Empowering Citizens Directly:Using ICT to Promote Accountability

The Bolivia Experience: Geo-referencing

Geo-referencing can increase accountability in development and improve project quality by:

– Linking projects to demographic data to show poverty impact (Bolivia)

– Providing citizens with data on location of development projects, so they can visit sites

– Ultimately, allowing citizens to upload data on project quality as part of supervision

Procurement Monitoring in the Philippines: Geo-referencing and Crowd

Sourcing

Pilot program with the Department of Education: textbooks, school furniture, construction of school buildings

Leverage to adapt to the Road Watch program with the Department of Public Works and Highways: road construction & maintenance
