Appointing Authority

Judicial and Legal Services Commission of the Supreme Court established under the Courts Order 1967 (Imperial Legislation Statutory Instrument No 223 of 1967) and chaired by the Chief Justice of the Eastern Caribbean Supreme Court (“the ECSC”).

The Commercial Division

The Commercial Division of the ECSC is superior court of record which hears and determines Commercial Cases as defined in the Eastern Caribbean Supreme Court Civil Procedure Rules 2000. The bulk of the work of the Commercial Division consists of high value cross-border litigation with a base in financial services, international commerce and company and insolvency law. Appeals from decisions of the Commercial Division are heard by the Court of Appeal of the ECSC, from which appeals lie to the Judicial Committee of the Privy Council.

Duties and Responsibilities

1. To hear and determine all claims commenced in the Commercial Division of the High Court, Eastern Caribbean Supreme Court (‘the Commercial Court‘) including all interim and other applications made in the course of such proceedings. While the bulk of such claims will be commenced and heard in the Commercial Division sitting in Tortola, Territory of the Virgin Islands (‘British Virgin Islands’), the Commercial Court Judge may, at the direction of the Chief Justice, hear claims originating from the six Member States and two other UK Overseas Territories which comprise the territorial jurisdiction of the ECSC, whether in Tortola or in the particular Member State or Overseas Territory in question.

2. To constitute and convene a Commercial Court Users Committee comprising representatives of local law firms which regularly make use of the facilities of the Commercial Court (‘the Committee’).

3. To keep under review, in conjunction with the Committee, the functioning of the Commercial Court Registry and to make such recommendations as may seem expedient for ensuring the efficient management of cases proceeding in the Commercial Court.

4. To keep under review, in conjunction with the Committee, the practice and procedure of the Commercial Court and to make such recommendations for its development as may seem expedient.

5. Before expiration of term, to provide such advice and assistance to a successor Judge as may be necessary to enable a seamless handover.

Qualifications & Experience:

The suitable candidate should possess at least the (10) years’ experience as a Judge in a Court within the Commonwealth which has Civil jurisdiction in cross-border or International Commercial cases;

At least five (5) years’ experience as a Judge in a specialised court dealing with cross-border or International Commercial cases;

OR

At least ten (10) years’ practise as a leading Attorney-at-Law specializing in litigation involving cross-border or International Commercial cases.

Term:

Three (3) years or any agreed extension of same.

Residence: Tortola, British Virgin Islands

Salary and benefits:

(a) Gross Salary: USD$200,000 per annum, free of tax, payable monthly in arrears (comprising base salary and other allowances);

(b) Six calendar weeks’ or 42 calendar days’ vacation per annum;

Consultancy Services For Gender Planning, Technical Assistance And Capacity Building

The Government of Saint Lucia (GOSL) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to US$149,050 towards the cost of Mainstreaming Gender Equality in Saint Lucia’s National Sustainable Development Plan (NSDP)Project and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of GOSL and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOSL shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

Ministry of Education, Innovation, Gender Relations and Sustainable Development,the Executing Agencynow wishes to procure consultancy services for Gender Planning, Technical Assistance and Capacity Building.

The objective of the consultancy is toenhance the capacity of GOSL to systematically address gender



equality priorities in its planning and programming processes. The duration of the assignment is expected to be for a period of twelve (12)months.

Ministry of Education, Innovation, Gender Relations and Sustainable Development – Division of Gender Relationsnow invites interested eligible consulting firms to submit Expressions of Interest for the provision of these consultancy services.

Consultants shall be eligible to participate if:

(a) in the case of a body corporate, it is legally incorporated or otherwise organised in an eligible country, has its principal place of business in an eligible country and is more than 50 per cent beneficially owned by citizen(s) and/or bona fide resident(s) of eligible country(ies) or by a body(ies) corporate meeting these requirements;

The consulting services (“the Services”) include a) Review of the urban transport in Castries, carrying out a diagnostic assessment including administering of surveys in order to prepare a traffic plan for downtown Castries including all low cost/high return measures that would improve the efficiency, safety and reliability of

movements of pedestrians and vehicles, developing final designs and technical specifications, for the execution of works. The assignment covers (but is not be limited to) the reconstruction of the Jeremie Street - Compton Highway intersection and improvements for efficient movement of pedestrians and public transport vehicles around La Place Carenage; b) Conducting a brief assessment of the institutional capacity of the relevant agencies for (i) organizing and regulating public transport (including the monitoring of public transport supply and demand), and (ii) traffic and parking management in Saint Lucia, recommend areas for capacity strengthening and deliver at least two works shops. The duration of the assignment is six (6) man months over a period of eight (8) calendar months. Assignment Title: Consulting Services for Grants Manager under the Façade Improvement Program

SAINT LUCIA has received financing from the World Bank towards the cost of the OECS Regional Tourism Competitiveness Project (ORTCP) and intends to apply part of the proceeds for Consulting Services for engage an Individual Consultant to provide technical assistance as Grants Manager, for the implementation of the Façade Improvement Program.



The consulting services (“the Services”) include appraising, approving, administering and monitoring the disbursement of grants; as well as the provision of business support services to be implemented under the Façade Improvements Grants Program. The Services of the Grants Manager be executed in accordance with the procedures and criteria outlined in the Façade Improvements Grants Manual (FIGM) developed under the Project. As part of the Services will be required to engage the Castries Constituency Council and where necessary the Chamber of Commerce and/or the Department of Commerce and Department of Physical Planning, develop a methodology, and implement an awareness and promotional campaign(s) on mechanisms for accessing grant funding; ensure that the prospective grant recipients have adequate technical and financial management capacity to implement the proposed Façade Improvements and business support services according to the guidelines outlined in the FIGM; maintain a system for tracking and managing information regarding the administration, operation and conditions applicable to the respective façade improvement grants and business support services and Disburse, administer, and monitor façade improvement grants. The Consultant is expected to work for a period of ninety (90) working days over a period of twelve (12) calendar months. For purposes of this contract, a working day is defined as a period of eight (8) hours worked.

1. Saint Lucia has received financing from the World Bank toward the cost of the Disaster Vulnerability Reduction Project and intends to apply part of the proceeds toward payments under the contract for the Procurement of Total Station Survey Equipment.

2. The Department of Economic Development, Transport and Civil Aviation now invites sealed bids from eligible bidders for supply of a Total Station Survey Equipment, as specified below.

3. The time for delivery of the equipment at Castries Saint Lucia is four (4) weeks.

Bidding will be conducted through Shopping procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-consulting Services under IBRD Loans and IDA Credits and Grants by World Bank Borrowers” dated January 2011 (and revised July 2014) (“Procurement Guidelines”) and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.
