SiteSummary:The Crown Mercedes project is located on the north side of Perimeter Loop Road in the City of Dublin, Franklin County, Ohio. The project site is surrounded by existing Private road Mercedes Drive to the north, Commercial property to the east, and Perimeter Loop Road to the south and west. The total site is approximately 5.85 acres and consists of an existing auto dealership. The project consists of building additions and necessary site support work.
DesignMethodology:Stormwater management calculations within this report follow the guidance of the City of Dublin, Stormwater Management Design Manual (dated June, 2013), for the water quantity and water quality requirements. Hydrology and hydraulics were modeled with the HydroCAD software suite using TR‐55 methodology and a Type‐II rainfall distribution. Pond routing for the project will be performed using the storage indication method. Located in the City of Dublin, Stormwater Management Design Manual, are the precipitation frequencies for the 1, 2, 5, 10, 25, 50, and 100 year storm events used to evaluate rainfall and runoff.

Pre‐DevelopedConditions:A review of the Franklin County soil maps show that this site is underlain predominately by Kokomo silty clay‐loam and Lewisburg‐Crosby Complex with a small fraction of Crosby silt‐loam. These soils are classified within hydrologic groups “D”. The existing site is located within the South Fork Indian Run Watershed. The onsite runoff is divided into three watersheds, Northwest, North‐Northeast, and South. The site predominately is located with the Sub‐basin 1390 with a small portion of each the Northwest and South watersheds located in Sub‐Basin 1400. This report will only analyze the onsite watersheds being impacted by the proposed redevelopment. Pre‐development runoff volume was only calculated to the 1390 – South portion of the site as this is the main controlling factor for site release on the project.

Post‐ConstructionConditions:The redevelopment consists of building additions, along with some minor parking lot changes. The proposed building addition located in the North‐Northeast watershed will not increase the impervious surface and therefor no changes will be required to the existing stormwater management system. This portion of the site will not be further analyzed in this report. The South watershed improvements will increase the impervious surface and therefor increase the runoff. This portion of the site will be further analyzed in this report, below is a summary of the post‐development conditions. This summary includes the portion of the site that is located in Sub‐basin 1400.

CriticalStorm:Per the City of Dublin’s, Stormwater Management Design Manual, a critical storm event was computed by evaluating the increase in runoff volume created by the development. Using the scs curve number method, runoff depths from a 2.2 inch rainfall event (1‐yr) were calculated.
Percent Increase = [(QPost ‐ QPre) / QPre] * 100 [(0.248 – 0.195) / 0.195] * 100 = 27%

AllowableReleaseRates:The allowable release is based on the City of Dublin’s Stormwater Master Plan and the watershed the site is located in. This site in located in the South Fork Indian Run Watershed, Sub‐basin 1390, and Table 4 below summarizes the release rate requirements per Dublin’s Master Stormwater Plan.

StormwaterQuantityControl:Control of storm water runoff from the disturbed onsite watershed will be accomplished within an underground ADS StormTech system designed to restrict discharges below the allowable peak rates of runoff and provide the required water quality treatment. Table 5 below provides the site stormwater runoff summary and Table 6 below provides the storage requirements for the underground detention system. Allowable release rates are based on Sub‐basin 1390 area only (release rate x 1.654 acres).

StormwaterQualityControl:Per the City of Dublin and the Ohio EPA General Construction Permit, a stormwater best management practice (BMP) is required to treat the first flush runoff volume produced by a ¾” rainfall event. For redevelopment projects that are a combination of new development and redevelopment that had no post‐construction BMP installed, the Ohio EPA General Construction requires the total WQv that must be treated to be, the new development at 100 percent WQv and redevelopment at 20 percent WQv. The WQv was calculated using the equation below, the site will use an underground detention system with an Isolator ROW to treat the total WQv requirement. The water quality volume will be detained for a minimum period of 48 hours, releasing less than half of the volume in the first 16 hours. See Appendix E for calculations and drawdown table.

Conclusion:The Crown Mercedes site provides surface and subsurface stormwater conveyances to carry runoff safely through the development into the stormwater management system. The disturbed watershed stormwater management is controlled by an outlet structure within the StormTech Detention System. The proposed system provides peak flow rate control and extended drawdown of captured water to comply with the City of Dublin’s peak control requirements and Ohio EPA’s water quality regulations.
