Strengthening Collaboration on Regional Projects ASEAN countries and its neighbouring regions are presented with unprecedented supply-side
opportunities to reduce its infrastructure gap. Such opportunities are created due to recent trends such as the trilateral partnership between the US, Australia and Japan in mobilising investments for infrastructure projects in the Indo-Pacific region; the ramp-up of China’s Belt and Road Initiative over the last few years; and Japan’s continued support for infrastructure development in Southeast Asia, amongst others. Considering the above trends, effective collaboration among stakeholders has been identified as one of the key factors for determining project success. Public- and private-sector parties in Singapore and the region have important roles to play in creating ideal platforms for activities such as professional services and financing in cross-border projects. This panel brings together senior representatives from public and private enterprises, multilateral institutions, investors as well as commercial banks from Singapore and the region to discuss how collaboration can be further strengthened to facilitate the success of inbound investments into the region.

Track 1: Lubricating the Wheel – Investing in BRI Projects and Project Financing The financing gap in developing Asia is immense, and while there is an abundance of capital in the
market, there has been a mismatch between investment demand and the provision of capital due to issues like project bankability. How do investors and capital providers determine which projects are bankable? Why are some projects able to secure sufficient financing, while others are limited to the feasibility evaluation stage? How effective will new financing sources such as securitisation of project finance loans or green bonds prove to be an alternative financing tool?

Track 2: Dispute Resolution on Regional Projects With the involvement of multiple counterparties and stakeholders that straddle across different
legal jurisdictions, cross-border projects may be susceptible to complicated dispute resolution processes. How can international law firms and arbitration centres in the region work together to establish an internationally recognised dispute resolution process which investors can draw comfort from? This panel will explore the key issues of dispute resolution in regional projects and share Singapore’s experience in the establishment of an international mediation panel with China, which targets disputes arising in BRI projects.

been implemented in Southeast Asia and beyond, covering various sectors such as power, water, transport and more. Which are the landmark projects that have been successfully delivered? Can their structures and models be replicated for similar projects in other countries? What are the main obstacles faced in projects and how can they be overcome? What are some pipeline projects and development directions in these target countries? Are there effective ways for local SMEs (small and medium enterprises) to proactively participate in these projects by sharing domestic market knowledge, or team up with larger players to venture abroad? This panel discusses the lessons that can be drawn from past and present projects, as well as explore future business and investment opportunities.
