Appointing Authority

The Commercial Division

Duties and Responsibilities

1. To hear and determine all claims commenced in the Commercial Division of the High Court, Eastern Caribbean Supreme Court (‘the Commercial Court‘) including all interim and other applications made in the course of such proceedings. HIGH COURT JUDGE

To serve in any of the Member States and Territories of the Eastern Caribbean Supreme Court. Applicants may be posted in a Member State or Territory despite being a citizen or resident of that country if the circumstances permit.

Applicants for the position of High Court Judge must (a) be or have been a judge of a court of unlimited jurisdiction in civil and criminal matters in some part of the Commonwealth or a court having jurisdiction in appeals from such a court; or (b) be qualified to practise as an advocate in such a court, and has so practised for a period or periods amounting in the aggregate to not less than 10 years.

Consultancy Services For Gender Planning, Technical Assistance And Capacity Building

The Government of Saint Lucia (GOSL) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to US$149,050 towards the cost of Mainstreaming Gender Equality in Saint Lucia’s National Sustainable Development Plan (NSDP)Project and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of GOSL and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOSL shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

equality priorities in its planning and programming processes. The duration of the assignment is expected to be for a period of twelve (12)months.

Ministry of Education, Innovation, Gender Relations and Sustainable Development – Division of Gender Relationsnow invites interested eligible consulting firms to submit Expressions of Interest for the provision of these consultancy services.

Consultants shall be eligible to participate if:

(a) in the case of a body corporate, it is legally incorporated or otherwise organised in an eligible country, has its principal place of business in an eligible country and is more than 50 per cent beneficially owned by citizen(s) and/or bona fide resident(s) of eligible country(ies) or by a body(ies) corporate meeting these requirements;

(b) in the case of unincorporated firms, the persons are citizens or bona fide residents of an eligible country; and

(c) in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.

The attention of interested Consultants is drawn to paragraph 1.9 of CDB’s Guidelines for the Selection and Engagement of Consultants (2011), setting forth CDB’s policy on conflict of interest.

In the assessment of submissions, consideration will be given to technical competence, qualifications and experience, local and regional experience on similar assignments, financial capability and existing commitments. The assignment covers (but is not be limited to) the reconstruction of the Jeremie Street - Compton Highway intersection and improvements for efficient movement of pedestrians and public transport vehicles around La Place Carenage; b) Conducting a brief assessment of the institutional capacity of the relevant agencies for (i) organizing and regulating public transport (including the monitoring of public transport supply and demand), and (ii) traffic and parking management in Saint Lucia, recommend areas for capacity strengthening and deliver at least two works shops. The duration of the assignment is six (6) man months over a period of eight (8) calendar months. The consulting services (“the Services”) include appraising, approving, administering and monitoring the disbursement of grants; as well as the provision of business support services to be implemented under the Façade Improvements Grants Program. The Services of the Grants Manager be executed in accordance with the procedures and criteria outlined in the Façade Improvements Grants Manual (FIGM) developed under the Project. As part of the Services will be required to engage the Castries Constituency Council and where necessary the Chamber of Commerce and/or the Department of Commerce and Department of Physical Planning, develop a methodology, and implement an awareness and promotional campaign(s) on mechanisms for accessing grant funding; ensure that the prospective grant recipients have adequate technical and financial management capacity to implement the proposed Façade Improvements and business support services according to the guidelines outlined in the FIGM; maintain a system for tracking and managing information regarding the administration, operation and conditions applicable to the respective façade improvement grants and business support services and Disburse, administer, and monitor façade improvement grants. The Consultant is expected to work for a period of ninety (90) working days over a period of twelve (12) calendar months. For purposes of this contract, a working day is defined as a period of eight (8) hours worked.

Additional knowledge, skills and abilities that will be required of successful candidates include: . Ability to interact with stakeholders tactfully,
