inTroDuCTion Further to our recent meetings with Doug Humprheys,your representative, IA Group (IA) welcomes the opportunity to respond with a submission for the provision to develop a Strategic Accommodation and Facility Planning Guideline for members of CoAT to utilise in planning their requirements for existing of new facilities, for :-

• PublicTribunalsandadministrativeofficeareas

• PrivateTribunalsandadministrativeoffices

• Remote and / or temporary Tribunals.

This Guide will provide you with not only a greater understanding of your business needsmovingforward,butalsothedataandfinancialmodellingtosupportyourbusiness case.

CoAT are looking to align themselves with a workplace consultancy who has the existing knowledge and experience in the facility requisites, workplace design , service delivery AND security requirements of tribunals and courts system. IA Group has this experience in working with numerous tribunals ,for example Administrative Appeals Tribunal , Veterans Affairs, Family Court of Australia and Federal Court of Australia sites.

WeunderstandGovernmentprotocolsandofficedesignstandards.IAGroupiscurrently contracted or panelled on 19 Federal Departments Architectural Design and Security Design contracts. Similarly as a National provider ,we are included on StateGovernmentcontractsorschemes,likeNSWGovernmentasaPrequalifiedconsultancy.

We are constantly working with Government agencies (large and small) on feasibility and masterplanning studies and accommodation guideline development, therefore we understand and can communicate effectively at all levels on all aspects of property suitability,workplacestrategies,interiorfitoutandbusinesscontinuity.

To satisfy CoAT's objectives, IA Group will undertake to complete a staged strategic facility planning and space design guide using our 4D Workplace Evolution* tools to provide:> A suitable overview as to space requirements and space models to suit CoAT's

requirements for now and into the future over a potential 10 year scenario for both AdministrativeandTribunalHearingoffices

> Accommodationstandardsandworkplacestrategiesspecifictothebusinessunit'sdelivery of services to ultimately determine a total facility and space requirement in your future accommodation needs.

> Understanding CoAT's typical service delivery around its KRA's and how workplace design strategy ,productivity and safety underpins the delivery of these services

> Understanding of business units and adjacencies, ancillary spaces (storage, utilities etc) and communal areas to deliver services along with control measures for people flow

> A workplace Guide designed to facilitate change management practices in support of new corporate cultures to utilise new technologies and provide better service delivery.

COMMISSION SCOPEGenerally

IA Group have developed a standard methodology which satisfies Government's strategic planning requirements for PRODAC & GAMC review purposes. We will apply this methodology to meet CoAT's specific requirements.

The following steps essentially define the process whereby data is collected and analysed in order to plan an overall strategy.

Organisation Profile

We will develop an understanding of your needs by talking to personnel, visiting facilities and collecting relevant data using concept visioning and needs analysis techniques. We will listen to your needs.

Operational Review

Your general goals and strategies relevant to the task and Service Delivery plan and culture are agreed during the collection of data on specific requirements.

New standards applicable specifically to your organisation are determined after review of any existing material, in conjunction with senior management and staff.

A simple questionnaire is prepared to facilitate the collection of data about operations during individual interviews with the selected sample of stakeholders.

Special purpose activities, which fall outside the ''norm' are identified and recorded.

Analysis

The affinities between activities are analysed to determine the best theoretical relationships in terms of physical closeness, to enable the most efficient and productive accommodation relationships to be determined.

Various growth scenarios are examined. Affinities and space standards then incorporated with forecasts of churn and number of flexible solutions modelled.

An accommodation utilisation review is carried out to reassess and rationalise accommodation. Alternative means of providing for your space and operational requirements are then identified.

Short list option can then be modelled against organisational affinity requirements.

Strategic Accommodation Guidelines (

Financial implications of options can then be modelled. Then strategy is then developed, taking into consideration all factors included in the analysis.

The end result is a strategic facilities brief that documents your requirements and forms the basis for the identification, qualification and consideration for conceptual design of intended spaces. This process ensures that the final design is driven by your operational and organisational needs both now and in the foreseeable future.

DElIVERAblESIA Group has an established methodology in the development of accommodation standards and guidelines for space .This includes the functional requisites of both the building envelope , its engineering services and the layout requisites.

IAGroupexperienceindesignandspaceguidelinesextendsacrossnumerousfieldsincluding the development of corporate / administrative space guidelines to achieve PRODAC requirements ( for example DEEWR and DIAC) while developing space typicals and guides for Client service centres like Medicare, Centrelink , NSW RTA and Veterans Affairs.

Furthermore IA Group has the unique capability to offer an integrated SCEC endorsed Security Design solution through our own in-house Security design engineers. This ensures that CoAT receives a holistic design guide solution that not only accounts for space design but also the necessary security controls and measures to safely protect Staff, clients , information and assets.

IA Group intends to provide the following deliverables:-

• Conduct review and analysis of existing sample selection of Tribunal workplaces previously designed by IA group and others ,liaising with selected tribunal representatives / members for feedback on a return accommodation brief.

• Collect data from local sample sources concerning current space usage, operational activities,workandtrafficflowaswellassecurityprovisions.Comparethisdataandbenchmark against delivery of services for industry best practice,Government over arching guidelines, bCA ,DDA, OH&S and other relevant compliance standards.

• Provide initial draft concept designs and report for comment and feedback

• Develop and provide High level Overview Report in (3x) Hard Copies and soft electronic copy (authored and branded by IA Group) of Accommodation Standards and Space, Security Requisite Guidelines for use by CoAT members; containing:-

• High level generic considerations for building and space requisites; while also demonstratingtypicalspaceratiosrequiredforspecifictasks,functionsandtheoperation of services.

• The guide will be supported with typical workplace space models as well as " A Typical layout" design examples for Public,Private and Remote / Temporary hearing practices

• Generalsecuritydesignconsiderationsforthesafecontroloftrafficflowandsegregation of staff and clientele, along with generic suggestions for type of security equipment and levels to be maintained

• Presentation of Guidelines and models with Q&A session at CoAT Annual Conference

As the Project Manager for InTec1, her primary objective is to ensure high level of services and communications are maintained at all times to meet the demands of the client. linda will work with the project design team and relevant stakeholders to achieve a security environment that is required by the Client’s standards and policies.linda provides support to the senior consulting management team for a range of functions encompassing project finances, cost control, design management, project administration, support, project coordination and liaison with key stakeholders for the effective communication and management of classified and commercial grade security system projects.linda is a licensed security consultant and has had more than eight years experience in the security management industry. linda has also completed her Certificate Iv in Security risk Assessment and prides herself in delivering high quality services based on a risk management approach that is cost effective, practical and sensible. In her capacity as Project Manager, she will be working in a team environment and contributes as a valuable member of a multidiscipline team in the larger projects. linda has demonstrated ability to handle multiple tasks concurrently and utilise sound decision as evidenced by increased level of responsibility and professional commendations from her peers and work colleagues in her involvement as part of the larger team, thus far.

lINdA'S PAST INvOlvEMENT IN MAjOr PrOjECTS INCludES:> department of Education, Employment and workplace relations (dEEwr) linda has been heavily involved with the dEEwr wrr Projects, working as part

of the larger team involving more than 50 offices across Australia in the design, documentation and project management of the integrated security systems comprising of access control, cctv and duress alarm system with networking back to a central monitoring location. Projects have involved the fit out of accommodation over several floors of each multi-tenanted building across Australia. Installations were required to be delivered over a tight time frame.

> Australian Institute of Police Management, Manly (AIPM redevelopment) linda provided a high level support in the design delivery of the above site

working in a team environment, strictly under the direction and supervision of a SCEC Endorsed Consultant. Throughout the design consultation process, close cooperation was maintained between the Project Manager, the Interior designers / Architects / Services Consultants and other stakeholders to ensure security specific requirements are met.

> Federal Court of Australia (Secure Stores Project) linda worked collaboratively with nominated architectural firms for the Federal

Court Secure Stores project throughout Australia, including brisbane, hobart and darwin. In her capacity as the Project Manager, she assisted the SCEC Endorsed Consultant in the design management and documentation processes and worked closely with relevant stakeholders to enable them to achieve their security objectives and goals.

> Administrative Appeals Tribunal (Secure Stores Project, Sydney & Canberra) In her capacity as the Project Manager, she has successfully led InTec1 engineering

and design team to deliver and implement a Type 1 System for the Administrative Appeals Tribunal over a tight timeframe. The project was staged such that downtime was able to be minimised and controlled to minimise the impact of the business and operational continuity.

IA Group Pty limited is pleased to present the following fee structure for your consideration.

In doing so IA Group is interested in being provided access and displaying our proven capability to your entire membership base with on going design services as required for future projects. Accordingly in comparison to the actual hours required by our senior workplace designers, architect and security engineer, we have discounted our fee appropriately to invest in our relationship with CoAT and its members

> Our fees are invoiced progressively on a monthly basis and are payable on 14 days.

> This fee will remain valid for a period of sixty (60) days.

IA Group has been providing a complete integrated design and construction management solution to Veterans's Affairs nationally over the last four years.

IA Group has developed intimate knowledge as to Veterans Affairs requirement for two streams of services to be delivered in a segregated manner to veterans and veterans and families of theVietnam conflict. ClIENT: Department of veterans Affairs levels 11, 12, 13, 300 laTrobe sTreet melbourne

PrOjECT SIZE: 4,700m2

PrOjECT vAluE: $7.5M

CONSulTANCy: iA Canberra was engaged by Department of veteran’s Affairs (DvA) to provide ‘Proof of Concept’ strategic Planning services to consolidate the existing DvA melbourne office tenancy of 7.000m2 over 5 floors to approximately 4,700m2 over 3 floors to meet DvA’s accommodation guidelines and Commonwealth ProDAC requirements.

iA was then engaged under a separate agreement to provide full service delivery for the planning, design, management and delivery of the new fitout.

The project was delivered utilising design staff in Canberra and onsite support during construction from our melbourne office under a series of staging arrangements to minimise disruption to DvA staff and utilising available space on relinquished floors in an arrangement with the building owner.
