    Study on Uttar Pradesh

    Probable questions:

    One issue may be do the economic profiling of the state to the govt. of UP. What is the contribution of 

     primary, secondary and tertiary sector in employment in the state?

    o! are these sectors performing in different regions in the state: "!adh, #undel$hand, arit Pradesh,

    Poorvanchal etc.?

    What are the sub%sectors in manufacturing sector !hich have potential for higher employment generation,

    !hat are the problems faced by entrepreneurs in the state and reasons for lo! investment in the state? "

     point !orth mentioning here is that UP has already e&perimented !ith labour la! reforms in the early

    years of the '()*s and that strategy has not brought any significant gains in terms of employment

    generation. +n fact, even today the state is one of the least industrialied states- industrially bac$!ard

    states in the country. One question of the study can be to e&amine the reasons behind this phenomenon.

    Under the theme of livelihood, one question can be to trac$ the movement of out migration from the state,reasons for migration push or pull factors/, socio%economic profile of migrants in terms of their caste

    and social bac$ground, farm or non%farm households/, condition of !omen !ho are left behind etc.

    "nother study can be solely on agriculture, and a variety of questions can be addressed through it:

    0omposition of farming households in terms of small, marginal, medium and large farmers the data for 

    this can be obtained from agricultural census/, What are the important crops gro!n in the state?, o! is

    agricultural sector different in different regions of the state? 1or instance, !estern UP that once reaped the

     benefits of green revolution because of a good net!or$ of canals, sturdy agricultural caste%2ats, etc. is

    no! facing challenges li$e declining fertility of soil, degrading soil health, decreasing !ater table and

    thus reduced income from agriculture. 0ontinuous fragmentation of land holdings has further dentedviability of agriculture. "s a result, those !ho can3t afford agriculture are coming out of it and s!elling

    the reserve army of !or$ers in cities. 4hose !ho can afford investment in agriculture are using diverse

    and ne! techniques to maintain agricultural production. "lso, farmers are resorting to organic farming to

    replenish the lost fertility of soil. 5uite contrary to !estern UP, agriculture in eastern UP has been in

     bac$!ard state from the '(6*s due to inadequate irrigation sources, lethargic agricultural castes, rigid

    social structures caste identities/ etc.

    Some other questions can be: status of e&tension services in agriculture, availability of credit facilities to

    small and marginal farmers for meeting agricultural e&penses, changes in land%lease arrangements,

    concealed tenancy and tenancy reforms, employment diversification in non%farm sector, etc.

    Post Script: Since elections !ill ta$e place in Uttar Pradesh in 7*'8, the present govt. !ill try to frame

    some ne! policies before the ne&t elections to !oo voters, so !hatever study !e propose should end by

    the end of 7*'6 !hich !ill give state government enough time to frame these initiatives.
