2. Determine quota.
1. Count voters' 1st preferences allocate them to each candidate.
3. Does any candidate have enough votes to be elected?
No Yes

4. Exclude last place candidate.
Redistr ibute those votes to next preference
marked on ballots.
Go back to Step 3.
5. Have enough MPs/MLAs been elected?
6. Distribute surplus of all newly elected
MPs/ MLAs to remaining preferences.

valid votes are cast and how m any
seats there are to be fi ll ed.

D oes any candi date have enough
votes to w in a seat?
- If No, go to step 4,
- If Y es, go to step 5.
ST EP 4:
Exclude the candidate wi th the
fewest votes. Redistr ibute these
votes -- at f ull value -- to t he next
preference shown on each ballot.
Add up new vote totals and retur n to
step 3.
ST EP 5:
H ave enough M Ps/M LA s been
elected?
- If N o, go to step 6, add up new
vote tot als and retur n to step 3.
- If Y es, you are finished.
Go have a beer.
ST EP 6:
I f t he successfu l candidate has m ore
votes than requi red to win a seat ,
these surplus votes are redistr ibuted
to t he rem ain ing candidates - - at a
calculated transfer value -- based on
the next preference listed on each
ballot.

Repeat steps 3 to 5, unt i l all seats are
filled.
