Supply of Cigarettes and Tobacco from Regimental Institutes.
I am directed to inform you that strict orders are to be issued,and steps are to be taken to see that such orders are complied with, to the effect that cigarettes ar tobaccoy which are obtained for canteen purposes free from excise duty, are not sold or disposed of to anybody* except to members of the C.E.F., who alone were intended to benefit by such exemption.

Canteen Accounts.
A comunioi.ition has been received from Militia He xdquarters relative to the rendering of the statements as per circular letter of the 14th instant. It is stated that the Returns referred to therein should he fiorwarded direct to the Deputy Inspector General, at 88 King Street West, Toronto, and HOT to Militia Headquarters.

re the matter marginally noted and my delay In answering has been occasioned by the fact that both the Secretary and the Accountant cf the Canteen have been absent, only returning after Christmas holiday. I have now, however, taken the matter up with the Officers who have this in hand and have instructed Major "7.H.Gregory, decretory of the Canteen, to write you in regard to the matter, pointing out the items on your statement that differ from their own accounting.I have nc doubt that the matter will be immediately adjusted to ycur entire satisfaction and I appreciate ycur courtesy in offering to afford any further required information regarding same.
In explanation cf the possible mix up,T caii only state that, during the latter part cf cur stay at Camp Icrden, the ?J.0.0. in charge cf 'he Canteen, while thoroughly hcr.est, woe yet net very punctual cr exact in checking ard in consequence there has been seme little trouble in getting the different accounts straightened cut.The Accountant states th&t he has never received invoices for different items cn ycur statement and Major Iregcry will afford you full information in this regard and will probably ask you to be good enough to furnish duplicate invoices, as well as proofs from the Express Companies as tc the delivery cf these goods.
I hope, therefore, that you will appreciate the situation and dc ycur best tc enable us tr get the matter right as'v»e have every desire sc tc dc.
regretting the little further delay that may be involved and again expressing bur appreciation cf ycur attitude, I remain,
