While it is loading confirm that all the devices attached have a light showing. 8. Press the spacebar to get to the login screen. Setting up the eSlates (may be done the day prior)Locate the Polling Location Equipment Verification Log attached to the front of the equipment caddy on the door and follow the instructions on the log, which will complete steps 1-12 below:

1. Verify armband caddy seal intact; Record caddy seal number on the back of the JBC Reports Envelope at Caddy Seal Certification.

2. Cut Caddy Seal with scissors provided in your kit and put in Election Central Envelope.

3. Unlock caddy with key in the small coin envelope.

4. Remove booths from caddy one at a time starting with the top row.5. Assemble the booths, making sure booth legs and feet are fully extended, locked and facing forward.6. Arrange booths in a line. **Very important: the standard eSlates must be closer to the JBC and the DAU (shorter

with red stripe) must be farthest from the JBC in line.7. Open each eSlate and the DAU booth, verify each unit’s County Property Tag (purple tag) to the equipment list on the log

and check the box next to each unit number.8. Sign the log and provide the date and time the equipment verification was performed.9. Place completed Polling Location Equipment Verification Log in the Election Central Envelope.10. Starting with the FIRST eSlate, open storage compartment above eSlate, string cable to next eSlate, and carefully connect

the gray cable to the “pigtail” connected directly to the top of the eSlate inside the compartment of the next booth; the connectors are very fragile, and bent pins can disable the equipment; tighten screws.

11. Complete connection of all eSlates.12. The last unit should be the DAU, the unit with red stripes .****NOTE – If setting up the night before the election, STOP at this point, close the booths and place the yellow seals provided in the Judge’s Kit around the handles. Record these seal numbers on the DRE Seal Certificate (on the back of the JBC Reports Envelope). These seals should remain intact until the morning of the election.

Setting up the JBC (ELECTION MORNING)The JBC box must remain sealed until election morning

1. Verify JBC box seal is intact, record WHITE seal number in JBC Box Seal Certificate area on back of JBC Reports Envelope.2. Cut the tab end off of the seal and put in Election Central Envelope.3. Remove USB Encryption Key in RED Envelope from JBC Box. Take the key to the

ePollbook and leave the envelope in the JBC Box.

4. Remove the Scanner Gun from pouch on underside of JBC Box lid (not in a Primary Election).5. Remove the JBC from box.6. Remove GRAY data cable and BLACK power cable from box.7. Verify seal (BLUE) on MBB door is intact and record this seal number and County Property Number (purple tag) in the

Before Opening the Polls section on front of JBC Reports Envelope.(If the seal is broken, contact Election Central IMMEDIATELY)

*If equipment was set up the night before, verify that the same YELLOW Seal numbers are intact and no evidence of tampering is found and initial the box on the DRE Seal Certificate on back of the JBC Reports Envelope. Cut the tab

ends off of the seals and put in Election Central Envelope. If equipment was not set up, follow STEP 2 – eSlates.

STEP 3 - JBC HELP DESK 936-788-8346

ATTACH SCANNER GUN TO JBC1. Plug power into Scanner Gun as shown, and then plug Scanner Gun into MODEM port on back

of JBC.2. Plug Scanner Gun power block into power strip.

POWER UP THE SYSTEM1. Connect the JBC Battery Key on the back of the JBC. 2. Confirm that the JBC powers on. A small tape will print. PROCEED TO NEXT STEP. 3. Plug Power Strip provided into wall outlet or extension cord. Make sure power light on power

strip lights up.4. Plug the BLACK power cord into the power strip.5. Connect the BLACK power cord to the back of the JBC. 6. The eSlates will power on.

AC & BATTERY indicators on eSlates will say NONE until booths have been assigned

(If the USB Encryption Key is lost or does not work call the Help Desk IMMEDIATELY)

SCANNER GUN IS NOT USED IN A PRIMARY

ATTACH JBC TO eSLATES1. CAREFULLY connect the RED end of the GRAY cable to the back of the JBC and tighten

thumbscrews.2. CAREFULLY connect the BLACK end of the GRAY cable to the pigtail inside the cable

compartment of the FIRST eSlate Booth and tighten thumbscrews.

Assign Booths & Open PollsUsing metal rings, hang booth numbers in order at top of each eSlate, the DAU unit with the red stripes being last.

Pull all privacy screens down and secure in placeThe JBC screen will first ask you to assign booths.

ASSIGN BOOTH NUMBERS1. Press ENTER on the first booth.2. Press ENTER on each successive booth in line.3. The last booth should be a DAU unit.4. When finished with all booths, press DONE on the JBC, then NEXT.

STEP 4 - Assign Booths & Open Polls

Polls CAN be opened on the JBC before 7AM. Under NO Circumstances is ANYONE allowed to VOTE before 7AM.

Verify BATTERY indicator in the lower right hand corner on each eSlateVerify AC and BATT are shown [OKAY] on the JBC now and throughout the day

The polls are now open as indicated in the upper left hand corner of the JBC screen

1. Confirm zeros on existing ZERO tape and verify date is earlier than the day JBC was picked up. Judge and Alternate Judge (Judge from both parties in a Primary) and not more than 2 poll watchers must sign tape and put in JBC Reports Envelope.

2. Print another ZERO tape, check for all zeros and confirm polling place name.

3. Judge and Alternate Judge (Judge from both parties in a Primary) and not more than 2 poll watchers must sign ZERO tape and place in JBC Reports Envelope.

PRINT ZERO TAPE

OPEN POLLS ON THE JBC1. Press OPEN POLLS and enter the OPEN POLLS Password and

press ACCEPT.

2. Verify the PUB count is ‘00000’ on JBC and record in Before Opening The Polls section on front of JBC Reports Envelope.

3. Do not begin checking in voters and issuing Access Codes until 7:00 am on an accurate clock.

Add a VotereVOTE COMPUTER

If using driver’s license or voter’s certificate number to look up the voter, the voter’s information will show up immediately. OTHERWISE, use the following procedure when searching for voters:

After locating voter in eVote and checking the expiration date on the ID presented, press and hold the button and have voter confirm name, address and DOB on the Address Display Monitor.*1. If the voter does NOT have acceptable Photo ID send voter to Judge to determine if the voter is eligible for the RID

(Reasonable Impediment Declaration) Procedure.2. Name Match: A. If the name on the ID matches exactly with the name in eVote, press the Exact Name button; B. If the

name does not match, but is substantially similar, press the Similar Name button.3. Once the voter has been qualified, tell the voter which Election(s) he/she is voting in. (In a Primary Election, voters MUST

indicate the Party in which they wish to vote)4. Click “Vote in Current Election” to record that the voter has been qualified and two labels will print . (In a Primary

Election, press “Vote Republican” or “Vote Democratic”, as the voter chooses)5. The 1st label is placed on the Combination Form and voter verifies all information before signing. *If the label displays the

Similar Name box, check Similar Name check-box on Combination Form and have voter initial as well as sign.6. The 2nd label is passed to the voter .

*If a voter’s address displays or prints as ######### or xxxxxxxxx, have the voter confirm the name and DOB, and do not comment about the address.

ADD VOTER AT JBC1. With the scanner gun, scan the barcode on the label presented by the voter. (In a Primary Election, press the arrow next to

ADD VOTER, then press the arrow next to the Precinct/Party that is printed on the label)2. The JBC will print the ACCESS CODE and the Precinct/Ballot Style (OR Precinct/Party).3. Confirm that the Precinct/Ballot Style on the Access Code matches the Precinct/Ballot Style on the label.4. Give the ACCESS CODE to the voter.5. Tell voters not to press CAST BALLOT if they have any questions about their ballot and tell voters to make sure they see

the waving flag before leaving the booth.6. Place label on label sheet.

Call Election Central (936) 442-7745 if you think you have voted someone in errorVOTER VOTED IN ERROR ON EVOTE (In a Primary Election call Election Central if voter is voted in the wrong Party)1. Follow procedure as directed by Election Central for correcting voter’s status in eVote.2. If the wrong voter was checked in and the labels have already been placed on the Combination Form and Label Sheet: A. Clearly mark label on Combination Form ‘DID NOT VOTE’; B. Clearly mark label on Label Sheet ‘DID NOT VOTE’; C. Write a short note to explain what happened and put it in the JBC Reports Envelope.3. If the wrong Party was clicked for the voter, call the Judge’s Line to check the voter in for the correct Party. Place the correct labels on the Combination Form and Label Sheet of the CORRECT Party.OPERATIONS - Add Voter

Enter the voter’s name using the keyboard. Type the voter’s Last Name, First Name into the search box. Partial searches are allowed. For instance, you could type in only the last name of the voter or last name, first initial (other examples include: Last; Last, F; Las, Fir; L, First; etc.). A list of the voters matching the text entered will display below the search box. Click the USE button to the left of the voter’s name to display the voter’s record.

Add a Provisional Voter**NOTE – Judge and voter complete all information in their section of the Provisional Envelope*, Judge calls Election Central for proper Precinct/Ballot Style, Judge fills out Voter info on Green Provisional Combination Form and List of Provisional Voters, VOTER signs Green Provisional Combination Form and Judge gives voter applicable “Notice to Provisional Voter” based on reason for voting provisionally. REMEMBER: Each Party processes Provisionals separately in a Primary Election. Once ALL the paperwork has been completed, Judge goes with voter to JBC station, where the clerk writes the voter’s information from the Green Provisional Combination Form on the Label Sheet. The Judge then issues a Provisional Access Code using the steps below:

OPERATIONS - Add Provisional Voter

AT THE JBC:1. Press the arrow next to ADD VOTER and select the Precinct/Ballot Style given to

you by Election Central or Precinct/Party, if Primary Election. (Voter decides Party in a Primary Election)

2. Press the arrow next to PROVISIONAL on the right side of the JBC screen. The JBC asks if you are sure you want to make this code Provisional.

3. Press the arrow next to YES.4. Press the arrow next to the word PRINT to print the VOTER PROVISIONAL STUB.

5. Print the Voter’s name on the stub.6. Have the voter sign the stub.7. Tear off the ACCESS CODE from the top of the stub and give it to the voter.8. Write the BALLOT CODE from the stub on the Provisional Ballot Envelope in the

blank for Ballot Number. Write the PRECINCT/BALLOT STYLE in the Precinct Number field.

9. File the signed Voter Provisional Stub in the Provisional Ballot Envelope, complete provisional paperwork procedures, and put Provisional Envelope in orange ballot bag.

Confirm the correct Precinct/Ballot Style or Party is on the JBC screen before proceeding.

Confirm the correct Precinct/Ballot Style or Party is on the ACCESS CODE.

*ImportantThe Provisional Envelope also serves as a Voter Registration Application. The Judge must verify that the voter completed all fields on the front of the envelope and signed. The Judge must complete ELECTION JUDGE section on the back of the envelope and sign. The Judge should also include any info about the circumstances under which the voter is voting provisionally. DO NOT write in the COUNTY VOTER REGISTRAR section, and DO NOT check the ACCEPTED or REJECTED box.

IF THE ABOVE PROCEDURE IS DONE WRONG AT THE JBC AND A REGULAR ACCESS CODE IS ISSUED INSTEAD OF THE PROVISIONAL STUB, THAT VOTER’S VOTE WILL COUNT WHETHER IT SHOULD OR NOT.

Cancel a Booth**NOTE – the four reasons to cancel a booth are:

1. Wrong Ballot Style (or Party in a Primary) on ballot;2. Wrong Language;3. Voter Requires a DAU; or4. Voter walks away without casting a ballot.

OPERATIONS - Cancel Booth

CANCEL A BOOTH

1. On the JBC Polls Open Menu, press the arrow next to OTHER.

2. Press the arrow next to CANCEL BOOTH on the next screen.

3. Enter the number of the booth you wish to cancel (e.g. 01) – must be 2 digits.

4. Go to that booth and press ENTER on the eSlate5. Return to the JBC and press the arrow next to

CONTINUE.6. Press the arrow next to Polls Open Menu.7. Record the cancellation on the Canceled Booth Log.8. Write canceled on any Access Code tape you have

as a result of canceling a booth and file it in the JBC Reports Envelope.

Curbside Voting

**NOTE – A separate Combination Form for curbside voters makes processing a curbside voter easier. Use the Pink Combination Form marked “Curbside” during this process.

The DAU unit is the one with the red stripe and the last in line

Enter the ACCESS CODE before disconnecting the DAU

OPERATIONS - Curbside Voting

After Voter has pressed CAST BALLOT and the RECONNECT TO SYSTEM message appears

DO NOT POWER DOWN the JBC while the DAU is disconnected

Enable the ballot BEFORE disconnecting the DAU.

The booth is now available for the next voter

1. Qualify the voter as usual and print ACCESS CODE.2. Confirm “Battery” appears at bottom of DAU screen.3. Enter the Voter’s language and ACCESS CODE on the DAU (Disabled Access

Unit) unit.

4. When the ballot appears, press the HELP button to lock the screen.5. Open storage compartment above eSlate.6. Disconnect and remove the DAU by pushing up from the bottom and lifting the

unit.7. Disconnect headphones if not needed.8. Take the DAU to the voter, along with the “Curbside” Combination Sheet, pen for

signing, & instruction flyer.9. Instruct the voter how to use the DAU and tell voter to press ENTER to see ballot.

10. Reconnect headphones.11. Seat DAU into booth.12. Reconnect the DAU to the booth cable.13. Look for the RECONNECTED and THANK YOU page with the American flag.

Change JBC Printer TapeThe printer is on the left side of the JBC. It works with a special type of thermal rolled paper. Changing printer paper is similar to feeding paper into a typewriter or dot-matrix printer. Follow these steps to change printer paper:

1. Open the lid to the printer by pressing on the tab on the back of the lid and lifting. Before removing the old roll, notice how the spindle is inserted through the paper rolland observe the routing of the paper under the rubber roller.2. On the right side of the printer compartment, there is a feed lever. In order for the printer to print, it must be DOWN. In order to change the paper, you must lift it UP. Lift the lever.3. Take the old paper off the spindle (like changing paper towels) and insert the spindle into the new roll of paper. Gently peel the free end of the paper off the roll and insert the new roll into its place in the printer compartment so that the roll feeds from the bottom. The spindle tips go into the slots (see picture at right).4. Slip the free end of the paper under the rubber roller and turn the roller by hand to feed the paper through.5. After you get enough paper fed through (around the rubber roller and past the silver shield) pull some extra paper out, and thread this through the slot on the printer cover so that you have some lead when you close the lid.6. Push the feed lever DOWN and close the lid. You are ready to print.

OPERATIONS - Changing Printer Paper

(in the UP position)

ENABLING THE PRINTER:

1. On the JBC press the arrow next to OTHER.2. Press the arrow next to ENABLE PRINTER.3. Test for printer functionality by printing an Access Code Report.

If your printer does not print after changing the paper use the following instructions to enable the printer:

If the printer advances the paper but does not print, the JBC Tape is in backward.

Check an Access Code

1. Press the arrow next to CHECK CODE2. Use the keypad to type in the ACCESS CODE3. Status will appear on ACCESS CODE screen4. If necessary, press the arrow next to PRINT to print5. Press the arrow next to DONE when you are finished

STATUS: DESCRIPTION: STEPS:Not Assigned The code has never been as-

signed.Check the Polling Place on the Voter’s ACCESS CODE tape. It may be that the voter has an ACCESS CODE tape from another polling place and/or another JBC.

Assigned and Open The code has not been used and it is still available for use.

The voter may still vote. Give instructions.

Assigned and in Use A voter has started voting, but has not pressed CAST BALLOT on the eSlate to complete voting.

The voter should finish voting. If necessary, see Canceling a Booth.

Assigned and Cast The code has been used and a ballot cast

No action needed. Inform the voter of the status. If the voter requests a receipt, press the arrow next to Print. DO NOT LET VOTER VOTE AGAIN.

Assigned but Expired The code was not used in time. Issue the voter a new ACCESS CODE and write ‘Expired’ on the original. Put this in the JBC Reports Envelope. The voter may now vote.

Assigned and Canceled

The code was entered but the voter did not cast a ballot with this ACCESS CODE into an eSlate, but that is because the booth was canceled.

If there was a valid reason for the booth to have been canceled and voter is eligible to vote, issue the voter a new ACCESS CODE. Be very careful if you see this status. Make sure that the voter’s signature in the poll book can be verified and that an entry on the Cancelled Booth Log has been made. The voter may now vote.

eVote VOTER Screens Printer

OPERATIONS - eVote VOTER Screens

Voter Checked InThis voter has been checked in through eVote. The voter will verify information on the first label printed and placed on the combination form. The voter will take the second label to the JBC Operator. NOTE: If the voter is looked up again the status will change to “Already Voted.”

BALLOT MAILED & VOTEDThe voter requested a mail ballot and has returned it to Election Central. This voter has already voted. If the voter believes this to be in error he/she must vote a provisional ballot.

SUSPENSE VOTERThis voter is on suspense and needs to complete and sign a yellow Statement of Residence* form before voting. The Judge must call Election Central for correct Precinct/Ballot Style (not in a Primary). *Important – The Statement of Residence also serves as a Voter Registration Application. The Judge must verify that the voter completed all fields and signed. The new address MUST be in Montgomery County.

BALLOT MAILEDA mail ballot was sent to this voter. This voter must complete a blue Request to Cancel Application for Ballot by Mail form. If the voter surrenders the ballot, he/she may vote as normal. If the voter does not have the ballot he/she must vote a provisional ballot.

NON-PUBLICThis voter has met the requirements as a Non-Public voter. Since the address information cannot be displayed for a Non-Public voter, you can only have them verify their Name and Date of Birth. DO NOT COMMENT ABOUT THE ADDRESS.

WRONG LOCATIONThis is a registered voter who is at the incorrect polling place. Give the voter the correct Precinct polling place and address as noted in the green ballot information box.

VALID VOTERSVoters in your precinct with no status designation will always have a white background and the Vote in Current Election button (or Vote Republican and Vote Democratic in a Primary Election).

eVote Label Printer

The eVote label printer has to be plugged in to work properly. The cables for this are stored in a compartment underneath the printer. You may also refer to the ePollbook QuickStart Guide located inside the ePollbook case to assist you in making these cable connections.

Changing eVote Label Printer Labels1. Facing the front of the printer

look for the green tabs on the left and right.

2. Pull green tabs towards you to pop open top.

3. Insert new label roll as shown.4. Feed labels over roller and

through slot until you can see at least half a label coming out.

5. Close lid, pushing down firmly until it clicks.

6. Press button by green flashing light to align labels.

NOTE: If the text printed on the label after changing is off the label, please call the Help Desk to be walked through the process of calibrating the label printer.

Powering Down the System

1. Wait until all voters currently on eSlates have finished voting, including any curbside voter using the DAU.

(DO NOT press the CLOSE POLLS button)DO NOT POWER DOWN the JBC while the DAU is disconnected.

2. Unplug JBC from all power sources (battery key and AC).3. Plug all power sources back into JBC (battery key and AC).4. Assign booth numbers to the eSlates.5. Enter the OPEN POLLS password and press ACCEPT.

*If an Aborted Access Codes Report prints out, File in JBC Reports Envelope

6. Continue normal operations.

Closing the Polls on the JBC

IN A PRIMARY ELECTION EACH PARTY AT THE PRECINCT WILL NEED A TALLY TAPE(1 DEM, 1 REP for a total of 2 Tally Tapes)

Press Print Tally and wait for the complete tape to print then press Print Tally againYOU ARE AUTHORIZED TO PRINT AS MANY TALLY REPORTS AS REQUIRED

A FINAL TALLY TAPE WILL BE LEFT ON THE JBC5. Press PRINT TALLY, COMPLETE JBC Reports Envelope with Tape, two people sign, and put tape in Judge’s Envelope.6. Press ACCESS CODE REPORT and then press PRINT TALLY.7. Leave these attached to JBC. The Judge and Alternate Judge (BOTH Judges in a Primary) or one Clerk AND any Poll Watchers should sign this Tally Tape.8. AFTER printing all reports, unplug JBC from all power sources (AC and battery key).

9. Begin unplugging and taking down eSlate booths now10. Place JBC, password card, micro fiber cloth, cables and RED envelope in JBC box (USB Encryption Key STAYS plugged in to the laptop).

11. Seal JBC box with WHITE JBC Return Seal from zipper pouch; record on back of JBC Envelope.12. Place completed JBC Reports Envelope, with tapes, in zipper pouch.

The eVote laptop screen should go dark and all indicator lights on laptop should cease to glow

2. Close lid.

Secure back latch, the only one that is different, by letting the hook end grasp the bottom part of the case and pulling the other part up.

REMEMBER: The ePollbook is to be returned to Election Central along with the JBC and other items.

CLOSE POLLS - eVote Case Closing the eVote Case

REMEMBER: The USB Encryption KEY will remain plugged into the eVote laptop for transport back to Elections Central.1. Unplug USB and power connector from back of label printer; fold them back into the storage compartment2. Place label printer back in designated compartment on top of cables, labels facing out and backside closest

to Address Display Monitor;3. Place mouse with cable back in designated compartment;4. Place Scanner Gun and cable back in designated compartment;5. Unplug extension cord and roll up to go in case on top of palm rest;6. Flip up palm rest pillow to protect eVote and secure in place with velcro;7. Gently slide case lid back into place by aligning catches and latches;8. Secure case lid with latches using your thumb to press the button in the middle of each latch in an upward

direction until it firmly catches and locks into place;9. Secure back latch, the only one that is different, by letting the hook end grasp the bottom part of the case

and pulling the other part up.

Only after tapes are printed, JBC AC power is unplugged, and battery key is removed

To Load Storage Caddy:1. Lock the caddy wheels in place.2. Open the caddy door by unlocking it, if necessary, and pushing the

latch to the left.3. Load booths on lower level first, starting next to the caddy frame. The

preferred position is with the booth handles toward the door. Turn all booths in the same direction.

4. Load booths on upper level, starting next to the frame. The upper booths rest atop the lower level booths. The preferred position is with the booth handles toward the door.

5. Turn all booths in the same direction.6. Close the caddy door and ensure that the latch has closed.7. Lock caddy, put caddy key in Election Central Envelope.8. Write the armband seal number on the seal certificate on the back of

the JBC Envelope.9. Seal caddy with seal provided in supply box.10. Put extension cords and any power strips in your Judge’s bag and make

sure your phone charger is in the cell phone box.

NOTE: If you were issued a key to the polling location, it needs to be returned to Election Central on Election Night. This key is also used for picking up the equipment caddy, which starts the day after the Election. The key usually comes in a key bag and needs to return in the same key bag.
