    Most overseas students need a visa or permit to studyfull time in New Zealand. You are considered to be a domesticstudent who does not need a student visa or permit if one ofthe following applies to you.

    However, some overseas students have domestic studentstatus and require a student visa or permit to study or trainin New Zealand:

    UniversitystudentswhoenrolledinaPhDprogrammeforthe first time after 10 April 2005

    Some primary and secondary school students (seeDependentchildrenwithdomesticstatusinSectionH.)

    You do not need a student visa or permit for a course ofstudy which is less than three months duration that theNewZealandQualificationsAuthority(NZQA)hasapprovedorexempted(seetheNZQAwebsitewww.nzqa.govt.nz).Inthiscaseyoumayneedtoapplyforavisitorsvisaorpermit.A term at a primary, intermediate or secondary school is notconsidered to be a short course.

    Immigration AdvisersLicensingAct 2007

    UndertheImmigrationAdvisers LicensingAct2007,anyonegivingimmigrationadvicewillhaveto belicensed(unless theyareexempt).From4May2009, all immigrationadvisers workinginNewZealandmustbelicensed.From4 May2010,all immigrationadvisers,whetherworkingonshoreoroffshore,mustbelicensed.Itis anoffenceto provideimmigrationadvicewithoutholdinga licencefromthesedates.Ifyourimmigrationadviseris notlicensedwhentheyshouldbe,ImmigrationNewZealandwill returnyourapplication.

    Wha is full-im sudy?

    We define full-time study as:

    attendingaprivatetrainingestablishment(PTE)foratleast20hourseachweek

    studyingatleastthreepapers,ortheequivalent, each semester at a tertiaryinstitutionotherthanaPTE

    attending a primary, intermediate, or secondaryschool for at least one school term.

    Wha is par-im sudy?

    Part-timestudymeansfewerhoursorfewerpapers than full-time study.

    If you want to study part time and you hold aNewZealandvisitorspermitorworkpermit,you may apply for a variation of conditions toallow you to study. You will need to:

    completetheformApplication for Variation ofConditions (INZ 1020)

    showevidencethatyouareenrolledinthecourse and have paid the course fees for nonNew Zealand students

    pay the application fee.

    Ifyouarestudyinglessthan20hourseachweekto finish your course of study you may be eligiblefor a student visa/permit.

    Your course of study and education providermust be approved by the Ministry of Education tooffer places to overseas students. You can findout from the education provider whether theyand their courses are approved.

    Wha is a visa and wha is a prmi?

    A visa allows a person to travel to theNew Zealand border and a permit allows them toremain in the country. If someone has a visa theyare usually issued with a permit at the border.

    Visa-fr cunrisYou can travel to New Zealand without a visa if youare from a country on our list of visa-free countries.You will need to apply for a student permit when youare in New Zealand and you have found an educationalinstitute.Seeourwebsitewww.immigration.govt.nzfor the list of visa-free countries.

    Wha a sudn visa allwsA student visa allows you to travel to theNew Zealand border. When you arrive inNewZealandanimmigrationofficerwillcheckthat you meet all the requirements to begranted a permit to study in New Zealand.

If you are studying with aneducation provider that is part of StudentsOnline,youcanapplyforyourstudentpermitatthe international office on campus.     Applying fr a limid purps visa

    r prmiThe Student Visa/Permit Application (INZ 1012) canalso be used to apply for a limited purpose visa ora further limited purpose permit. You can applyfor a limited purpose visa if you wish to come toNewZealandforanexpresspurposetostudy.Ifyouwant to apply for a limited purpose visa and yourexpresspurposeisnottostudy,youshouldusetheform Visitors Visa/Permit Application (INZ 1017).

    If you are issued with a limited purpose visa andare granted a limited purpose permit at the

    border, you will not be able to apply for any othertype of permit during your stay in New Zealand.Holding a limited purpose permit also restrictsimmigration rights when you are in New Zealand.

    Youmaybeallowedtoworkforupto20hourseachweekduringtheacademicyear.YoumayalsobeallowedtoworkfulltimeduringtheChristmas

    and New Year holiday period at the end of eachacademicyear.Toworkyouwillneedtoapplyforavariation of conditions to your student permit.

    You can apply for a variation of conditions aspart of your application for a student visa orpermit,bytickingtheoptionatE2oftheStudentVisa/Permit Application (INZ 1012). You shouldread the information below to see if you meettherequirementstobeallowedtowork,andtherestrictionsonthetypeofworkyouwillbeallowed to do.

    You can also apply for a variation of conditions

    at a later date, as long as your student permitis current. See Applying for a variation ofconditionsafteryouhaveyourpermitbelow.

    Wrking during h acadmic yarYou do not have to have a job offer when applyingfor a variation of conditions, but you must beenrolled in a full time course of study that meetsone of the criteria listed below.

    Thecourseisatleasttwoyearslongandyouare studying at a private training establishmentor tertiary institution.

    ThecourseleadstoaNewZealandqualificationthatqualifiesforpointsundertheSkilledMigrantCategoryofImmigrationNewZealandsResidencePolicy.

    Thecourseisatleastoneacademicyearlongandyouaretakingpartinanapprovedtertiaryexchangescheme.

    Youarestudyinginyear12oryear13andyouhave written permission from your school andyour parents.

    The course is at a private training

    establishment or tertiary institution, andthe main purpose of the course is to developEnglishlanguageskills.YoumustalsohaveanInternational English Language Testing System(IELTS)overallbandscoreof5.0oraboveinthegeneral academic module.

    Wrking bwn acadmic yarsYou may also apply for a variation of conditions toallowyoutoworkfulltimeduringtheChristmasand New Year holiday period at the end of eachacademic year. Your course of study must be fulltime and more than 12 months long. You do not

    have to have a job offer.

    If you are studying in year 12 or year 13 (the lasttwoyearsofsecondaryschool)andyouwishtoworkbetweenacademicyears,youmusthavewritten permission from:

    (ifyouareunder18yearsofage)yourschool.

    Rquirmns fr Nw Zaland Agncyf Inrnainal Dvlpmn sudnsStudents supported by the New Zealand AgencyofInternationalDevelopment(NZAID)arenotallowedtoworkunless:

    therelevanteducationproviderandNZAIDhavegiven their written approval, and

    theworkisacompulsoryrequirementtofulfilpracticalexperienceforyourcourseofstudy,or is related to your postgraduate courseof study.

    Applying fr a variain f cndiinsafr yu hav yur prmiIf you already have a student permit you canapply for a variation of conditions to allow you to:

    workduringorbetweentheacademicyears,or

    change the course you are studying, or thecourse provider.

    You will need to complete the formApplication forVariation of Conditions (INZ 1020). You will haveto pay a fee if you are applying for a variationof conditions when you already have a permitto study.

    If you do not yet have a job offer, you may applyforavisa/permitundertheGraduateJobSearchWorkPolicy.Permitsgrantedunderthispolicyarevalidforupto12monthsandallowyoutoworkinatemporaryjobwhileyoulookforajobinyourfield.

    TobeeligibleforaworkpermitunderourGraduateJobSearchPolicyyoumust:

    havesuccessfullycompletedaNewZealandqualification that qualifies for points undertheSkilledMigrantCategoryofImmigrationNewZealandsResidencePolicy

    haverecentlyfinishedyourqualification,andapplyno later than three months after the end date ofyour student permit for that qualification

    show that you have at least NZ$2,100 tosupport yourself financially.

    If you have an offer of employment relevant toyourqualification,youmayapplyforaworkvisa/permitundertheStudytoWorkPolicy.Thisworkvisa/permitmaybevalidforamaximumperiodof:

    twoyearstoobtainpracticalexperiencesuitable to your qualification; or

    threeyears,ifyouareworkingtowardsobtaining a membership or registration froma New Zealand professional association whichrequires more than two years of relevantpracticalworkexperience.

    Tobeeligibleforaworkvisa/permitunderourStudytoWorkPolicyyoumust:

    havesuccessfullycompletedathree-yearcourse in New Zealand or one that would qualifyforpointsundertheSkilledMigrantCategoryofImmigrationNewZealandsResidencePolicy

    haveevidenceofanofferofemploymentrelatedto the course or qualification you have completed

    have recently finished your qualification, and applyno later than three months after the end date of

    your student permit for that qualification or holdagraduatejobsearchworkpermit.

    You cannot include anyone else on your applicationform. If your partner, your children, your parent/legal guardian, or anyone else will accompany youto New Zealand, they must apply separately for thetype of visa or permit they require.

    Student permit holders are not generally eligiblefor publicly-funded health and disability services.

    PeoplecoveredbyNewZealandsreciprocalhealthagreementswithAustraliaandtheUnitedKingdomare entitled to publicly-funded health care forimmediately necessary medical treatment only.

    IfyouseekhealthcarewhenyouareinNewZealandyou should carry your passport so that healthproviderscancheckwhetheryouareeligiblefor publicly-funded health care. We stronglyrecommend that you arrange comprehensivehealth insurance for your stay in New Zealand.

    Ifyouareworkingtowardsobtainingamembershipor registration from a New Zealand professionalassociation (such as the New Zealand Instituteof Chartered Accountants or the New ZealandRegisteredArchitectsBoard),andarethereforeapplyingforathree-yearworkpermit,youmustalso:

    haveevidencethatsuchmembershiporregistration is a requirement for you to fullyperform your professional duties

    haveevidencethattheemploymentisconsideredrelevantpracticalexperiencebythe professional association, including but notlimited to documentation from the professionalassociation, or from the employer, stating howthe employment meets the requirements setby the professional association

    have a New Zealand qualification thatmeets the requirements for registration or

    membership of the professional association.

    Cmpling Scin C Yur halhYou may need to provide us with a medical certificate to show that you meet our acceptablestandard of health. What you must provide depends on:

    whetheryouhaverecentlysentamedicalcertificatewithanotherapplication

    howlongyouintendtospendinNewZealand

    what countries you have previously lived in or visited.

    Note that children under 11 years of age and pregnant women are not required to have an X-ray,unless a special report is needed.

    If you are already in New Zealand, and you are applying for a further permit, you need to include thetime you have already spent in New Zealand, as well as the time you intend to study here, to decidewhether or not you need to complete a medical certificate.

    Example You have been in New Zealand on a visitors or student or work permit for seven months,and you wish to complete a six-month course. This will mean a stay in New Zealand of morethan 12 months in total.

    If you have sent a medical certificate to Immigration New Zealand and it has been completedanddatedbyamedicalpractitionerwithinthelast24months,youdonotneedtosendanothermedical certificate with this application. We will tell you if we need any further information, suchas tests, reports, or an updated medical certificate.

    WeneedtoknowhowlongyouarespendinginNewZealandintotalsothatwecandecidewhether you need to send a medical certificate, and which certificate you need to send.

    More than six months but not longer than 12 months

    IfyouintendtostayinNewZealandformorethansixmonthsbutnotmorethan12monthsintotal, you may have to provide a Temporary Entry X-ray Certificate (NZIS 1096).

    More than 12 months

    If you intend to stay in New Zealand for more than 12 months, you must complete a Medicaland Chest X-ray Certificate (NZIS 1007). Note that children under 11 years of age and pregnantwomen are not required to have an X-ray, unless a special report is needed.

    IfyouarecomingtoNewZealandformorethansixmonthsbutnotmorethan12monthsyoumustanswerthesequestions.Seethelistbelow,andthenreadtheexamplestohelpyoudecideif you need to provide us with a Temporary Entry X-ray Certificate (NZIS 1096).

    Requirement for all partner

    You must be living in a genuine and stable partnership, and meet the minimum requirements forrecognition of partnership. The minimum requirements for recognition of a partnership are that you:

    areboth18yearsorolder(orcanprovideevidenceofparental/guardian/otherconsentifeitherofyouare16or17yearsofage),and

    havemetpriortothisapplicationbeingmade,andarenotcloserelatives(seeSchedule2oftheMarriageAct1995orCivilUnionAct2004,theseActs

    are available on the internet at .legilation.govt.nz).

    Your partner must meet the character requirements for partners supporting partnership-basedapplications,orbegrantedacharacterwaiver.Partnerswhodonotmeetthecharacterrequirements are any person who has been convicted in the seven years prior to the date theapplicationismadeofanyoffenceofasexualnatureorinvolvingdomesticviolence(seeSchedule3oftheDomesticViolenceAct1995,availableontheinternetat.legilation.govt.nz).

    You will need to supply evidence that demonstrates you are living together with your partner ina genuine and stable partnership at the time your application is made as well as evidence of theduration of your relationship.
