1.0 Introduction
The Architectural Services Department (ASD) has appointed Andrew Lee King Fun &
Associates Limited (ALKF) as lead consultant to conduct the refurbishment of existing security
fencing at Tung Tau Correctional Institute.
2.0 Site Appraisal
Two site visits were conducted on 11th
December 2012 and 9th
May 2013 separately. During the
site visits, it is observed that some corrosion of existing fencings and deterioration of
corresponding footings are found. Some of the fencings are erected on top of retaining walls at
slope toe level while others supported by footings on the slope. Obviously, the defective
fencings and footings need to be replaced in accordance with the standard details as per
Correctional Services Department (CSD). The site visit photos including panoramas are
attached in Appendix A for reference.
As requested by the client, some of the perimeter fencing within defective posts should also be
replaced or refurbished by the two types of required fences. Layout, elevations, and replacement
schedules for both steel posts and security meshes are available from latest GBPs.
3.0 Scope of Structural Works
As advised by the Architect, the proposed refurbishment works include replacement of existing
perimeter steel posts, footings and security meshes where necessary. Based on the available
information, the scope of structural works included are as follows:
• Ground Investigation works including vertical drill holes to verify the geotechnical condition
of the site to be carried out and trial pits to verify the existing retaining walls and utility at
proposed fencings. (For G.I. report, please refer to Appendix B)
• Conduct conditional survey to the existing structure before and after the completion of all
works;
• Carry out structural investigation on existing footings prior to the replacement of fencing
• Provide structural drawing for the proposed security fencing in accordance with the standard
details as approved by CSD
• Provide structural drawing for new footing and the connection details of the proposed
fencing as required.
4.0 Information Available for Structural Adequacy Assessment
No record plans of the existing structure were obtained from ASD. Also, foundation plan and
structural design information cannot be retrieved and hence it is recommended that structural
investigation should be conducted in order to obtain adequate structural information for
assessment and further detail design.

5.0 Discussion and Recommendation
Design Requirements
During the site visit, the clients requested to carry out the upgrading of the existing security
fencing to the latest standard in accordance with Correction Services Department (CSD)
requirement.
Increased Design Wind Load in Line with Current Wind Code
According to the topographic survey plan from architect, the local topography is considered
significant at the proposed site location according to current wide code which may result in
larger new footing size than the existing one and an increase in pressure input when checking
stability of the slope.
Drill in Systems for Fencings on Retaining Walls
If retaining walls are present as the supports for the refurbished/replaced fencings, a system of
drill in bars with Hilti Re-500 adhesive should be provided together with a layer of 50mm THK
cement to make good the rough surface.
Further Considerations
The major concerns of this project are the restricted clear spacing for the proposed footing
adjacent to the slope and the stability of slope at the proposed site. As the topography of the
adjacent slope is varied, further geotechnical assessment of the adjacent slope might be required.
The slope stability should be examined prior to the construction of footing to avoid the adverse
effect on the stability of slope. If it gives a dissatisfactory result, then strengthening works for
the existing slope should be carried out correspondingly.
No working tools, construction material or construction debris is allowed to stockpile inside the
prison without consent from CSD & the Architect. Construction debris should be stockpiled at
approved area and remove off site daily.
Although bearing capacity w/o wind is assumed to be 100kpa according to G.I. report, plate load
test may still be required to verify the actual magnitude subject to ASD’s considerations or any
changes in detail design stage.
6.0 Conclusion
Based on the abovementioned, it can be concluded that the proposed replaced fencing is feasible
when the slope stability is satisfactory (strengthening works may be required if necessary), and
sufficient working space can be provided.
