This Study Guide is your manual for the study programme in EUS. Please read it thoroughly! It will answer your ques ons, help you to pass the programme, and provide you with ps and informa on.

Why study EUS?

Poli cs, Law and Economics are highly infl uenced by European decisions. Knowledge of European in-s tu ons, policies, decision making procedures and law is therefore extremely relevant for everybody working in the public and private sectors. The unique Master Programme in European Union Studies imparts students with a profound theore cal and prac cal knowledge in these areas, by connec ng poli cal science, law, economics, history, communica on studies and languages. The programme also provides opportuni es for studying abroad, enhancing the interna onal qualifi ca on and the lan-guage competences of its students. Addi onally the whole study programme is taught in English, intensifying the interna onal focus.

The Master Programme takes account of poli cal and socio-economic processes and includes Europe-an prac oners and experts from the European ins tu ons in its teaching programme. By simula ng decision making procedures and moot courts students prac ce preparing bargaining posi ons and nego a ng these posi on in the framework of the European Parliament, the Council of the European Union, the Commission, and the European Court of Jus ce.

The Master Programme provides students with:

• a qualifi ca on as experts in European law, poli cs and economics

• a profound knowledge of poli cal processes and decision making mechanisms within the European Union

• prac cal knowledge of the poli cal processes on an EU-level via moot courts and simula ons

• a fi rst intensive experience of European ins tu ons during the study visit to Brussels and other ci es

• the chance to acquire addi onal skills during a semester abroad

• the opportunity to develop their cultural and language skills within an interna onal educa onal environment

Admission

To register for the Master Programme in European Union Studies, students have to hold a Bache-lor’s (or higher) degree. In general, all university study programmes qualify students for the Master Programme (except the fi ne and performing arts). Students holding a degree from universi es of applied sciences qualify for the Master Programme in European Union Studies if they have studied legal, social science or economic subjects.

The study programme is in English. All students have to be profi cient users of this language. Stu-dents do not have to prove their competence during the admission procedure but will not be able to follow and pass courses without it.English-skills can (and should) be improved in language courses off ered at the University.

Addi onally you need to be willing to make some eff ort in studying. Teachers and students fi nd the Master Programme challenging: many students have to familiarize themselves with new issues, dis-ciplines and methods in a short amount of me. Experience shows that most beginners successfully master these challenges. But, from the fi rst semester, this demands a willingness to acquire missing knowledge in the main topics through self-study, supported by tutorials and learning groups.

Admission to the Master Programme is free, and no specifi c applica on procedure is required. You need to enrol at the University following the standard-procedure as for any other Master Pro-gramme.

Important Informa on and Tips

Study Entry Phase

As highlighted in the curriculum in §13 (see below) you have to have completed Modules 1 and 2 plus the fi rst Economics course and the Basics of European Union Studies exam in order to be al-lowed to complete the courses of the second semester:

Cau on: all prerequisites have to be fulfi lled by the 15th of March/October (depending on the Se-mester). Courses which demand prerequisites may be a ended un l this date, if you have not ful-fi lled them but s ll have the chance to do so before the deadline. If the deadline has passed and you were not able to complete the prerequisites, you have to drop out.

Some special recommenda ons:

Qualifying examina on European Union Law: this examina on covers the content of several lec-tures. Because of the amount and the complexity of the examina on material, thorough prepara on is essen al. It is also very much recommended to a end the tutorial course which is off ered as an addi onal preparatory class. To make sure that an ini al fail will not delay your study progress, we also recommend that you register for early examina on dates.

Qualifying examina on Basics of European Union Studies: This wri en examina on covers ques ons on basic knowledge of the European Union. A catalogue of ques ons and informa on for prepara- on is provided on the homepage of SCEUS.

Olomouc: The aim of these lectures, taught by experts from the Czech Republic, is to allow for a deeper understanding of the transforma on process between the fall of the iron curtain and the Eastern enlargement of the European Union in 2004. In the units taking place in Salzburg, students are required to make their own contribu ons. At the Palacký University in Olomouc, Czech instruc-tors will introduce the specifi c characteris cs of the legal and poli cal system.

Moot Court/ Case Studies: These lectures aim at giving a deeper understanding of processes with-in the European Union. In the Moot Court (Seminar EU Ins tu ons in Prac ce) you will take roles (of judges, advocate general, par es to the na onal procedure, European Commission) within the framework of a procedure in front of the European Court of Jus ce. The interdisciplinary seminars highlight the procedures leading up to the passing of legisla ve acts within the European Union. Besides a theore cal input, a lot of emphasis is put on team work and simula on of nego a ons.

Master thesis/ examina on: Star ng at the end of the second semester you should start looking for a possible subject for your thesis. You will fi nd a list of possible supervisors for your thesis on the homepage of SCEUS. Ideally the master thesis will cover an interdisciplinary ques on. A er the successful comple on of the master thesis it has to be defended in an oral exam.

Interna onal experience

Students in the Master Programme in EU Studies are encouraged to spend a period of study abroad. Further to Exchange Programmes like Erasmus we off er two possibili es to gain some interna onal experience and even acquire a Double Degree. Our Partner Universi es are the Palacky University in Olomouc and the the Libera Università Internazionale degli Studi Sociali Guido Carli in Rome.

Double Degree Programme Salzburg and Olomouc

As an EUS-student you have the opportunity to combine studying abroad in Olomouc and acquire a Magister degree of the Law faculty of Palacky University addi onally to your Master-degree in EUS.

To be awarded the Double Degree, most courses in this curriculum have to be completed in Salz-burg. This is followed by a stay in Olomouc (if possible during the last semester) where you take the obligatory courses of the Palacky University, which are also recognized at the University of Salzburg. The only addi onal subject you have to pass in Salzburg is the course “EU ins tu ons in prac ce”.

Your stay in Olomouc may take one semester or more, if you prefer. In Olomouc courses up to the value of 20 ECTS have to be completed, according to the requirements of the university.

Addi onally the master thesis has to focus on current topics relevant to the Czech Republic. The thesis can be supervised either in Salzburg or in Olomouc, also co-supervision is possible. The master examina on will take place in Salzburg, and ques ons will be asked by professors from both universi es. In the event of successful comple on of the master examina on in Salzburg a request for both de-grees can be made, according to the requirements of both universi es. Within the framework of the Double Degree Programme the partner universi es shall both award their academic degrees on the basis of their applicable na onal laws.

Double Degree Programme Salzburg and Rome

SCEUS runs a two-year Double Degree Programme with our partner-university Libera Università In-ternazionale degli Studi Sociali (LUISS) Guido Carli in Rome, off ering a challenging programme taught in English, aimed at students enrolled in the Master-Programme EUS at Salzburg University.

Students have the opportunity to study not only in Salzburg but spend some me in Rome, taking courses according to the requirements of both universi es. You will be exempted from the study fees in Rome and at the end of the programme, if compliant with both LUISS and SALZBURG aca-

demic requirements, you will defend your thesis at both Universi es and acquire two degrees:

• Master’s Degree in INTERNATIONAL RELATIONS at LUISS• Master of Arts in EU STUDIES at Universität Salzburg

There are two possible ways to organize your studying me:In the fi rst Scenario (Pre-Salzburg) you spend your fi rst two semesters in Rome and the last two in Salzburg. In the second Scenario (Post-Salzburg), a er having completed three semesters of your course pro-gram in Salzburg, you have the opportunity to spend another two semesters in Rome.

In each academic year LUISS and SALZBURG will exchange up to 5 students in each direc on.

Curriculum for the Master Programme European Union Studies of the Paris-Lodron University of Salzburg

(Version 2016)

At its mee ng on 10 May 2016 the senate of the Paris-Lodron University of Salzburg adopted the following version of the curriculum for the Master Programme in EU Studies, as fi nalised by the EU Studies Curriculum Commission of Salzburg University on 16 April 2016.

Its legal basis is the 2002 Federal Act on the Organiza on of Universi es and their Studies (Universi es Act 2002 – UG), Federal Law Gaze e No. 120/2002, and the sec on of the Statutes of the University of Salzburg rela ng to university studies.

§ 1 General Provisions

(1) The overall scope of the Master Programme in EU studies is 120 ECTS credits. This corresponds to an intended study dura on of 4 semesters.

(2) Graduates of the Master Programme in EU studies are awarded the academic degree “Master of Arts”, abbreviated as “MA”.

(3) For admission to the Master Programme, students must have completed a bachelor’s degree, Fachhochschule bachelor’s degree or another equivalent programme at a recognized domes c or foreign post-secondary educa onal ins tu on (see. UG2002 §64 para. 5). A subject-specifi c training is not required, the study is aimed at graduates of all disciplines.

(4) If a student’s bachelor’s degree is not deemed equivalent to an acceptable extent, the student may be required to complete addi onal work worth up to 45 ECTS credits; these requirements must be sa sfi ed by the end of the Master Programme. Only the Rectorate or a member of staff at the University of Salzburg designated by the Rectorate is authorised to make a determina on of equivalency.

(5) ECTS credits will be allocated with regard to all relevant student achievements. One ECTS credit is equivalent to 25 hours of work and denotes the average workload required to achieve the expected learning outcomes. The workload of one academic year corresponds to 1.500 real hours and thus an alloca on of 60 ECTS credits.

(6) Students with disabili es and / or chronic illness will not experience any discrimina on while studying. The principles of the UN Conven on on the Rights of Persons with Disabili es, the Federal Equal Treatment Act and the Principle of Disadvantage Compensa on will apply.

(7) The language of instruc on is English. Classes in other languages may be taken as elec ve courses if they are off ered as Master courses equivalent to the courses taught in English.

§ 2 Overview of the Degree Programme and Professional Skills

(1) Overview of the Degree Programme

The programme aims to provide students with in-depth knowledge of European Union ins tu ons, their func oning and decision-making, and of selected poli cal themes. For this purpose, an interdisciplinary approach is pursued, refl ec ng poli cal, legal, socio-economic and historical aspects, augmented by the involvement in the instruc on process of prac cal experts at European and na onal level.

(2) Professional Skills and Competences (Learning Outcomes)

A er comple ng the Master Programme in European Union Studies, students will have the following skills:

Knowledge:– Comprehensive knowledge of European Union ins tu ons, actors, decision-making, legal and economic fundamentals, policy areas and norms– In depth prac cal understanding of the policy-making process at European level through simu-la ons and moot courts– The ability to understand socioscien fi c, legal and economic research compiled using high methodological standards, and to transfer their knowledge to other areas– The ability to write research in the individual disciplines using an interdisciplinary approach and the skills learned in the programme– The ability to analyse and apply the theories and concepts from the individual disciplines– The ability to evaluate and reproduce the decision-making processes of the European Union in a legal, poli cal, economic, and historical context– Language skills, as a result of the op on to acquire addi onal qualifi ca ons during a semester abroad

Methodological skills:– The ability to apply the basic methods and techniques of the individual disciplines, also with regard to inter-disciplinary research– The ability to design research projects in the individual disciplines, but also using an interdisci-plinary perspec ve.– The ability to cooperate with others (interdisciplinary and in groups) and to conduct joint re-search– The ability to present complex academic studies and their own research outcomes Applica on skills– The ability to combine academic and prac cal aspect of learnings, and to conduct prac ce-led research– The ability to work within the framework of stakeholder rela onships, having acquired ac- ademic insight into the ac ons of EU ins tu ons and stakeholders

(3) Importance and Relevance of the Degree to the Academic Community, Society and the Labour Market

Poli cal, legal and economic issues are now largely determined by European-level decisions. Knowledge of European ins tu ons, policies and decision-making processes and European law is therefore of vital importance to understanding developments in the public and private sectors. A variety of public and private actors, large, medium and small enterprises, interest groups and members of wider civil society constantly need to assert their posi ons under changing condi ons, and they therefore look increasingly to the European level. The Master Programme in EU Studies provides the necessary exper se.

The following career fi elds are available to graduates:

- - Occupa ons in European ins tu ons and their environment- - Employment in EU-related areas of public administra on at na onal and regional level- - Interest groups at European and na onal level- - EU-specifi c poli cal consul ng and lobbying- - Public Policy Departments in companies and business organiza ons, etc. § 3 Structure of the Programme

The Master Programme in EU Studies consists of 8 modules, for which 87 ECTS credits are allocated. Addi- onally, 6 ECTS credits are assessed for free elec ve courses. The Master Thesis is worth 20 ECTS credits,

and the Master Examina on 7 ECTS credits.

§ 4 Course Types

(1) The following types of courses are included in the programme:

A Lecture (VO) gives an overview of a subject or one of its component parts and its theore cal ap-proaches, and presents diff erent doctrines and methods. The content is mainly taught in lecture style. The course is assessed by examina on and there is no obliga on to a end lectures.

A Lecture with Exercises (VU) connects the theore cal introduc on of an area of study with de-veloping prac cal skills. The course is assessed by examina on and there is no obliga on to a end lectures.

An Excursion (EX) is used to develop and illustrate knowledge outside the university. An Excursion is a con nuous assessment course with compulsory a endance.

A Proseminar (PS) is an academically oriented course and prepares the students for seminar courses. Knowledge and skills are developed through theore cal and prac cal study, and the ac ve par cipa- on of the students. A Proseminar is a con nuous assessment course with compulsory a endance.

A Seminar (SE) is a course that consolidates knowledge of a par cular subject. It facilitates the acqui-si on of a deeper specialized knowledge and the capacity for discussion and refl ec on on academic themes, in the context of collabora ve learning by the student. A Seminar is a con nuous assess-ment course with compulsory a endance.

A Language Course (SK) enables the acquisi on and deepening of language skills through the ac- ve par cipa on of the students. A language course is a con nuous assessment course with

compulsory a endance.

An Interdisciplinary Project (IP) uses approaches, ways of thinking and methodologies from diff erent disciplines to interconnect subjects, and combines theore cal and prac cal objec ves. An Interdis-ciplinary Project is a con nuous assessment course with compulsory a endance

(2) Courses and examina ons can be held in other languages than the main language of instruc on. For organisa onal reasons, courses can be allocated increased weekly hours during a part of a se mester (block courses)

(3) Diff erent courses from other fi elds of study may be designated as acceptable courses under the scope of § 1 with the agreement of the course leader, as long as the content and methodology of the replacement course is substan ally similar.

§ 5 Required Courses and Plan of Study

The modules and courses of the Master Programme are listed below. The assignment to semesters is a recommenda on and ensures that the sequence of courses is op mal, based on knowledge previously obtained, and that one year of work does not exceed 60 ECTS credits. Modules and courses can be taken in a diff erent order, as long as the precondi ons according to § 13 are not violated.

§ 7 Free Elec ve Courses

(1) Free elec ve courses to the value of 6 ECTS credits must be completed as part of the Master Programme. They can be selected from courses off ered at any recognized post-secondary educa onal ins tu on and will enable the [study of focal points within the programme.

§ 8 Master Thesis

(1) The Master Thesis should demonstrate that students can perform independent academic research in the area of European Integra on according to current academic research methods and standards.

(2) The topic of the Master Thesis should be chosen in such a way that it is reasonable and appropriate for comple on within six months (cf. UG2002 §81 para. 2)

(3) The topic of the Master Thesis must be chosen from the fi elds of poli cal science, law, economic and social history, economics, or communica on science. It should have a specifi c relevance to European Integra on and should use an interdisciplinary approach as part of the methodology. The student is en tled to propose a topic or select a topic from the sugges ons of available supervisors.

(4) It is to be noted that both the student’s work on the topic and advisor’s work with the student are governed by Austrian copyright law, Federal Law Gaze e No. 111/1936 (cf. UG2002 §80 para. 2).

§ 9 Work Placement

Students are recommended to complete a work placement in the context of the free elec ve courses, comprising at least three consecu ve weeks in full me employment (this corresponds to4.5 ECTS credits). The work placement should be completed during the study programme at an ins tu on that mainly deals with issues connected to European Integra on, and should be authorized by the relevant authority before commencement. The student should write a report about the work placement, which should then be confi rmed by the ins tu on.

§ 10 Study Abroad

Students in the Master Programme in EU Studies are encouraged to spend a semester of study abroad. This semester abroad should ideally be scheduled in the second or fourth semester of study. Recogni on of the courses completed at the university abroad will be granted by the responsible body. Documents needed for the assessment should be provided by the student.

The semester abroad can be completed without causing a delay in a student’s course of study if the fol-lowing condi ons are met:

– At least 30 ECTS credits are earned in each semester of study abroad – The content of the courses completed during the period of study abroad is not iden cal to

courses already completed at the University of Salzburg – Formal confi rma on in wri ng before beginning the study of which courses and/or exams

planned to be taken abroad are transferable to the University of Salzburg

In addi on to fi eld-specifi c knowledge and skills, students stand to gain the following qualifi ca ons by studying abroad:

– Acquisi on and consolida on of fi eld-specifi c knowledge in a foreign language – Acquisi on and consolida on of general foreign-language skills

(comprehension, conversa on, etc.) – Acquisi on and consolida on of organisa onal skills gained by independently naviga ng the

breaucracy and organisa onal structure of a university abroad, as well as the daily challenges of student life abroad

– Becoming acquainted with interna onal student exchange programmes and broadening one’s perspec ves in one’s own fi eld of study

– Acquisi on and consolida on of intercultural communica on skills

Students with disabili es and/or chronic illnesses will be assisted in their search for an opportunity to study abroad, and in planning for their semester abroad, by the Offi ce of the Rectorate for Disa- bility & Diversity.

§ 11 Double Degree Programme

(1) The Master Programme “European Studies with a specializa on in European Law”, Palacky University in Olomouc (Czech Republic)

Outgoing– Proof of course examina ons in the Master Programme to the value of 20 ECTS credits, replacing the lectures in module 5 (Interdisciplinary Consolida on).– Evidence of the posi ve assessment of a Master Thesis in the Master Programme, replacing the thesis detailed in this curriculum.– Evidence of an examina on in the subject of the Master Thesis in the amount of 9 ECTS credits, replacing Module 7 (Research Design and Thesis).

Incoming– Graduates of the Master Programme “European Studies specializing in European Law” at Palacky University in Olomouc (Czech Republic) should have proof of the successful comple on of the Elec ve Module Case Studies on EU law and poli cs at the University of Salzburg.

(2) The Master Programme in Interna onal Rela ons, European Studies at the LUISS – Libera Università Internazionale degli Studi Sociali Guido Carli, Roma– Proof of comple on of examina ons corresponding to 60 ECTS credits from legal, econom-

ic, or poli cal science courses with par cular European or interna onal relevance from the Master Programme, replacing modules 1-5.– Evidence of the successful comple on of a Master Thesis in the Master Programme in Inter-na onal Rela ons, replacing the Master Thesis for this curriculum. Evidence of comple on of examina ons corresponding to 16 ECTS credits from the subject area or with respect to the Master Thesis, replacing the Master Examina on (§ 14) and module 7.

§ 12 Alloca on of Places in Courses with a Limited Number of Par cipants

(1) The maximum number of par cipants in the Master Programme in EU Studies for the following course types is limited as shown below:

Lectures (VO), Lectures with exercises (VU) no limit

Interdisciplinary Project (IP) 20

(2) In instances in which courses with a restricted number of par cipants are oversubscribed, priori ty of enrolment will be given to students for whom the course is part of the curriculum.

(3) Students in the Master Programme in EU Studies will be given places in courses based on the following criteria in the order listed below:

– a student was on the wai ng list in the course in the previous academic year – a student has earned a higher total number of ECTS credits in the programme so far – a student has completed a greater number of courses and/or exams – a student has completed a greater number of semesters in the programme of study – a student has a higher ECTS weighted grade point average – random selec on

Available places will be allocated to students from other programs using the same criteria in the same order.

(4) For students par cipa ng in interna onal exchange programs, addi onal places cons tu ng at least ten percent of the maximum number of par cipants in each course will be made available. These places will be allocated randomly.

§ 13 Condi ons of Admission to Examina ons

(2) These admission requirements maybe waived for students par cipa ng in Double Degree Programmes (§ 11) allowing for proper proceedings of their studies.

§ 14 Examina on Regula ons

(1) The tests should be taken as wri en examina ons at the end of the course. In the case of European Law, the test can be off ered in wri en form (Dura on: 120min) or as an oral examina on; tes ng of the Fundamentals of European Union Studies is a wri en exam (dura on: 90min).

(2) Subs tu on of Courses

If a student has completed courses in a previous study programme, which comprise the same content as compulsory courses in this Master Programme, it is possible to replace them with free elec ve course with the equivalent ECTS value.

§ 15 Master Examina on [before examining commi ee]

(1) The Master Programme in EU Studies concludes with a Master Examina on before an examining commi ee, and is worth 7 ECTS credits.

(2) Students must have successfully completed all of the required courses and the Master Thesis in order to be eligible to take the Master Examina on.

(3) The Master Examina on is carried out in the form of presenta on and a discussion on the Master Thesis (Defensio). The debate (Defensio) is carried out with respect to two subjects chosen from the disciplines of poli cal science, law, economic and social history, economics, or communica on science. The fi rst subject will be the one rela ng to the Master Thesis. The second area should be suggested by the candidate.

The curriculum comes into force 1 October, 2016.
