Creating from scratch and maintain Project Completions Database in Completions Commissioning Management System. (CCMS - Continuum Edge).

At fabrication stage, organise implementation of quality surveillance of works on Pre-Assembled Units (PAUs) at fabrication vendor sites. Check quality assurance of documentation coming through (IRCs), upload and close out in CCMS, and do daily/weekly reports on fabrication Inspection Test Reports (ITRs) to management.

Create CCMS preservation documentation, monitor and report on initial preservation of Pre-Assembled Unit (PAUs) assets to manufacturer’s specification that has recently arrived on site.

Liaise with Package Engineers on completion of Vendor/construction FICs, and Discipline Acceptance Certificate (DACs) deliverables for final Mechanical Completion (C2) Certificate.

Create/design and implement FICs Templates for each asset type, maintain Matrix to suit site-specific project needs. Liaise with Contractor counterparts and reject where the standard is not reached, for closeout of final project documentation. Implement Systemised Drawings - P&IDs, Single Line Drawings & Block Diagrams used on Bi-Party & Tri-Party walk-downs. Create, monitor and report ongoing routine preservation of Pre-Assembled Unit (PAUs) assets to manufacturer’s specification by

Principle Contractor. Check quality of documentation, upload, transmit and report progress on Construction FICs in the Construction phases. Creating and distributing - daily, weekly, and monthly system reporting using live data and graphs from CCMS. (Completions

Commissioning Management System) please see Appendix A at the end of this resume. Monitor completed works on the ground onsite and chase up principle contractor if no relevant paperwork received within 2 days of

completion. Mark up completed works on General Arrangement Drawings. Organise and be custodian of C2 (Mechanical Completions) Tracker. Chase up responsible stakeholders if they are not meeting schedule

using meetings / minutes of meetings. Chase up completion/ registration of all redline drawings before system walkdowns commence.

Punch-List Co-ordination

Facilitate E&I, SMP, and Civil punch list bi-party and tri-party walk-downs at Mechanical Completion. Responsible for implementing the PL procedure and support project needs.

Review all of punch list items identified during the systems’ walk downs and ensure the information is prioritised (A, B, C.) and is accurately collated, uploaded correctly in the completion management system.

Expedite the review and signing of the completed Punch Lists (PL) by the personnel so as to ensure the completion of the Systems and Subsystems DACs (Discipline Acceptance Certificates) in a timely manner.

Responsible for interfacing with construction, commissioning and operations to ensure closure of PL items. Coordinate with responsible authorities for the sign-off of all Punch List, DACs, and Certificate documentation. Identifying the risks and flagging it to the Construction manager in advance to project schedule as a consequence of delays in getting the

project documentation and punch list sign-offs. Interfaces with the Systems Completion Database (Continuum Edge) to manage and report punch-lists and exceptions.

Dec 2013 to Dec 2014 - Origin - Commissioning Lead.

I was employed as Quality/Commissioning Lead for E2O with Origin Energy in a range of projects in Queensland. Projects include Permeate Treatment Facilities at Reedy Creek, Spring Gully, Condabri Central Gas Processing Facility and Monreigh Dam Pumping Station. I was an integral member of the Quality/Commissioning Management Team that was checking the quality, commissioning, maintaining and operating the Water Treatment Facility at Condabri Central under S.T.O. (Safe Transition to Operations).

Duties include:-

I led the Quality Team of EEHA Technician Inspectors, Welding/ SMP inspectors, E & I and SMP Engineers. Setting up of work team / groups in the new STO structure. Assignment of superintendents, supervisors, leading hands, and various work

teams (Construction finalisation / Punchlist Team, Pre-Commissioning Team and Commissioning Instrumentation Team) after taking control from Leighton’s Construction Handover to STO Commissioning.

Commissioning Permit Authority – I thoroughly scrutinise and authorised work permits in the commissioning process. Ensuring that all work undertaken in permit has no chance that accidents, injuries or loss of energies to the process in a live plant, occur.

Commissioning Lead role – strategic setting of work priorities to achieve process targets/milestones. Delegate prioritised areas of work to superintendents, supervisors, discipline leads, leading hands, and work teams etc.

Quality/ Completions Manager, ensuring that Hazardous area instrumentation/electrical equipment was verified to comply with Australian standard AS 60079

As part of the QGC Upstream High Voltage Power Team, I was on the Client side also ensuring the construction and pre-commissioning documentation/Turn Over Packages (TOPs) are delivered correctly to the design and specification. The Upstream Project Scope consists of multiple Central Processing Plants and Field Compression Stations located across the Surat Basin.

B)- Ensuring Quality Control of High Voltage 132kV/33kV Installations.

Duties include Surveillance and Inspection of: -

Civil work Foundations Structures & Structural Steel Works. Earth Grids Systems HV & LV Cable Installations HV & LV Equipment Instrumentation All other remaining construction systems Ensure Tier 1 Contractor/Sub-contractors Quality Surveillance and Inspection Systems/Schedules are being implemented as per the

Surveillance and Inspection Plan. Attend weekly E.P.C. Quality Meetings where directions are given, accepted and minuted Ensure NCRs/CARs are followed through and completed.

Factory Acceptance Testing and EEHA Inspections/Audits of QGC Electrical/Instrumentation Equipment.

Ensure appropriate levels in CMS Management are met before Notice of Energisation (NOEs) are issued. (Quality Documentation/MDRs/FAT etc, is accounted for and is documented in CMS system. All "A" punch list items are completed, before NOEs can be issued.)

A large part of my job was giving advice, helping Tier 1 contractor to deliver quality documents and HAC Documents for Verification Dossier and to meet compliance and project schedule.

Aug 2010 to Oct 2012– IECCS (Instrument Electrical Construction and Commissioning Specialists) Pty. Ltd. - Electrical Quality Completions Co-ordinator

I was directly involved in the myriad of duties which included:-

Management of the master punch list process, which included developing punch list procedures, organising stakeholder walk downs right through to managing the closing out of all punch list items.

Management of the QA/QC MDR/ PDB for the client, of all electrical handover documentation/deliverables/audits/ITPs/ITRs/MDRs by System / Sub-System, as per Quality Management System to the Sino Iron Mining (owner of Power Station)

Issuing of Site Instructions on identified tasks outside of contract scope of works to the Large Electrical Contractors onsite. Directing/Organising the required areas/personnel/procedures/completed documentation for Handover Punch list Walk downs for

completion or inclusion of turnover packages. Involved in commissioning meetings sorting out Electrical & Instrumentation issues with contractors. Conduct quality audits as per the

audit schedule. Investigate and create Notice of Energisation (NOEs) on HV and LV areas of the project that require both temporary and permanent

power to be installed by the commissioning team. (All signed switchboard Factory Acceptance Test (FAT) and signed Completion Safety Certificates and “A” list Punch list Items to be complete and presented before NOE is issued)

Sept 2008 to Aug2010 - Brisbane City Council, Major Projects - Electrical Project Commissioning Manager.

I was employed on the commissioning of the Pressure Reduction Valve Project (PRVP). I dealt directly with all Electrical / Instrumentation Contractors involved with this large project on behalf of the Brisbane City Council. My role was successful in the completion and smooth handover of Phase 1, which were the first 100 out of 400 Remote Transmission Units (RTU) controlled pressure reduction sites within the Brisbane City Precinct within the time and budget allocated for.

This includes:-

Manage all project Electrical resources so as to ensure the project is completed on time, on budget and to agreed standards. Involved with Project Director assisting with Electrical & Instrumentation design issues and procurement. 1st and 2nd Party QA/QC Auditing of Project Contractors, Suppliers, and Vendors which included - Factory Acceptance Testing (FAT) of

Project Switchboards. Commissioning of all Radio Transmission Units (RTU) including downloading of programmes and testing of I/O back to main control

room including calibration of instrumentation in the field if needed. Designed, developed and implemented the Inspection and Testing Plans (ITP’s), Inspection Test Reports (ITR’s) and associated

spreadsheets for the Site Acceptance Testing. Site Acceptance Testing (SAT) of all electrical & instrumentation equipment. This also includes the implementing, overseeing, and the

completion of all punch list defect items of each site. Overseeing the auditing, compliance and certification all electrical and instrumentation deliverables and “AS BUILT” project drawings. Document Control for the Client of all electrical deliverables and “AS BUILT” project drawings as scope of works required. When required I did sort out problems of a civil/mechanical nature as well as electrical/instrumentation to the satisfaction of the Project

Director.

I was initially employed as a Instrumentation Consultant in a staff position. I was then promoted to manage the Instrumentation / Electrical Commissioning team, working directly below the Commissioning/Completions Manager for the Bundamba Advanced Water Treatment Plant.

Nov 2004 to June 2007 - Walter Diversified Construction (WDS) - Instrument Electrical Commissioning Superintendent.

Project managing a team in E.E.H.A. overseeing the installation, building and management of HA Verification Dossier and commissioning. Commissioned and certified the Electrical/Instrumentation equipment on the Wullumbilla to Fairview Gas Pipeline for Santos. I was employed under contract, as minor project manager, and superintendent - co-ordinating people and equipment on the installing/calibrating/commissioning/certifying Compressor Stations/ Gas Refineries/ Gas wells / Oilwells /Pipeline equipment/instrumentation for SANTOS.
