SURVEY ON DRINKING WATER SUPPLY

• LEGAL BASIS – Survey on drinking water supply is conducted on the

basis of the Law on Official Statistics („Official Gazette of RS“, No 104/2009).

• МETHODOLOGICAL BASIS

– This survey is aimed at collecting the data on drinking water supply. The provided data enable the users: review the situation in water abstraction, processing and distribution to end consumers; realize the state of the water network and data on costs of production of drinking water; plan the policy for conservation and protection of water resources; report in compliance with the requests of international institutions and conventions.

Survey on drinking water supply provides data which are classified into three topics:

• Water abstraction, overtaken water from other networks and water provided to other systems;

• Water distributed to users: sold water (to households, business entities dealing with the sections of Agriculture, forestry and fishing, Mining and quarrying, Manufacturing and Electricity, gas, steam and air conditioning supply, Water supply; sewerage, waste management and remediation activities, as well as to other consumers, water used for own consumption, and total water loss;

• Data on water treatment, water supply network and costs of drinking water production.

Reporting units, statistical units • Data on water use in settlements are collected from all

business entities that collect, distribute water and/or manage the systems for water use. Activity of these reporting units is, according to the Classification of Activities, defined in the division 36 – water collection, treatment and supply and division 84 – Public administration and defence, compulsory social security (local communities’ authorities managing water supply systems).

Survey coverage • The survey covers all business entities that perform their

activity on the entire territory of the Republic of Serbia. Starting from 1999 the Statistical Office of the Republic of Serbia has not at disposal and may not provide available certain data relative to AP Kosovo and Metohija and therefore these data are not included in the coverage for the Republic of Serbia (total).

Method, time and sources for data collection • Data collection is done by the reporting method,

meaning that the reporting unit uses its available documentation and records to fill in the questionnaires. The competent person enters the requested data in the first quarter of the current year for the previous year. If related records are non-existent for certain data, competent persons will make an evaluation. The reporting unit forwards the questionnaire to the relevant statistical authority on which territory its head office is located within the deadline set up in the annual plan.

Obligation to protect individual data • Results of the survey are published as

aggregates, taking into account the obligation to protect individual data according to the Law on Official Statistics.

List and definitions of main items – indicators • Public water supply is a system for drinking water supply, having arranged

and protected source, abstraction, reservoir and water network and presents a set of connected hydro-technical components under singular management and control, used for water abstraction, collection, treatment and distribution to consumers.

• Water abstraction (sources) refers to all the places of public underground

or surface waters from which water supply systems are supplied (underground, surface waters, spring waters, watercourses, accumulations and lakes).

• Distributed water relates to all directly abstracted and supplied water

distributed by the water supply system during the reference year to its consumers. The quantities of distributed water are measured by water gauge or, where they are not available, quantities are calculated according to norms relative to a selected activity group.

• Drinking water is water used for drinking, processing and production of

food and general use items, as well as for other people’s needs. Water used or intended for drinking must not contain elements harmful for human’s health above the determined limits and regarding physical, chemical, biological, bacteriological, virological and radiological features, it has to satisfy the established conditions.

Level of data representativeness (territorial, CA) • The data are representative for the territory of the

Republic of Serbia, to the level of municipalities, as well as by river basins.

Harmonization with international recommendations, standards and practice

• The methodology relative to this survey is partly harmonized with international recommendations and standards: • Water Framework Directive, WFD - 2000/60/EC; • JQ OECD/Eurostat – Inland water; • Questionnaire REQ12 – Regional Environmental Data

Collection - Inland water; • JQ UNSD/UNEP – Environmental Statistics.

Bodies in charge of the survey management • Preparations and conduction of this survey involves:

• Statistical Office of the Republic of Serbia: Group for Environmental Statistics in Belgrade, Division for statistical affairs in the Statistical Department of AP Vojvodina and regional offices in Zrenjanin, Novi Sad, Sremska Mitrovica, Pančevo, Subotica, Šabac, Zaječar, Leskovac, Kraljevo, Niš, Valjevo, Smederevo, Užice and Kragujevac.

• Institute for Informatics and Statistics of the city of Belgrade

Obligation to provide data • The obligation to provide data is laid down in Article 26

and the penalty provisions relative to the refusal of providing data or providing incomplete and false data in Article 52 of the Law on Official Statistics (“Official Gazette of RS”, No 104/2009).

Timetable of the main phases of conducting the survey

• Activities of the Survey on drinking water supply are realized according to the Annual Plan of Official Statistics, adopted by the Government of the Republic of Serbia. • Distribution of the questionnaires to regional

organizational units, Statistical Department of AP Vojvodina and Institute for Informatics and Statistics of the city of Belgrade, (28.02)

questionnaire • For conducting the survey on drinking water supply, used is

the Questionnaire “Annual survey on drinking water supply, (VOD – 2v)”, with the instructions for completing it.
