The study, expected to cost $600,000 and take six months to complete, will recommend changes to the manner in which individual departments within the City – primarily the Planning Department and the Department of Building and Safety – process development applications. The consultant’s contract also includes oversight of the implementation of the recommendations. The Los Angeles Department of City Planning recently announced a major reorganization to better align the department’s resources for processing development applications and performing long-range community planning. In addition, the Planning Department is implementing an enhanced project review process to streamline and expedite the entitlement process. During the pre-application process, the Development Services Center, which will consist of experienced Planning Department staff, will consult with applicants, accept applications and fees for development review, and coordinate with the Department of Building and Safety to ensure that the appropriate land use applications for a specific project are processed. The Development Services Center staff will be centralized at the Downtown and Valley public counters.

During the application process, a single project planner will review a case for accuracy and completeness, conduct environmental review to comply with the California Environmental Quality Act (CEQA), work with the Environmental Analysis Section if a project requires the preparation of an environmental impact report (EIR), attend public hearings and present the Planning Department’s recommendations, as needed, and write staff reports and determination letters.

During the post-determination process, the Development Services Center will review plans in detail to ensure that conditions of approval and environmental mitigation measures have been incorporated into the project. The Development Services Center will also review planning clearance items for building permits. The project planner will advise the Development Services Center regarding complex condition clearances.

Specifically, the Planning Department has adopted eight strategies as part of its Blueprint 2010-2011:

1. Major Projects Review

The Planning Department’s reorganization creates a Major Project’s Section to handle complex, regionally-significant projects. Applicants will have dedicated planners from the Plan Implementation Division process the case, which will expedite the entitlement process for strategic projects that bring jobs and tax dollars to the City. The planners working within this Section will bill the applicant on an hourly basis, which will allow the Planning Department to provide sufficient staffing on major projects to keep such projects moving quickly through the City’s entitlement process.

2. One Project, One Planner

Most projects will be staffed by a single Planning Department staff member who will handle all the entitlement work, from advising the applicant before the case is filed and through the public hearings, to issuing the final sign-offs for building permits. The project planner will be able to answer all planning-related questions about a particular project. Project planners will also prepare all Categorical Exemptions, Negative Declarations and Mitigated Negative Declarations, while EIRs will continue to be prepared by the Planning Department’s Environmental Analysis section.

The new organizational structure allows a single project planner to handle all entitlements for a project from beginning to end. Instead of separating cases by the type of entitlement, a single planner will be responsible for all entitlements on a case. The Planning Department believes this shift toward a “one project, one planner” approach will enable the Planning Department to provide more accessible, consistent, and personalized service to the public.

3. Service to the Public

The Planning Department is attempting to simplify the often-complicated entitlement process by expanding the Development Services Center. Presently, project applicants must often travel to numerous City departments in different locations to obtain permits. By expanding and centralizing the

Development Services Center, applicants will work with a single point of contact during the pre-application, entitlement, and post-determination process. These services will be located at the Downtown and Valley public counters.

4. Geographic Coordination Teams

The Planning Department will establish ten Geographic Coordination Teams composed of project and policy planners who will each focus on one of the ten geographic areas. The Planning Department believes that this will help ensure that planners stay up-to-date on neighborhood issues and maintain a local context for the projects they are reviewing and long-range plans they are developing. A map showing the boundaries of the ten Geographic Coordination Teams is attached.

5. Long-Range Planning

The Planning Department’s reorganization combines a number of units into the new Policy Planning and Historic Resources Division: Citywide Planning, Community Planning, Urban Design Studio, and the Office of Historic Resources. The Policy Planning and Historic Resources Division is responsible for long-range planning functions, including the preparation of Community Plan and General Plan updates that guide the City’s future growth. By more closely coordinating the planners working on these plans, the Planning Department anticipates shorter timelines for their completion.

6. Historic Preservation

Previously, Planning Department staff who implemented the City’s Historic Preservation Overlay Zones were dispersed across several units. Under Blueprint 2010-2011, all of the Planning Department’s Historic Preservation Overlay Zone planners will work together within the Office of Historic Resources. The Planning Department believes this arrangement will effectively facilitate the preservation of the City’s historic neighborhoods.

7. Community Involvement

The Planning Department wants to engage the community in new ways and plans to create new programs to improve communication with the community. These measures will include an updated website, e-newsletters, and increased outreach efforts.

8. Neighborhood Liaison

Reporting directly to the Planning Director, the Neighborhood Liaison will assist the community with particularly challenging planning issues and questions. For example, a resident or applicant can contact the Neighborhood Liaison with questions regarding the planning process, pending plans, and projects.

New Organization Chart

The Planning Department’s Executive and Senior Management Team’s new organizational chart is shown below. Michael LoGrande is the Director of Planning and Alan Bell, Vince Bertoni, and Eva Yuan-McDaniel are the Deputy Directors.

Dan Scott will lead the Plan Implementation Division, Ken Bernstein will lead the Policy Planning and Historic Resources Division, and Linn Wyatt will lead the Development Services and Zoning Administration Division.

Within the Plan Implementation Division, Bob Duenas will manage Valley Neighborhood projects, Jim Tokunaga will manage Subdivisions and Expedited Processing, and Jon Foreman will head Major Projects and Environmental Analysis. Hadar Plafkin will continue to manage the Environmental Analysis group. The head of the Metro Neighborhood Projects section will be named shortly.

David Weintraub is the head of the Development Services Center. Janet Hansen will manage the Office of Historic Resources.

In Community Planning and Policy, Kevin Keller will manage the Central, West, and Valley areas, and Faisal Roble will manage the South, Harbor, and East areas.

Linn Wyatt is the Acting Chief Zoning Administrator and Nic Brown, Lourdes Green, Sue Chang and Maya Zaitzevsky are the current Associate Zoning Administrators.

Next Steps

The new organization clearly poses many challenges. This is a major undertaking for the Planning Department at a time when budget cuts have significantly reduced the Planning Department’s staff. The reorganization represents another step in the continuing evolution of planning in Los Angeles which merits continuing attention. In the short term, the Planning Department reorganization will undoubtedly affect many cases and will require close monitoring and management.
