Due to recent energy reform legislation that opened up for-eign investment in the oil industry, experts predict that Mexicocan expect a 2 percent GDP boost by 2025, and about 2 mil-lion new jobs. The electronics industry of Mexico has grown enormouslywithin the last decade. Mexico has the sixth largest electronicsindustry in the world

Mexico is the largest North American auto producing na-tion, surpassing the US and Canada. Ford, GM, Chrysler,Volkswagen, Nissan, Toyota, Honda, BMW, Mercedes-Benzand Mazda all operate plants in Mexico.

Job growth is particularly strong in the manufacturing andexport sector, causing reported Mexican immigration to theU.S. to fall to a trickle.

Additionally, Mexico has experienced monetary stabilityfor well over a decade.

Clearly, although not without its problems, Mexico is rap-idly advancing and evolving into a world power.

Nestled in the Sierra Madre mountains ofsouthwestern Mexico at an altitude of 1,525meters (about a mile high), is Lake Chapala,the largest natural lake in México.

Protected by the surrounding mountains, theclimate here is said to be one of the best in theworld. Almost a million tourists visit the areaannually, making it second only to Cancun inMexico tourism.

Additionally, Lakeside is ideally located, pro-viding easy highway access to many populardestinations in Mexico. About 30 minutes northof Lake Chapala lies Guadalajara, Mexico’ssecond largest city, population over six million.

What lies behind the tremendous appealLake Chapala is often described as a magical place, an

idyllic piece of paradise. Certainly no place is perfect, but,there is most certainly something special that draws peoplehere by the thousands, many of whom never want toleave....except perhaps to visit friends and family.

Driving in Mexico: Follow the ruBy Lic. Spencer R. McMullen

Driving in Mexico isn’t as bad as it is made out to be if youknow the rules and how things work.

As crazy and aggressive as the driving sometimes seems,there appears to be relatively few accidents. But do makesure you have Mexican insurance -- mandatory here in Jalisco-- just in case! In the event of an accident, you will need tohave an adjustor come to the accident site immediately.

Federal, State and Municipal PoliceUnlike the US where all law enforcement officers can en-

force traffic regulations, that isn’t the case in Mexico. InJalisco, enforcement is generally only by State Traffic Police(Viales or Transitos), driving blue and white trucks (or thenew white ones with red lettering) with red and yellow flash-ing lights.

On federal highways traffic is regulated by the Federal Po-lice, in dark blue cars saying Policia Federal. Municipal andregular state police do not enforce the traffic laws (exceptionin Puerto Vallarta), although they can stop you for traffic vio-lations as an excuse to search you or question you.

Occasionally, a cop will try to intimidate you into paying abribe. Usually, this is a bluff.It is best to demand theticket; bribery is illegal andwill probably cost more thanthe ticket itself, especially ifpaid within 5 days, whichentitles you to a 50% dis-count. If paid within 11-29days then you get a 25% dis-count.

There are rare cases whenthe transit police or other po-lice can impound your vehicle:if it was involved in an acci-dent, used in a crime, has nolicense plates or fake plates,or you are driving under theinfluence. Sometimes offic-ers will also threaten to takeyour license or other docu-ment as security for paymentof the fine. Jalisco State traf-fic officers are not authorizedto do this; however, federalpolice are.

nicipal Police is considered “preventive.” They do not en-force traffic violations but they will arrive at accident scenesand will detain drivers if they have been drinking or if theycaused injury accidents. The municipal police use traffic of-fenses as an excuse to pull drivers over and search them andtheir vehicle, although they are looking for drugs and weap-ons and cannot write you a traffic ticket.

STATE TRAFFIC POLICE (VIALES OR TRANSITOS)enforce traffic laws and can issue tickets in populated areas.

CHAPALA MUNICIPAL POLICE, whose duties and actionsare largely preventve and aimed at protection. Although theycan stop you, they cannot issue traffic tickets.

FEDERAL POLICE patrol federal highways and are typicallycalled federales.

JALISCO STATE POLICE exist for protection. They can stopyou for a traffic violation as an excuse to search or question.

a car in Mexico is important andneed not be daunting for foreigndrivers. Here's how to avoid troublewith our Mexico borders.

1. Possess a valid, currentdrivers license. The Mexicangovernment recognizes validU.S. and other foreign driverslicenses as legal in Mexico.

2. Be insured. Insurance insome Mexico states is notmandatory, but in Jalisco, it is!U.S. or other foreign auto in-surance is not valid in Mexico.Short-term insurance can bepurchased at the border, onlineor at Lake Chapala .

3. Follow driving rules. Mostdriving regulations are verysimilar to those in the U.S.,with a few exceptions. Passen-gers can drink alcohol while thevehicle is moving, although thedriver cannot. In addition, onlythe driver must wear a seat belt.

4. Watch for road signs. Road signgraphics differ drastically from U.S.signage, but are somewhat self-ex-planatory and don't require muchSpanish.

5. Carry photocopies (only) ofdocuments related to entry, car reg-istration, insurance, etc. in your ve-hicle.

6. In case of an accident or theft ofthe vehicle, the incident should beimmediately reported to the nearestMinisterio Público.

Tips & Warnings• Watch for "topes," large speedbumps present in some areas that couldcause damage to a vehicle's undercar-riage.

• Watch for wandering animals onthoroughfares, particularly after dark.• Military checkpoints are presentthroughout Mexico. Don't worry, theseare focused on catching criminals, not or-dinary residents or tourists. Proceedslowly and do as you're told.

The “Mordida”The mordida, or bribe in the local

slang, is encountered less and less nowa-days and Mexico is working to eliminatethis practice. Do not by any means as-sume that the officer will let you off witha warning in exchange for some foldingmoney. Keep in mind that many Mexi-can policeman are honest, and you mayget in hot water for offering a bribe. Asin most places, courtesy and respect aremost important.

Obtaining a Mexican LicenseChapala area residents can ob-

tain Jalisco driving permits at the lo-cal SVT traffic department head-quarters. The SVT office is locatedat Hidalgo 92, on the south side ofthe Carretera (highway) in Riberasdel Pilar, telephone 765-4747.

Interested parties should stop bythe office in advance to obtain acomplete list of document require-ments, costs and other pertinent in-formation. Service is offered Mon-day through Friday from 9-11 a.m.(first issuance) and 9 a.m.-2 p.m (re-newals). Applicants who are not flu-ent in Spanish should take some-one to act as an interpreter.

Green AngelsThe Mexican government oper-

ates a roadside assistance programcalled the "Angeles Verdes" or"Green Angels". The white andgreen trucks and their operatorshave the wherewithal to fix manydebilitating automobileconditions. Services

and information are free; parts or gasoline (ifnecessary) mustbe paid for.

Mexico health care system ranks in top 5 worldwideHigh-quality care, modern facilities & low-costs attracting medical tourists

Global Retirement Index for 2014,Mexico is among the Top 5 countriesfor efficiency of their health care sys-tem and how well they make for re-tirement destinations.

Around one million foreignershave pulled up stakes and settled inMexico. Studies such as the GlobalRetirement Index say one of thebiggest reasons behind this influx isMexico’s high-quality, low-costhealth care.

foreigners (mostly Americans and Canadians) visit Mexicoevery year to obtain significant savings on medical treatment,procedures and prescription drugs.

For example, prescription medications in Mexico (exceptcontrolled substances) are usually available over-the-counterat about 40% to 50% less than one would expect to paynorth of the border. Generic equivalents are often availablefor even less. And, a cost comparison of some commonprocedures shows Mexico pricing to be 75% to 80% lowerthan in the US.

Quality of CareMedical training in Mexico is equal to that north of the

border, with the same amount of schooling required. In fact,many physicians have attended U.S. or European medicalschools. The vast majority of residents and medical tourists(those who travel to a foreign country for specific medicalcare) rate the quality of care “as good or better” than that intheir native country.

Health Care CoverageMexico offers excellent, low-cost services to anyone

within Mexico’s borders. Two nationalized health care pro-grams are available to everyone (including expatriates):

• IMSS, which is similar to major medical, costs around$300 USD annually for an individual, with family discounts

• Seguro Popular, which includes even most prescriptiondrugs, is a free or almost free plan for those who have noother insurance.

Additionally, a number of private plans exist which cost farless than what its neighbor to the north charges.

So whether a visitor stays or just comes to temporarilytake advantage of Mexico’s health care system, they’ve cometo the right place for.

By Tara A. SpearsIt’s always a great time to cruise around on the Mexican

highways.Having just had a scenic trip from Jaltemba Bay to

Guadalajara, there are a couple of new items that regularseasonal drivers might note:

• Watch for construction on toll roads, which may involverock slides, resurfacing and many detours to a single lane.For examply, as of this writing, nearly half of the cuotasystem from Guadalajara to Tepic isgetting a facelift.

• A nifty emergency system is beinginstalled: These bright yellow callboxes are situated about ever 10kilometers, and provide concretebenches to wait for help.

Tips for Safer DrivingIn addition to hyper-defensive driving here are a few other

tips to make your Mexican trip safer:• When driving in Mexico don't just rely solely on brake

lights on the vehicle in front of you as the only warningthat it is slowing down or preparing to turn: a droopingarm out of the window without brake lights means thesame thing.

• Especially for Americans and those driving American-made vehicles, the Mexicanspeed limits are stated in kilo-meters (1 mile = 1.6 kilometers),so adjust your speed according.

• In larger towns and cities youwill find traffic signals(semaforos). Unlike stop signs,traffic signals are more likely to be enforced, and Mexi-can drivers follow the rules. Yellow lights are a signal to

stop, not just to slow down. Be aware that traffic signalsin Mexico blink before changing, so prepare to stop ifyou are approaching an intersection with a blinking greenlight. You can get a citation for taking aright on red in Mexico although you willsee many drivers doing it anyway.

• My personal nemesis: topes, the fa-mous Mexican speed bumps. Topes arefrequently unmarked and exist EVERY-WHERE to control the speed of traf-fic. Watch for signs or white lines acrossthe road. Sometimes even a large rock beside the roadpainted white provides warning of a tope.

As always in Mexico, it is helpful to follow the lead ofother drivers. If you don't have a turning lane, don't make leftturns off major highways if traffic is coming up behind you. Ifyou are hit from behind while driving in Mexico, it is yourfault.

Types of Mexican RoadsWhat I consider to be a regular highway, Mexico usually

will identify with a sign as Libre - literally meaning that there isno charge to drive on the road.

These routes are marked in red on a highway map indicat-ing that it is a main road; however, they usually are two laneswithout a shoulder and poorly maintained, with potholes, slowtraffic, and are very winding in mountain areas.

It is wise to avoid driving on any Mexican highway after 9pm. Livestock are (illegally) permitted to graze freely andmay wanter onto the road.

In areas where narcotics traffickers, smuggling, and illegalimmigration is a problem, there may be police or militarycheckpoints and bandits.

A great service provided by the Mexico government is aroaming team of mechanics called the Angeles Verdes (Green
