Dear Students and Parents:
This handbook is designed to provide you with information regard-
ing rules, regulations and important facts about the NC State
University Upward Bound Academic Year Component Program.
It is imperative that you keep in mind the purpose of the academic
program. It is an exceptional opportunity for Upward Bounders to
take full advantage of academic, career and cultural opportuni-
ties. Thus, regulations and policies are necessary to ensure an
orderly atmosphere in which educational activities can be conducted
and personal growth enhanced.
We hope that you will thoroughly review each of the standards and
policies. For your convenience an on-line version can be found on
our web-site: www.trio.dasa.ncsu.edu. Exceptions will not be
permitted due to the number of students and intensity of the
program.
In addition to the rules and regulations, we ask that each student
consider seriously their safety and conduct when participating in
academic year activities.

TRIO MISSION
The mission of the North Carolina State University TRIO Programs is to provide equal access to quality education while facilitating retention, promotion, graduation and entry to all levels of higher education.
PROGRAM DESCRIPTION
The NC State University Upward Bound Programs serve 186 students annually from 6 high schools (East Wake, Franklinton, Bunn, Louisburg, Northern & Southern Vance High Schools). The program has been a part of the University since 1978 and has assisted thousands of students to enroll in college and gain a college degree.

PARENTAL ADVOCACY CHECKLIST
Changes in Grading Scale and Quality Points In January 2015, the North Carolina State Board of Education approved a standard 10-point grading scale to begin with the 2015-16 school year for all students in grades 9, 10, 11, and 12. This scale was applied for coursework beginning with the 2015-16 school year; grades from prior years will not be altered to fit the new scale. Local school districts are required to follow the new scale at the high school level (grades 9-12), and they may use it in lower grades, if desired. Under the new scale, grades and grade point average calculations will be applied as follows:
A: 90-100 = 4.0 B: 80-89 = 3.0 C: 70-79 = 2.0 D: 60-69 = 1.0 F: < 59 = 0.0 These grades will be reported on the transcript as numeric grades, rather than letter grades as have been reported in prior years.
ACADEMIC STANDARDS FOR UPWARD BOUND PARTICIPANTS
Maintain GPA above 2.5
Enroll in rigorous curriculum - at least one honors AP course per term. Take the SAT/ACT by the spring of the 11th grade reporting results to UB Staff.
Attend Wednesday tutorial sessions when the course average falls below a C in any core course ( Math, English, Science, History, and Foreign Language).

The Academic Year Academy begins on September 23rd, 2017 and ends May 19th, 2018. ATTENDANCE Students are allowed five (5) absences. On the sixth (6th) absence the student will be terminated from the program. A reminder card will be sent after the third absence.
One (1) school related absence per year for the Saturday academy will be allowed with advance documentation. The UB office must receive the documentation on or before the next meeting following the school event. Students will be expected to attend standardized test preparation classes (ACT & SAT) academic and personal skills development, tutorial, financial literacy and/or study hall on Saturdays as well as Wednesday tutorial sessions. Students are responsible for bringing books and supplies to all meet-ings, unless notified by program staff. Each student is responsible for his or her own possessions. Neither the Upward Bound Program nor the University is responsible for loss of personal property. Valuable property or large sums of money should not be brought to Program Activities. Upward Bound participants are expected to respect the property of others. Thefts will not be tolerated. PARENTS The Academic Year Parent Orientation for new students will be held on November 18, 2017 for all parents. Immediately after being accepted students have to attend a Saturday meeting within two (2) of the scheduled Saturday meetings or they will be dropped from the roster. Parents are welcome to visit and participate in some of the Upward Bound events, if space is available. Chaperoning trips will require university approval through background checks. Contact staff well in advance if you are interested.
STANDARDS & POLICIES

PARTICIPATION STIPENDS Students will receive the following participation stipends (Stipends will be distributed in cash or check form); Saturday meeting - $15 and Wednesday Tutorial - $5. Stipends will be reduced at a rate of $5 per policy infraction at the discretion of Program Staff if student’s behavior, academics and attitude are not appropriate to UB guidelines. Additional stipends in $5 increments can be awarded for academic achievement and exceptional displays of attitude. Once the business meeting has begun, all students should remain present in the room until the meeting has concluded. Opportunities to sign rosters (with the exception of attendance) and receive checks will only be made available once during the meeting. If you are not present, your check will be redistributed at the next meeting. When appropriate, stipends will be awarded at the end of the Saturday Academy based on a full day’s participation. Cash stipends will only be distributed once on the day of attendance. Students will be provided lunch on full-day Saturday meetings. Students will receive a $5 meal subsistence for Wednesday night tutorial sessions.

BEHAVIOR EXPECTATIONS/POLICIES
Fighting, using abusive and profane language, stealing, violating policy and regulations, disrespect, unbecoming attitude, disinterest in program or activities and unruly behavior will not be permitted. The abuse of the aforementioned statement is grounds for immediate dismissal. If a student is confronted with the above behavioral infractions, the results will lead to 1 or more of the following: VERBAL WARNING CONFERENCE with the Assistant Director and/or Executive Director and student and/or parent DISMISSAL from the program To insure safety, measures must be taken to prevent a fire hazard. Students tampering with fire alarms, fire extinguishers or other safety equipment, such as panic alert buttons can be dismissed from the program or fined.
North Carolina State University prohibits any form of illegal gambling, drugs, weapons, firearms, and alcoholic beverages to be used or possessed on the campus. Any Upward Bound student caught in the possession of or participating in activities relative to the aforementioned will be dismissed immediately and/or trespassed. Clothing must be appropriate, not disruptive to the learning process and cannot be provocative, revealing, indecent, vulgar or obscene. Students will be expected to dress according to the occasion. Proper footwear is required and shoes must be worn at all times. Underwear must not be visible. If inappropriate attire is worn at a UB event, a parent notification letter will be mailed requesting a parent conference. Student will not be able to resume active participation until the conference occurs. Failure to comply with this policy will result in termination from the program. Students are not to leave campus early, unless it is requested in writing by parent with signature prior to the Saturday Academy.
Public & Private Display of Affection (PPDA) – Students shall refrain from public and private displays of affection while partici-pating in program activities. Any student caught shoplifting will automatically be dismissed from the program. No exceptions. Any student who harasses another student, whether it’s personal, sexual or aggravated, may be dismissed immediately from the program. Parents are to pick up students according to scheduled times at their target high school. If not, there will be a deduction of $5.00 per ten minutes from student’s stipend for being late. Students who will be picked up in Raleigh after the Saturday Academy must be secured by the parent before the designated bus departure time. If parents have not arrived by the appropriate time, students will be placed on the bus to be picked up at the bus stops in the appropriate county. No food, drinks or gum will be allowed on the NC State Activity buses at any time.
Summer Academy Registration
PARTICIPATION POLICY All eligible students are required to participate in the Summer Residential Academy. A MANDATORY PARENT SUMMER ORIENTATION will be held Saturday, April 28, 2018. If you choose not to participate this summer, prior approval from the Upward Bound staff is required. Exceptions for non-participation are as follows through written documentation: (1) participating in another summer program, (2) summer employment opportunities categorized as intern-ships, public service or other academic premise or (3) attending summer school. Failure to attend the program can result in termination from the program. Summer Registration dates are February 17 and March 3, 2018. * Only students with parental representation at the orientation will be permitted to attend the Summer Academy. Summer Bridge Participation is contingent upon satisfactory behavior as an underclassman participant. UB staff will make recommendations for the Bridge Program at the end of the Senior Year based on academic performance and classroom behavior.
CLASSROOM RULES AND EXPECTATIONS
ASSIGNMENTS Students are expected to complete all class assignments to the best of their ability. Cheating is prohibited. Failure to do so will result in a referral to the Academic Coordinator and/or Assistant Director.
ATTENDANCE Each student is required to attend standardized test
preparation classes (PSAT/SAT/ACT), academic and personal skills development, tutorials and or study hall, cultural programs, special events, and all other activities offered by the Upward Bound Program. (Students are allowed five (5) absences per academic year.)
BOOKS AND NOTEBOOKS
Appropriate materials will be provided. You are respon-sible for the care of the materials that have been distrib-uted to you. Notebooks, pens, pencils and paper will also be furnished. You are responsible for bringing these items to the Saturday Academy unless notified by program staff.
CLASSROOM DISRUPTION - Behavior
The academic year component is very important; there-fore disruption of class will not be tolerated. Discipli-nary action forms will be enforced.
DISCIPLINARY ACTION Whenever there is a violation of the Upward Bound rules and expectations in the classroom, the instructor will document the inappropriate behavior by completing a Student Disciplinary Action Form.
The violation will be handled by the Academic Coordi-nator, Assistant Director, or Executive Director depend-ing on the severity of the infraction.
Listed below are sanctions that may result from inappropriate
behavior: Verbal Warning Stipend Reduction Notification of Parents/Guardians Conference with Director Dismissal Students may be restricted from various activities or be required
to complete some type of assignment as a part of the sanction. DESTRUCTION OF PERSONAL PROPERTY
Students will be held financially responsible for destruction of personal property, and any serious offense will warrant dismissal from the program.
DESTRUCTION OF UNIVERSITY PROPERTY
Students will be held financially responsible for destruction of university property. This will be grounds for expulsion from Upward Bound and/or disciplinary action.
DRESS CODE
Students are expected to dress according to UB standards. Young men must wear belts or pants that fit the waist. Hats are not worn inside of the building. No tank tops, halters or bra less tops. Ladies midriff should not be shown, etc.
EXCESSIVE NOISE
Students shall not use excessively loud noise in the class-room or any other college facility. Portable music devices are not allowed during class instruction, tutorials, or forums. Students violating this rule will be subject to confiscation of items and/or referral to the Upward Bound Staff.
FIGHTING
Fighting will not be tolerated. All fights and assaults will be reported to the Upward Bound Office. Assaults with possession of a dangerous weapon will be reported to authorities, which constitute grounds for immediate dismissal.
GUM, FOOD, AND DRINKS ARE NOT ALLOWED IN THE CLASSROOMS. RESPECT
Acts of disrespect to instructors, staff and fellow students will not be tolerated. Violations will be grounds for dis-missal or disciplinary action at the discretion of the UB Program Staff.
STUDY TIME
Students must use their study time in a constructive manner. Self-discipline improves study habits, as well as retention of course material. Portable music devices and or cellular phones are not allowed during study time.
TARDINESS
All students are expected to be on time for all classes, labs and activities. Any student who is consistently tardy will be referred to the Upward Bound staff with possible consequences of dismissal.
ELECTRONIC DEVICES
Cell phones and other electronic devices cannot be used during UB events (classes, workshops, and business meetings). If cell phone or other device is heard or seen during the stated events, it will be confiscated. Failure to relinquish device on initial incident will result in immedi-ate termination. It will be held until a parent conference. A repeat cell phone offense can result in termination.
We hope that you have a full understanding of our standards and policies. The academic year component will require commitment, good will, good judgment, and cooperation. The Program staff also has the authority to issue supplementary regulations as the need arises. These policies will be reasonable and fair. The rationale will be explained to both parents and students. This is your program. If you do your best, you will successfully com-plete the program and enter a post secondary institution.
