EXISTING CONDITIONS

Existing Traffic Volumes

To identify existing traffic flows and patterns along Cordaville Road (Route 85), peak-hour turning movement counts (TMC) were collected in October and November 2017 at the St. Mark’s Golf Course driveway. The peak hour volumes for Cordaville Road were then compared to volumes observed as part of the Main Street Reconstruction project in 2009 and 2014. Based on this comparison, it was determined that the May 2014 counts along Cordaville Road were higher than those observed in 2017, suggesting that minimal traffic growth has occurred along Cordaville Road over the past eight years. To be conservative, the through volumes collected along Cordaville Road in 2014 were used for

this assessment. In addition to the turning movement counts, automatic traffic recorders (ATRs) were also deployed in 2017 on the existing Public Safety Complex, located at 21 Main Street, and Woodward School driveways to collect traffic volumes for a period of 24 hours. Table 1 summarizes the daily and peak hour traffic volumes along Cordaville Road and the Woodward School Driveway.

As shown in Table 1, the traffic volume along Cordaville Road (Route 85) is approximately 10,900 vehicles per day (vpd). About eight percent of this volume occurs during the morning commuter peak hour and about nine percent of this volume occurs during the evening commuter peak hour. Slightly more than half of the volume is traveling southbound during each peak hour. Based on the traffic data, the peak hours of operation of both the school and the Public Safety Complex are expected to be from 8-9AM and 3-4PM.

Seasonal Traffic Adjustments

The traffic data along Cordaville Road collected for this Project was obtained from multiple sources. As noted in the previous section, the Cordaville Road volumes were collected in May 2014. To quantify the seasonal variation of traffic volumes in the area, historic traffic data available from MassDOT were reviewed. According to published MassDOT seasonal factors, May traffic counts are higher than average month conditions. In order to be conservative, the traffic volumes were not reduced to reflect an average month condition. The resulting 2017 Existing traffic volume networks for the weekday morning and weekday afternoon peak hours are presented in Figure 1.

Crash History

A review of vehicle crash data available from MassDOT for Cordaville Road along the Site frontage was conducted to determine if there were any existing safety concerns in the vicinity of the proposed Site driveway. A total of two (2) crashes (one in 2010 and the other in 2015) are on record with MassDOT as having occurred within the past five (5) years of available data between the Woodward School and St. Mark’s Golf Course driveways. Neither crash resulted in an injury.

FUTURE CONDITIONS

The following provides a summary of the development of the projected future traffic conditions.

Background Traffic Growth

Traffic growth on area roadways is a function of the expected land development, economic activity, and changes in demographics. Several methods can be used to estimate this growth. A procedure frequently employed is to estimate an annual percentage increase and apply that to study area traffic volumes. In this instance, Cordaville Road is the only roadway where volumes were adjusted as all other locations are driveways that would not be impacted in the same manner as the through volumes.

To determine an applicable annual growth rate, historical traffic volumes in the vicinity of the study area were reviewed. Based on available data the traffic volumes have, for the most part, either remained constant or decreased slightly over the past three to eight years. To be conservative, a nominal annual growth rate of one percent per year was used for the future conditions traffic analyses to account for nominal growth in traffic over the next seven years. This is consistent with industry standards for the preparation of traffic studies.

The average annual traffic growth rate of one percent per year was applied to the 2017 Existing conditions traffic volumes to develop the 2024 No-Build traffic volumes for the weekday morning and evening peak hours.

The 2024 No-Build weekday morning and evening peak hour traffic volume networks are shown in Figure 2, respectively.

Planned Transportation Projects

Planned roadway improvements in the area that may affect future traffic operations were taken into consideration. Main Street (Route 30), located just north of the Site, is proposed to be reconstructed by MassDOT, likely beginning in fall of 2018. Specifically, as it relates to this Project, the signalized intersection of Cordaville Road and Main Street will be reconstructed to provide a designated left-turn lane on all approaches and a fully actuated traffic signal. The existing pre-timed signal at Main Street is currently operating over capacity, with queues regularly extending beyond the Woodward School driveway (400 feet) while longer queues are not uncommon. Based on the analysis presented in the MassDOT Route 30 Functional Design Report (FDR), the 95th percentile queue along Cordaville Road northbound, following the reconstruction of the intersection, is expected to be 332 feet during the morning peak hour and 294 feet during the evening peak hour.

Future Site Access

The existing golf course driveway will be reconstructed to provide two 24-foot wide median separated accesses; one for public use and the other for emergency access/ egress. The public driveway is separated from the emergency access by a planted median that is up to 12-feet wide. The public driveway will provide access to parking for the Public

Safety Complex and St. Marks Golf Course. It should be noted that consideration has been given to combining the driveways into a single curb-cut; however, the following could happen: (i) a larger driveway opening could lead to confusion and higher entrance/ turning movement speeds, and/or (ii) the driveways would need to split internally and away from Cordaville Road. In either case, these two options would make it difficult to designate and define priority of access and egress for the two uses.

Internally, the access driveway is proposed to provide a one-way entrance into the Woodward School property. The intent is to only allow school bus access to Woodward School during drop-off and pick-up times to improve school bus circulation and operations. It should be noted that consideration has been given to providing access to the Woodward School for all drop-off and pick-up traffic; however, at this time it was determined that only buses would be accommodated. The Town and School Department are currently discussing preparing a parking and traffic circulation plan/ study for Woodward School, which will be considered as a separate evaluation from this Public Safety Complex assessment.

Site-Generated Traffic Volumes/ Trip Generation

The rate at which any development generates traffic is dependent upon a number of factors such as size, location, and nature of the use. To estimate the trip-generating characteristics for an existing vacant site or a new project, traffic projections are typically derived from trip generation rates published in the Institute of Transportation Engineers (ITE) Trip Generation1 manual. Due to a lack of data for the intended uses, actual driveway counts were used to estimate the number of trips expected to utilize the proposed Site access. The analysis methodology used for the estimation of Project related traffic volumes in this Study is described in the following sections.

The Public Safety Complex will replace the existing Public Safety Complex at 21 Main Street. As previously noted, ATR’s were deployed to collect traffic volumes entering and exiting the existing complex. Based on information from the Town, no significant expansion of either the Police or Fire Departments is proposed, therefore it has been assumed that the existing traffic volumes entering/exiting the site will essentially be transferred to the new location. It should be noted that an unknown percentage of the trips currently traveling to and from the existing complex are likely already traveling along Cordaville Road and directly adjacent to the proposed Site driveway. While this percentage is unknown, no adjustments have been made to the existing traffic volumes; therefore, providing a conservative assessment of the through traffic on Cordaville Road. Table 3 provides the daily and peak hour site/ trip generation.

As shown in Table 3, the Project is expected to generate approximately 25 new trips (13 entering/12 exiting) during the weekday morning peak hour and 14 new trips (4 entering/10 exiting) during the weekday afternoon peak hour. Traffic count data is attached.

Trip Distribution

The directional distribution of traffic approaching and departing the Project is a function of several variables: population densities, existing travel patterns, and the efficiency of the roadways leading to the Site. The trip distribution for the proposed Public Safety Complex was based on existing travel patterns within and around the Study area. Based on a review of available traffic data, trips are expected to be evenly split between northbound and southbound traffic streams.

Table 4 provides a breakdown of the directional distribution of new traffic attributable to the Project.

Figure 3 graphically depicts the trip distribution percentages and site generated traffic volume networks. As was noted previously, no credit was taken for trips related to the existing Public Safety Complex.

To develop the Build condition peak hour traffic volumes, Site-generated traffic volumes noted above were added to the No-Build peak hour traffic volumes. The Build peak hour traffic volume networks are shown in Figure 4, respectively.

TRAFFIC OPERATIONS

Measuring existing traffic volumes and projecting future traffic volumes quantifies traffic flow within the study area. To assess quality of flow, intersection capacity analyses were conducted with respect to Existing and projected No-Build (without the project) and Build (with the project) traffic volume conditions. Capacity analyses provide an indication of how well the roadway facilities serve the traffic demands placed upon them. Roadway operating conditions are classified by calculated levels-of-service, which the criteria is described in the next section.

Levels-of-Service Criteria

Level-of-service (LOS) is the term used to denote the different operating conditions which occur on a given roadway segment under various traffic volume loads. It is a qualitative measure of a number of factors including roadway geometrics, speed, travel delay and freedom to maneuver. Level-of-service provides an index to the operational qualities of a roadway segment or an intersection. Level-of-service designations range from A to F, with LOS A representing the best operating conditions and LOS F representing congested operating conditions.

For this study, capacity analyses were completed for the signalized and unsignalized intersections within the study area using SYNCHRO traffic analysis software. Level-of-service designation is reported differently for signalized and unsignalized intersections. For signalized intersections, the analysis considers the operation of each lane or lane group entering the intersection and the LOS designation is for overall conditions at the intersection. For unsignalized intersections, the analysis assumes that traffic on the mainline is not affected by traffic on side streets. The LOS is only determined for left-turns from the main street and all movements from the minor street. The evaluation criteria used to analyze intersections is based on the HCM.2

As can be seen in Table 5, the analysis shows a slight improvement in operations for some movements between the Existing and No-Build conditions. This is a result of MassDOT’s standard practice of increasing the peak hour factors (PHF) in the Synchro analysis for all future conditions to 0.92. The PHF is used to determine the fluctuation in traffic demand over the course of an hour. For future conditions, this PHF cannot be accurately calculated since traffic is being projected. This is especially true for low volume roadways, driveways, etc. and a low PHF can artificially change (slightly) the results of the analysis.

Unsignalized Intersection Capacity Analysis

Table 6 presents a summary of the capacity analyses for the unsignalized intersections in the study area. The following provides a summary of the results:

• Exiting movements from the Site Driveway are expected to operate at LOS C during both the morning and afternoon peak hours.

• Exiting movements from the Woodward School driveway are expected to operate at LOS D during the morning peak hour and LOS C during the afternoon peak hour under all future analysis conditions.

• Based on the analysis, the vehicle queue at the proposed Site Driveway is not expected to be more than 3 vehicles.

SIGHT DISTANCE

Sight distance analysis was conducted, in conformance with guidelines of the American Association of State Highway and Transportation Officials (AASHTO), for the site driveway on Cordaville Road (Route 85). Speed observations recorded during the traffic data collection phase using the roadway counters (ATR) were used to calculate the required

stopping sight distance (SSD) for traffic approaching the site driveway and intersection sight distance (ISD) for traffic exiting the site driveway. These observations indicate that an 85th percentile speed of approximately 34 mph in the northbound direction and 37 mph in the southbound direction near the site driveway were observed.

Table 7 summarizes the sight distance analysis. As shown in Table 7, the required SSD and ISD is exceeded in both directions at the proposed site driveway on Cordaville Road (Route 85).

CONCLUSIONS

VHB has reviewed existing and future traffic conditions along Cordaville Road (Route 85), as well as potential impacts related to the proposed Public Safety Complex. The following provides a summary of our findings:

• The Project is expected to generate approximately 25 new trips (13 entering/12 exiting) during the weekday morning peak hour and 14 new trips (4 entering/10 exiting) during the weekday evening peak hour. It should be noted that many of these trips are likely already on Cordaville Road due to the existing public safety complex located on Main Street (Route 30).

• Sight distance for vehicles entering and exiting the site appears to be adequate for the 85th percentile observed speeds on Cordaville Road (Route 85) and well within the desirable ranges.

• The operations of the Woodward School driveway intersection with Cordaville Road is not anticipated to be impacted by this project.

• All STOP-controlled driveway movements within the study area are anticipated to operate at LOS C or D, which is considered typical for roadways with similar characteristics to Cordaville Road.

• Based on the available crash data, there are no major safety issues within the study area.

• It is recommended that a one-way, gated entrance to Woodward School (from the proposed driveway) be provided to allow for school bus access during school pick-up and drop-off periods.

• While the traffic volumes entering and exiting each Site access driveway are projected to be relatively low, it is recommended that an emergency signal be installed to limit conflicts between vehicles and buses, and emergency vehicles. The signalized intersection will also stop through and turning traffic at the intersection to allow emergency vehicles to egress safely and efficiently.

The Project is not expected to result in a significant impact to existing or future traffic conditions. While it is acknowledged that traffic patterns may change slightly at the intersection of Cordaville Road (Route 85) and Main Street (Route 30) due to the relocation of the Public Safety Complex, the Project as a whole is not expected to result in a measurable increase in traffic on Town roadways.
