• At a meeting in Zeuthen-Berlin from 2-5/6 May 2006, the Strategy Group shall produce a Draft Strategy Document (DSD) addressing the main lines of Particle Physics in Europe, accelerator-based and non-accelerator based, including R&D for novel accelerator and detector technologies. Representatives of the Observer States, and the chairmen of FALC, ApPEC and NuPECC will be invited to attend the meeting as observers.

• The DSD shall comprise a series of ordered and concise statements, of 1-2 pages, followed by presentations and discussions of the initiativesinitiatives not exceeding 25 pages.

the special Council meeting dedicated to the discussion and approval of the Strategy Document.

• In the DSD, the SG shall aim:

– to enhance the visibility of existing European particle physics programmes;

– to foster increased collaboration among Europe's particle physics laboratories and institutes;

– to promote a coordinated European participation in world-wide world-wide projectsprojects;

– to reiterate the CERN Council's 2004 position on the European strategy for the International Linear Collider;

– to encourage knowledge transfer to other disciplines, industries, and society;

– to outline priorities, at least implicitlyimplicitly;– to consider time scales;– to follow a thematic or project approach, whichever is more

appropriate.

• The SG shall submit the DSD to the CERN Council for discussion and unanimous approval at a special meeting in July 2006.

• The Preparatory Group of the SG shall organize and carry out all the necessary preparatory work required to bring the Berlin meeting to a successful conclusion.

a) The purpose of the Draft Strategy Document is political - to get the C.E.R.N. Council to adopt it as their own strategy. It must be scientifically sound, and command the support of the community.

b) We have little freedom to interpret the terms of the SG/PG as agreed by Council. The requirement that the DSD by ADOPTED by Council UNANIMOUSLY is a very severe constraint.

c) Because of (a) and (b), it is important that the DSD is written by the SG, and has the support of the Council-nominated scientists - a vote against the DSD by a MS on Council is a vote against their nominee.

d) The role of the PG is to prepare for the workshop so that (b) can be achieved. The most powerful tool that we have is the workshop agenda - there will be a close correlation between the structure of the DSD and the agenda of Zeuthen. What Enzo wants is the series of structured and concise statements, back up by a description of the "initiatives". (The order of the statements will indicate implicitly priorities.)

e) The DSD needs to place CERN, the other European Labs, and the European institutes (Universities) in the context of the global particle physics environment and strategy. Each of the three partners above (CERN, the other labs and the universities) needs to see in the DSD where their future lies (not necessarily explicitly, but with clear statements that can be used in the laboratory or national context when making bids for resources).

f) The DSD ALSO needs to meet the requirements of the EU for a strategy for particle physics, so that CERN and the MS can work with, and within, the EU and the national and international context.

h) The role of the members of the PG at the workshop will be to "lead the discussions"!

Now that the CERN Council has approved the creation of the ad hoc Group to propose a strategy for particle physics in Europe to a special meeting of the CERN Council to be held in Lisbon in July 2006, we think it useful to indicate how we intend to proceed in the Preparatory Group, and what we expect from you in advance of the workshop to be held in Zeuthen from 2nd to 6th May 2006.

It is intended that the work of the Preparatory Group be carried out in an open and transparent way, with our official website as the primary means of keeping the community informed of our progress. We will also be reporting on progress to both the SPC, ECFA and Council.

The three main deliverables for the Preparatory Group are given below.We will organise an open Symposium in January or February 2006, to

which all those who are interested are invited. We expect that all members of the Strategy Group will wish to attend, to hear the views of the community. While the details have still to be worked out, there will be ample time for discussion.

We will prepare a “Briefing Book”, containing the reference material that will be required to inform our deliberations in Zeuthen. Much of this material already exists (for example, the ECFA report of 2001), but it will also include material generated by the Preparatory Group (for example, a summary of the Symposium).

We will organise the workshop in Zeuthen in May.… depends upon recipientWe are aware of the importance of the task that has been set us by the

CERN Council, for particle physics in Europe and in the Member states, for CERN and, we believe, for the future of particle physics world-wide. If we are to fulfil this task, we need to ensure that the information provided in the Briefing Book is as complete as possible.

Briefing Book, input from Member States on how they see the future strategy for particle physics evolving. We will provide more information in due course on what we require, but would ask you now to consider how to provide the information in time to be included in the Briefing Book, which in practice means by the end of February 2006.

• Lab Directors– It is also important that we have, as part of the

Briefing Book, input from main national laboratories on how they see their future strategy for particle physics evolving, and how this fits in with the wider strategy for particle physics in Europe. • CERN– CERN, of course, plays a special role in

European particle physics, and it is very important that we have, as part of the Briefing Book, input from CERN, both Management and staff, on how it sees the future strategy for particle physics evolving. We will need this information in time to be included in the Briefing Book, which in practice means by the end of February 2006.

• Observers in Europe– The focus of the Group’s work is naturally on

the strategy for Europe, and this will inevitably have implications for particle physics in specify the name of the country. It is therefore important that we have, as part of the Briefing Book, input from you on how you see your future strategy for particle physics evolving, and how this fits in with the wider strategy for particle physics in Europe. We will need this information in time to be included in the Briefing Book, which in practice means by the end of February 2006.
