Introduction and General Information

The 2015 FCPS Strategic Technology Planning (STP) project is a

collaborative effort to develop a cross departmental technology plan in

support of both education and business operations.

The STP project management plan is FCPS’ technique to define and set

organizational goals related to the deployment, implementation and use

of technology to support and improve:

School and classroom access and use of technology

Distribution and replacement of technology

The impact of technology on curriculum development and delivery

Business operations and efficiencies facilitated by technology

Project Scope The project will develop and institute a comprehensive technology plan defining FCPS’

strategy for:

Infrastructure growth, capabilities development, and modernization initiatives

Requesting and securing consistent and adequate funding

Providing equitable access to technology

Attracting, retaining and enabling personnel

Professional learning

Systemic technical support

Curriculum framework

Enhanced business services

Assessment and evaluation

Modernized policies and regulations

The task of delivering a useful and realistic plan will require input from most FCPS

departments.

PlanningDr. Michael Markoe has identified

a project manager who will in

turn select project team leaders.

The project manager will create

and schedule meetings for this

group to define each team

member’s roles and

responsibilities.

Project team leaders will identify

team members for their assigned

tasks; develop objectives,

timelines, deliverables and

criteria for their part of the overall

strategic technology planning.

Production (current)During the production phase the project manager will work with

identified team leaders to begin documenting initial task area

assignments. Teams will work to develop strategic goals that align with

the objectives of this charter as well as the FCPS Strategic Plan.

Review meetings will be conducted (as needed) during the production

phase. These sessions will be used to verify alignment to goals, provide

group feedback and avoid duplication of effort. Focused small group

work sessions and on-line collaboration will be key to the success of the

project. Every attempt will be made to minimize the number of full

project team meetings during this period. It is anticipated that the

implementation of this phase will continue through much of 2015.

Regular updates will be provided to the business manger, executive

sponsor and, upon request, key stakeholders.

Delivery (next step)Once the production phase has been completed, the project manager

and business owner will assemble a team to begin assembly and review

of the final draft documentation. During this phase team leaders will

ensure that their submissions properly align to the goals and objectives

outlined in this charter. Any last minute edits or additions will be

approved as a group following this review period. Finally, a small

document review team will be assembled to review the draft Strategic

Technology Plan. This team will perform quality control prior to delivery

of the draft plan to the executive sponsor. An FCPS cabinet-level review

may also be inserted at the request of the business owner or executive

sponsor.

The Strategic Technology Plan will remain in draft form pending

adoption/approval of the executive sponsor.
