Institute Director’s welcomeSkillsTech Australia is one of Australia’s key vocational education facilities and the lead TAFE institute in Queensland for trade and technician training in automotive, building and construction, electrotechnology, manufacturing and engineering, and sustainable technologies.

At SkillsTech Australia we have strong links with industry and centres of excellence to ensure that our vocational education and training qualifications address employer and student needs.

We deliver pre-apprenticeship, apprenticeship/traineeship and post-trade training in a range of ways to meet the needs of regional and metropolitan Queenslanders in all stages of their life. This includes face-to-face instruction, workplace-based learning, texts, videoconferencing and e-learning.

Training is available 50 weeks of the year to allow greater flexibility. All SkillsTech Australia graduates receive nationally recognised and accredited qualifications.

OverviewPrior to enrolling, students must select a program or course to study. Program information including descriptions, vocational outcomes, entry requirements and course fees can be found by visiting www.skillstech.tafe.qld.gov.au or phoning the Client Contact Centre on 1800 654 447.

Students who believe that their skills and knowledge attained through work, life experience or prior study are relevant to their training program may apply to be assessed through Recognition of Prior Learning (RPL) to achieve a full or partial qualification. Before enrolling, phone the Recognition Services Team on 1800 654 447 to discuss this form of assessment.

Note: New apprentices must apply for enrolment through their employer or the Australian Apprentice Centre (AAC). Out-of-trade apprentices may attend only after approval is gained from the Department of Education and Training (DET) Training Services.

To enrol in a program/course, students must:

• meet prerequisites and entry requirements • provide evidence of concession eligibility at time of

enrolment• finalise enrolment fees.

Through enrolling students indicate acceptance of SkillsTech Australia terms and conditions as outlined in the Student Detail Form, Enrolment Selection Form and the SkillsTech Australia Student Guide.

Note: Classes will not be run if there are insufficient enrolments.

Types of fees, payment options and refundsGovernment-funded programs (including apprenticeships)

Because many programs are subsidised by the government, the fees charged to students are usually a small part of the total cost of the program.

Fees charged at enrolment include the student contribution fee, material fees and the institute General Utility Fee. The student contribution fee is set according to the Vocational Education Training and Employment (VETE) Regulation 2000 and increased annually.

Fee-for-service programs

Fees payable on fee-for-service programs are charged on a cost recovery basis and no fee concessions apply.

General Utility Fee

SkillsTech Australia charges an annual compulsory General Utility Fee which must be paid at the time of the student’s first enrolment for the calendar year.

This General Utility Fee covers the cost of a student ID card and access to a large range of resources and services. Note: Access to IT services is valid for the one calendar year.

Fee concessions

Fee concessions are available for:

• Centrelink-issued health care cardholders, pensioner concession cardholders and dependants (online validation will occur at time of processing)

• Department of Veterans’ Affairs Pension Card (blue card only)

• formally identified Australian Aborigines and/or Torres Strait Islanders (evidence required)

• students who have not completed Year 12 and were, or will be, under the age of 17 years at 28 February in the year in which the program is undertaken (birth certificate evidence required).

Note: Concessions are only available at time of enrolment. No refunds will be given on presentation of concession card or other evidence after enrolment.

Payment plans

Students unable to make payment in full at the time of enrolment may be able to negotiate a payment plan.

A Payment Plan Application Form must be completed and approved prior to the start of the class. For a payment plan to be approved, a deposit of $75 or 20 per cent of the total cost of enrolment (whichever is the greater), plus 50 per cent of the material costs and the General Utility Fee, must be paid at the time of enrolment. Payment plan terms and conditions are available from any Client Service Centre or by phoning 1800 654 447.

Concession card holders may wish to contact Centrelink to discuss financial assistance that may be available.

Extreme financial hardship

Students unable to meet the cost of the program fees due to extreme financial hardship need to make an appointment with Student Support Services by phoning 1800 782 000 prior to the commencement of classes.

Financial support

Centrelink provides financial assistance to eligible students and performs regular checks on their work/study performance. Students who don’t meet Centrelink’s attendance requirements or performance obligations may have to repay all allowances received for that period.

Payment of fees

All fees must be paid at the time of enrolment. Fees can be paid by cash, cheque, EFTPOS, money order or credit card (Visa, MasterCard and American Express). Students who want to claim a fee concession must provide evidence at time of enrolment. Note: All Centrelink concessions will be validated online when the enrolment is processed.

Refunds

To apply for a refund, students will need to complete a Change of Enrolment and a Refund Request Form and attach any relevant evidence pertaining to the application.

A full refund will be given if SkillsTech Australia cancels a program or if a student applies for a refund once a transfer credit or exemption has been granted (within five weeks of program commencement).

A part refund (less $10 processing fee) will be given to students who cancel their enrolment before the program commences.

Once the program has commenced, no refunds will be given unless students:

• accept a QTAC offer• suffer an illness or injury preventing them from

completing the program• have exceptional circumstances preventing them from

completing the program.

Note: Documentary evidence will be required for refund applications.

No refund will be given for the General Utility Fee once ID cards are issued or classes have commenced.

Refunds are not available for amounts less than $20. This amount will remain in credit on the student account for a period of six months.

The above refund information does not apply to fee-for-service and international programs. There is no refund available once a fee-for-service program has commenced.

Entry to class

Students will be required to show an enrolment confirmation to each teacher at the commencement of each first class. Students will not be permitted to attend classes until their enrolment is finalised.

Transfer/change to another program

During the first two weeks of study, students are able to change to another program and transfer the fees paid for the old program to the new program. If the new program costs more, the additional fees must be paid at the time of transfer. Note: No refund will be given for material fees if materials have already been issued. All refunds will incur a processing fee.

After the first two weeks of study, students changing to another program are not eligible to transfer any paid fees and will be charged to enrol in the new program.

Once assessment has commenced, students are not permitted to cancel/modify their enrolment.

Withdrawal from a program

To withdraw/drop enrolment, students must complete a Change of Enrolment Form and present it at a Client Service Centre. Students will be liable for all payments for classes commenced, even if they do not attend. Once assessment has been done, students are not permitted to drop/modify their enrolment.

Change of personal details

To ensure students receive notifications, grades, awards and correspondence from SkillsTech Australia, they must keep their contact details up to date. They can make changes by:

• visiting the Student Self-Service website https://enrol.tafe.qld.gov.au

• phoning Client Services on 1800 654 447.

Student support services To assist students with their career and educational goals, SkillsTech Australia offers a range of support services.Students who may need additional assistance or support with their studies can visit www.skillstech.tafe.qld.gov.au or phone 1800 STA 000 (1800 782 000) prior to enrolling.

Career and personal counselling

Student counsellors offer assistance in:

• addressing personal issues impacting on study• planning a career path and exploring program options• linking to other specialist services• managing the transition to tertiary studies.

Disability support

The Disability Coordinator provides a range of support services to promote equitable participation in the learning environment at SkillsTech Australia. Support includes the provision of:

• note takers, readers and scribes• assistive equipment• sign language interpreters• tutorial assistance to support course work.

Indigenous student support

Indigenous student support works between training centres and provides assistance to Aboriginal and Torres Strait Islander students. Support includes:

• tutorial assistance to help students reach their training goals

• orientation and enrolment information• provision of information to community groups

regarding SkillsTech Australia courses.

International student support

The International Student Support Officer is available to help international students settle into Australia and their studies at SkillsTech Australia by providing:

• information about living in Brisbane• support with cultural adjustment and homesickness,

community support and multicultural services• assistance with Overseas Student Health Cover and

health concerns.

International students should refer to the International Student Prospectus for details on services and assistance. A copy of the document can be obtained by phoning the Client Contact Centre on 1800 654 447 or emailing [email protected]

Learning support

Students can do a literacy and numeracy assessment at the beginning of their program to help identify areas in which they may need additional assistance in achieving their qualification(s).

Learning support can assist students with:

• exam techniques• language, literacy and numeracy• study skills.

Student self-service

TAFE Queensland’s Student Self-Service site provides a fast and effective way of enrolling online in a number of programs and managing student records.

It also allows students to quickly and easily change their personal details, view academic records and make payments to their student account.

Skilling Solutions Queensland (SSQ)SSQ is a free information service on training and career options. Educational matters

Privacy statementPersonal information collected as a result of your enrolment will be used by the Department of Education and Training (DET) for general student administration, vocational education, training administration and regulation, as well as departmental planning, reporting, communication, research, evaluation, auditing and marketing. Only authorised departmental officers have access to this information.

Your personal information may be disclosed to Commonwealth and State Government authorities and agencies.

It may also be shared with other TAFE Queensland institutes in which you enrol or apply to enrol, as stated in the TAFE Queensland Student Rules. Your results may be disclosed to QTAC.

If you are an apprentice/trainee, your personal information, attendance details, progress and results will be disclosed to your employer or host employer.

If you are under the age of 18 years, your personal information, attendance details, progress and results may be disclosed to your parent/guardian.

If you are studying at a Queensland Institute of TAFE towards your secondary education, your personal information, attendance details, progress and results will be disclosed to your school, and to the Queensland Studies Authority as authorised by the Youth Participation in Education and Training Act 2003.

If you are a school-based apprentice or trainee, your personal information, attendance details, progress and results will be disclosed to your school and the Queensland Studies Authority.

No further access to your enrolment information will be provided to any other organisation or persons without your consent or, unless authorised or required by law, in accordance with the Information Privacy Principles in Information Standard 42.

Note: As per TAFE Queensland policy, TAFE Queensland institutes must share with other TAFE institutes the personal information (e.g. student name, student number, student address, program of study) of any student excluded (via a formal disciplinary process) from enrolment following identification as “violent” and therefore presenting a risk to “life or health” of other students or staff.

Student rulesTo ensure students maximise the benefits of training and understand their responsibilities and those of others in this diverse environment, there are various rules to follow.

The TAFE Queensland Student Rules 2007 covers the following topics:

• general behaviour• student cards• fees• change of enrolments• progress of study • attendance• safety and dress code• appropriate use of computing and electrical resources• assessment• academic appeals• misconduct.

While studying at SkillsTech Australia, students are required to adhere to the TAFE Queensland Student Rules.

Student ID cards

All students are required to have a student ID card, which must be carried at all times during their study at SkillsTech Australia. The ID card allows recognition as a bona-fide SkillsTech Australia student to teachers and general staff and will be required for borrowing resources, using SkillsTech Australia facilities and sitting exams. Student cards are available from Client Service Centres. The cost of these cards is covered in the General Utility Fee, which is payable at the time of enrolment. Lost or stolen student cards can be replaced for a fee at any Client Service Centre.

Orientation

Students are required to participate in an orientation session prior to commencement of study or with the first class.

The orientation provides information critical to achieving a successful outcome from study.

Attendance

Students are expected to attend classes as scheduled. Absences should be discussed with teaching staff, as continued absences will result in students not participating in those stages of the learning processes or assessment. Apprentice/trainee absences will be reported to employers.

Discipline

SkillsTech Australia has systems and processes in place to manage and deal with any disciplinary matters or any instances of misconduct that may arise while studying with us. For further information, please refer to the TAFE Queensland Student Rules.

Dress standards

Students must be adequately clothed in accordance with occupational health and safety requirements, including wearing all personal protective equipment and/or clothing required in the program. Students are responsible for wearing appropriate clothing which minimises risk to themselves.

Drugs and alcohol

Supply, possession and use of non-prescription drugs are strictly prohibited on training centre property and at SkillsTech Australia events. Students are not permitted to bring alcohol to any training centre or to any activity (including off training centre activities). Any student found to be in contravention of this rule will face disciplinary action which may include suspension, expulsion and/or police action.

Eating and drinking in classrooms

Eating and drinking are not permitted in classrooms and corridors. Bottled water is permitted, except in the computer rooms. This applies equally to staff and students.

Messages

To ensure student privacy and safety, we will not release student details, nor confirm students’ presence, absence or enrolment information (limited exceptions apply, e.g. legal requirements). If students would like to set up access for another person, the Authority to Release Information Form is available at all Client Service Centres.

Messages cannot be taken for individual students, except in emergency situations. An attempt will be made to contact the student, however, no responsibility will be taken for the non-delivery of messages.

Mobile phones

Mobile phones are to be switched off during classes. If exceptional circumstances arise where students will need to leave a mobile phone on (e.g. family illness or emergency), this should be negotiated with teaching staff before a class commences.

Skateboards/scooters

Skateboards and scooters are banned at all SkillsTech Australia training centres. They are identified as posing a risk or danger to SkillsTech Australia community members. They may be confiscated and returned at the end of the day or at a later date. Persons using banned items may face disciplinary action.

Smoking

Smoking and passive smoking are recognised health risks. Government Acts and regulations prohibit smoking within all buildings (including areas outside windows and doors, or under eaves or roofs). Areas where smoking is permitted are clearly marked. No food or drink can be consumed in smoking areas. Failure to comply with these laws shall be documented as misconduct under the TAFE Queensland Student Rules. Queensland Health inspectors have the right to visit and monitor compliance and will issue fines for all breaches.

Access, equity and diversity

SkillsTech Australia promotes an environment which is fair and equitable and free from discrimination and intolerance. Any form of discrimination on the grounds of sex, race, religion, sexual orientation, age and marital or parental status is illegal under the Queensland Anti-Discrimination Act 1991.

SkillsTech Australia will not tolerate discrimination, harassment or bullying of any kind and will take the appropriate action as per the TAFE Queensland Student Rules.

All SkillsTech Australia staff adhere to and are bound by access and equity policies. Students must comply with TAFE Queensland rules or directions and are also bound by Laws of Parliament.

Support and advice is available from counsellors, teachers or harassment referral officers if students feel they are being harassed or discriminated against.

Staff code of conductStaff behaviour is governed by public service rules and regulations. The DET Code of Conduct provides an outline of basic expectations of public service staff, which are applicable to all TAFE Queensland staff.

Anyone wishing to provide feedback on staff behaviour can do so by following the feedback and complaints process.

Feedback and complaintsStudent feedback provides SkillsTech Australia with important information to help us improve our services. Students can submit their feedback, complaint or compliment by:

• submitting an online feedback and complaints form available on the SkillsTech Australia Student Intranet or website at www.skillstech.tafe.qld.gov.au/about_us/feedback.html

• sending an email to [email protected]

Have Your Say formComplete a Have Your Say Form, available at Client Service Centres and designated areas at all SkillsTech Australia training centres. Return forms to a designated box at any training centre or by post (postage paid).

AssessmentAssessment will be conducted in an open, accountable and transparent manner with particular emphasis on the aspects of fairness and equity for all. Assessment practices will enable students to take full advantage of credit obtained from previous study.

Assessment will incorporate alternative approaches to suit people who would otherwise be disadvantaged by cultural background, language ability or personal disabilities.

Students will be advised of assessment requirements when their current training program begins. All assessment work must be completed by due dates to be eligible for a result.

Recognition of Prior Learning (RPL)

Students who believe that their skills and knowledge (attained through work, life experience or prior study) are relevant to their training program may apply to be assessed through RPL to achieve a full or partial qualification. Fees for RPL assessment are structured to minimise student costs.

Credit Transfer/National Recognition

Credit Transfer is the process that recognises any completed “formal” study that is relevant to the chosen training program. Formal study is organised learning and assessment that is undertaken in educational institutions, including schools, universities and TAFE institutes.

Documentary evidence (for example, academic transcript, qualification, result of assessment) must be provided so the assessor can establish whether the skills and knowledge required in the proposed training program have been covered.

Under the principle of National Recognition, SkillsTech Australia will recognise a qualification that is valid under the Australian Qualifications Framework (AQF) issued by another Registered Training Organisation.

Results

Results will be mailed within 21 days of completion of a competency. Students are able to obtain a reissue of results for a small fee or they can be viewed free at Student Self-Service (https://enrol.tafe.qld.gov.au).

Awards

To obtain an award, students must have successfully completed all requirements of the qualification within the specific timeframe and have paid all fees. An award will be posted to the student’s postal address within 21 days after successful completion of study, should all eligibility criteria be met. For apprentices, this includes their completion agreement being signed and returned.

If students have any outstanding fees or debt with TAFE Queensland, they will receive a letter explaining that their award will not be issued until all amounts are paid.

A lost or misplaced award can be reissued for a fee once the student has provided a statutory declaration.

Academic appeals

Students who are dissatisfied with academic decisions may apply for a Re-evaluation of Assessment within 14 days of receiving their results. If they are dissatisfied with the outcome, they have a further Right of Appeal, as stated in TAFE Queensland Student Rules, which can be found at the SkillsTech Australia website.

Facilities and resources

Facilities and resourcesBookshops

Students can purchase their textbooks and other stationery at any of the independent bookshops located at most of our training centres. For locations and opening hours, please phone the Client Contact Centre on 1800 654 447.

Canteens

Canteens offering a range of hot and cold food, drinks and snacks are available at most training centres. For a quick snack, vending machines are also available at most training centres.

Client Service Centres

Client Service Centre staff will assist students with enquiries, enrolments and payment of fees. For Client Service Centres opening hours and locations, phone 1800 654 447.

Libraries

SkillsTech Australia students have access to modern, well-equipped libraries. Proof of enrolment (student ID card) must be produced in order to borrow resources. Other facilities are also available including computer access, audiovisual equipment and photocopiers (charges apply).

Parking

Free parking (including disabled parking) is available at all SkillsTech Australia training centres. Please note that vehicle parking is at the student’s risk. For more details on parking, phone 1800 654 447.

Security

Security officers are available at each SkillsTech Australia training centre. To maintain and protect SkillsTech Australia property, students are encouraged to immediately report any suspicious behaviour to security staff. Students are advised to

securely lock all cars and bicycles. SkillsTech Australia is not responsible in any way for private property of students or staff. Do not leave valuables in unattended bags.

Property damage

Students are required to report all damage to a staff member immediately. Anyone wilfully damaging property will be held liable for cost and may be disciplined or expelled.

The following are criminal acts and any breach of the student rules will be dealt with by SkillsTech Australia accordingly for:

• damage• downloading inappropriate material• misusing information• unauthorised accessing• violating copyright.

Lost property

Any property found on SkillsTech Australia grounds should be delivered to a Client Service Centre where it may be retrieved on proof of identity. Lost property will be held for one month before being disposed of. Students are responsible for the safe keeping of personal items. Any incidents of theft should be reported to a Client Service Centre.

Health and safetyStudents are required to observe any lawful directions given by SkillsTech Australia staff to ensure the safety of individuals and the orderly conduct of learning programs in line with Workplace Health and Safety legislation.

This includes the use of protective equipment, e.g. safety glasses, boots, overalls, sunscreen and hats specific to programs of study.

Workshop areas are off-limits to students unless supervised by a teacher. Students who fail to follow rules and directions may be excluded from practical classes. On industry visits, all safety directions must be followed.

Failure to follow workplace health and safety directions can result in disciplinary action. Students who do not comply with the Workplace Health and Safety Act 1995 requirements can face fines and other action. In addition, students are expected to report any incidents, injuries or unsafe situations or practices to staff members, teachers or tutors.

Evacuation procedures

In the event of an evacuation:

• if students are in class when the alarm sounds, move quickly (but do not run) to the designated assembly area under instruction from the teacher

• if students are not in class when the alarm sounds, move directly to the assembly area

• descend stairways no more than two abreast• keep to the outside on stairways to allow access for

emergency personnel• do not use lifts• teachers will call the roll at the assembly point to

check that all students are accounted for• do not leave the assembly point until the all clear has

been given• do not re-enter the building or take refuge in toilets,

store rooms, rest rooms or student common rooms.

It is recommended that students familiarise themselves with the evacuation points at their training centre.

Fire

In the event of fire:

• sound the alarm (activate Manual Call Point by breaking the glass)

• evacuate the area immediately• notify any SkillsTech Australia staff member of the

location of the fire• follow normal evacuation procedures• follow all instructions given by emergency personnel.

Accidents and first aid

In the event of an accident or illness:

• assess the situation (danger of electrocution, falling objects etc)

• ask for assistance from any SkillsTech Australia staff member

• stay with the patient• call for an ambulance (if required), by using the

nearest phone to dial 000.

Role of the Supervising Registered Training Organisation (SRTO)

SkillsTech Australia will facilitate the development and delivery of the training plan, and develop a training record that is task focused and allows for monitoring of the apprentice’s or trainee’s progress. We will provide information and advice about training for all apprenticeship/traineeship needs.

Training Contract

An apprentice or trainee (including an existing employee) is a person employed under a training agreement with an employer. Apprenticeships and traineeships provide a combination of employment and structured training. An apprentice or trainee is contracted to an employer for a nominal period of time, enabling them to successfully gain competence in a trade (apprenticeship) or vocational area (traineeship).

The Training Contract outlines the roles and responsibilities of each party. Information, advice and assistance on the contract can be provided by the chosen Australian Apprenticeship Centre.

The training contract has an agreed start date and nominal term, which are set by the Department of Education and Training (DET) in consultation with the particular industry.

Apprenticeships and traineeships are competency-based. This means that they may be completed when all the required competencies have been completed, irrespective of the length of time served.

In addition to the roles and responsibilities outlined on the training contract, all parties must abide by the provisions of the Vocational Education, Training and Employment Act 2000.

Supervision

It is the employer’s responsibility to establish and maintain adequate training supervisory arrangements in the apprenticeship/traineeship.

The ratio of apprentices/trainees who may be employed in an establishment is set at one apprentice/trainee to each tradesperson employed in the apprentice/traineeship calling within the establishment.

The allowable ratio can vary with some trades. Employers may apply to the Training and Employment Recognition Council to exceed the ratio for apprentices/trainees or they may discuss it with the SRTO.

The minimum requirement for the provision of adequate training supervision of apprentices/trainees states:

“The tradesperson or qualified person designated to supervise the apprentice or trainee is required to be permanently engaged at the same workplace as the apprentice or trainee and be predominantly employed during the same working hours as the apprentice or trainee.”

SkillsTech Australia will confirm these arrangements via the Employer Resource Assessment at the induction.

Probation

Each apprenticeship/traineeship has a probationary period. This period allows the employer and the apprentice or trainee time to work together and decide whether to continue with the apprenticeship or traineeship.

Apprentices/trainees who are unsure of their probationary period or what it means to them should phone Apprenticeships Info on 1800 210 210.

SkillsTech Australia will negotiate the training plan and training options for the apprenticeship/traineeship within the probation period.

Training plan

Every apprentice/trainee must have a training plan. SkillsTech Australia will develop this document in consultation with the employer and apprentice/trainee at induction.

The training plan outlines the agreed training to be delivered to the apprentice/trainee by SkillsTech Australia supported by experiences/training provided in the workplace by the employer.

It will outline how, where and when skills are to be achieved and is used to assist the parties monitoring the progression of the apprenticeship/traineeship.

Training record

SkillsTech Australia is required to issue a training record to apprentices/trainees. The training record is important and the apprentice/trainee must record their training in it.

This record must be given to the employer and/or SkillsTech Australia on a regular basis of not more than three months. Apprentices and trainees attending a SkillsTech Australia training centre must bring their training record with them to be inspected and/or record particulars of the training completed.

Note: From time to time, DET may also request the apprentice or trainee to produce their training record for inspection.

Failure to maintain a record of training undertaken or to produce the training record when required may result in a penalty being imposed by DET.

Language, literacy and numeracy

At induction, SkillsTech Australia will assess the apprentice’s/trainee’s level in language, literacy and numeracy (LLN).

The level of ability required is determined by the program entered. For example, a Certificate IV program requires a higher standard of LLN than a Certificate II. If the student is a school-based apprentice/trainee, their school will be notified of any assistance that is required.

Training

SkillsTech Australia is responsible for providing competency-based training to apprentices and trainees. Competency-based training focuses on what a person can do as a result of their training and experience, rather than time served.

SkillsTech Australia’s structured competency-based training can include:

• classroom delivery, including block release, at a SkillsTech Australia training centre, supported by experiential learning on the job

• flexible delivery, including video link, teleconference, correspondence, workbooks, online self-paced and internal and classroom links, supported by experiential learning on the job.

The method chosen by the parties must be included in the training plan and structured to ensure the apprentice/trainee acquires the full range of competencies.

Irrespective of the mode of delivery chosen, the apprentice or trainee must be withdrawn from routine work practices/productive work to undertake structured training and assessment.

Assessment

Apprentices and trainees will be assessed for the units of competency on their training plan. The trainer will then provide feedback about their level of competence for those units.

Supplementary assessment

If the outcome of the assessment is “not competent”, apprentices and trainees are entitled to a supplementary assessment. Tutorial support is available before they do the scheduled supplementary assessment.

For apprentices and trainees who fail to achieve competency at the supplementary assessment, SkillsTech Australia will advise the employer and initiate a “Failure to make reasonable progress” process. Then we will work together to identify further training arrangements.

Failure to make reasonable progress

Failure to progress will usually relate to the combination of the training delivered by the employer and the training organisation.

In this case, SkillsTech Australia will review the training plan in consultation with the employer and the apprentice/trainee. SkillsTech Australia will notify the employer if an apprentice/trainee has:

• ceased training with SkillsTech Australia• not attended a scheduled supplementary assessment• not reached competence for the same unit(s) of

competency twice.

Completions

Completion is instigated by the employer and the apprentice/trainee after they agree that all competencies outlined in the training plan have been completed on and off the job.

The employer or apprentice/trainee must submit a signed notice, that the apprentice/trainee has completed the training, to SkillsTech Australia within 10 working days.

SkillsTech Australia will advise DET that completion has occurred. SkillsTech Australia must be satisfied that the apprentice/trainee possesses the necessary skills and competencies and will issue (within 21 days) the appropriate

qualification or statement of attainment prior to advising DET.

Upon advice from SkillsTech Australia and subject to certain criteria being met, the Training and Employment Recognition Council will then issue the Completion Certificate to the apprentice/trainee.

Extensions/notifiable events

Notifiable events relate to a registered training contract and include situations where the employer decides the apprentice/trainee is failing to make reasonable progress.

If the nominal term of a registered training contract is to end before the apprentice/trainee has completed all training and/or achieved all of the required competencies within the training plan, either or both of the parties must apply in writing to the Training and Employment Recognition Council to extend the nominal term.

The Council may extend the nominal term, by a reasonable time, if it believes the apprentice/trainee can complete training in the extended nominal term. A Booking Officer at SkillsTech Australia may help with this process.

Employers are required to report notifiable events to DET within 14 days of the event happening. Cases where the employer decides training cannot be completed within the nominal term are identified by the Vocational Education, Training and Employment Act 2000 as “notifiable events”.

Employers should become aware, well before the nominal completion date, that an apprentice/trainee will be unable to complete training within the nominal term.

Travel and accommodation subsidy

DET provides financial assistance to apprentices and trainees who have to travel from their usual workplace to attend training. Note: This does not apply to school-based apprentices and trainees. Please contact the school to discuss travel and accommodation subsidies, and to obtain an application form. These applications are considered individually.

The travel and accommodation subsides are available to apprentices/trainees who are required to travel at least 100 kilometres (round trip). The subsidies are paid to the closest Supervising Registered Training Organisation that is able to deliver the training program. Eligible apprentices and trainees may receive assistance for travel to and from

required training and, when on block release training, for a daily accommodation subsidy during that training.

Apprentices/trainees who are required to travel more than 100 kilometres (round trip) to attend training can access accommodation information via an internet search using the following keyword phrases:

Employer obligations

The employer must:

• provide, or arrange to provide, the facilities, range of work and supervision to train the apprentice or trainee as specified in the training plan (and schedule, if school-based)

• deliver to the apprentice or trainee the training that the employer is required to deliver under the training plan

• notify SkillsTech Australia and the nearest DET office in writing within 14 days if the employer believes:

• that the apprentice/trainee is failing to make reasonable progress; or

• the apprenticeship/traineeship will not be completed in the nominal term

• notify the SRTO in writing within 10 days of both employer and apprentice/trainee agreeing that the training required to be delivered by the employer, under the training plan, has been completed

• for school-based students, when the student has completed school but not the training plan, negotiate and lodge an amendment of the training contract to full or part-time employment arrangements with DET.

The employer’s general responsibilities include:

• delivering training to apprentices/trainees• ensuring supervision in the workplace• paying wages and providing entitlements• releasing apprentices/trainees from work to participate

in training delivered by the SRTO• carrying out all other obligations of an employer

(safety, fair treatment etc).

Apprentice/trainee obligations

The apprentice/trainee must:

• if school-based, negotiate the Education, Training and Employment Schedule with the employer, SRTO and school

• behave in a courteous and professional manner• obey all lawful directions• work towards achievement of the competencies

detailed in the training plan• as instructed, undertake any training and assessment

related to the training plan• maintain a record of training in his or her training

record book or electronic profiling for Electrical and Refrigeration

• acknowledge that all workplace instructions and any other material which comes into the apprentice’s/trainee’s possession as a result of the training remains the property of the employer (except entitlements, as determined by the Vocational Education, Training and Employment Act 2000).

Note: While the apprentice or trainee is under the age of 18 years, the parent/guardian identified in the training contract must ensure they uphold the responsibilities listed above.

Participants may also be required to comply with directions given under the Education (General Provisions) Act 1989. When the apprentice/trainee turns 18 years of age, the parent/guardian is no longer party to the contract.

Booking confirmations

Employers will receive a Booking Confirmation once the induction has taken place between employer, apprentice/trainee and SkillsTech Australia.

Training notices

Apprentices/trainees and employers will receive a Training Notice six weeks prior to training. It is the responsibility of the apprentice/trainee to enrol and organise payment two weeks prior to the start of the block. Exceptions apply when bookings are made at late notice.

Pre-enrolment of apprentices

Students will be contacted approximately six weeks prior to the start of their block to discuss enrolment and payment options.

Please note that all enrolment fees must be finalised two weeks prior to start of block. For details on enrolment

options, concessions and payment options, please refer to the ‘Enrolment, fees and assessment’ section in this student guide.

Misconduct while attending school (school-based apprentices/trainees)

If apprentices/trainees are suspended from school as a result of misconduct while under the care and supervision of the school, they may continue in the school-based apprenticeship or traineeship.

However, school-based apprentices/trainees excluded or expelled from school cannot, by definition, remain in their apprenticeship/traineeship under school-based arrangements.

Serious misconduct and cancellation of contract

The Vocational Education, Training and Employment Act 2000 makes provision for an employer who has a training contract with an apprentice/trainee to immediately suspend the training contract if the apprentice/trainee engages in serious misconduct and, because of the misconduct, the employer decides it is unreasonable to train the apprentice/trainee at that time.

The Act defines serious misconduct as:

• theft, assault, fraud• being under the influence of drugs or alcohol at work • causing imminent risk of serious bodily injury or

work-caused illness or a dangerous event happening; and/or

• behaving in a way that is inconsistent with the continuation of a registered training contract.

Before employers take action to suspend an apprentice/trainee for serious misconduct, they are advised to phone Apprenticeships Info on 1800 210 210.

Additional information for TAFE Open Learning students

Studying via distance learning through TAFE Open LearningSkillsTech Australia offers a number of programs through distance learning. For further details, phone the Client Contact Centre on 1800 654 447 or visit www.skillstech.tafe.qld.gov.au

Conditions of enrolment

The program enrolment is valid for a period of six months from the date of the initial enrolment, unless otherwise stated. Students can enrol in only one unit of competence at a time, unless authorised by management.

Learning materials

Enrolment in programs without learning materials will occur only if students are:

• applying for RPL and do not require materials• enrolling in a program that does not require learning

materials, for example, workshops and/or practical classes

• re-enrolling into the same program following the conclusion of the initial six months of study when materials are still current.

Centrelink allowances

Some distance learning programs are approved by Centrelink. If students are studying the prescribed full-time rate and meet other eligibility requirements, they may be eligible for an allowance. For further information, phone Centrelink on 13 24 90 or visit www.centrelink.gov.au

Students who require assistance in planning their enrolment to meet Centrelink requirements should phone TAFE Open Learning on 1800 657 387.

Refund policy

SkillsTech Australia’s refund policy for TAFE Open Learning students is in accordance with the Vocational Education, Training and Employment Regulation 2000.

The following conditions apply:

• all learning resources issued must be returned to SkillsTech Australia in an unmarked condition

• no refunds or transfers are available for any programs where assignments have been submitted, tutorial

assistance has been given or workshops have been attended

• an administration charge applies for proceeding with the refund application

• interstate charges are a non-refundable administration charge.

Refunds are not available for amounts less than $20. This amount will remain in credit on the student account for a period of six months.

To apply for a refund, students need to complete a Change Enrolment and Refund Request Form. To obtain this form, please phone the Client Contact Centre on 1800 657 387.

Library services

The SkillsTech Australia library offers a free postal service for distance learning students within Australia. We have copies of most reference books mentioned in learning materials, as well as a wide range of other resources students may find useful.

Upon enrolment in any distance learning program, students will automatically be eligible to borrow from the SkillsTech Australia library.

Resources available 24 hours a day, 7 days a week include:

• all Australian Standards• Building Code of Australia Online• online databases providing full text and abstracts for

thousands of journal articles• other databases• research guides.

Internet access

Internet access is available free of charge in the SkillsTech Australia library. If students need to print from the internet or another source, there will be a small charge.
