for knockout. The DAI has the option of including rifle or PT competitions which earn first through team and or individual awards. 13. This revisions supersedes Mobile County Drill Sop (SOP 18), dated 1 September 2003, which is, hereby, rescinded. DONALD CRABTREE LTC, Retired Director of Army Instruction.
