Dear Reader, TurkStat started to benefit from EU funds just after Turkey has been declared as a Candidate Country to the EU in December 1999. The financial possibilities were opened in order to support Turkish Statistical System in its way towards harmonizing with EU Acquis Communautaire in statistical area. TurkStat has successfully implemented several projects all of which has sustainable accomplish- ments. Project on Upgrading the ICT Services of TurkStat is the latest EU funded project completed by TurkStat. In this issue of Statistics at CrossRoads, we gave wide coverage to this project. We mentioned about the successful Closing Event which was realized on 13th September 2017. Additionally, the results of the project were explained in detail during this event. Moreover, in this issue we gave information on the events and meetings where TurkStat was represented and the delegations welcomed in TurkStat’s premises. We are proud to mention that we have been busy and realized fruitful activities in terms of international cooperation during the last six months. We will continue to keep in touch with our colleagues in all over the world and try to sustain the good relations built through the years. On this occasion, we wish Merry Christmas and a happy New Year in 2018. The 103th Conference of Directors General of the National Statistical Institutes

(DGINS)

The 103rd Conference of Directors General of the National Statistical Institutes (DGINS), hosted by the Hungarian Central Statistical Office was held in Budapest on 20-21 September 2017. The statis-tical offices of EU member countries and enlargement countries together with international organizations like Eurostat, EFTA, ESAC and OECD were represented in this Conference. On behalf of TurkStat, Mr. Enver TAŞTI, Vice President

participated in the Conference. The Conference is one of the most important forums in the European Union for exchanging views about the future and development of the European Statistical System (ESS) and also discuss-

ing strategic issues in the ESS. The main theme of the 103rd DGINS was “ESS Strategy beyond 2020” which was discussed in the internal session. "Population Movements and Integration Issues - Migration Statistics” was the other important topic discussed in the open session. The aim of this session was to find solutions on the way the ESS can better meet and satisfy the statistical challenges of this very

complex migration phenomenon.

40th Board of Directors Meeting of the Statistical, Economic and Social Research and

Training Centre for Islamic Countries (SESRIC)

The 40th Board of Directors Meeting of the Statistical, Economic and Social Re-search and Training Centre for Islamic Countries (SESRIC) was held in Ankara,

Turkey on 15th December 2017. One of the main responsibilities of the Center is to strengthen and improve the statistical systems of members of the Organization of Islamic Cooperation (OIC)

with a view to producing better statistics.

During the meeting, the details of Center’s activities implemented in 2017 and plans for 2018

were reviewed. The proposed budget for 2018 were adopted by the Board of Directors, as well. Ms. Şennur ONUR, Head of International Relations Department of TurkStat participated in this

Meeting. TurkStat attaches importance to this Board Meeting since Turkey is the permanent member of the mentioned board.

ISI 2017 World Statistics Congress was realized in Marrakech, Morocco on July 17-21, 2017. From TurkStat, Mr. Alper GÜCÜMENGİL, Head of International Project Management Group and Mr. Turgay ALTUN, Expert at the International Co-operation and EU Cooperation Group participated in the Con-gress. Mr. Gücümengil made a presentation on “Why Regional Co-operation in Statistics: A Perspective from Turkey” on behalf of TurkStat.

ISI 2017 World Statistics Congress

The Meeting of the Policy Group on Statistical Cooperation which was held in Durres,

Albania on 19-20 October 2017. Mr. Enver TAŞTI, Vice President of TurkStat and Mr. Gürdal GEDİK, Head of International

Cooperation and EU Coordination Group attended the Meeting to represent TurkStat.

PGSC Meeting is one of the highest level events in the context of European Statistical System in which the Heads of NSIs of EU enlargement countries come together and discuss the managerial and cooperation issues in detail with Eurostat. The scope of the meeting is to develop policies for statistical cooperation among enlargement countries

and Eurostat in the context of EU harmonisation process in Statistics. The Meeting provided a unique opportunity for TurkStat participants to discuss the recent developments in the Enlargement and the Stabilisation and Association Process of the EU; to evaluate the ongoing round of the Peer Reviews and their monitoring mecha-nisms; to have information on Sustainable Development Goals (SDG); to discuss the Code of Practice which is being revised and to evaluate the future of compliance monitoring

tools as well as the state of play in IPA multi-beneficiary assistance programmes.

Upgrading ICT Services of TurkStat Project is an EU funded Project implemented under 2011 programming of IPA (Instrument for Pre- Accession) between August 2014 and September 2017. The project budget of 6,2 million Euro had been used to provide both hardware/ software requirements and technical assistance needed to adapt new technologies.

Before the completion of successful implementation of the project term, a Closing Conference was held in Ankara on 13th September 2017. The Conference was organized by TurkStat and KMO Consultants, the leading company of the KMO Consortium, the Contractor of the Service Component of the Project.

The Conference was realized with the partici-pation of 120 people from TurkStat, KMO Consortium partners: AGEM and SOGETTI, implementing agencies: CFCU, EU Delegation and Ministry for EU Affairs and other stakeholder institutions in Turkey. The conference was fol-lowed by two panel discussions right after the opening speeches. The first panel discussion was composed of the results and achievements of the project while the second one focused on Big Data and Data Security Issues.

Mr. Murat Tunçel is the Head of ICT Department of

TurkStat. His assessments on the results of the “Upgrading the Information Communication and technology

Services of TurkStat “ Project is indicated below: “The project basically aimed to provide solutions to TurkStat’s problems in system and network infra-structure. Before the project, critical servers used in our data center and especially the servers used in the branch offices completed their lifetime. In terms of network infrastructure, as the backbone switches, server switches and edge switches were not redundant, business continuity could not be provided. The institutional disaster recovery plan was not avail-able. Specific trainings and technical assistances in the fields of system, network and da-tabase management and software development were needed so the staff’s know-how

and hands on practice could be improved. Through this project, the backbone and server switches used in the data center have been renewed and deployed in a redundant topology to provide high availability. All the edge switches and servers used in the regional offices have been renewed and config-ured. At the same time, the edge switches used in the instution’s headquarter office have been renewed and replaced with the smart switches. In addition, devices (UPS, IP Camera, Air Conditioner, Fingerprint, Cabinet) needed in system rooms, video confer-ence systems and storage devices were supplied for all regional offices. Through the sup-ply component of the project, we have supplied the systems, mainly the server and backbone switches, storages and servers needed to build up our Disaster Recovery Cen-ter’s system and network infrastructure. At the regional offices, we have addressed the computer and notebook needs of our interviewers who collect data on the field and use

the digital platform to send these data to the servers located in main data center. Additionally, the trainings and consultancies were provided. Participants of the trainings gained knowledge on the tools and techniques that the hackers use to compromise legiti-mate systems, they have acquired ability to use these tools and techniques to pro-actively prevent the corporate resources in an ethical way. The consultancies focused on Green System Room Design, Server Virtualization, Disaster Recovery & Data Center have supported TurkStat on designing, implementing and managing virtualization environ-

ment. A site visit to a Tier4 datacenter in Luxembourg is organized and some advices are taken from the experts. With the technical assistance activities on Network and Penetration Testing, we had the chance to realize how much vulnerable our systems to the outsider threats. These activities have provided a basic know-how in terms of web application se-curity, a considerable amount of awareness for the weaknesses and misconfigurations

done during the application development and configuration phases.”

Achievements of ICT Project

by Ms. Meltem Kocamustafaoğulları

Ms. Kocamustafaoğulları is the Key Expert provided by the KMO Consortium, the Contarctor of the Technical assistance Component of “Upgrading the ICT Services of TurkStat Project.” She had worked in TurkStat for two years and coordinated the consultancies and trainings planned under the project. Her evaluations regarding the achievements of the project are indicated below: “The project was executed in great collaboration of TAT team and TURKSTAT project counterparts in Information Technology Department and International Relations Department. The project objectives are completely achieved, technical capacity is improved with the resulting outputs and deliverables.

For production of official statistics, sustainable IT infrastructure is the key. Having prescient vision, focuses on; sustainable system and appli-cations, standardisation of process and components for high quality outputs, utilisation of most appropriate technology and tools, investing to human resources and collaborative teamwork. In this respect, the EU funded “Technical Assistance Project for Upgrading ICT Services of TurkStat” was major milestone. With this project TurkStat has invested in; Human Resources, Data Center, Network Infrastructure, Databases and Software Development.

Regarding the Human Resources; the technical capacity is improved with received advanced training courses and senior consultancy services.

Regarding the Data Centre; Disaster Recovery Centre designed and documented, important steps were taken for its realisation. More effective utilisation of the system infrastructure resources is obtained including; physical servers, storage and virtualisation. System security and performance tuning is improved.

Regarding Network; system continuity is ensured with improvements in network topology design, manageability, security and performance.

Knowledge base and competency is improved in designing, operating and managing of the network infrastructure.

Regarding Databases; system continuity and manageability is attained with improvements is database management and design, data accessibility is improved with performance tuning of the data-bases. Roadmap and studies are accom-plished for migration to open source database platform. Studies and trainings on Big data are conducted including methodology and toolset.

Regarding Software Development; major outputs and milestones are achieved concerning development processes, standardisation and quality of outputs, software maintainability, improvement in collaborative teamwork platform. Soft-ware development life cycle is improved. Corporate standardisation in user interface of software applications is set and being applied for current and future applications. The knowledge base and competency is improved with trainings and workshops covering broad range of topics of software development that are also reflected to the IT standards of TurkStat.”

Seminar on Exchanging Experiences with the Implementation of the Generic

Law on Official Statistics (GLOS)

GLOS Seminar was jointly organised by the Statistical Office of the European Free Trade Association (EFTA) and Eurostat on 6-7 July 2017. It was hosted by the Statistical Office

of Montenegro (Monstat) in Budva. The representatives from Turkey, Azerbaijan, Armenia, Belarus, Bosnia & Herzegovina, Georgia, Kosovo, Former Yugoslav Republic of Macedonia, Moldova, Montenegro, Ukraine, Croatia, Lithuania, Liechtenstein, Switzerland, EFTA, Eurostat and UNECE par-

ticipated in this Seminar. This seminar was part of a series of regional conferences on the GLOS that aimed at ex-changing countries' experiences in applying GLOS provisions to Statistical Laws, good practices, obstacles and solutions. In addition, countries exchanged their views and ex-periences on the organisation and coordination of the National Statistical System as well as on confidentiality issues in the ESS and on providing access to micro-data. Finally, the Seminar aimed at the generating input to the revision works implementing for the Hand-

book on Organisation of National Statistical System by UNSD by group discussions. In this Seminar, TurkStat delegation has been informed on the experiences and good practices of the participant countries, obstacles and solutions in applying GLOS provi-sions to Statistical Laws and on the organisation and coordination of the National Statis-tical System (NSS). High level representatives of EFTA, Eurostat and UNECE gave infor-mation on the upcoming studies regarding the GLOS. TurkStat delegation had also an opportunity to contribute to the revision studies of the third edition of the Handbook on

Statistical Organization (2003) in the context of the exchanging ideas in the Seminar.

Azerbaijan

TurkStat hosted a delegation consisting of eight high level officials from the State Statistical Committee, the Ministry of Labour and People’s Social Defence, the Ministry of Tax, the State Agency for Public Services and Social Innovations, the Ministry of Economy, the Trade Unions Confederation and National Confederation of Entrepre-

neurs’ on 26 October 2017. It was a fruitful meeting in terms of both technical contexts on the labour force statistics and introduction of Turkish Statistical System as well as collaboration with

the Azerbaijani colleagues.

China

TurkStat welcomed a Chinese Delegation chaired by the Mr. Zhang Y U N S O N G , D i r e c t o r General of Yunnan Provin-cial Bureau of Statistics consisting of 5 other high level officials from Yunnan Provincial Bureau of Statistics in Ankara at TurkStat on 31st October,

2017.

The main topics of consultations were the Turkish Statistical System, the role and duties of TurkStat, the Chinese Statistical System and possible technical cooperation.

TurkStat expressed its pleasure and intention for the technical cooperation with China.

Delegations Welcomed in TurkStat

During the last six months, 98 TurkStat staff participated in 107 international activities consisting of 5 study visits, 2 traineeship programmes 64 meetings and workshops and 29 training courses. The meetings, work-shops and seminars took place mostly in Eu-rostat on almost every subject of official

statistics.

Five study visits were hosted by National Statistics Institute of Italy, National Institute of Statistics and Economical Stud-ies in France and Office for National Ac-counts in United Kingdom. We send our gratitude to all partners organized work-shops, ad-hoc courses and study visits for

TurkStat staff.

Our two trainees are in Eurostat, Luxem-bourg currently to complete the traineeship programmes on Sustainable Development

Palestine

Turkish Statistical Institute hosted Palestinian Central Bureau of Statistics (PCBS) experts on 14-17 August 2017. The study visit was organised by SESRIC within the context of Statistical Capacity Building (StatCaB)

Programme on agricultural statistics.

Goals Indicator and metadata, respectively.

Additionally, 2 TurkStat staff members were as-signed to consultancy services in Kazakhstan, Su-rinam and Azarbaijan. These consultancy services provided by TurkStat were on entrepreneurship statistics/enterprise research and transportation

statistics.

Iran A Delegation from Statistical Center of Iran visited TurkStat on 25-27 October 2017. The meetings aimed to share information and ex-periences in the field of eco-nomical and social classifica-

tions.
