STREET CLEANING Overview Street cleaning services are provided for community safety, health, environmental and aesthetic purposes. The provision of these services are prioritized and scheduled based on the extent to which such ends can be accomplished. The City of Golden promotes an aggressive approach to street cleaning. All streets within the City are swept an average of 12 times per year. The City of Golden is committed to a healthy environment for the community and will make every effort to comply with Federal and State Air and Water Quality Standards. Training and education are ongoing to inform operators and citizens of our goal to comply with the guidelines of the Denver Regional Air Quality Control Council. Equipment 1 – 2005 Elgin Eagle Mechanical Sweeper (4 cubic yards) 1 – 2004 Elgin Eagle Mechanical Sweeper (4 cubic yards) 1 – 2004 Elgin Geovac Vacuum Sweeper (6 cubic yards) Training Sweeper Training typically consists of 44 hrs of a combination of reading the operators manual, riding along with a qualified trainer, operating the sweeper with a qualified trainer present and receiving associated maintenance training from the Fleet Division. Most employees are able to efficiently operate the sweeper after this amount of training, however if the trainer and/or Street Supervisor do not feel the initial training is adequate they will extend the training in whatever area they feel appropriate until the trainee becomes a competent operator. Records of initial employee training, refresher training and how to avoid and report spills will be kept by the Street Supervisor.

OPERATIONS POLICY Conditions Dry with temperatures of 35° and rising with a minimum of 90% of street pavement exposed. Starting times for sweeper operations may be staggered when more than one sweeper is used. This will allow for adequate cleanup time at the end of a shift. Sweeper Debris Disposal and Cleaning Sand and miscellaneous debris collected shall be deposited at a suitable landfill. If unusual sweeping materials are identified, bring the issue to the attention of your supervisor for evaluation and proper disposal. Cleaning of the sweeper shall be performed at the City Shops Facility.

Hydrants THE FIRE HYDRANTS TO BE USED FOR STREET CLEANING PURPOSES ONLY ARE ON THE ATTACHED LIST. THE NON-POTABLE HYDRANT LOCATED ADJACENT TO 1445 10TH STREET SHALL BE USED AS MUCH AS POSSIBLE WHEN SWEEPING IS PERFORMED IN THAT VICINITY. AUXILIARY VALVES ARE TO BE USED ON ALL HYDRANTS EXCEPT THE NON-POTABLE HYDRANT. WATER USAGE IS CALCULATED QUARTERLY AND PAYMENT IS MADE FROM THE STREET DIVISION TO THE WATER/UTILITY DEPARTMENT.

A. Cold weather months (October through April – Mechanical Sweepers) 1. The City’s goal is to sweep after each storm as soon as conditions permit.

AREAS THAT ARE MAINTAINED BY DE-ICING AGENTS THAT DO NOT LEAVE SAND RESIDUE WILL BE VISUALLY INSPECTED TO WARRANT SWEEPING.

3. Downtown area from 11th Street to 14th Street from Arapahoe Street to Ford Street will be cleaned the FIRST FRIDAY possible. a. Primary Streets – routinely cleaned as soon as possible after every

snowstorm. b. Secondary Streets – routinely cleaned only after all above streets are

completed, weather usually requires intermittent scheduling. c. Residential Streets – sections are routinely cleaned on an intermittent

rotating basis only after a. and b. above are cleaned. The rotation of the six sections reduces sand buildup over a number of storms.

4. The porous concrete section in front of the de-icing material storage area shall be cleaned as frequently as possible.

5. The porous pavement at the rear of Fire Station #1 shall be cleaned once in the spring and once at the fall.

B. Spring Cleanup (April – Mechanical Sweepers and Vacuum Sweeper)

1. The City’s goal is to have all streets cleaned of sand and accumulated winter debris by mid April.

2. It is also the City’s goal to utilize the Geovac Vacuum Sweeper in conjunction with the Mechanical Sweepers as a follow-up to insure that streets are cleaned as efficiently as possible.

3. Residents are informed of this activity through the City website at www.cityofgolden.net under the Public Works, Street Division link. Information included in the notification is as follows:

a. The Street Sweeper Information phone number, 303-215-8882 x2918, will give the exact days the sweeper(s) will be in specific areas.

b. The times the sweeping will be performed. c. Signs will be placed on major arterials into each area as they are being

cleaned. d. A request for residents to sweep their sidewalks into the street prior to

the street cleaning. e. A request that vehicles be parked off the street where possible when

that area is being cleaned.

C. Warm weather months (May through September – Vacuum Sweeper) 1. Downtown streets are routinely cleaned on Tuesday and Friday mornings.

Merchants are asked to sweep their sidewalks on Mondays and Thursdays prior to the street cleaning. This sweeping will usually be completed with the Vacuum Sweeper.

2. All other streets are cleaned on a rotating basis on Tuesdays and Fridays after the downtown area has been cleaned.

3. Construction projects will be cleaned at the request of the Public Works Department. This sweeping will usually be completed with a Mechanical Sweeper.

D. Fall Leaf Pickup (October through November – Mechanical Sweepers and Vacuum Sweeper)

1. Sweeping of leaves will be performed as the season dictates and weather permits.

2. The following areas are done on a rotating basis: a. The area between 11th and 24th Street, from Mt. Zion area east to

Belvedere Drive. b. The area north of 11th Street to Brickyard Circle from Pine Ridge

Road/Canyon Point area east to McIntyre Street. c. The area south of 24th Street to Ulysses Street from Jefferson County

Parkway & W. 6th Avenue east to Salvia Street. d. The Heritage Dells, Eagle Ridge, Corporate Center, and Golden Heights

areas will then be completed.

Once these areas have been completed and weather permits we will continue our leaf pickup in the same order. Leaves collected are used for compost or hauled off to a suitable landfill.

E. The following City owned parking lots are cleaned the first Friday of every month: 1. Police/Fire Station #1 2. Community Center (lower and upper) 3. City Hall/Museum 4. Public Parking Lots - 1200 block of Jackson Street (North and South) 5. Public Parking Lot - 1200 block of Arapahoe Street (Foss lot) 6. Public Parking Lot - 850 12th Street (Meyer lot) 7. Public Parking Lot - 900 11th Street (Clear Creek History Park) 8. Public Parking Lot - 10th Street and Washington Avenue southwest corner

(Visitors Center) 9. Fossil Trace Golf Course 10. Splash Water Park

F. City owned Park parking lots will be cleaned on an as needed basis per the request of the Parks Division.

G. Streets will be cleaned after “Special Events” as required.

H. In an effort to achieve maximum sustainability, the Street Division will continue to

strive for the most energy efficient and environmentally friendly means of keeping the City of Golden streets clean. Different types of sweepers, various types of fuel, frequency of sweeping streets and the priority in which they are cleaned will all be constantly reviewed and scrutinized.
