Stemmer Ridge Road/County Road 81 Roadway Connection SCHEDULE Crews have completed utility work for the county road 81 project. is spring they have begun to complete the street improvements. Curb on the new roadway is anticipated in mid June. e anticipated final completion date is September 1st. It is anticipated that the roadway would be open to Stemmer ridge road by that date, but all traffic control improvements must be installed prior to the opening of the roadway. In addition to the bumpouts, digital speed display signs and pavement striping will also be added to existng Stemmer Ridge Road. e digital speed display signs are proposed to be located between Belmont Avenue and Edgewood Drive. Studies have shown that speeders will slow down by some amount 80% of the time when they encounter a digital speed display sign. e pavement striping will include a center stripe and shoulder stripe and will assist drivers in staying within their drive-lane as they approach the bumpout areas. Parking striping will be added along Howard Lake park. e traffic calming features which will be added to existing Stemmer Ridge Road will work in tandem with other features proposed on the new portion of County Road 81 / Stemmer Ridge Road. e features on the proposed roadway will include center median, bumpout at the intersection of the new roadway with existing Stemmer Ridge Road, round- about at the park entrance, and curvilin- ear roadway design. In early June crews are planning to build traffic control improvements (bump outs) on Stemmer Ridge Road. e process to build these would take approximately one month depending on weather.

PrOjECT bACkgrOUND (Spring 2017) The City and the Shakopee Mdewakanton Sioux Community have been working cooperatively to plan for and build County Road 81 / Stemmer Ridge Road from CSAH 82 to the existing portion of Stemmer Ridge Road. The Shakopee Mdewakanton Sioux Community is leading the County Road 81 / Stemmer Ridge Road Project and have a contract with SM Hentges and sons for construction. The Prior Lake City Council approved an agreement with the Shakopee Mdewakanton Sioux Community for the City’s portion of the project. The City portion of the work includes watermain pipe, sani-tary sewer pipe, raw watermain pipe, and traffic calming improvements for existing Stemmer Ridge Road. (See graphic to view elements of this new roadway corridor). During the planning process, the City created a work group to discuss traffic calming on existing Stemmer Ridge Road. The volunteers for this work group were mostly residents from the Spring Lake Estates neighbor-hood. After three work group meetings, this group pro-vided recommendations to the City Council. Thank you for those individuals that participated in the work group meetings. The City Council reviewed the recommenda-tion of the work group and provided direction to the staff on these measures for incorporation into the plans. The traffic calming improvements pro-posed on existing Stemmer Ridge Road include bumpouts at 165th Street and at Belmont Avenue. Bumpouts are the narrowing of the roadway at strategic locations (see Mushtown photo). The narrowing of the roadway from 44 feet to 26 feet gives drivers an uneasy feeling if they travel too fast. Research indicates that average travel speeds are reduced by 7% in these areas. The bumpouts located at these in-tersections also narrow the pedestrian crossing distance to the roadway and places pedestrians in better view of the drivers.
