  • Gov. Nathan Deal and the Georgia State Road and Tollway Authority(SRTA) included the Evermore CID in the 2012 Georgia TransportationInfrastructure Bank (GTIB) grants.

    SRTA manages the GTIB funds, grant and loan application reviews andselections with final approval made by the SRTA Board, which is chaired byGov. Deal.

    Evermore received a GTIB grant of $200,000 and a $300,000 loan. Thefunds are dedicated to the Old Highway 78 at Walton Court realignmentproject as well as the Hewatt Road to Britt Road parallel road connector.

    “The GTIB program is a way for communities who are serious aboutinvesting in their infrastructure to apply for the help they need to completeor move their projects forward,” Gov. Deal said. “These projects are the kindof investments that not only sustain communities, but they also strengthencommunities by providing more job opportunities.”

    The CID is working on substantial road improvementprojects aimed at upgrading area access and providingcongestion relief.

    The Hewatt-Parkwood-Britt Connector will supply analternate, two-lane roadway for commercial traffic todrive parallel to Highway 78. Joining Hewatt Road to BrittRoad will open access to Westside Court and East Street.

    In addition to the connector road, Old Highway 78will be realigned to match Walton Court across Highway78. The new intersection will include enhanced trafficsignals and improved access to Highpoint Road.

    The CID is also considering design concepts toprovide access joining the new connector roadway tothe improved Walton Court-Old Highway 78interchange, which would further enhance area traveloptions.

    The Hewatt-Parkwood-Britt project will enter theright-of-way acquisition phase in 2012 withconstruction expected to begin in 2013. Georgia’s StateRoad and Tollway Authority recently made significantgrant and loan contributions to support these efforts.

    The CID is at the forefront of improvements aimed atincreasing the overall appearance and curb appeal of theEvermore community.

    CID leaders have placed a high priority on efforts to routinelyremove trash, illegal signs and other debris from along arearoadways.

    CID-contracted landscaping experts completed extensiveenhancements at the West Park Place bridge. This project was setas a key objective as the intersection serves as a gateway entrancefor the corridor.

    Additionally, the CID secured the services of RussellLandscape Group for the duration of 2012. Russell Landscape nowconducts regular maintenance and upkeep along Highway 78.

    Landscaping Increases Evermore’s Appeal

    Motorists driving through the CID will notice thatnew technology is in place to improve theircommuting experience.

    Intelligent transportation system cameras havebeen added at key intersections and roadway pointsthroughout Highways 78 and 124 in the greaterSnellville area.

    The cameras send live images to the staff ofGwinnett County’s traffic control center. Withreal-time human monitoring of travel conditions,these operators are able to manually adjust signaltiming to improve the flow of peak traffic.

    Additionally, operators are in a better position toalert 911 dispatchers to the scene of traffic incidentsand other conditions that could hinder commuters.

    New Technology Improving Commute Times

    The CID Board of Directors voted to extend Evermore’sexisting millage rate of 5 mills into the 2012-2013 tax year.

    While the millage remains unchanged, shifting propertyvaluations will have a financial impact. The CID will likelyreceive about 8 percent less revenue.

    In anticipation of the revenue decline, the Board madeconservative budget revisions to produce a balancedspending plan.

    “We will have to tighten our belts and focus even moreon ensuring that we deliver the best possible services forthe greatest value to our property owners,” CID BoardChairman Chris Garner said.

    The CID Board has elected to continue the same millagerate annually since 2007 with the exception of 2009,where the rate was reduced to 4 mills.

    The CID’s Board of Directors this yearselected Chris Garner to serve asChairman for 2012-2013.

    Every year, member property owners elect their Boardof Directors to lead CID efforts. The CID Board thenselects officers to take on expanded leadership roles.

    Chris has a history of participating in CID initiatives,continuing the Garner family’s commitment to theEvermore community. His family has maintained apresence in the area for five generations, currently asthe owners/operators of Garner Building Supply, Inc atPark Place.

    Prior to his election as a Board member, Chrisattended CID meetings and took an active role with theLivable Center Initiative (LCI) workshops focused on thePark Place Area.

    Chris, who attended Georgia Tech to study civilengineering, finds Evermore’s efforts allow him tocouple his technical knowledge with his passion forcommunity improvement. He has worked to further theCID’s mission and goals through such projects aslandscaping, Hewatt Road to Killian Hill parallel accessand Opportunity Zones.
