College of Business and Public AdministrationEastern Washington University
Business Program Academically Qualified (AQ)/Professionally Qualified (PQ)
Criteria
Definitions of Academic and Professional Qualifications for Business Faculty (See CBPA Policies and Procedures Manual – section 5.2.2)
Performance and participation expectations of academically qualified and professionally qualified faculty will be controlled through the Faculty Activity Plan and the contract processes as appropriate.
Academically Qualified (AQ) Business Faculty
The purpose of the minimum standard for intellectual contributions related to the faculty member’s primary teaching field is to assure that faculty teaching in the business programs are current in their disciplines and are subjecting their ideas and research to the scrutiny of peers. As the college considers the MBA its flagship business program, it places special emphasis on a graduate curriculum staffed by our most qualified faculty and thus the requirements for the graduate faculty to be academically qualified are more stringent than for undergraduate faculty to be academically qualified.
Academically Qualified Initial Qualifications
Meet one of the AACSB defined conditions for academic preparation:
Earned doctorate in primary area of teaching responsibility; Earned doctorate in a business field not focused on the teaching area but has other appropriate and
extensive experience, intellectual contributions, or graduate course work related to primary teaching field.
Earned doctorate outside of business, but teaching responsibilities that incorporate the area of academic preparation. Such individuals must demonstrate extensive involvement in the area of teaching in terms of professional development activities including peer-reviewed publications.
Earned doctorate outside of business and primary teaching responsibilities that do not incorporate the area of academic preparation. Such individuals carry the burden to demonstrate their preparation readiness to teach in their primary area of teaching, including additional coursework or equivalent in the area of teaching and substantial professional development and peer-reviewed publications in the field of teaching.
3
A specialized graduate degree in taxation or a combination of degrees in law and accounting are considered academically qualified to teach taxation.Note: The initial qualification supported by the earned doctorate or specialized degree as described above is sufficient to initially qualify a faculty member as AQ for a period of 5 years maximum, provided the faculty member exhibits evidence of an active scholarly agenda that promises maintenance of AQ classification as described below.
Furthermore, faculty who exhibit the qualifications as described below may be considered as AQ as well:
Doctoral students with their dissertation proposal accepted by their faculty committee may be considered academically qualified for a period of up to three years from their proposal approval.
Exceptional other cases, including that of non-research doctorate, to be justified on a case-by-case basis.
Graduate AQ
Meet one of the AACSB defined conditions for Academic preparation or initial qualifications; and, Satisfaction of one of the university requirements for teaching graduate-level courses:o Graduate faculty status: Have one publication, presentation or creative work relevant to teaching
responsibility (can be dissertation) within the past five years.o Exemption available on limited basis: Unique qualifying skills or experiences needed by the
department.
Maintenance of Graduate AQ Status
At least THREE peer-reviewed journal (PRJ) articles relevant to current primary teaching field in the five most recent years.
Undergraduate AQ
o Meet one of the AACSB defined conditions for Academic preparation or initial qualifications; and,o No additional university requirements for teaching undergraduate-level courses.
Maintenance of Undergraduate AQ Status
At least TWO peer-reviewed journal (PRJ) articles relevant to current primary teaching field in the most recent five years.
Professionally Qualified (PQ) Business Faculty
Some faculty members bring students the perspective of a practicing professional in the area of their classroom teaching and provide them with a different viewpoint that enriches the
4
perspectives they have learned from the academic faculty. Typically, but not exclusively, these faculty members are full time senior lecturers, lecturers, visiting faculty, or administrative professional exempt. Alternatively, they may be adjunct or part time faculty hired on a course-by-course basis. They provide a welcome mix that helps maintain the fiscal/personnel/program flexibility within the college.
Professionally Qualified (PQ) Faculty Initial Qualifications
Either: Master’s degree in a discipline related to the teaching field.
Or: Doctoral academic preparation as described above for initial academically qualified status.
And:
Either: Professional experience relevant to the teaching assignment, “significant in duration and level of responsibility, and current at the time of hire,”
Or: On-going professional experience of no fewer than two years practicing full-time in the field of teaching. [For ACCT faculty, appropriate professional certification that has continuing education requirements such as the CPA. For BLAW faculty, must be a member of the Bar.]
Exceptionally, a PQ faculty member may not have a master’s degree in the area of teaching responsibility. Justification for hire will be justified with extensive on-going professional experience and appropriate certifications.
Maintenance of PQ Qualification
Either:Sustained employment in the profession associated to the area of teaching.
Or:Several activities over the five most recent years from the non-exhaustive list below:
Corporate officer experience, business ownership, or equivalent, relevant to current primary teaching field in the past five years.
Current professional certifications if relevant to current primary teaching field. Consulting that is significant in duration and that has written evidence of intellectual
contributions (interim and/or final reports). Renewal of certification or licensure in the relevant disciplines. Acquisition of new certification related to primary teaching field(s). For example, CMA
certification in accounting and CFA in finance. Publishing a manuscript or case in a trade journal/publication. Publishing a manuscript or case in a peer reviewed practitioner and/or academic journal. Books or Chapter(s) that are published by a nationally recognized and independent
publisher. Government sponsored research reports. External grant proposals that are funded. Volunteer services to not-for-profit calling for expertise in the area of teaching. Maintenance course work for certification.
5
Presentations at continuing education or professional association seminars, panels, or workshops.
Any other professional development activity with prior approval of the department and college as noted in FAP or contract.
On rare occasions, a PQ faculty member may be called to teach a graduate course; in such cases, the faculty member would have to satisfy the University requirements for graduate faculty.

NOTES: Table 10-2 addresses the ratios described in Standard 10 regarding deployment of academically and professionally qualified faculty. It must be developed for the peer review team to confirm that qualified faculty resources are deployed in support of the school mission. Faculty should be listed by discipline consistent with the organizational structure of the business school. It is expected that qualified faculty will generally be distributed equitably across normal academic years, each discipline, each academic program, and location consistent with the school’s mission and student needs. Distance-delivered programs are considered to be a unique location. The threshold for deployment of academically qualified faculty resources is higher for a school with graduate degree programs than for a school with no graduate degree programs and is higher for a school with a research doctoral program than for a school without a research doctoral program.
1. The metric used is the “percent of time devoted to mission” as derived from Table 10-1.2. The “Other” category must be used for those individuals holding a faculty title but whose qualifications do not meet the
definitions for academically or professionally qualified.
(*) Assumptions used to built this table: For any one quarter, 100% time is 15 credits or equivalent. Adjuncts who are supporting faculty are accounted for 13% for
a 2-credit course (2/15), 27% for one 4-credit course (4/15), 33% for one 5 credit course (5/15), or 40% for one 6-credit course. For an academic year, 100% time is 45 credits or equivalent.
For any one academic year, 100% time is 45 credits or equivalent. Adjuncts who are supporting faculty only are accounted for 9% if they teach one 4-credit class a year (4/45), 11% if they teach one 5-credit class a year (5/45) or 13% if they teach one 6-credit class a year (6/45.) If they teach several classes a year, their percentage of time devoted to the Mission is prorated accordingly.
The full-time Business Economics faculty devotes 100% to the College Mission. However, by agreement with the Economics Department, only Business Economics AQ faculty will teach the 300-400-500 Economics courses that serve the Business programs. Participating full time Business Economics faculty typically teaches two courses a quarter. They teach six courses per academic year. We have decided to account for their time devoted to the support of the Business programs according to the percentage of their course load devoted to teaching 300, 400, or 500 level courses. We did this so as not to overstate the AQ coverage ratio for the business programs overall. We discuss this in full in the text of Part 1. If this treatment of the Business faculty is inappropriate, we can provide revised tables.

The threshold for deployment of academically qualified faculty resources is higher for a school with graduate degree programs than for a school with no graduate degree programs and is higher for a school with a research doctoral program than for a school without a research doctoral program.
3. The metric used is the “percent of time devoted to mission” as derived from Table 10-1.4.
