A STRATEGIC PLAN serves as a guide for an organization desiring to become better, to

achieve specific goals, and to provide excellent service. It is a gauge for all members, employees, stakeholders, end-users, and others to measure the ability of the organization to meet or exceed its codified goals, mission and values. It can also act as a roadmap guiding the way to these achievements.

The Tracy Chief of Police, Commanders, and Supervisors – with much input and assistance from all employees – developed this strategic plan through many days and countless hours of work, discussion, compromise, inspiration and debate. This plan is a living document. It is designed to be evaluated constantly, revised when necessary, and reviewed in great detail each year to measure achievements and understand failures; all this

in the pursuit of excellence, and with resolute determination to propel our agency into distinction among the citizens of Tracy, and in the industry of law enforcement and public safety. This document will guide the men and women of the Tracy Police Department for the next five years; looking forward as time progresses. Just as the pursuit of excellence is endless, so is the plan. It will be revised, perfected and will continue as a guide to the professional men and women who chose to spend their time and efforts in the pursuit of excellence at the Tracy Police

2.1 Communications Tower In Progress PG&E has finished the design, so we will have the power installed. Engineering is working on the shelter. It will go to for bidding in July and be awarded in September.

2.2 Police Building/ Upgrades In Progress Carpet was installed with new paint. Gym remodeled and equipment installed in briefing room. New report writing outside the Corporals’ office, carpet and paint for upstairs are in the works.

3.1 Beat Structure In Progress New Development is pushed to next Spring. With the new hires in the pipeline, we should have officers to staff the beat. Walmart is adding an academy which will alleviate some of the shoplifting. The delay in construction is helping.
