Introductions, Goals, ObjectivesHow many of you have used Federal Express [be sure to say "Federal Express" NOT "FedEx"] by show of hands?" [all hands should go up, keep asking until they do, then you have their attention] "How many times a week do you see this logo? [get them to say it out loud, people wake up when they talk] "five times, ten times? How many times in your lifetime have you seen this logo? it's on trucks, envelopes, billboards, tv commercials..." [pause and look at it yourself for a few seconds] hundreds of times, right?"

[turn back to audience] "have you ever seen the arrow incorporated into this logo?" [you'll get blank stares now] "How many of you have seen the not-so-subtle arrow embedded in this logo?" [count to five and bring up the FedEx logo with a circle around the arrow]

Heres an easy one to get us started. Section 694.8Waiver of Matching Requirements: Section 404C(b)(2) of the HEA, as amended by the HEOA, permits the Secretary to waive the matching requirement for a Partnership in whole or in part if, at the time of application, the Partnership demonstrates significant economic hardship that precludes it from meeting the matching requirement, or requests that its contributions to the scholarship fund under section 404E of the HEA be matched on a two-for-one basis. Section 404C(b)(2) of the HEA also permits the Secretary to waive the matching requirement for any Partnership grantee that demonstrates that the matching funds described in its application are not available and that it has exhausted all revenues for replacing these matching funds.

The A-21, A-102, and A110 contain specific regulations that pertain to Institutions of Higher Ed (A-21), State Grantees (A-102) and Partnership grantees (A-110). Those of you who have been around since 1999 remember when we had to match every dollar we received each year of our grant and it would only count in the year it was contributed. Now, we must show substantial progress and we could theoretically receive all of our match in year one and carry it forward for the next 5 or 6 years.
