PURPOSE OF THIS SWPPP Saint Mary’s College of California (“Saint Mary’s”) has developed this Stormwater Pollution Prevention Plan (“SWPPP”) in order to implement its commitment to reduce the chances of pollutants from entering into the storm drain system from its campus to the extent feasible, considering technological availability and economic practicability and achievability, and consistent with measures being implemented by other similarly-situated academic institutions. Though Saint Mary’s does not fall under Non-traditional MS4 regulations, it has drawn from those regulations and related guidelines and best practices in the developed of this SWPPP. This SWPPP identifies the potential on-campus sources of pollutants that might affect the quality of stormwater discharges and provides best practices in order to reduce non-stormwater discharges in the storm drain system.

This facility does not discharge stormwater into a Municipal Separate Storm Sewer System (MS4). Names of waters that receive stormwater from the facility: 1) Las Trampas Creek and Lake La Salle to the north. 2) Unnamed Tributary of Laguna Creek to the southwest. No stormwater from this site discharges directly into any segment of an “impaired” water. No stormwater from this site discharges into a receiving water designated as Tier 2 or Tier 2.5 water. No stormwater discharges from this site are subject to effluent guidelines.

Site Description

Saint Mary’s, located at 1928 St. Mary’s Road, Moraga, California, is a private Catholic college that has been in its present location since 1928. It is located in a valley with rolling hills to the east and south, and a creek with a steep escarpment behind it to the north. To the west is St. Mary’s Road, with the land rising more gradually behind it. The site consists of buildings (residential, academic, administrative and support), parking lots, playing fields and open space with varying amounts of vegetation ranging from scrub grasses to dense woodlands. Support facilities include a corporation yard, a cafeteria, a waste management area, a warehouse with loading dock, an auto shop with fuel pumps and car wash, a janitorial supply building, a landscaping supply area, and a storage area for vehicles such as tractors and landscaping equipment. The campus buildings and facilities cover most of the flat valley floor and extend up towards the hills at the east and south. The campus is divided into two halves, hydrologically. The north half of the campus drains through storm drains and by overland flow northerly to Las Trampas Creek and Lake LaSalle, which is an artificial lake, now largely silted up and overgrown. The south half of the campus drains southwesterly through storm drains and by overland flow to several ditches and minor creeks, which drain to an unnamed tributary of Laguna Creek. Within the campus, stormwater is collected by catch basins, ditches and detention basins. These ditches or basins, in turn, are drained by culverts leading to other ditches or basins, or to creek outfalls. In some cases, runoff may flow through several sets of pipes and ditches before being discharged to a creek. The outfalls to Las Trampas Creek, Lake LaSalle and the unnamed tributary of Laguna Creek have been identified.

Construction and post-construction activities will be governed by the Construction General Stormwater Permit, if applicable, and are not addressed in this SWPPP. All other construction activities that fall outside the scope of the General Construction Stormwater Permit, together with maintenance activities that are potentially sources of stormwater pollution, are addressed in this SWPPP. Aboveground tanks (e.g., fuel storage for emergency generators) and oil-filled transformers are governed by Saint Mary’s Spill Prevention Control and Countermeasures (“SPCC”) Plan and are not addressed in this SWPPP.

CONTROL MEASURES

Introduction

Saint Mary’s has incorporated into this SWPPP control measures similar to the “Minimum Control Measures” identified by the U.S. EPA for Phase II MS4 NPDES permitees. Though Saint Mary’s is not subject to the MS4 Phase II requirements, U.S. EPA’s Minimum Control Measures have provided guidance to Saint Mary’s as it developed its own “Control Measures,” listed below:

• College Community Education and Outreach on Stormwater Impacts • College Community Involvement / Participation • Non-Stormwater Discharge Detection and Elimination • Pollution Prevention / Good Housekeeping for Facilities Operation and

Maintenance • Construction and Post-construction Site Stormwater Runoff Control

Saint Mary’s goal in developing this SWPPP is to reduce the discharge of pollutants to the extent feasible, considering technological availability and economic practicability and achievability, and to identify activities or structural improvements that help reduce the quantity and improve the quality of the stormwater runoff. The best management practices (BMPs) that have been included in this SWPPP were selected by Saint Mary’s to achieve this reduction in pollutant discharge to the storm drain system. BMPs include treatment controls, operating procedures, and practices to control site runoff, spills and leaks, sludge or waste disposal, or drainage from raw material storage. BMPs will be updated as appropriate to conform to emerging best practices and actual experience.

How to use The Saint Mary’s BMPs to Meet Pollution Reduction Goals

For each Saint Mary’s Control Measure, the elements of the Saint Mary’s BMPs, Justifications, as well as the Responsibility are discussed in detail. The BMPs described will be implemented by Saint Mary’s staff and/or contractors. Whenever Saint Mary’s staff or contractors perform work on the campus or associated areas, steps outlined in each relevant BMP, or other proven technique that reaches the same goal, will be applied.

Saint Mary’s has already initiated many of the BMPs listed as Control Measures in this SWPPP. In some cases the measure has not been formalized into a written plan or program and therefore, this SWPPP will formalize and document these Control Measures and associated BMPs. Full development and implementation of BMPs is expected to be an adaptive process, with past experience guiding the development and implementation of new or improved BMPs.

College Community Education and Outreach on Stormwater Impacts

The goal of this Control Measure is to develop and distribute educational materials and perform outreach to inform students, faculty, and staff about the impact of polluted stormwater runoff discharges, and that their actions can make a positive impact on water quality. BMP: Stormwater education program. Specific activities include educating campus faculty, staff and students annually on storm water pollution by providing materials, including posters, brochures, and/or other media. Justification: Educating faculty, staff and students on storm water and water quality practices, including water conservation measures, will help promote better awareness within the college community.

College Community Involvement / Participation

The goal of this Control Measure is to provide opportunities for students, faculty, and staff to participate in program development and implementation on a stormwater management working-group. BMP: Establish a campus Stormwater Working Group constituted from the Stormwater Management Team plus other interested parties to meet regularly. Membership may include representatives from the EH&S, Physical Plant, landscaping, Design and Construction, and others. Meeting information, agenda items and the minutes will be included on the EH&S website. Justification: Involving stakeholders early on in the stormwater management planning process will improve support for programs because the stakeholders will be able to voice their concerns and suggestions before the program is finalized.

Non-storm Water Discharge Detection and Elimination

The goal of this Control Measure is to develop and implement a plan to detect and eliminate non-stormwater discharges such as wash water and other non-rainwater discharges to the storm drain system (other than discharges generally considered to be exempt ). This includes:

1. Water line, fire line and hydrant flushing; 2. Landscape irrigation; 3. Uncontaminated pumped ground water;

4. Discharges from swimming pool or potable water sources; 5. Foundation, footings and crawl space drains; 6. Air conditioning condensation; and

Residential car washing.BMP: 1. Develop a storm drain system map. 2. Identify inappropriate connections through dry weather screening. 3. Create non-stormwater discharge/illegal dumping hotline

Justification: 1. A comprehensive infrastructure map of the stormwater drain system is available.

This map will aid the campus in targeting outfalls with dry weather flows and other non-stormwater discharges for more in-depth inspection and monitoring and will help coordinate management activities to remove inappropriate connections and track storm drain system maintenance.

2. This hotline will supplement the campus’ effort to target outfalls and will facilitate preventing non-stormwater discharges. Also, advertising the hotline will improve public involvement and will serve as an educational tool to inform the campus community.

Year Non-Stormwater Discharge Detection and Elimination Goals

Pollution Prevention / Good Housekeeping for Facilities Operation and Maintenance

The goal of this Control Measure is to develop and implement a program to prevent or reduce pollutant runoff from facilities operation and maintenance activities. The program will include training to relevant staff on pollution prevention measures and techniques (e.g., regular street sweeping, reduction in the use of pesticides, or catch-basin cleaning). BMP:

1. Training program for Physical Plant grounds maintenance and landscaping crews. 2. Develop spill prevention and control plans for campus departments.

Justification: 1. Grounds maintenance and landscaping crews may use water and chemicals, the

combination of which may lead to elevated levels of nutrients and toxics in receiving waters. The training will emphasize the benefits of recycling organic material; reducing the use and planning the timing of application of chemicals and water; selecting native vegetation to reduce water, nutrient, and maintenance demand; and achieving cost savings through reduced labor and material inputs.

2. Educational materials will describe materials and techniques that should be used to contain a spill as well as preventative measures that can reduce the likelihood of spills.

• Specific Activities to Implement BMP Have a program with the ultimate goal of reducing pollutant runoff from facilities and maintenance operations into the storm sewer system;

• Include employee training on how to incorporate pollution prevention/good housekeeping techniques into facilities operation and maintenance such as recreation field and open space maintenance, fleet and building maintenance, new construction and land disturbances, and stormwater system maintenance;

Construction and Post-Construction Site Stormwater Runoff Control

Saint Mary’s currently engages the services of a licensed civil engineer to develop a Stormwater Pollution Prevention Plan specific to each construction project, if such project is governed by the General Construction Stormwater Permit, or when otherwise required by the local authority. In such a case, Saint Mary’s will comply with the requirements of the General Construction Stormwater Permit or local authority.

SWPPP UPDATING This SWPPP will be reviewed annually and Saint Mary’s College will update the SWPPP whenever changes in activities or operations occur which may significantly affect the discharge of stormwater pollutants.

SWPPP ACCESS This SWPPPP is meant for use by Saint Mary’s and Saint Mary’s staff. Saint Mary’s may provide a copy of this SWPPP upon request for review on campus at the EH&S office. Any request to review the SWPPP should be forwarded to Saint Mary’s at the contact information provided above.

SWPPP ANNUAL EVALUATION EH&S will annually evaluate the implementation of the SWPPP, evaluate and assess the effectiveness of its BMPs, summarize the results of any monitoring performed, summarize the activities planned for the next reporting cycle, and, if appropriate, propose changes to SWPPP.

DOCUMENTATION

Saint Mary’s will keep certain documentation as part of the implementation of the SWPPP.
