BERICHT ÜBER DIE MENSCHLICHE ENTWICKLUNG 2009Barrieren überwinden: Migration und menschliche Entwicklung2

als der ihres Herkun! slandes. Unter den aus Entwicklungsländern stammenden Migranten liegt dieser Anteil bei über 80 Prozent. Ihre Zielländer sind jedoch o! nicht die entwickelten Länder, sondern vielmehr andere Entwicklungs-länder mit höherem Lebensstandard bzw. mehr Beschä! igungsmöglichkeiten.

Der Unterschied zwischen der menschlichen Entwicklung im Herkun! s- und im Zielland kann beträchtlich sein. Gra" k 2.2 veranschau-licht diesen Unterschied – einen Wert, den wir grob den Migrations-„Gewinn“ für die mensch-liche Entwicklung nennen können – gegenüber dem HDI-Wert des Herkun! slandes.6 Würden die Migranten im Durchschnitt in Länder ge-hen, die auf dem gleichen Niveau menschlicher Entwicklung sind wie ihre Herkun! sländer, so würde dieser Wert Null betragen. Dagegen besteht ein positiver und im Allgemeinen gro-ßer Unterschied bei allen Ländern, außer den am stärksten entwickelten. Die Tatsache, dass der durchschnittliche Gewinn umso gerin-ger ausfällt, je mehr das Niveau menschlicher

Entwicklung steigt, zeigt, dass es die Menschen aus den ärmsten Ländern sind, die von der grenz-überschreitenden Migration im Durchschnitt am stärksten pro" tieren.

Dass Migranten aus Ländern mit niedrigem HDI-Wert am meisten zu gewinnen haben, wenn sie in ein anderes Land gehen, bestätigt sich durch systematischer angelegte Studien. In Hintergrundrecherchen, die für diesen Bericht in Au! rag gegeben wurden7, wurde der HDI von Migranten im Heimatland und im Zielland verglichen und es wurde herausgefunden, dass die Unterschiede – sowohl relativ als auch abso-lut gesehen – im umgekehrten Verhältnis zum HDI des Herkun! slandes stehen. Migranten aus Ländern mit niedrigem HDI-Wert hatten am meisten zu gewinnen – und tatsächlich er-gab sich für sie im Durchschnitt ein 15facher Einkommensanstieg (auf 15.000 US-Dollar pro Jahr), bei der Bildung eine Verdopplung der Einschulungsquote (von 47 auf 95 Prozent) und eine 16fache Verringerung der Kindersterblich-keit (von 112 auf sieben Todesfälle pro 1.000
